罂粟种植与人类文明相伴而生。随着世界交往的不断扩大以及地区性交往向全球性交往的转变,罂粟种植与鸦片的使用开始在全球范围内传播。阿富汗出现鸦片最早可以追溯到公元前1世纪,20世纪70年代末至90年代初,阿富汗毒品问题产生,在此后20余年的内战中毒品问题进一步发展,对阿富汗的政治、经济和社会诸层面产生了深刻的影响,并且对国际社会形成了巨大的压力和挑战。阿富汗现代化的挫折是毒品问题形成的根本原因,阿富汗独立不结盟地位的丧失是毒品问题形成的直接原因,适宜的气候条件则是毒品问题形成的必要条件。从历史发展的视角来考察,阿富汗毒品问题的解决将是一个长期的过程,并且只有在国际社会通力合作的情况下才能实现。  相似文献

This article explores the process leading to the Afghan government's decision to implement a prohibition and eradication of opium in the northeastern province of Badakhshan. It explores why Daud chose Badakhshan, the impact of the opium ban on the people of Badakhshan and the future of opium production and trade, as well as the evolution of drug control in Afghanistan under the Musahiban dynasty. Ultimately, the ban was launched because it allowed Daud to garner international praise and financial support, while enforcing eradication in an area inhabited by ethnic minorities ensured that the Afghan government's coercive strategy would not generate resistance from rural Pashtun tribes historically opposed to these types of state intervention.  相似文献

This study examines India and Turkey as case studies relevant to the Senlis Council’s ‘poppies for medicine’ proposal. The proposal is that Afghan farmers are licensed to produce opium for medical and scientific purposes. Here it is posited that the Senlis proposal neglects at least three key lessons from the Turkish and Indian experiences. First, not enough weight has been given to diversion from licit markets, as experienced in India. Second, both India and Turkey had significantly more efficient state institutions with authority over the licensed growing areas. Third, the proposal appears to overlook the fact that Turkey’s successful transition was largely due to the use of the poppy straw method of opium production. It is concluded that, while innovative and creative policy proposals such as that of the Senlis proposal are required if Afghanistan is to move beyond its present problems, ‘poppies for medicine’ does not withstand evidence-based scrutiny.  相似文献

The ongoing international military withdrawal from Afghanistan has set the stage for energising the activities of Afghanistan's external stakeholders to re-evaluate their activities. The possible return of the Taliban in some form could compel Afghanistan's current external partners—Iran, India and Russia—to turn into limited spoilers. The absence of an international guarantor in Afghanistan from December 2014 is likely to encourage Pakistan—a greedy spoiler—to intensify its meddling as a means to reposition the Taliban—a total spoiler—at the helm of Afghan affairs. The combination of limited, greedy and total spoilers threatens to undermine security and state-building processes.  相似文献

The 2001 conflict in Afghanistan has attracted a great deal of international controversy. The impact of the conflict on Afghanistan's children has been no exception. The research conducted by the United Nations and child protection organisations on the experiences of Afghan children throughout the conflict paints a bleak picture. Accounts of children being directly targeted, accidently killed, abducted, actively fighting in armed groups, denied humanitarian assistance or simply struggling to be healthy, happy, educated and secure amid this conflict are a reminder that conflict devastates children's lives. However, while this research demonstrates that children are often war's innocent victims, the ways in which this research is narrated, particularly by belligerent parties to the conflict, are far from innocent. This article examines the political manipulation of research on Afghan children affected by armed conflict. It argues that Afghan children and their experiences have become a powerful moral symbol that is used by belligerents to advance political, military and strategic agendas.  相似文献

Afghanistan was Australia's longest war, yet the consensus between Australia's major political parties on the commitment never wavered over 12 years. The bipartisan unity held even as the nature of the war changed and evolved, Australian casualties rose and popular support fell away. The enduring centrality of the US alliance explains much—probably almost all you need to know—about the unbroken consensus of the Australian polity. Afghanistan was an example of the Australian alliance addiction, similar to Vietnam. As with Vietnam, the Australian military left Afghanistan believing it won its bit of the war, even if the Afghanistan war is judged a disaster. As Australia heads home it finds the USA pivoting in its direction; with all the similarities that can be drawn between Vietnam and Afghanistan, this post-war alliance effect is a huge difference between the two conflicts.  相似文献

