AbstractIn the last two decades, we have witnessed a proliferation of studies on migrations that, taking human mobility as their focus, contributed to the profiling of migrations as an object of research and to the institutionalization of its stakes. While, on the one hand, this has coincided with the becoming a discipline of migrations (i.e. their acquiring the status of a specific field of scholarly knowledge), it has, on the other hand, coincided with a disciplinarization of migrations themselves, a sort of disciplining effect of migrations' contested politics at the very moment of their academic heyday. This contribution interrogates the discipline of migrations as an academic domain of knowledge, as the governmental conduct of mobility, and as the governmentality at the intersection of these two layers. 相似文献

"In this paper, we outline the specification and estimation of a time series of multiregional net-migration equations subject to first-order serial correlation. We show that the necessary nonstochastic adding-up constraint, which requires that net migration in the system sum to zero, imposes restrictions on the serial-correlation coefficients. We estimate equations under these restrictions using data for the ten Canadian provinces for the period 1962-1985. The results confirm the significance of the serial-correlation coefficient and, hence, the importance of incorporating this correction in future time-series models of multiregional migration." 相似文献

In recent articles Evans (1990) and Harrigan and McGregor (1993) (hereafter HM) scrutinized the equilibrium model of migration presented in a 1989 paper by Schachter and Althaus. This model used standard microeconomics to analyze gross interregional migration flows based on the assumption that gross flows are in approximate equilibrium. HM criticized the model as theoretically untenable, while Evans summoned empirical as well as theoretical objections. HM claimed that equilibrium of gross migration flows could be ruled out on theoretical grounds. They argued that the absence of net migration requires that either all regions have equal populations or that unsustainable regional migration propensities must obtain. In fact some moves are inter- and other are intraregional. It does not follow, however, that the number of interregional migrants will be larger for the more populous region. Alternatively, a country could be divided into a large number of small regions that have equal populations. With uniform propensities to move, each of these analytical regions would experience in equilibrium zero net migration. Hence, the condition that net migration equal zero is entirely consistent with unequal distributions of population across regions. The criticisms of Evans were based both on flawed reasoning and on misinterpretation of the results of a number of econometric studies. His reasoning assumed that the existence of demand shifts as found by Goldfarb and Yezer (1987) and Topel (1986) invalidated the equilibrium model. The equilibrium never really obtains exactly, but economic modeling of migration properly begins with a simple equilibrium model of the system. A careful reading of the papers Evans cited in support of his position showed that in fact they affirmed rather than denied the appropriateness of equilibrium modeling. "The role of location-specific amenities in human migration decisions, and subsequently regional development, is explored. A framework is developed which motivates a new assessment of existing alternative models of regional development, indicating the need for additional modeling efforts which focus upon amenities as critical elements in such analyses. The approach hinges upon the notion that amenity values are capitalized into wages, rents, or other local prices. This process of capitalization enables researchers to explore the implicit value that society places upon amenities, which can then be used in assessing future regional-development trends in a more comprehensive manner." 相似文献

The upcoming International Conference on Population and Development and its draft plan of action call for international cooperation in protecting and assisting refugees and displaced persons and in assuring positive consequences in host and origin countries. The draft plan also aims to protect the elderly through enhancing self-reliance and continued work and independent living in their own communities. Social support systems for the elderly must also be strengthened. The document is also concerned with the movement of population to cities and across borders. Recommendations on migration encourage governments to evaluate the impact of economic and environmental policies on population distribution and migration, to promote development of medium-sized urban centers, to encourage rural economic development and placement of industries in rural areas, and to support access to land ownership or use and access to water resources in rural areas. Rural infrastructure and social services need to be improved. Grassroots organizations and cooperatives for establishing credit and marketing products are emphasized. Weak local area management is an obstacle to socioeconomic development, environmental protection, and population distribution. Waste, water, and land management strategies should be adopted. Prevention of the root causes of displacement is particularly important when environmental damage is the consequence or the cause. Women, children, and the elderly who are displaced need protection. Refugee numbers have swelled from 8.5 million in 1985 to 19 million in 1993. Sudden and mass refugee arrivals should be afforded temporary protection until a solution can be found. Conditions must be created for safe and dignified, voluntary repatriation. The social and economic integration of documented, longterm migrants must be assured. 相似文献

