The state of war     
This article frames the discussion of the ‘state of war’ in this issue of International Affairs. Beginning by noting the continued recurrence of ‘traditional’ modes of war along side so‐called ‘new wars’ and calling to aid Rousseau's brutal satire of 1756, The state of war, the article offers a discussion of three ‘responses’ to the reality of war in international relations—the heroic response, the realpolitik response and the compassionate response—and argues that a synthesis between them characterizes the general approach to war in any historical period. It then considers how the contemporary synthesis might be viewed and offers thoughts on the articles in this issue in the light of this suggestion.  相似文献

In 1939–45 an economic group for the discussion of postwar economic order was established at Chatham House, gathering a transnational community of economists and scholars at 10 St James Square in London. Papers were written and seminars were held before—and following—the conference held in Bretton Woods in 1944. Polish‐born economist Paul Rosenstein‐Rodan (1902–1985) coordinated the group, which invoked investment‐led growth and new international institutions for development. Chatham House played a role in making sense of, and disseminating, this new culture of international development. To be clear, this ‘new’ culture was not entirely new, and had its roots in the interwar years, including colonial development policy. Nor was Chatham House the only hub of this culture. This article aims at filling a gap in our understanding of the role of economic research done at Chatham House during the Second World War. In addition, by looking to the past, it may also help at broadening our views on how to globally reignite growth today. Policy‐makers seem to have learnt some of the monetary lessons of the 1930s, but not the development ones of the 1940s. This article is based on sources from the Chatham House archive and brings to special attention articles published in International Affairs.  相似文献

Arnold J. Toynbee (1889–1975) has long been neglected or discounted by scholars of international relations and historians of international thought. Yet his contributions to International Affairs, as well as his Surveys of international affairs and his A study of history demonstrate both his capacity for acute interpretation of contemporary events and the depth of his learning about past international societies. This article examines his analysis of mid‐twentieth century international relations, that ‘Time of Troubles’ which he believed would only be escaped through a recovery of ‘creativity’ and profound change in the ways in which world politics were practised. It explores the foundations of his approach to the field, demonstrated both in his Surveys of international affairs and his twelve volume magnum opus, A study of history, as well as his essays in journals. It analyses his diagnosis of the causes of our contemporary ‘Time of Troubles’, in the light of past episodes in world history Toynbee thought analogous to that present condition of international relations. And it traces his retreat from political solutions to the challenges faced in the twentieth century and his movement towards religious responses as a putative alternative. It concludes by arguing that Toynbee deserves recognition, not simply as a pioneering world historian or a controversial interpreter of the politics of the Middle East, but as an acute commentator on the international relations of a troubled age.  相似文献

In 1900, the Lao ethnonym, and thus the Lao, ‘officially’ disappeared from Siam. However, Lao culture and identity persisted at local, regional, and national levels. As Keyes (1967) discovered, ‘a Northeast Thailand‐based ethno‐regionalism’ emerged post‐World War II. This regionalism, which we re‐term ‘Thai Lao’ and specify to the majority ethnic community, exists in a contested relationship with both ‘Thai’ and ‘Lao’ identity. The survival of the Lao ethnic community's cultural identity occurred despite the best efforts of the Royal Thai Government (RTG) to eradicate aspects of Lao culture. These aspects included Lao language, religion, and history, using the school system, the Lao Buddhist Sangha, and the bureaucracy. Beginning in the 1990s, buoyed by a multitude of factors, the Lao ethnic community reappeared as the ‘Thai Lao’ or ‘Lao Isan’. This reappearance was noted in the RTG's Thailand 2011 Country Report (RTG 2011) to the UN Committee responsible for the International Convention on the Elimination of All Forms of Racial Discrimination. For nearly four decades now, ‘Laoism’ has recurred in Thai academia, the media, the public sphere, popular traditions, and even Lao apocalyptic millenarianism. Following Smith (1986, 1991, 1999), this article utilizes a historical ethno‐symbolist approach to analyse this recurrence.  相似文献

This article provides an introduction to a special issue of the Journal of Religious History on the theme religion and memory based on papers presented at the 20th International Congress of Historical Sciences held at the University of New South Wales, Sydney in July 2005. The special issue was prepared as a memorial tribute to the Australian historians Tony Cahill (1933–2004) and Patrick O’Farrell (1933–2003). Patrick O’Farrell made significant contributions to the histories of Ireland, Irish Australia, migration, place and memory. Tony Cahill was a former editor of the Journal of Religious History who published a number of biographical studies of the Irish‐born Archbishop of Sydney, Cardinal Francis Moran (1830–1911). The introduction provides a review summary of the published work of Patrick O’Farrell and brief notes about the seven articles which make up the special issue. The Appendix includes a full bibliography of the published writing of Patrick O’Farrell.  相似文献

