This article explores the relationship between language and political possibility. It is argued that John Howard's language from 11 September 2001 to mid 2003 helped to enable the ‘War on Terror’ in an Australian context in three principal ways. Firstly, through contingent and contestable constructions of Australia, the world and their relationship, Howard's language made interventionism conceivable. Secondly, emphasising shared values, mateship and mutual sacrifice in war, Howard embedded his foreign policy discourse in the cultural terrain of ‘mainstream Australia’, specifically framing a foreign policy discourse that was communicable to ‘battlers’ and disillusioned ‘Hansonites’. Thirdly, positioning alternatives as ‘un-Australian’, Howard's language was particularly coercive, silencing potential oppositional voices.  相似文献

This article explores the utility of a constructivist-media communications approach to understanding the production of national identity in Australia through a case study of the Australian Labor Party's 2011 decision to allow uranium sales to India. The decision came at a time when Australian foreign policy, political debate and news media discourse were increasingly concerned with India and China, as ‘rising’ superpowers whose prominence offered opportunities for economic prosperity even as it undermined settled regional power balances. This article finds that, rather than a matter of rational strategy, the decision was made in a context of considerable anxiety about the ‘Asian century’ as the Australian public, politicians and policymakers struggled to comprehend geopolitical change. It further argues that the constructivist project in international relations can benefit from engaging with insights from media and communications methodologies and by taking a less hierarchical approach to ‘elite’ and ‘non-elite’ discursive agency.  相似文献

In July 2014, Australia's new Prime Minister, Tony Abbott, and his Japanese counterpart, Shinzō Abe, elevated the status of bilateral ties to a ‘special strategic relationship'. Both sides also agreed on intensifying their defence technology cooperation, including in the submarine space. As well, Prime Minister Abbott called Australia a ‘strong ally’ of Japan. Yet, the prospect of a further strengthening of Australia–Japan defence relations has led to criticism by Australian strategic commentators. In particular, critics argue that closer strategic relations with Japan could damage Australia's ties with a rising China. In a worst-case scenario, Australia might even become ‘entrapped’ in a Sino-Japanese conflict. However, this argues that a closer defence relationship is in Australia's strategic interests in the face of China's increasing challenge to the rules-based order in the region. China's uncompromising position in the South China Sea and its more assertive behaviour have led to a greater congruence of threat and risk assessment between Australia and Japan. Indeed, Australia and Japan are increasingly facing a security dilemma vis-à-vis China, albeit to varying degrees. Therefore, for Australia, promoting Japan's ‘security normalisation’ contributes to regional stability. As well, the article points out that closer strategic ties with Japan do not automatically come at the expense of Sino-Australia relations. China's leverage to ‘punish’ Australia for unwanted strategic behaviour is limited, and concerns about ‘entrapment’ in a Sino-Japanese war are exaggerated. However, the more China exerts coercive diplomacy, the closer Australia–Japan defence relations are likely to become.  相似文献

The many bodies administering Australian arts activity were incorporated within the Australia Council, established in 1973 by the Whitlam Labor Government to oversee Commonwealth arts policy under the direction of H.C. ‘Nugget’ Coombs. This article takes the establishment of the Australia Council as a starting point in tracing changing attitudes towards the practices and funding of popular music in Australia and accompanying policy discourses. This includes consideration of how funding models reinforce understandings of ‘high’ and ‘low’ art forms, the ‘cultural’/‘creative’ industries debates, and their effects upon local popular music policy. This article discusses the history of local music content debates as a central instrument of popular music policy and examines the implications for cultural nationalism in light of a recent series of media and cultural reports into industries and funding bodies. In documenting a broad shift from cultural to industrial policy narratives, the article examines a central question: What does the ‘national’ now mean in contemporary music and the rapid evolution of digital media technologies?  相似文献

This paper critically examines the development of what is known as ‘pop-culture diplomacy’ in Japan. In the postwar era, the country’s cultural diplomacy was propelled by the necessity to soften anti-Japan perceptions, notably in Southeast Asia. In the late 1980s, the popularity of Japanese media culture in Asia began to attract the attention of policy makers, while subsequent globalized practices of soft power and nation branding gave greater emphasis to the use of media culture to internationally enhance the image of the nation, which has meant the promotion of ‘pop-culture diplomacy’ and, more broadly, ‘Cool Japan’. It is argued that pop-culture diplomacy goes no further than a one-way projection and does not seriously engage with cross-border dialogue. The Japanese case also shows that pop-culture diplomacy hinders meaningful engagement with internal cultural diversity and suggests the necessity of taking domestic implications of cultural diplomacy seriously.  相似文献

