Infrastructure Nation: State Space,Hegemony, and Hydraulic Regionalism in Pakistan

Large‐scale infrastructures are often understood by state planners as fulfilling a national integrative function. This paper challenges the idea of infrastructures as national integrators by engaging theories of state/nation formation and infrastructure in a postcolonial context. Specifically, I put Lefebvre's characterization of the production of state space as a homogenization‐differentiation dialectic in conversation with Gramsci's understanding of hegemony, bureaucracy, and nationalism to analyze the controversy surrounding the giant Tarbela Dam in Pakistan in the 1960s. I use the Tarbela controversy as a case study to elaborate a theory of postcolonial nation‐formation through state‐led infrastructural projects. I argue that in a postcolonial context the failure to articulate a hegemonic nationalist ideology to accompany the production of large‐scale infrastructure results in a fragmentation of state space in some ways, even as state space is homogenized and integrated in other ways. The paper also offers a “hydraulic lens” on the politics of regionalism in Pakistan.     

Fatherhood in Labour Zionist Children's Literature: Space,Masculinity and Hegemony in Mandate Palestine

This article analyses the connection between gender and fatherhood in Labour Zionist children's literature during the formative years of the Zionist project which preceded the establishment of the state of Israel in 1948. Contrary to most similar social movements in the interwar period, Labour Zionism was leading a settler-colonial project with the imperative to expand the Jewish presence throughout the country, making the category of space particularly relevant to the success of its hegemonic project. This article contributes to the understanding of the role of gender in the process of Zionist settlement and colonisation, and at the same time calls for more attention to the entanglement of gender and masculinity with space in the study of colonial history.     

Capital, State and Space: Contesting the Borderless World

The globalization of economic activities and transnational corporations (TNCs) has led us to think that we are entering a 'borderless' world. Some prophets of globalization argue that it has led to the end of geography. To them, the state has ceased to be an institution capable of exerting influences on the activities of transnational capital, which has also become increasingly 'placeless'. This paper aims to contest the issue of the alleged end-state discourse of a 'borderless' world. It argues that, despite the accelerated processes of globalization, national boundaries still matter in the decision-making and global reach of capital. The notion of a 'borderless' world is more folklore than reality. Based on theoretical and empirical literature in international political economy and business studies, the paper offers a dialectical perspective that examines the changing relationship between capital and the state, and the embedded relationship between capital and space in the organization of the global space-economy. Together, both arguments point to the importance of understanding dynamic transformations of the global economy, before considering its globalization tendencies.     

South–South Cooperation and Neoliberal Hegemony in a Post‐aid World

The current iteration of South–South Cooperation (SSC) differs fundamentally from the first manifestation in the early 1970s, largely because of differences in assumptions about who is cooperating with whom and to what end, in the context of SSC. These differences are significant for the material practice of SSC and the ideological function of SSC rhetoric. In this article, the authors argue that contemporary ideas about SSC do not retrieve the radical potential of the original formulation, but rather expand the hegemonic neoliberal world order into a new phase through a reframed idea of the relationships between North and South and between states and markets. This promotes a new common‐sense understanding of the contemporary international political economy while further depoliticizing the idea of development. It hijacks the critical force of dependency theory, harnessing the terminology of the 1970s and a nostalgia for state‐led development to an ideological fix that in fact shores up the neoliberal world order in the context of a potentially destabilizing shift in the functioning of global capital.

古代希腊的城邦自治（autonomia）观念始于公元前5世纪,及至《大王和约》发展为希腊城邦处理相互间关系的准则。就公元前4世纪霸权的兴衰、更迭和发展进程而言,城邦自治原则的最终确立影响极大。该原则虽为强邦所滥用,在一定程度上沦为实现霸权的工具,但也阻止了联盟作为一种霸权向帝国的发展。城邦自治观念与霸权所呈现出的这种相反相成的复杂关系,是梳理希腊城邦邦际政治史的一条重要线索。     

Zarrow,Peter.Educating China: Knowledge,Society, and Textbooks in a Modernizing World, 1902-1937

US Foreign Relations in the Twentieth Century: from World Power to Global Hegemony

The turn of the millennium has produced much thinking about the current direction of American foreign policy. In an interpretative essay on the broad patterns of American foreign relations during the twentieth century, Michael Dunne traces some recurrent themes in American diplomatic practice and its underlying ideologies. His conclusion is that the traditional introversion of American culture is likely to be projected abroad, as it has been in the past, by a rhetorical mixture of national and supranational idealism couched in the peculiar and self-referential discourse deriving from the earliest days of the Republic.
