The 109th Congress commenced with a huge ethical cloud hanging over the Capitol. In January 2005, prominent Washington lobbyist Jack Abramoff admitted conspiring to defraud Native American tribes and corrupt public officials. As a result, the Democratic Party chose to adopt corruption as a central theme of their 2006 congressional campaign. They argued that the scandal resulted from a “culture of corruption” fostered by Republicans, who controlled Congress. Although past research shows that voters do punish at the polls congressional incumbents under criminal investigation, little is known about whether the mere appearance of wrongdoing can be assigned to an entire party and cost its candidates votes. Utilizing data from a variety of sources, we find that systemic efforts by House Democratic leaders to frame Republicans as “owning” the scandal—whether individual members actually received Abramoff funds or not—were largely successful in the polls and at the ballot box. These findings suggest that scholarly views of the influence of corruption may have been overly restrictive and that voters are willing, at least in this case, to punish public officials who “appear” to be corrupt.  相似文献

At a time when the shortcomings of neoliberal development are well known, China's Belt and Road Initiative offers both an opportunity and a requirement to revisit the question of a more inclusive, equitable approach to infrastructure development. This article examines the case of the Northern Economic Corridor, a highway-centered regional trade corridor constructed through northwestern Laos in the early-mid 2000s that was co-financed by the Asian Development Bank and the governments of China and Thailand, and that has been subsequently included in the BRI as one of a group of regional corridors following the historical trajectories of the Silk Road. By examining the discursive politics of infrastructure's formal geography – and focusing on the practices that manage how publicly funded projects address predictable, negative impacts – this paper engages with emerging research on the BRI, wider scholarship on infrastructure, and the political geography of transnational development cooperation and financing at multiple scales. Specifically, I show how vulnerable populations were excluded from the protections of infrastructure mitigation along an early BRI project, and use this to argue that scholars, community advocates, infrastructure planners, financiers, regulators and others engaged with the BRI and other new infrastructure initiatives should rethink established conventions that demote the attention paid to “indirect” impacts. I highlight the arena of formal-geographic mitigation planning as a key field of engagement in the struggle to make new infrastructure live up to expectations about inclusive and equitable development.  相似文献

Abstract

Reindeer herding, a tourism emblem of the European North, is also part of a long-lasting tradition of objectification of Sami culture in Russia. Sustained in the popular imagination by Russian ethnography, the dominant order's agent for legitimization of Soviet ethnic policies, in the 1990s the tradition of exoticization and “othering” was strengthened by Western anthropological and political engagement with the indigenous debate in Russia, transposing on the Sami the imagery and ideals of the global indigenous movement. Business aspirations to utilize the persistent imagery of exotic otherness gave birth to ethnographic tourism in the Kola Peninsula, Northwest Russia, which markets indigenous culture as an attraction. In this paper, I analyze how these diverse discourses equally reify and exploit the concept of Sami reindeer herding and the effects that such representational economy has on the community.  相似文献

This article will analyse recent interpretations of the “informer” as a subject of political and historical significance for a balanced understanding of the trajectory of the Provisional Republican movement. It will do so in part through a discussion of some recent fiction and memoir-writing devoted to the figure of the informer. Specifically, this will involve an exploration of the recent fictional re-imagination of the real-life case of Denis Donaldson, by the French journalist Sorj Chalandon (Mon traître, 2007 and Retour à Killybegs, 2011) (These novels have been translated into English as My Traitor (2011) and Return to Killybegs (2013)). All subsequent references are to the English versions. In the first section, the article analyses the historical evolution of the phenomenon and recent revelations regarding the apparently widespread existence of informers in the movement during the Troubles. This section engages with the academic debate concerning the effects of these revelations upon the morale and internal political culture of the republican movement; it is argued here that the “Republican family” has been significantly affected by these disclosures in the “post-conflict” era, and that they have become an important element in the contestation between leadership supporters and “dissenters” within contemporary republicanism. The second section utilises old and new literary representations of “the informer”, particularly based around Liam O’Flaherty’s The Informer and Chalandon’s work, to discuss continuities and changes in the image and perception of this phenomenon. It is argued that the interweaving of fiction with real-life and factual historical detail is a particularly appropriate means of interpreting the role and effects of the informer.  相似文献

In 1798, a French expeditionary force under General Humbert landed in County Mayo to support the United Irishmen's rebellion. Both the French and their local allies were eventually defeated by British and Yeomanry troops, but the memory of the events and personalities of “the Year of the French” was still strong when the Irish Folklore Commission started its collecting mission in the 1930s. This article suggests that the folk narratives of these events can be collated into an alternative, and more democratic, version of the rebellion. Popular interest rested not with the French general (except as a scapegoat for defeat) but with local men (and women) of less elevated status. The common people of Ireland were, in their own narratives, less directed from above and more agents in their own right. These are less a corrective to the supposedly “authoritative” histories written by professionals and diffused through the media and education system, than a coherent, alternative historiography.1 The ballad “The Men of the West” was composed by William Rooney, one of the most enthusiastic organisers of the centenary commemorations of 1798. The ballad was set to the air of “Eoghan Cóir,” a song attributed to the eighteenth‐century Mayo poet Richard Barrett [Riocard Bairéad], who was implicated in the Rebellion.   相似文献

Modern scholarship on Arabs in the pre-Islamic period has focused on Rome's Arab allies—the so-called “Jafnids” or “Ghassānids,” with much less attention paid to Persia's Arab allies, the so-called “Na?rid” or “Lakhmid” dynasty of Arab leaders at al-?īrah in Iraq. This article examines select pre-Islamic sources for the Persian Arabs, showing that even with the meager evidence available to us, and the lack of archaeological material, it is possible to draw a relatively complex portrait of the Persian Arabs. This article situates the Persian Arabs as important figures in some key themes and phenomena of late antiquity, such as the growth of Christian communities, the conflict between Rome and Persia, and the struggle for influence in the Arabian peninsula.  相似文献

The aborted 1967 attempt of the dictatorship to transform itself into some form of democracy has generally been under-researched, and even more so with regard to its international implications. And yet, the issue of foreign influences on the “Markezinis Experiment” has been given excessive weight – first and foremost by the protagonist himself, who blamed his failure and downfall on negative American interference – namely on the then US Secretary of State Henry Kissinger’s adversarial stance. Based on the examination of the international context in three main frameworks – namely its relations with the United States, Europe and the Cyprus issue – this article seeks to give an answer to the question of the foreign factor’s impact on the failure of the “experiment”.  相似文献