This article explores the contradictions that have emerged along the commodity chain of the endangered medicinal tree Prunus africana in Madagascar. The study provides a unique opportunity to build on theories of access, highlighting in particular the themes of social relations, culture and power in mediating access to natural resources and benefits that derive from commercialization. Commodity chain analysis is employed to illustrate that property rights, based solely on formal rights, legal claims or customary rights to ‘natural commodities’ are insufficient to measure who is able to gain and maintain access to the species. The results show that power, regulation and exclusion have a much greater impact on who is able to tap into the benefits of P. africana commercialization. This article illustrates how extraction firms in Madagascar have over the years finessed their way, through ‘green conditionalities’ or conservation concessions, into continued extraction of P. africana — all in the face of widespread regulation.  相似文献

Introduction     
The aim of this special issue of International Affairs is to address the changing dynamics in the international economic system from an interdisciplinary standpoint, in order to unpack some of the emerging processes of globalization and to investigate the relationship between power and rule‐setting. The idea is to bridge the gap between the traditional realist accounts of the international system that place the nation‐state at the centre of the analysis, and the liberal, market‐driven approach that focuses on the problems of an increasingly integrated global economy and fragmented political authority. The framing question is how the global order (governance) has to change in order to accommodate the enlargement of the playing field and in particular the emergence of fast‐growing developing economies. How is this shift going to affect the distribution of power, both among nations and between state and non‐state actors? Is this shift going to drive a fundamental rethinking of the rules governing relations between countries—and regions—and institutions? The thread that links the articles in this special issue is the rather benign view of globalization, leaning towards ‘liberal ingenuity’ that sees governance as a way to accommodate conflicting interests through institutions in such a way as to minimize the potential for conflict.  相似文献

This article examines how and in which societal and political contexts nationhood is expressed and symbolised in reunified Germany. This ‘rediscovery’ of nationhood since the 1990s mixes new and old motifs of the cultural repertoire of ‘the national’ for different purposes. Three main contexts triggered a rediscovery of ‘the national’ after 1989: reunification, immigration and the retrenchment of the social state. I argue, by analysing ethnographic material and political discourses, that these contexts, on the one hand, rearticulate old forms of ethnic and cultural nationalism and, on the other hand, create new images and symbols of an open civic society and immigration country. There are ‘playful’ forms, such as campaigns of nation branding, that symbolically include the ‘productive’ and ‘useful’ immigrant into the national project. Moreover, such campaigns serve to legitimatise the downsizing of the national state that – according to a neoliberal attitude – relies on a new community spirit of entrepreneurial, ‘activated’ citizens who ‘help themselves’. Thus, focusing on these pluralised renationalisation processes makes evident how polyvalent ‘the national’ still is. It can be employed by those who attempt to ‘reunite’ the East and West Germans, by businesses to sell their goods and ideas and by almost any political orientation, be it right‐wing or left‐wing.  相似文献

Science Cities: What the Concept of the Creative City Means for Knowledge Production. – The article aims to show that the relationship of science and the city has changed since the 1970s in the context of the knowledgeable society. While cities have principally been regarded as the typical space of science, of new ideas and innovation for centuries, since the 1960s and 1970s universities, research institutes as well as industrial research institutes have relocated to the periphery of cities. There, however, these sites of knowledge have been organized in an ‘urban mode’. That means that the concept of the city as a place of science and innovation has determined the architectural, spatial, and social organization of these sites on the periphery of cities. Certain features of the city have been copied, such as social infrastructures, places of communication, restaurants, cafes etc., while others have been left out – housing, cinema, theatre etc. An ‘urban mode of knowledge production’ in the sense of a very stylized model of the city has become a tool to enhance the production of scientific and technological knowledge. – The article exemplifies this by focusing on a case study, namely of the so‐called ‘Science City’ of the Siemens Company in Munich‐Neuperlach.  相似文献

The article‘Nuclear enlightenment and counter‐enlightenment by William Walker opened the special issue of International Affairs which was published in May 2007. In it, he claimed that the United States departed in the late 1990s and early 2000s, at the height of its hegemonic influence, from a conception of international nuclear order that it had held to, with few interruptions, over several decades. By so doing, it contributed substantially to the order's currently perceived demise. In responding to criticisms from other participants in the special issue, William Walker defends his arguments while acknowledging the enlightenment trope's fragility; reemphasizes the essential contractual nature of the Nuclear Non‐Proliferation Treaty (NPT) which some critics denied; stresses the order's reliance on a judicious balancing (which has temporarily been lost) of realist and constitutional strategies; rejects assertions that the NPT is not a disarmament treaty; argues that the‘muddling through’advocated by some authors cannot suffice; and offers reasons why the despondency of several among them may have been overplayed, and why a new phase of consolidation of order might (just might) lie ahead, not least because of the reconsideration of US international strategies that has begun and the widely perceived urgency of preventing further proliferation and avoiding a resumption of arms racing.  相似文献