This article explores the history of Australia’s engagement with Antarctica through music, from the earliest songs and an opera created by the first Australian explorers to Antarctica, to the popular Antarctic-related classical music of Australian composer Nigel Westlake and the soundscape-based compositions of Australia-based sound artists Philip Samartzis and Lawrence English. Drawing on the field of musicology, but also the scholarly turn to the senses as part of the broadening reach of cultural history, the article argues that Australia’s musical engagement with Antarctica constitutes a significant, though understudied, aspect of our aural heritage. Further, deeper and critical appreciation of this music as cultural and aural heritage enhances our ability to reflect on the full extent of Australia’s relationship with, and contribution to knowledge about, its ‘Great Frozen Neighbour’ and its identity as a ‘gateway’ to the Antarctic region.  相似文献

With 2006 and 2007 marking two important anniversaries in the history of their bilateral ties, Australia and Japan are committed to reaffirming the significance of their relationship and expanding it into new dimensions. The Australian and Japanese foreign ministers have agreed to build a ‘comprehensive strategic partnership’ between their two countries. What are the factors that motivate Canberra and Tokyo to elevate their bilateral relations to the level of a strategic partnership? From a Japanese point of view, the main reason is the enhanced strategic importance of Australia with such indicators as Australian's enhanced security role, the structural changes in Asia and movements toward a new regional architecture, Japan's energy and food security, the trilateral strategic dialogue between Australia, the United States and Japan, and shared values and the Australian government's policy toward Japan. Both nations are expected to advance toward an even closer relationship with these factors in mind.1 1. Abstract

This article examines British responses to changes in Japanese dress during the Victorian period. The disapproval of the Japanese adoption of European clothing is shown to be linked to British anxieties regarding their political relationship and cultural engagement with Japan. The ways in which the kimono served as a touchstone for the British understanding of the country, representing an unchanging and romanticised view of the cultural identity of its Japanese wearer, is also explored. However, the kimono did not only signal ‘Japaneseness’, but was assimilated in British fashion as well. This article further explores how the kimono was related to issues of late nineteenth-century dress reform in Britain as well as to British unease about the cultural changes that they themselves had experienced in the wake of industrialisation.  相似文献

Australia, like most other developed democracies, is often alleged to suffer from ‘casualty phobia’. The perception that the Australian public will not tolerate casualties in foreign conflicts has shaped the decisions of both civilian and military policy makers. Measures taken to protect Australian forces from casualties may, for instance, also serve to increase the risk to civilians in the country to which they are deployed. The USA underwent a similar debate some years ago. Innovative public opinion research techniques—especially ‘survey experiments’ which allow researchers to establish causal relationships by consciously manipulating one variable while holding others constant—have established that the American public are not reflexively casualty-phobic and that the impact of casualties on public opinion can be outweighed by other factors, such as the public's confidence in the mission's overall success. In this article, the author replicates one of the key survey experiments from the US debate, suitably adapted to Australian conditions, with a nationally representative sample of Australian voters. The author finds that the same pattern holds in Australia as in the USA: casualties do lower public support for a given mission, but the mission's chances of success matter more.  相似文献

ABSTRACT

Despite a troubled trade history dominated by disputes over agriculture, the negotiation of a European Union (EU)–Australia free trade agreement (FTA) was initiated in 2015. The initiation of these negotiations was made possible because of the shift in EU trade policy towards the negotiation of what the EU terms ‘new generation free trade agreements’. The EU has concluded FTA negotiations with South Korea, Singapore, Vietnam and Canada, and is negotiating other FTAs— notably with Japan and the USA . The EU faces many commercial challenges to its FTA negotiations that go beyond tariff reduction, including the protection of its geographical indicators, public procurement and investor–state dispute settlement. These issues are likely to be substantial features of any EU FTA with Australia. In addition to these challenges, the promotion of sustainable development interests and human rights through FTA negotiations is an important component of the EU’s approach. The EU’s position on the trade-related aspects of sustainable development and the negotiation of human rights conditionality has presented significant challenges to the EU’s trade agenda, particularly in negotiations with Canada and Singapore. This article draws lessons from the EU’s new generation trade agreement negotiations to date. It compares these negotiations with Australia’s approach to FTA negotiations, and analyses potential stumbling blocks for an EU–Australia FTA in light of past tensions in the relationship. The article argues that shifts in both EU and Australian trade policies and positive developments in the relationship mitigate past obstacles to a negotiated agreement. However, EU– Australia relations still suffer from the tyranny of distance. The resulting deficit in foreign policy salience between the EU and Australia broadens the best alternatives to a negotiated agreement.  相似文献

