This paper addresses how capital can refashion landscapes and patterns of risk and vulnerability. Drawing on the emblematic case of the conversion of Thailand’s Cobra Swamp into Suvarnabhumi International Airport we argue that there is a fundamental clash between the internal logic of capital accumulation and the ecology of water that occurs in places in which land is under water for much of the year. Counterintuitively investment in public infrastructure such as airports targets locations that are exposed to flood risks. While the literature on capital fixes tends to treat “land” writ large, this paper adds a dimension that has been overlooked in the theoretical work, by highlighting the significance of the ecology of the land in which such fixes occur as a means of understanding patterns of investment, land use change and vulnerability. Our analysis draws on three separate but related concepts of capital “fixes”—spatial, technological and high/low road fixes. We argue the importance of recognising the specific ecological characteristics of land that capital “fixes”. This perspective has global significance in providing critical insight into the ways in which capital creates and accommodates the kinds of vulnerabilities and risks associated with climate change.  相似文献

Maladaptation to climate change is often portrayed as arising from the unjust exclusion of vulnerable people. In turn, analysts have proposed knowledge co-production with marginalized groups as a form of transformative climate justice. This paper argues instead that maladaptation arises from a much deeper exclusion based upon the projection of inappropriate understandings of risk and social identity that are treated as unquestioned circumstances of justice. Drawing on social studies of science, the paper argues that the focus on co-production as an intentional act of inclusion needs to be considered alongside “deep” or “reflexive” co-production, which instead refers to the non-cognitive and unavoidable simultaneous generation of knowledge and social order. These processes have linked visions of planetary justice with an understanding of climate risk based on global atmospheric change, and an assumption that community forms an antidote to individualism. The paper uses a discussion of adaptation in western Nepal to illustrate how such deep forms of co-production have significantly reduced understandings of “what” adaptation is for, and “who” is included. Maladaptation, therefore, is not simply unjust implementations of an essentially fair model of adaptation, but also the allocation of exclusionary visions of what and for whom adaptation is for. Debates about transformative climate justice therefore need to understand how their critiques of classical liberal justice generate exclusions of their own, and to engage vulnerable people in reframing, rather than just receiving, circumstances of justice. There is also a need to examine how these circumstances remain unchallenged within environmental science and policy.  相似文献

This paper critically analyses the construction of eco‐cities as technological fixes to concerns over climate change, Peak Oil, and other scenarios in the transition towards “green capitalism”. It argues for a critical engagement with new‐build eco‐city projects, first by highlighting the inequalities which mean that eco‐cities will not benefit those who will be most impacted by climate change: the citizens of the world's least wealthy states. Second, the paper investigates the foundation of eco‐city projects on notions of crisis and scarcity. Third, there is a need to critically interrogate the mechanisms through which new eco‐cities are built, including the land market, reclamation, dispossession and “green grabbing”. Lastly, a sustained focus is needed on the multiplication of workers’ geographies in and around these “emerald cities”, especially the ordinary urban spaces and lives of the temporary settlements housing the millions of workers who move from one new project to another.  相似文献

Recent discussions on state rescaling have pointed towards the need for a greater focus on how and why state activity may change over time in order to generate insights into the provenance, trajectories and outcomes of rescaling in different global regions and national state spaces. Consequently, this paper explores the dialectical and recursive relationship between the concepts of “statecraft” and “scalecraft” to explore the evolving sites, objects and mechanisms for urban planning within two key urban centres in different parts of the world—Birmingham, UK, and Brisbane, Australia. It is illustrated how a range of actors—from the national to the local level—have sought to craft and reshape the strategies and structures for urban planning according to different imperatives. In turn, the implications for a tighter specifying of the process of state rescaling are considered, as well as the subsequent nature of urban planning arrangements.  相似文献

