This article examines the re-emergence of ballistic missile defence (BMD) as a contentious issue in US-European security relations since 1999. It begins by outlining three phases in the recent evolution of US missile defence policy from 1995 to mid-2001. The article then examines five key factors that have dominated European views and concerns in relation to BMD: a divergence between European and American assessments of the emerging ballistic missile threat; concern over the implications for nuclear arms control stemming from Russian and Chinese opposition to BMD; the impact of missile defence on deterrence and the Atlantic alliance; scepticism about the technological feasibility of BMD; and the potential opportunity costs associated with resource allocation to missile defence. It is shown that European anxieties have been exacerbated by a perception of a growing unilateralism in American security policy in recent years. The article proceeds by arguing that the US-European debate over BMD looks set to evolve in one of two directions. The more likely and most desirable scenario would involve the US reaching an understanding with its European allies on the way forward. The less desirable scenario would involve key European countries, such as France and Germany, deciding ultimately to withhold their political support for BMD, which would have the potential of causing significant rifts in both transatlantic and intra-European security relations. In both cases, it is argued that the BMD debate will be defined by the interaction of several key variables. These include the extent to which the Bush administration engages in meaningful consultations with the Europeans; the administration's ability or otherwise to reach an agreement with Russia on the way ahead; the architecture options of a future allied or global BMD system; the related issues of technological feasibility and financial cost; and the evolving missile threat. 相似文献

Most narrators of the Dakota Memories Oral History Project (DMOHP), the children and grandchildren of ethnic German immigrants from Russia, reminisce a great deal about their family relationships -- grandparent-grandchild relationships, parent-child relationships, and sibling-sibling relationships. They share memories of their grandmothers baking them delicious dough dishes, of their fathers making them labor endlessly in the fields, and of their siblings coaxing them into mischief. Through these relationships, Germans from Russia not only learned about their ethnic group's identity, but they also reshaped it into a new identity, blending their past with their present. Within the context of family relationships, these German Russian descendants forged a new identity rooted in their ethnic heritage and history, but serviceable to new, American-born generations. 相似文献

AbstractFor more than fifteen hundred years, the just war tradition has provided guidance about when wars should and should not be fought. It has also incorporated standards for how wars should be fought. The tradition rejects the claim that all use of force is evil, suggesting instead that in some circumstances the failure to use force is wrong. War is never desirable, but sometimes it is both right and necessary. The just war tradition helps us understand when this is true. The tradition developed to help control conventional warfare, but it is no less applicable to the terrorism and asymmetrical warfare prevalent in contemporary conflicts. In a world where American military power is unmatched, any opponent's best option is some form of asymmetric warfare. Such warfare is frustrating to conventional forces and tempts them to respond with an "all's fair in war" approach that is both morally wrong and militarily counterproductive. Neither pacifism nor "realism" deals adequately with the challenges of twenty-first century warfare. Only the just war tradition provides clear guidance about when and how it is right to go to war and places this in the context of establishing a peace based on justice and equity. 相似文献

Abstract. This paper is an exploration of national identities among sports people in a community in the Scottish Borders. This group experiences a split in their identities. Publicly, they are ascribed an ambiguous national identity by the surrounding national communities. Privately, and among fellow community members, they unambiguously assert national identity. This paper examines the way this split is managed, arguing that the performance of public ambiguity is expected, but is supported by the private performance of nationality. National identity is analysed specifically as a performance, and sport is the context in which this performance takes place. 相似文献

The fiftieth anniversary of Madagascar's independence in 2010 took place in the midst of political crisis. The transitory government staged large public parties to mark the Jubilee. Despite a public discussion about legitimacy and justification of this fact, the national holiday was lavishly celebrated. In Madagascar, Independence Day is also an important family event and emphasis was put on private celebrations including family feasts and reunions. As a result, it enhanced the participants' emotional attachment to their personal and local face‐to‐face milieu. This article asks how the golden jubilee was celebrated against a backdrop of political illegitimacy. I contrast official state‐led initiatives and individual agency in the private sphere and discuss how the national holiday has been appropriated and reinterpreted by the population as a family and community holiday. This article is based on qualitative ethnographical fieldwork in Antananarivo before, during and after the peak of the independence jubilee. 相似文献

Revivalism and millennialism are important concepts that influence contemporary evangelicalism. However it was in the Great Awakening that Jonathan Edwards and select Scottish ministers first connected revivalism and millennialism together in a new evangelical print culture. Evangelical ministers used publications and personal correspondence to hypothesise that the current Atlantic revivals were signs pointing towards Christ’s millennial kingdom. The 1740s stands as a unique decade where evangelical ministers created an influential synthesis of revivalism, social progress, and millennialism. The revivalist and millennial synthesis was a harbinger of the evangelical future for religious movements in both the nineteenth and twentieth centuries. 相似文献

Once it was an environmental issue, then an energy problem, now climate change is being recast as a security threat. So far, the debate has focused on creating a security ‘hook’, illustrated by anecdote, to invest climate negotiations with a greater sense of urgency. Political momentum behind the idea of climate change as a security threat has progressed quickly, even reaching the United Nations Security Council. This article reviews the linkages between climate change and security in Africa and analyses the role of climate change adaptation policies in future conflict prevention. Africa, with its history of ethnic, resource and interstate conflict, is seen by many as particularly vulnerable to this new type of security threat, despite being the continent least responsible for global greenhouse gas emissions. Projected climatic changes for Africa suggest a future of increasingly scarce water, collapsing agricultural yields, encroaching desert and damaged coastal infrastructure. Such impacts, should they occur, would undermine the ‘carrying capacity’ of large parts of Africa, causing destabilizing population movements and raising tensions over dwindling strategic resources. In such cases, climate change could be a factor that tips fragile states into socio‐economic and political collapse. Climate change is only one of many security, environmental and developmental challenges facing Africa. Its impacts will be magnified or moderated by underlying conditions of governance, poverty and resource management, as well as the nature of climate change impacts at local and regional levels. Adaptation policies and programmes, if implemented quickly and at multiple scales, could help avert climate change and other environmental stresses becoming triggers for conflict. But, adaptation must take into account existing social, political and economic tensions and avoid exacerbating them. 相似文献

Formal research training is integral to research degrees in human geography completed in UK higher education institutions today. The Economic and Social Research Council (ESRC) has been the driving force behind the formalization of research training. Arguably less well known among the ESRC research training recommendations is the stipulation that postgraduate research students complete advanced research training. This paper will draw upon the authors' experiences of the collaborative ESRC/Royal Scottish Geographical Society Advanced Research Training for Scottish Postgraduate Human Geographers. A detailed account of the advanced research training provision will be given, followed by staff and student reflections on the training. The paper concludes by considering what advanced research training offers to the PhD process and future developments in advanced research training. 相似文献
