Learning from the RSPT mistakes: is reform still possible?

The political ramifications of the failed Resources Super Profit Tax have been widely documented, yet the causes of this political failure are more contested. Many accounts highlight the discursive power of business and the effectiveness of their campaign against the mining tax. Effective business activism certainly played its part, but this article argues that strategic failings on the part of government also influenced the outcome. This article highlights how the Labor government's failure to consult, to understand the political implications of federalism and above all its impact on the industry in the hope that future policymakers will learn from the mistakes of the mining tax debacle.     

For What Are Whites to Hope?

Before directly addressing the titular question, this chapter examines how conceptions of hope often lead us astray, reaffirming rather than challenging the status quo. In analytic philosophy, hope is often understood as a desire that is not entirely justified with reasons. In critical theory, hope has recently been looked upon suspiciously, as an affect the circulation of which is intensified by neoliberal economics. In mid-twentieth-century German theology and theory, hope is viewed as entirely other-worldly. In liberation theology, the object of hope is identification with the poor. This article argues that each of these views produces antinomies, and each of these views ends up perpetuating the status quo: in a racial context, white supremacy. After exploring the antinomies of hope, the article urges that whites are to embrace these antinomies. They are to hope for despair.

A number of possible reasons for the unusual use of divine names in Pss 42-83 are presented. Detailed analysis of the Elohistic Psalter follows, pinpointing exactly how it differs from the rest of the Psalter. Frequencies of divine names are examined, as well as their stylistic use (including use in parallelism, the place of acrostics and refrains, and specific criteria for use of the less-favoured name), and the differing use of shared material and idioms. The author concludes that the Elohistic Psalter is the result of highly skilled editorial activity which was unrelated to any reluctance to pronounce the tetragrammaton.

Accumulated information on equatorial spread-Fhas pointed to the existence of large scale depletions (also referred to as holes, bite-outs or bubbles). The ion composition within the depletions has also been the subject of a number of investigations. In this paper a suggestion is briefly presented on the possible role of vibrational excited nitrogen in explaining the large scale depletions and the ion composition within these depletions.     

Is Lévi-Strauss Still Good to Think?

The centenary of Claude Lévi-Strauss' birth, and his death shortly afterwards, have generated a spurt of publications ranging from biographies to collections of essays to unpublished works. Some of these works dwell on his worldview, his preoccupations with globalization, overpopulation, and the environment, albeit in ways that reflect the poverty of his sociological analysis. Reappraisals of his structural approaches to the study of kinship, myth, and aesthetics are more relevant to contemporary approaches in anthropology, especially those that stress his paradoxical wedding of primary sensuous experience to abstract patterns of thought.     

Global energy governance: do the BRICs have the energy to drive reform?

It is widely accepted that the rising power of the BRIC countries—Brazil, Russia, India and China—has the potential to re‐shape the international system. However, little attention has been given to the BRICs’ role in a growing area of strategic importance: global energy governance. While global governance scholars now argue that the international energy architecture requires substantive reform to keep pace with the rapid transformations in global energy markets, largely driven by the BRICs, it is not clear what role these countries will play in future governance arrangements. Drawing on recent scholarship in global governance and international negotiations, interviews with G20 energy officials, and the observations of the author, a past delegate to G20 negotiations, this article examines whether the BRICs as a coalition have the capacity and willingness to drive substantive global energy governance reform. In doing so, it highlights the problems with the BRICs as a coalition on energy and considers the prospects for energy reform in light of China's increasing engagement with energy governance ahead of it hosting the G20 Summit in 2016.     

Too precarious to be inclusive? Hotel maid employment in Spain

ABSTRACT

Hoteliers have steadily been able to reduce costs and increase employees’ workload as a result of mass unemployment sparked by the financial crisis, beginning in 2008, and associated legislative reforms by the Spanish government. Outsourcing has been hotels’ main instrument in this drive. Hotel chambermaids are among the groups most affected by this phenomenon. This article analyses the impacts of outsourcing on hotel maids’ working conditions, while questioning the possibilities for achieving inclusive tourism given the current outsourcing trend. It is based on 44 in-depth interviews with a range of informants, including 24 hotel maids who have experienced the process of outsourcing, in major Spanish tourism destinations. This study aims to understand the changes these workers have experienced and perceived in their working conditions. The research results highlight a marked deterioration in hotel maids’ working conditions in recent years, most notably involving (a) a reduction in their salary and the loss of professional categories, (b) work overload, (c) greater uncertainty in the duration of employment, timetables and work schedule, (d) de-professionalisation, (e) segmentation, division and an increase in competition between hotel staff, (f) the accentuation of health problems and (g) a decrease in the capacity of representation and the defence of workers’ collective interests.     

The Soviet experience in Afghanistan: lessons to be learned?

This article examines the experience of the Soviet army's occupation of Afghanistan from 1979 to 1989. It draws heavily on the report of the Russian General Staff, which gives a unique insight into the Soviet–Afghan war by senior Russian officers, many of whom served in Afghanistan. The author then places this analysis in the broader geopolitical context of Soviet expansionism from the early 1970s to the mid 1980s. And the author proceeds to ask: Did Afghanistan account for the demise of the USSR? Finally, the issue of whether there are parallels with the failure of the Soviet Union's invasion and the current problems facing the USA in Afghanistan is examined.