While policy agenda studies have extensively examined the interplays of various venues, one under‐explored area is the internal dynamics within an agenda venue. In this study, we focus on one of the important venues—news media—and investigate the inherent connections between how a public problem is characterized and how problem solutions are generated in media agenda setting. Drawing on agenda‐setting theories, we develop a typology to theorize the relationships between problem characterization and solution advocacy, and use a news dataset on climate change to empirically assess how issue characterization affects issue solution generation. Our logistic regressions demonstrate that the likelihoods of climate change policy solutions being proposed in the news are significantly influenced by how the media stories characterize the issue along four key attribute dimensions: issue image, scope, linkage, and narrative style. Carbon markets have provided fertile ground for research on the changing nature of political contestation. MacKenzie locates a “techno‐politics” of carbon markets that creates new possibilities for a “politics of market design”. In contrast, Swyngedouw argues carbon markets are part of a “post‐political” shift that narrows potential pathways through “depoliticisation”. This article engages with these debates by examining three recent attempts to reform the ailing European Union Emissions Trading System: restricting industrial gas offsets, backloading allowance auctions and the 2030 climate and energy package. It conceptualises the respective episodes as contests over the reach, force and priority of value determinations in climate policy, emphasising the contradictory imperatives facing states on each issue. The outcomes of contestation between industry groups and environmental organisations—real but limited reforms and a consolidation of the carbon market over alternatives—demonstrate the constraints facing technocratic campaigning and the ongoing politicisation of climate change.  相似文献

Climate change constitutes one of the most pressing political problems of our time and has profound implications for global justice. However, despite the recent progress of the international negotiations embodied in the Paris Agreement, most scientists and activists agree that the adopted measures are not adequate or ‘just’ considering the magnitude of the problem. Thus, there is a pressing need for political forerunners that could push the regime towards a more just handling of the problem. The European Union for most of the time has presented itself as a strong advocate for progressive climate action and has been called a climate vanguard or ‘green normative power’. This paper critically assesses the EU's role concerning climate change from a perspective of global political justice, which builds on a tripartite theoretical conception, consisting of ‘non-domination’, ‘impartiality’ and ‘mutual recognition’. It inquires to which conceptions of justice the EU's climate strategy and approach to the international negotiations have corresponded, how and why changes have come about, and whether the EU was able to influence the international regime. The paper finds that while the EU started out from a focus on political measures linked to impartiality, after the failed negotiations in Copenhagen in 2009 it has become more open towards policies and instruments in line with mutual recognition and non-domination. Thus, the emphasis moved away from top-down, legally binding measures, towards voluntary bottom-up procedures, a recognition of difference and diplomatic outreach activities. While this shift was necessary to reinstate the EU's influence and secure the Paris Agreement, it could hamper the quest for robust climate abatement measures and global climate justice.  相似文献

Abstract: While there is much justifiable attention to the ecological implications of global climate change, the political implications are just as important for human well‐being and social justice. We posit a basic framework by which to understand the range of political possibilities, in light of the response of global elites to climate warming and the challenges it poses to hegemonic institutional and conceptual modes of governance and accumulation. The framework also suggests some possible means through which these responses might be thwarted, and political stakes in that construction of a new hegemony—which, to avoid suggesting we know or can yet determine the form it will take, we call “climate X”.  相似文献

Since the onset of post-industrialism, the research focus in the developed world has increasingly shifted to the role of the information and communication technology, knowledge workers and the creative sector in the global economy. It has led to what could be described as an iceberg approach to economic research. In this approach, the focus is primarily on what happens in the part of the global economic iceberg above the waterline—the “clean”, “fast-moving”, “technologically advanced” elements of the global economy. However another element of the global economy, the informal sector, is growing at an alarming rate in cities in both the developed and developing worlds. These activities are unobtrusively operating in a part of the iceberg below the waterline that receives relatively little attention from the research community. The purposes of this paper are to demonstrate how the information networks created in the iceberg above the waterline are being used by a growing section of the society in the developing world in order to reach first-world destinations. It shows how informality is changing the urban landscape in first-world cities where large concentrations of non-Western populations occur. The paper then shifts its attention to the overwhelmingly informally driven economies of African cities and outlines the inappropriateness of standard economic measures to accurately portray conditions there.  相似文献

Abstract: The task for critical urban research is to analyze processes of neoliberalization “on the ground”. This paper examines—based on original empirical research—in how far the outsourcing of former local state responsibilities for public services and urban infrastructure is expressed in the promotion of community gardening in Berlin (Germany). It shows the contradictory outcomes: on the one hand, a failing strategy of outsourcing towards residents and the opening up of opportunity structures for other interests. On the other hand it shows how far the emergence of open green spaces maintained by volunteers can only be understood against the background of “roll‐back” neoliberal urban politics and that their rationality cannot be separated from “roll‐out neoliberalism”.  相似文献