Since 1992 Australian Aboriginal communities have been engaged in a complex and fraught legal process for the recognition of their traditional rights to country (‘native title’). In this article I argue that it is theoretically and critically illuminating to investigate the broader ‘meaning effects’ of the native title determination process on the subjective experience of the state in Australia. The article demonstrates this through examining the narrative effects of certain discursive moments through which identities get objectified. Through examining such moments in the discourse and practice of native title from the perspective of a participant‐observer, I seek to advance our theoretical understanding of how the narrative properties of speech (or other performative behaviours) in specific contexts structure the subjective experience of the state.  相似文献

The existing academic debate on creative industries can be summarised as ‘Trojan horse or Rorschach blot’: creative industries working as a neoliberal discourse or producing different effects depending on local context. Arguing that these are two sides of the same coin, this article looks closely at the discourse’s depoliticising and encompassing forces and their interplay on the discourse’s intersection to the broader new economy narrative. The article’s focus is South Korean variants of creative industries discourse. First, the country’s ‘content industries’ discourse served as a Trojan horse for the depoliticising narrative of knowledge economy while boosting the cultural sector discursively and financially. Second, ‘creative economy’ has very recently emerged as the current conservative government’s master economic narrative. This discourse allows the government’s neoliberal economic policies to be further justified while making cultural policy unable to persuasively claim that creativity belongs in the culture’s domain.  相似文献

This article identifies how the Australian legal system has generated knowledge about ‘traditional’ gender relations in Aboriginal Australia. Using a sample of artefact cases from the Australian judicial system, constructions of Aboriginal gender relations are mapped. By tracing knowledge production in these cases, it demonstrates how the non-Aboriginal Australian legal system has fabricated its own versions of ‘Aboriginal Customary Laws’, or Aboriginal ‘traditions’ about violence committed by Aboriginal men, against Aboriginal women. (Post)colonial understandings about the Aboriginal ‘other’ have occupied spaces in legal understandings and then been enforced in law. The Australian judicial system itself is therefore guilty of perpetuating and privileging the ‘colonial’ in these encounters.  相似文献

In the lead-up to the Australian federal election in 2010, both major political parties represented the ‘unauthorised’ arrival of asylum-seekers as a security issue. This article explores the dynamics of this resecuritization of asylum in Australia, suggesting the case has important implications for both the securitization framework and Australia's treatment of asylum-seekers. The relationship between securitization and calls for an open debate about asylum-seekers challenges the securitization framework's normative claims about political debate and deliberation as a progressive development illustrative of desecuritization (the removal of issues from the security agenda). This case also illustrates that without political leadership to engage with the social and cultural context that allows the securitization of asylum to resonate with large segments of the Australian population, the exploitation of this issue for short-term political gain will continue.  相似文献

This paper deals with the role of the media in refashioning place identity and in repositioning places in the cultural system of space. Specifically, it examines as a case study the media coverage of the September 1997 success of the ‘Newcastle Knights’ in the Australian Rugby League Grand Final. This event produced an intriguing moment in the reimagination of the identity of Newcastle (New South Wales), an industrial city undergoing ‘deindustrialisation‘. The paper draws on Hall’s (1997) notion of ‘resemanticisation‘ in repositioning place identity to explore how key elements of Newcastle’s dominant identity myths were utilised by the media in the post‐match media coverage. Traditional industrial narratives of embattled place were merged with the vision of a bright economic future for a re‐identified Newcastle and recoverable elements of Newcastle’s problematic industrial place identity were recast, stripped of their troubling connotations, and deployed in furthering the project of reimagining a prosperous future for the city. The paper thus considers the role of the media and sport in locating and relocating places in the Australian cultural system of space.  相似文献