It has been said of Atiq Rahimi's novel Earth and Ashes that the author intends it to convey a loss of any vision for a better future in Afghanistan. This essay neither disputes nor affirms this, but instead argues that this tone of disillusionment is sustained for a specific purpose—namely, to show how a belief in the Afghan requirement of vengeance helps sustain cycles of violence in Afghanistan. No critical work has explored this key motivation for the writing of the novel; this article does so using a method of close reading that enables an evaluation of the role the reader is afforded as part of this endeavor, be they natives or outsiders to this culture.  相似文献

This paper surveys the history of American support for Iranian counter-narcotics policy between 1945 and 1989. In particular, it explores the general failings of Tehran's attempt to ban the domestic production and consumption of opium. The significance of this period is two-fold. First, this essay argues that American-backed efforts to combat the opium trade in Iran highlighted the detrimental effects narcotics had upon both state and society in Iran. Second, it suggests that the Iranian ban upon narcotics helped to stimulate a rise in Afghan opium production before the Soviet invasion of 1979.  相似文献

This article argues that during the 1970s, the United States Department of State and other US officials sought to promote and maintain Afghan political neutrality as a means of Soviet containment in Central Asia. This piece follows the evolution of this diplomatic model through the 1970s, how it interacted with various Afghan regimes and ultimately became an impediment on the imagination of US officials in predicting the Soviet invasion of Afghanistan.  相似文献

Nixon's self-declared war on drugs has been underway for over five decades. Not all aspects are well known, and many voices of those touched by the campaign were and remain unheard. In the early 1970s, the Turkish republic faced a political crisis. The military installed a post-coup leadership that acquiesced to longstanding American demands to halt all cultivation of the opium poppy. This was the first sustained battle in Nixon's war, and it had socio-economically devastating consequences for Anatolian peasants who had for generations farmed the crop for licit and illicit markets. To many Turkish citizens, the ban was the result of a new stage in Western imperialism and a direct consequence of their own leaders' failure to protect the country's rural poor majority, on the one hand, and their surrender of national sovereignty, on the other hand. Farmers' voices were rarely heard on this issue, apart from brief quotes in newspapers and in domestic and foreign governmental studies, but their plight attracted sustained popular attention due in part to the proxy geopolitics articulated on their behalf. Before the recently disenfranchised parliament that did not permit sustained discussion or debate of the poppy question, MPs nonetheless rendered impromptu testimonies protesting the ban, its impacts on farmers, the suppression of democracy, and nation's loss of sovereignty. Through an analysis of Turkey's parliamentary record and other contemporary sources, I approach this crucial episode in the histories of intoxicants and the war on drugs. In so doing, I demonstrate the potential and seeming success of proxy geopolitics echoed on behalf of a marginalized people and why engagement with such sources is essential in the wider practice of critical geopolitics.  相似文献

This article aims to present a political analysis of the relationship between the Shi?a community in Afghanistan and the new political system that emerged after the US military intervention of 2001. In light of the sectarian conflicts in the greater Middle East and the connection between South West Asia and the Syrian war since 2011, this article illustrates the limits of the social empowerment of the Shi?a communities in Afghanistan. The article outlines the internal religious scene and the connections between āyatollāhs (marāje?), mainly from Iran or Iraq, and Afghan Shi?ite believers. This article examines the spatialities of gender relations and women's oppression in urban Afghanistan under conditions of poverty and strict patriarchy. Using empirical data from biographical interviews with Afghan women from urban households in Kabul, Herat, and Jalalabad, the article questions how gender as social relation and gender as difference is lived and experienced among the urban poor in Afghanistan. Looking at urban livelihoods through the lens of feminist geography helps to better understand the gendered spaces of home and the outside world, of households as sites of security and violence, and of urban contexts and ethnic affiliations. The approach allows for reflection on women's subjectivities and their own understandings of gender inequality and injustice. Examining the gendered geographies in urban Afghanistan shows how social difference is lived under conditions of patriarchy and poverty and how women's agency contributes to the livelihoods of their households.  相似文献

