The American religious right is often taken as the paradigmatic illustration of how conservatives responded to contestation over social issues such as same-sex rights and abortion. This article establishes that the response of Canadian conservatives – as expressed by the Progressive Conservative party – was quite different. The Progressive Conservatives held to a norm, grounded in their party's version of conservative ideology, that rendered partisan mobilization on social issues illegitimate. Rather, the party treated such topics as moral issues on which decisions, if they had to be made at all, ought to be made on grounds of personal conscience. The norm helped limit social conservative mobilization in Canada until the early 1990s, when the Reform Party replaced the Progressive Conservatives as Canada's major right-wing party.  相似文献

This article evaluates the impact of the large number of Social Funds (SFs) which were introduced over the last fifteen years to offset the increase in poverty induced by adjustment. SFs have enjoyed greater visibility and financial support by the donor community than traditional social security programmes, and raised expectations about improvements in living conditions in developing countries. Notwithstanding the visibility and administrative flexibility they enjoyed, and their fairly rapid implementation, SFs played only a minor role in reducing the number of adjustment poor and chronic poor and reversing adverse shifts in income distribution. This was due to problems in funding, targeting and sequencing, and cost‐effectiveness. The article concludes that, all in all, SFs have proven to be no panacea. Many of them were formulated with the political objective of reducing domestic opposition to the adjustment process. Greater impact on poverty would have required increased resources, more permanent relief structures, improved planning and targeting and, especially, better timing in relation to the fiscal cuts entailed by macroeconomic adjustment.  相似文献

Using an examination of three NGO interventions in post‐conflict Burundi, this article questions community‐based reconstruction as a mechanism to rebuild social capital after conflicts, particularly when direct livelihood support is provided. The authors demonstrate a general shortcoming of the methodology employed in community‐based development (CBD), namely its focus on ‘technical procedural design’, which results in what may be termed ‘supply‐driven demand‐driven’ reconstruction. The findings suggest the need for a political economy perspective on social capital, which acknowledges that the effects on social capital are determined by the type of economic resource CBD gives access to. Through the use of a resource typology, the case studies show that the CBD methodology and the potential effects on social capital differ when applied to public and non‐strategic versus private and strategic resources. This has particular consequences for post‐conflict situations. A generalized application of CBD methodology to post‐conflict reconstruction programmes fails to take adequate account of the nature of the interventions and the challenges posed by the particular post‐conflict setting. The article therefore questions the current popular ‘social engineering’ approach to post‐conflict reconstruction.  相似文献

The concept of counterurbanisation has evoked criticisms. Some are technical, to do with terminology and analytical design. More serious criticisms stem from disquiet with the theoretical foundations. It is this issue that the present paper aims to address. We begin by discussing some problem areas related to techniques and concepts and lead on to an argument that the weakness in counterurban research arises from its preoccupation with population trends and with patterns rather than processes. The paper conclude that alternative approaches are needed which treat counterurbanisation as an element of regional restructuring rather than as an end in itself.  相似文献

Persuasion is vital to the practice of democratic leadership, making speech and communication of fundamental importance. Yet, democratic citizens habitually suspect political rhetoric as being either deceitfully empty or dangerously subversive. Rhetoric is thus central in democracy while paradoxically appearing either useless or pernicious. A consequence of this paradox for democratic leaders is that they are forced to avoid fine oratory in favour of a rhetorical style that sounds un-rhetorical, seeming to be plain factually-informative speech. This unique democratic form of rhetoric, which we have called an artless art, seeks to instil trust and to avoid appearing to talk down to the sovereign people. It is both helped and rendered problematic by the media, the essential communicative means in modern society, whose current dominance presents ever-new challenges and opportunities to democratic leaders.  相似文献