Australia, Japan and the USA are all facing dual pressures that require them to do more with less. Internationally, they deal with the challenge of managing China’s rapid rise. However, domestically, they must cut government spending and reduce government debt. With internal balancing effectively ruled out as a long-term solution, the three states are seeking ways to optimise external balancing, or cooperation with like-minded states. This article focuses on Australian motivations regarding the recent proposal for submarine cooperation with Japan, and places it in the context of longer trends that poise the USA, Australia and Japan for even greater trilateralism in the future. Australia’s proposal to buy submarines from Japan, should it go through, would cement Australia and Japan’s fledgling security relationship in steel and coin. For Australia, it would help it to overcome its undersea capability gap, and Japan could set a precedent to re-enter the global weapons market if all goes well. Furthermore, Australia can use defence-technology cooperation with Japan to signal to the USA the seriousness of its commitment to burden-share in pursuit of regional security and determination to politically support the USA’s ‘Pivot’ to the Asia-Pacific. However, domestic politics have begun to play an important role in Australia, with a ‘spill’ motion against Prime Minister Tony Abbott barely overcome by a backroom deal with the opposition to build the submarines domestically, and this is an important development to keep an eye on.  相似文献

In 1926, the Empire Marketing Board (EMB) was established to foster empire trade without the use of tariffs. It was to simulate imperial preference by redirecting consumer choice away from ‘foreign’ goods and towards the produce of ‘home and empire’. Using newspapers, pamphlets, film, exhibitions and poster displays, the EMB aimed to ‘bring the empire alive’ to British consumers. This paper analyses the presentation of three settler dominions—Australia, New Zealand and Canada—in the EMB's advertising campaigns. The EMB's large visual archive has been the subject of only limited study, most of which has focused on a homogeneous reading of empire. This article argues that the work of the EMB reveals the presence of a separate discourse of empire—a ‘dominion discourse’—that has not been recognised in cultural histories of empire, which, with the recent exception of ‘British world’ studies, have been more interested in mapping and conceptualising the formation of identities in other colonial settings. The ‘dominion discourse’ emphasised the familiar, white and ‘British’ nature of the former colonies of settlement, attributes that are clearly displayed in the campaigns of the EMB, but can also be found in settler culture much more widely. In doing so, the white dominions stressed not only their difference from the dependent colonies, but their similarity to Britain. Though the inter-war period is often associated with the rise of distinctive national identities and the loosening of imperial bonds, the production of these attributes in an imperial and metropolitan context draws attention to both the transnational nature of identity formation and the continuing importance of Britain and empire in the construction of settler culture in this period.  相似文献

ABSTRACT

The Turnbull government presented Australia’s fifth national multicultural policy statement in March 2017. This article analyses the policy statement and argues that it represents the most significant change to Australian multicultural policy in four decades. Among other things, it abandons the language of government responsiveness to cultural diversity that previously defined Australian multiculturalism. The 2017 policy amounts to a new form of post-multiculturalism—different from earlier conservative, neoliberal and centre-left versions—in that it seeks to ‘mainstream’ multicultural policy on the grounds that Australian multiculturalism has succeeded in its intended task. While a mainstreaming strategy of this sort is, I argue, theoretically consistent with Australia’s liberal nationalist approach to cultural diversity, the institutional and attitudinal conditions that it presupposes are yet to be fully realised in Australia. More multicultural work needs to be done before this kind of post-multiculturalist approach is practicable.  相似文献

This article illustrates how Japan’s involvement in international heritage discourse, in particular since the Nara Conference in 1994, played an important role in the development of a global understanding of heritage and what it constitutes. It explores the way the Ise Shrine came to be represented as an iconic example of an ‘Eastern approach’ to heritage to become central in the paradigm shift within global heritage discourse towards acknowledging cultural diversity. In this article, however, I argue that the presentation and understanding of the Ise Shrine has perpetuated a number of misconceptions about an Eastern approach to heritage conservation. In particular, its presentation and interpretation as a cultural site devoid of its distinct religious and political significance, limits what can be learned from it. This article argues that without full recognition of the religious beliefs intimately embedded in the traditional social structures, practices and attitudes related to heritage sites, recognition of cultural diversity would remain limited.  相似文献

In contemporary Australian politics, challenges to the Prime Ministerial role have become more common. Australia saw five Prime Ministers from 2010 to 2015 including Australia’s first ever woman Prime Minister, Julia Gillard. A stark contrast is evident in media portrayals of Gillard and her male counterparts, apparent most recently in the response to Malcolm Turnbull’s ascension to the Prime Ministership. A range of evidence has been produced, in disciplines including political science and media studies, suggesting the existence of systemic gender bias in the mainstream media in English-speaking democracies. This article is the first to compare the media portrayals of Gillard and Turnbull’s respective ascensions to leadership, which it does drawing on Judith Butler’s concept of gender performativity and using a content and discourse analysis. It contributes further evidence of gender bias in the coverage of political leaders.  相似文献
