The fragility of Europe's Willkommenskultur

In this guest editorial Chris Hann considers the refugee route via the Balkans to Germany that opened up in a big way in the summer of 2015. The influx of ‘economic migrants’, as most newcomers are widely perceived, is polarizing opinion throughout the member states of the European Union. Hann also detects a renewal of the old east‐west moral geographies, due in part to legacies of the socialist era in eastern Europe and the semi‐peripheral condition of the region today for European capitalism. Whereas most anthropologists tend to favor unconstrained mobility and hence call for the abolition of frontiers, Hann suggests that the solution cannot be so simple. Focusing on the interplay of economic and ethical factors, he urges empathy not only with all categories of refugees/migrants but also with the dispossessed in the societies that offer them a ‘welcome’.     

Integration and Europe's Defense Industry

The European Union's influence on defense industry mailers has increased in recent years. This is plaiting because the Treaty of Rome permits member stales to maintain armaments production and trade issues at the national level. The argument presented in this paper is that the predominant theories of European integration cannot adequately explain this shift in policymaking from the national to the regional level. Reactive spillover combines an appreciation of international environmental pressures with the concept of spillover.     

Australian discourses of democracy

Democracy is to a significant extent what political actors and ordinary people make of it. The inquiry reported here determines how the individuals who are the constituents of any actual or potential Australian political order conceptualise democracy and their own place in it. Political discourse analysis and Q methodology are deployed to reveal the discourses of democracy present in Australia. The four discourses uncovered are termed resigned acceptance, inclusive republicanism, right‐minded democracy, and anxious egalitarianism. Their results illuminate Australian political culture, the attractiveness and feasibility of different kinds of institutional innovation, and the real‐world prospects for various kinds of democratic theory.     

Garibaldi and parliamentary democracy

Abstract

The extraordinary nature of Garibaldi's life is reflected in his involvement in parliamentary activities across a number of countries (Uruguay, Kingdom of Sardinia, Roman Republic, Kingdom of Italy, French Republic). After the national unification, Parliament became a kind of great sounding board in Garibaldi's strategy thanks in part to the fact that in the Chamber he could count on a group of followers who were always ready to support any issue vaguely to do with memories of the Risorgimento or irredentist aspirations. His failure to steer the new state in the desired direction through the legislative process certainly influenced Garibaldi's negative opinion of parliamentary work. Garibaldi could not however recognize as an expression of popular sovereignty a parliament in whose election only 2 per cent of the population were allowed to participate. His main political battle was the fight for universal suffrage which was intended to enfranchise all Italians, thus turning subjects into citizens and finally making parliamentary institutions nationally representative and democratically legitimate.     

Europe's energy security: challenges and opportunities

The extreme volatility of global energy markets since the early 2000s has prompted the Commission of the European Communities to issue a new Green Paper, 'A European strategy for sustainable, competitive and secure energy'. This important document seeks to identify the main steps EU members need to take to enhance their energy outlooks. The first section in this article discusses the concept 'energy security'. This is followed by an examination of Europe's energy mix (oil, natural gas, coal, nuclear power and renewables). The third section analyses European efforts to establish and strengthen energy partnerships with Russia, the Caspian Sea region and the Middle East. In other words, the article seeks to examine Europe's efforts to diversify its energy mix and energy sources. The main argument is that stability and predictability in energy markets are shared goals between producing regions and major consumers.     

Constitutional democracy and civic nationalism

ABSTRACT. This article seeks to bring to the fore the intrinsic link between constitutional democracy and the civic nation, relying on Jürgen Habermas's theory of democracy. This theoretical framework will serve as the basis for a communicative understanding of civic nationalism, underscoring the notable role played by language. Attention will be given to the normative dimension that allows for the legitimisation of national divisions of a civic space bound by universal rights. The prime motivation behind this article is thus political‐philosophical, although empirical examples, drawn particularly from the French revolutionary discourse, will be brought to bear. And since a civic nation construed in communicative terms has necessary linguistic implications, cases of multilingual and multinational states will be examined.

Gender interests and Indonesian democracy

Using a distinction between practical and strategic gender interests, this paper examines the implications which democracy has for women in Indonesia. A comparison between the 1950s, when Indonesia experienced a period of liberal democracy, and the current New Order era, reveals that the different records of the two regimes in fulfilling women's gender interests can be explained both by the relative success of governments in promoting development and by the level of civil and political liberties tolerated by them. In the present political transition in Indonesia, the prospect of greater freedoms of expression and association offers hope to women seeking to pursue strategic gender interests and the practical gender interests of poorer women.