Climate instruments such as REDD+ (Reducing Emissions by Deforestation and Degradation) promise a win–win proposition as villagers in Africa are paid for their efforts to conserve forests and sequester carbon. REDD+ assembles divergent interests at different scales—from bureaucrats to individual villagers. We argue that climate assemblages are shifting the space of the political by regulating practices that previously had local and national provenance. They are producing “state‐like” effects that touch deeply on citizenship. Villagers are drawn into a shifting REDD+ assemblage and subject to new identifications as entrepreneurs and responsible environmental citizens, meant to look after a new global commons. We shift the discussion to deal seriously with questions of a “global” citizenship, not in its utopian sense, but by bringing into light the dark side of global citizenship already in practice in environmental governance. Abstract

The empirical data analysed in this essay will focus on several Greenlanders who were invited to the COP15 parallel event Klimaforum09, held in Copenhagen in December 2009, as well as their experiences with the venue and the dilemmas they confronted as both local and global witnesses. This essay challenges the use of climate testimonies in the international climate-change debate. Specifically, what is drawn upon in these personal experiences with the environment, and how is it useful in a public, political, or scientific context? In the conclusion of this article, it is argued that dominant climate-crisis narratives have framed “the Greenlandic case” in a certain way, which consequently freezes arguments and possible agency. However, at the same time as there is a global framing of climate change and a specific position in this narrative for “local witnesses”, there is also room for an alternative empowerment and ways of engaging in and talking about global and local natures.  相似文献

The notion of “spatial planning” has emerged as something of a new planning orthodoxy. Underpinning it lie various notions of integration—of policy communities and agendas, for example. This paper considers the evolution of integrated spatial planning in the various UK territories, focusing particularly on the experiences of Scotland. It analyses horizontal and vertical forms of integration using the notion of “governance lines”. These help explore the interaction between policies and actions at various spatial levels to examine how governance action can be re-scaled. A focus on Scotland highlights both divergence from European experience and a number of long-standing, but often subtly different, concerns for planners. Notable among these are the power spatial planning has in other policy sectors to pursue integration, and the co-ordination of land-use issues and infrastructure delivery. These issues present challenges for agendas of integration and highlights their political nature, raising as they do questions such as: how far can integration be pursued in the contemporary governance landscape; and thus to whom and on what might focuses on integration be directed? Such an analysis suggests potentials and limitations for a spatial planning agenda in the future.  相似文献

Oceans are increasingly looked toward for their contribution to addressing climate change. These so-called ocean-based climate “solutions” often fall under the umbrella of the “blue economy,” a term used to refer to new ways of organizing ocean economies to provide equitable economic and environmental benefits. Yet, thus far the literature exploring blue economies and blue economy governance has largely overlooked or downplayed its equity and justice roots and implications, including how blue economies are embedded in multiple scales of environmental injustices. This is particularly important when blue economies include offshore oil production. The purpose of this paper is to both emphasize the need and provide an approach to incorporate justice and equity—specifically climate justice—into blue economy planning and scholarship. We build on conceptualizations of blue economies as assemblages to draw attention to the global reach of climate impacts associated with oil that are often overlooked or ignored at sites of production and through regional governance. We argue that greenhouse gas emissions from the life cycle of oil should be included in policies and planning (including blue economy planning) at sites of production, but that this must also incorporate underlying power structures that lead to uneven impacts and climate injustice. We look at environmental assessments as a regional governance tool that could be used to shape opportunities and openings to organize blue economies differently. To illustrate these points, we look at how environmental assessments are playing (and could play) a role in enacting and shaping Newfoundland and Labrador's blue economy.  相似文献

This paper probes the explanatory value of mentality as a social emergent in general and of the Zeitgeist in particular. Durkheim's contention that social facts have emergent properties is open to the charge that it implies logically inconsistent “downward causation.” on the basis of an analogy with the brain‐mind dilemma and mental emergentism, the first part of the essay discusses and dismisses the notion of social emergent properties that cannot be reduced to the properties of their component parts—individuals—and their internal relations. However, ontological individualism need not compel us to methodological individualism. The second part introduces two challenges to methodological individualism. The most radical is Rajeev Bhargava's assertion that the meaning of a belief is determined not by the individual holding the belief but by the entire linguistic community. Bhargava's “contextualism” is closely related to the (post)structural demand that we focus on discourse as a communal entity instead of continuing a delusive quest for the intentions of individual speakers. a more modest alternative is Margaret Gilbert's plea for using “plural subjects”—social groups in which “participant agents” act jointly or have a jointly accepted view—in the practical syllogisms that are central to rationalizing action explanation. The notion of plural subjects lends credence to, and is reinforced by, “situationist” social psychology, which shows how people conform to peer groups, authorities, and roles. building on Wesley Salmon's and Peter Railton's ecumenical accounts of explanation, the essay argues that both individual rationalizing action explanations and explanations based on plural agents can give explanatory information: we need not choose one or the other. The third part discusses how the Zeitgeist can provide added explanatory value in an analysis of the New left. This is possible if the “spirit of the sixties” is seen as representing the values and worldviews of the “sixties generation” as a social group in Gilbert's terms. Radical youth would suspend judgment and pool their wills to conform to what they perceived were the views of the imagined “sixties community” or—rendering more explanatory force—to smaller parts of it in the guise of peer groups and organizations.  相似文献