In reviewing the expanding body of work on the linkages between gender, mobility, migration and transnationalism in Gender, Place and Culture over the last decade, this article highlights three significant contributions. First, through critical engagement with transnationalism studies, the journal has produced a sophisticated and variegated strand of work on gender politics and multiple forms of migration and mobility. In this article, we focus primarily on mobility in terms of human movement across national borders, rural–urban migration, as well as the ‘to-ing and fro-ing’ that inform the embodied experiences of being here and there simultaneously as iterated in transnationalism studies [L. Basch, N.G. Schiller, and C.S. Blanc, Nations Unbound: Transnational Projects, Postcolonial Predicaments, and Deterritorialized Nation-States. London: Routledge, 1994]. A second area of strength lies in the coalescence of work providing insights into the connections between social reproduction in a globalising world and intimate forms of global mobility and migration. A third highlight relates to the mutually constitutive relationship between the construction of masculinities and masculinist ideologies, on the one hand, and migration, mobility and transnationalism, on the other. The article concludes with a discussion of two more embryonic areas which merit further development in the journal: the first concerns the social and geographical (im)mobilities implied in cross-border reproductive care 11. AbstractTaking its cue from Pooley and Turnbull's (1998) claim that there is no evidence of any difference in the propensity to migrate by region or settlement size, this article investigates the appropriate scale for migration research. It presents some preliminary findings from a micro-level study of three occupationally contrasting communities in Cornwall in the second half of the 19th century. Reconstructing the migration histories of a cohort of children from the 1851 census enumerators' books and making use of local and online census and civil registration index databases, the study identifies some clear differences in migration patterns and propensity at the community level. Moving from patterns to processes it argues that labour markets and occupational structures remain the most important explanatory variables structuring migration, but that these were mediated at the individual level by the influence of the family which played a key role in facilitating or deterring movement. 相似文献

This article examines Botswana's wage labor migration in terms of 2 reigning theories: 1) as a dichotomy between traditional and modern society, with workers viewing agriculture as an alternative to more desirable wage employment; or 2) as a subordination of colonial society to capitalist society, with workers drawn from the resulting underdeveloped and impoverished areas and divorced from their agricultural potential. Approximately 90% of Botswanan households have a wage worker; less than 1/4 of households rely on the agricultural economy alone. 80% of the population works in agriculture in some way, but agriculture contributes only 35% of total rural income. Over 50% of households are below the poverty level, and most must rely on a variety of income sources for subsistence. 68% of rural households (Botswana is 84% rural) have absent wage earners while 45% have 1 or more wage earners present. Absent wage earners work mainly in unskilled and semi-skilled jobs in Botswanan towns (44%) and villages (22%), and lands and cattlepost locations (5%) in South African mines (19%), and other jobs in South Africa (8%). Individuals with low socioeconomic status tend to migrate to South Africa; those with higher status move to Botswanan towns. Working for wages has become customary for most Botswanans. This article undermines conventional development theories by showing the close interweaving of the modern and traditional societies, and arguing that traditional retention of communal land rights and cattle ownership served the capitalistic system by becoming the basis for wage earning; previous income source (agriculture) did not disappear, but their use was altered. South African mining returns to the Botswanan government since 1965 largely benefited a growing petty-bourgeois class and marginally improved the life styles of the peasant labor class. Botswana's development depends on the relationship between the peripherial laboring class and the dominating petty-bourgeois and its internal structure. 相似文献

"A hedonic migration model is developed where regional amenities are viewed as influencing household production within the framework of the new demand theory. The inputs to household production are goods, time and housing. It is shown that economic growth in the economy as a whole will increase the relative attractiveness of regions that are relatively time-saving, in the sense that they have a lower time elasticity of household production. "In the literature on population migration, increasing attention has been devoted to quality-of-life factors. Measures of temperature (as proxies for climate) have frequently been employed in empirical work regarding the determinants of population migration decisions. A wide range of such specifications have been used, most of which imply restrictions on the preferences of migrants. In this paper, a variety of temperature variable specifications are analyzed and interpreted. Statistical tests for nested and nonnested hypotheses are used to compare and choose among the various specifications." Discrete-choice theory and logit models are evaluated for their usefulness in analyzing migration patterns in a zonal system. The authors "argue that spatial effects and more specifically the relative location of zones are not taken into account in such analyses. We, therefore, introduce a measure of spatial structure and advocate its usage as a predictor of migration in such models. In an example of intrametropolitan migration in Toronto [Canada], we demonstrate that this variable is not only significant but also it improves the performance of all the other variables with the greatest impact on the distance between zones.