Abstract: This article examines the capital value of bare life as part of aid/development in (post)Taliban Afghanistan. I argue that the political production and spatial fixity of homo sacer “as the object of aid and protection” within specific geographic locations subsequently territorializes gendered bodies as a site for capital accumulation and exchange value through aid/development allocation. This occurs through a continual discursive reduction of “full or proper” human life to the remnants of bare life. This subjective reduction subsequently elicits capitalist‐modernity as a prime method for rescuing bare life and transferring it to an image (and imaginary) of western political and economic life. Gendered multiplicities of bare life emerge from variant forms of political and economic opportunity among aid/development workers and Afghan recipients. I argue that the discursive framing of bare life is situated as a site for (re)constructing rights through “western” frameworks infused with geopolitical and economic exchange value.  相似文献

This article examines the experience of the Soviet army's occupation of Afghanistan from 1979 to 1989. It draws heavily on the report of the Russian General Staff, which gives a unique insight into the Soviet–Afghan war by senior Russian officers, many of whom served in Afghanistan. The author then places this analysis in the broader geopolitical context of Soviet expansionism from the early 1970s to the mid 1980s. And the author proceeds to ask: Did Afghanistan account for the demise of the USSR? Finally, the issue of whether there are parallels with the failure of the Soviet Union's invasion and the current problems facing the USA in Afghanistan is examined.  相似文献

A team of U.S. political geographers analyzes the secret Afghanistan war logs released by WikiLeaks.org. They offer the chance to examine in detail the dynamics of the conflict in that country. Doing so in a spatial framework is possible because each of the 77,000 events has geographic coordinates and dates. Using cartographic and geostatistical tools, the authors map the changing distribution of the events and compare them to the well-known violent-events ACLED database (see O'Loughlin et al., 2010 in this issue). They conclude that ACLED comprises a representative set of the more comprehensive data in the released files. The released war logs show that the Afghan insurgency spread rapidly in 2008-2009, that the insurgency is moving out of its traditional Pashtun heartlands, and remains mostly rural in location. Hotspot and cluster analysis identifies the key locations of the current war, which indicate that it is relocating to new provinces in Afghanistan while intensifying in the eastern border regions and in the south.  相似文献

More than seven years have passed since the intervention of the international community in Afghanistan, yet the country has not only failed to achieve stability; it has actually experienced a downward trend on that account. The worsening situation in Afghanistan has occurred despite the fact that the Afghan government and its international partners have allocated unprecedented amounts of resources, increased their security forces and implemented socio-political and economic programs that they deemed were conducive to stability. Why and how this failure did come about? This article challenges some of the underlying assumptions for stability and the notion of political reconstruction that the international community and the Afghan government have implemented so far as being largely responsible for the gloomy state of affairs in that country.  相似文献

The United States intervention in Afghanistan since 2001 has brought progress in some areas, but the conflict has expanded, the Taliban remains powerful, and misgovernance and predation are widespread. Afghan national security forces—the linchpin of the coalition's exit strategy—offer no guarantee of future stability. Many accounts describe the mistakes that led to this predicament. This article attempts to explain why these mistakes were made by examining their underlying or structural causes. Based on 51 interviews with officials and experts, it identifies major US policy‐making errors with respect to state‐building, military activities and diplomacy. It argues that there are four principal underlying causes of such errors, relating to organizations, leadership and strategic thinking, psychology, and domestic politics. It finds that there were severe shortcomings in the acquisition and processing of information and a lack of institutional self‐evaluation; civilian and military leaders made major strategic misjudgements in mistaking the strategy for the goal, overestimating the efficacy of military force or resources, and drawing false lessons from history or analogous cases such as Iraq; leaders were predisposed to overconfidence and oversimplification; and, at the highest level, policies were distorted by domestic politics. The article contends that the cumulative impact of these shortcomings was sufficient to seriously disrupt the functioning of the foreign policy‐making system. It argues that action is required to improve US information gathering and assessment, systematize institutional self‐evaluation, build regional expertise, establish mechanisms to understand the motivations and perceptions of other actors, and increase awareness of decision‐makers’ cognitive flaws and biases.  相似文献