While improving the “hard” resources of the physical infrastructure is important to facilitating cross-border trade, studies of global supply chain logistics performance suggest that expanding the focus to include “soft” infrastructure resources will be critical for future gains. Border management is increasingly important to North American trade facilitation, yet little is known about what constitutes the soft infrastructure of border crossings or how to design and manage this infrastructure for improved performance. Hence, this study uses an exploratory research design to examine the nature and dimensions of the soft infrastructure of border crossings. The research relies on a grounded-theory analysis of primary data collected in an exploratory case study of two border crossings between Alberta, Canada, and Montana, US.  相似文献

Innovative and effective responses to climate change require that we move beyond reliance on government to include organisations spanning different sectors, such as not‐for‐profit, private, and community groups. Interactions among these organisations in collaborative networks—or “forums”—may provide important mechanisms to successfully address climate change impacts. This paper investigates the relationships between organisational participation and involvement in forums and responses to climate change. Survey data show that people from many organisations are participating in forums and using these meeting points to discuss climate change, even when forums are intended to serve other purposes. The data suggest that participation in any type of forum is related to organisational responses to climate change. Attributes such as type of organisation and knowledge of climate change issues were also found to be related to organisational responses to climate change but these became less important when climate change was discussed in forums. The results of the research suggest that a practical way to increase the volume and variety of organisational responses to climate change may be to encourage participation in forums and/or to influence existing networks to incorporate more discussions of climate change issues.  相似文献

This paper deals with the relation between different kinds of indigenous speech and music and various iconographic forms such as petroglyphs, house painting, basketry designs and also features of landscape that are understood in graphic terms. It examines how Northwest Amazonian myth-history is structured and memorized, how it can appear in both verbal and non-verbal forms, and how contemporary books, maps and diagrams produced by indigenous organizations as part of programmes of research and education show continuity with these traditional forms. Rather than making firm distinctions between peoples with and without writing, I argue that it is more profitable to focus on how various mnemonic systems—“writing”—work in tandem with different narrative forms—“myth”. When “writing” and “myth” are understood in indigenous terms, contemporary written documents appear in a new light.  相似文献

Individual local governments are key players in Sweden's strategy for climate adaptation but their authority does not match the scale of climate change and its impacts. Competences are divided among local, regional and national authorities. Climate adaptation thus requires cooperation, particularly in metropolitan regions. This raises issues of coordination, legitimacy and effectiveness of adaptation measures recommended in local Master Plans. The focus here is on how the 13 municipalities in the Gothenburg Metropolitan Area—expected to be the part of Sweden most affected by impacts of climate change—address and act upon issues of climate change adaptation within the framework of Sweden's Planning and Building Act, which places responsibility for the “common interest” of climate adaptation with local governments. Analysing municipal Master Plans, as well as the comments on these plans from the regional County Administrative Board and from Göteborg Region Association of Local Authorities, the inter-municipal association charged with infrastructural planning, I identify patterns in terms of coordination, legitimacy and effectiveness of planning for climate change adaptation. Results are discussed in relation to propositions from recent research on planning for climate adaptation in multi-level contexts.  相似文献

Environmentalists and environmental organizations in the USA have long identified population growth as a key threat to environmental sustainability at local and global scales. The neo‐Malthusian logics they invoke embed racialized images and categories in defining population “problems”, yet increasingly social justice language is invoked in population debates as a “solution” in the context of international development. This article explores the historical and contemporary characterizations of race as a central component of population–environment advocacy. It focuses on locations of race narratives in both the conceptualizations of population growth as an environmental problem, and family planning as a global solution. Through a critical analysis of the “population justice” framework, I argue that new discursive approaches attempt to reposition population work as socially just, while eliding critical analyses of race.  相似文献