This article examines the poetry and prose meditations in the anonymous 1652 volume Eliza’s Babes: or The Virgins–offering. The article begins by reconsidering Liam Semler’s recent assertion that Eliza was a Parliamentarian and religiously radical, arguing instead that she was a centrist, loyalist Protestant. The article then examines the handbooks to devotion and meditation from this loyalist tradition that helped define Eliza’s understanding of public and private and how these concepts were gendered. In keeping with writers such as Joseph Hall and Daniel Featly, Eliza views her private devotion as on a continuum which leads to public worship, or ‘thanks’ as she terms it. Eliza uses this paradigm of public and private to justify both the printing of her poems and her very unusual theology of marriage, in which she considers Christ her only true husband. The final section of the article considers whether Eliza’s understanding of public and private offers her more ‘freedom’ than other women writers, and concludes that any judgement of her freedom must be carefully calibrated to the religious and political contexts of her book.  相似文献

This article examines research on embodiment published in Gender, Place and Culture (GPC) over the past two decades. We searched using the keywords ‘body’, ‘bodies’, ‘embodiment’, ‘embody’, ‘flesh’, ‘fleshy’, ‘corporeality’ and ‘corporeal’, the titles and abstracts of all the articles that have appeared in GPC since it first began publication in 1994. Articles containing these keywords were listed in a searchable bibliography. What we found was a growing volume of research inspired by ‘body politics’ produced over a 21-year period that compares favourably to cognate geography journals. We also found that various themes have emerged including maternal and geopolitical bodies. In other areas, we identified gaps. Throughout the article, we engage with the question: has the upsurge of interest in embodiment, as expressed in the pages of GPC since 1994, led to an upheaval of masculinist ways of thinking in the discipline? We conclude by expressing our feelings of ambivalence.  相似文献

Although the relationship between music and nationalism has been at the centre of recent cross‐disciplinary research, many areas remain unexplored. Among them are forms of ‘national music’ that nest overlapping identities, functioning simultaneously as vehicles of regional, ethnic, urban, global and diasporic belongings. This article focuses on the national dimension of these multilevel identities, concentrating on the swings and transmigrations between the national and the regional. It compares two Mediterranean traditions which, particularly between the late nineteenth and early twentieth centuries, have served as multilevel identifiers of national and regional belongings: flamenco and canzone napoletana (Neapolitan song). I argue that, besides geographically bounded identities, both genres were constructed as ‘national’ primarily abroad, rather than in their home countries, thus contributing to a theory of the ‘international’ dimension of ‘national’ music. In the case of flamenco, I focus on the irradiation centre of the time, Paris, although the modern notion of musical Spanishness was first associated with national identity in Russia. The canzone consolidated its international position mostly through the Italian diaspora, achieving a much wider reach than is ordinarily thought, both nationally and globally.  相似文献

Abstract

When we grieve during fieldwork, our grief forms new geographies of knowledge production and emotion. In this article, I use autoethnography to theorize my grief during fieldwork following the death of my sister. I examine grief’s methodological implications using the concept of ‘grief as method,’ an emotionally-inflected practice that accounts for the vulnerability produced by grief. By centering vulnerability, ‘grief as method’ also urges researchers to consider the practices and politics of ‘caring with’ our research subjects and caring for ourselves, raising larger questions about the role of care in research. Furthermore, this article demonstrates how grief’s geographical features—its mobility, its emergence in new sites and landscapes, and its manifestation as both proximity and distance—shape ‘grief as method’ profoundly. I examine grief’s spatial implications by building on Katz’s ‘topography’ to theorize a ‘topography of grief’ that stitches together the emotional geographies of researchers, blurring both spatial divisions (‘the field’ vs. ‘the not-field’) and methodological ones (the ‘researcher-self’ vs. the ‘personal-self’). If we see grief as having a topography, then the relationships between places darkened by grief come into focus. Moreover, by approaching grief methodologically, we can better understand how field encounters—relationships between people—are forged through grief. ‘Grief as method,’ in offering a spatial analysis of grief’s impact on fieldwork, envisions a broader definition of what engaged research looks like and where it takes place.  相似文献