It has been assumed that since inheriting Martin’s decision to send 2000 soldiers to Kandahar, Stephen Harper has maintained control over all aspects of the Afghanistan mission. Donald Savoie and others have made the argument that the Prime Minister and his advisors have dominated and centralized the policymaking process while relegating other institutional players to a secondary role. This article challenges this image and suggests a more nuanced picture of the relationship between Harper and the bureaucracy. With the foundering of the Afghan mission, the government created the Afghanistan Task Force (ATF) and bent the rules of engagement to break down the barriers of “departmentalism.” For Harper it was a matter of political survival; for the Privy Council Office (PCO) it was an opportunity to maximize its influence. By 2008 a new generation of mandarins in the ATF were sharing the foreign policymaking platform with key players in the executive branch of government. In the process Harper’s command over foreign policy has been challenged as new approaches to rapid civilian–military responses are sought.  相似文献

Success in war depends on alignment between operations and strategy. Commonly, such alignment takes time as civilian and military leaders assess the effectiveness of operations and adjust them to ensure that strategic objectives are achieved. This article assesses prospects for the US‐led campaign in Afghanistan. Drawing on extensive field research, the authors find that significant progress has been made at the operational level in four key areas: the approach to counterinsurgency operations, development of Afghan security forces, growth of Afghan sub‐national governance and military momentum on the ground. However, the situation is bleak at the strategic level. The article identifies three strategic obstacles to campaign success: corruption in Afghan national government, war‐weariness in NATO countries and insurgent safe havens in Pakistan. These strategic problems require political developments that are beyond the capabilities of the International Security Assistance Force (ISAF). In other words, further progress at the operational level will not bring ‘victory’. It concludes, therefore, that there is an operational‐strategic disconnect at the heart of the ISAF campaign.  相似文献

Saudi Arabia, homeland of Osama bin Laden and 15 of the 19 hijackers of September 11, 2001, experienced low levels of internal violence until 2003, when a terrorist campaign by ‘Al‐Qaeda on the Arabian Peninsula’ (QAP) shook the world's leading oil producer. Based on primary sources and extensive fieldwork in the Kingdom, this article traces the history of the Saudi jihadist movement and explains the outbreak and failure of the QAP campaign. It argues that jihadism in Saudi Arabia differs from jihadism in the Arab republics in being driven primarily by extreme pan‐Islamism and not socio‐revolutionary ideology, and that this helps to explain its peculiar trajectory. The article identifies two subcurrents of Saudi jihadism, ‘classical’ and ‘global’, and demonstrates that Al‐Qaeda's global jihadism enjoyed very little support until 1999, when a number of factors coincided to boost dramatically Al‐Qaeda recruitment. The article argues that the violence in 2003 was not the result of structural political or economic strains inside the Kingdom, but rather organizational developments within Al‐Qaeda, notably the strategic decision taken by bin Laden in early 2002 to open a new front in Saudi Arabia. The QAP campaign was made possible by the presence in 2002 of a critical mass of returnees from Afghanistan, a clever two‐track strategy by Al‐Qaeda, and systemic weaknesses in the Saudi security apparatus. The campaign failed because the militants, radicalized in Afghan camps, represented an alien element on the local Islamist scene and lacked popular support. The near‐absence of violence in the Kingdom before 2003 was due to Al‐Qaeda's weak infrastructure in the early 1990s and bin Laden's 1998 decision to suspend operations to preserve local networks. The Saudi regime is currently more stable and self‐confident—and therefore less inclined to democratic reform—than it has been in many years.  相似文献