Summary

In a series of articles from the 1980s and 1990s, Michael Frede analysed the history of histories of philosophy written over the last three hundred years. According to Frede, modern scholars have degenerated into what he calls a ‘doxographical’ mode of writing the history of philosophy. Instead, he argued, these scholars should write what he called ‘philosophical’ history of philosophy, first established in the last decades of the seventeenth century but since abandoned. In the present article it is argued that Frede's reconstruction of the history of histories of philosophy is historically problematic.  相似文献

This article complements the archaeological account of the so‐called ‘Edesö Wreck’ with archival research that has led to its identification. In 1659 the Swedish King Karl X Gustav ordered a number of vessels for transport of horses and soldiers while at war with Denmark. The king died just a few months later, the war with Denmark was aborted, and the unfinished vessels were rebuilt to serve other purposes. One of these was Bodekull, built under English master shipwright Thomas Day between 1659 and 1661. In October 1678 Bodekull sank in the Stockholm archipelago. Alterations made during construction mentioned in written sources have been noted on the wreck and strengthen the argument for the identification.  相似文献

This article explores the impact of the recent diamond traffic on both rural and urban life in southwestern Congo-Zaire, in an attempt at a ‘multi-sited’ ethnography of the circulation of cultural meanings, commodities, money and identities in an increasingly diffuse time-space, in which the standard dichotomies between rural and urban worlds, lived world and system, traditional and modern, or precapitalist and capitalist realities have lost much of their explanatory strength. More specifically, the article deals with the widespread phenomenon of the bana Lunda, ‘the children of Lunda’, young Congolese urbanites who travel from all over southwestern Zaire to the Angolan province of Lunda Norte in order to dig or dive for diamonds in the UNITA-controlled territories. It investigates the changes brought about by the diamond trade and by the influx of these urban youngsters into the rural border area, as well as the impact of the accompanying monetization, known as ‘dollarization’, on the daily life of villagers and urbanites in Southwestern Zaire.  相似文献

In the 25 years since Marilyn Strathern published The Gender of the Gift (1988) its signature concepts of the ‘dividual androgyne’ and ‘sociality’ have received almost no criticism in the anthropological literature and are now widely accepted as true. The ‘dividual’ is considered to be ‘a new, non‐unitary model of embodiment and … one of the most important theoretical accomplishments to emerge from Melanesian ethnography in the latter part of the 20th Century’ despite the fact that it erases affect, agency, identity and other essential features of human beings (Lipset 2008). The present critique of Strathern's concept of the androgynous ‘dividual’ challenges its legitimacy as a Melanesian or any other ‘premodern’ form of personhood and suggests that it expresses the wish of academic feminists in the 1970s and 1980s to locate an indigenous model for androgyny and to characterise patriarchy, misogyny and sexual segregation as peculiarly Western. The article explores aspects of Gimi myth, ritual and exchange which Strathern claims helped her to formulate the concept of the ‘dividual’ (especially those surrounding men's sacred bamboo flutes) and concludes that she mistook a virulently anti‐female ideology – including a fantasy in which men may subsume or incorporate certain aspects of female anatomy – for benign accommodation between the sexes. The ‘dividual’ does not correspond to social reality among the Gimi and paradoxically affirms Lévi‐Strauss' classic demonstration in the Elementary Structures of Kinship (1949) that ‘the gender of the gift’ is invariably female.  相似文献

Music is an important language of the emotions and can often arouse strong passions in its performance and representation, both from the individual's perspective of personal identity and for the individual's sense of identity and of belonging to a given community. Likewise, music can serve to whip up and reinforce nationalism and national chauvinism against the ‘other’ as well as serving as a badge of identity. In this article I explore a musical form, a song that has been defined as ‘Spanish’ and as the ‘national’ song: la copla. Copla is rooted in the past and first appeared as both a poetic and a theatrical form, but always accompanied by music. It was, however, during the eighteenth century, when nationalism made its appearance as a ‘concern’ in the Spanish political‐cultural arena, when coplas would be used as a mark of Spanish identity. Copla is a women's song. Although it has been interpreted by men, some of them internationally renowned like Miguel de Molina, the most famous performers have been and still are women. That is why perhaps a recurrent theme of coplas is unrequited love, whereby love and passion play an important role, either with regard to the individual or the community from which the individual hails. But there are also other themes such as the longing stimulated by alien rule, which is reflected by cultural opposition and resistance to discourses of power, not only in terms of open opposition, but in a more subtle form of resistance, particularly in gender terms. I claim that it is precisely this resistance to fixed discourses of gender that have made coplas excellent negotiators with the different musical, social and political contexts and in this way have made them an icon of the invented tradition that is fundamental in the creation of a nation.  相似文献
