The melting of summer sea ice in the Canadian Arctic allows for better accessibility and therefore increased development of marine tourism. This paper highlights a significant increase in cruise ships and pleasure craft in the Canadian Arctic Archipelago since the 1990s, especially in the strategic areas of the Lancaster Sound and southeast of Baffin Island. Based on spatial analysis, cruise ships and pleasure craft were mostly sailing inside the primary corridors and outside the secondary corridors; this is particularly obvious for the fourth secondary corridor of the western Arctic. Moreover, marine tourism activity related to cruise ships or pleasure craft occurred within a distance of 15 nautical miles and beyond the outer limit of a corridor, whether primary or secondary. The Northern Marine Transportation Corridors Initiative is an important tool to manage marine traffic in the Canadian Arctic and we need to continue to encourage its development through a multipartite approach and taking traditional Inuit knowledge into account.  相似文献

The article, ‘Italy’s Unification and its Discontents: Verga’s Cos’è il Re, focuses on the mental confusion of the protagonist, Cosimo, which becomes symptomatic of the southern rural masses’ disenfranchisement from the unification process. Verga’s political disillusion with the new state, for which he fought, comes to the fore, underlining how the Savoy kingdom’s constitution was no guarantee of a real improvement for the rural masses. Verga’s story contrasts the Savoy king, whose power is limited by the constitution, with the Bourbon Monarch’s Corpus Mysticum, as described by Ernest Kantorowicz, whose power is absolute, like that of Jesus Christ. The story denounces, then, the paradox that the Bourbon monarch, in his paternalistic governance, was better for the impoverished rural masses than the constitutional Savoy king. Moreover, Italy’s unification under the Savoy sovereign further developed a national discourse that systematically racialized Southerners because of their subaltern position within the nation.  相似文献

The reception by the media of Indigenous peoples' political actions raises the issues of the discourses and representations at work in the public space. This paper examines how the Atikamekw Nehirowisiw Nation, their territorialities and political actions are represented by French‐speaking written media in Quebec. What are the discourses mobilized to apprehend the issues related to their land claims and contestation? By mobilizing a corpus of newspapers' articles published between 2000 and 2015, this study underlines the coexistence of opposed discourses. On the one hand, a colonial conception remains, reinterpreting the legal and historical legitimacy of the Atikamekw occupation and claims on the territory. On the other hand, the presence and reproduction, particularly through the words of Indigenous leaders, of an accommodating discourse towards Atikamekw's political actions cannot be ignored. The cohabitation between these two discourses highlights different sets of representations, emphasizing the ongoing colonial imaginaries in Quebec.  相似文献

In common with most Latin American countries, as governments embrace safety nets to attack poverty, conditional cash transfer (CCT) programmes have become part of mainstream social policy in Brazil. Under president Fernando Henrique Cardoso (1995–2002), and especially since Luiz Inácio Lula da Silva took office in 2003, targeted assistance in education, health and nutrition, now united under Bolsa Família, have expanded rapidly to benefit forty‐four million (24 per cent of the total population), absorbing almost two‐fifths of the social assistance budget earmarked for the poorest sectors. Despite its operational problems, Bolsa Família appears to have been effective in providing short‐term relief to some of the most deprived groups in Brazil. Yet it could prove to be a double‐edged sword. There is a risk that, due to its popularity among both the poor and Brazil's politicians, Bolsa Família could greatly increase patronage in the distribution of economic and social benefits and induce a strong dependence on government handouts. There are also early signs that it may be contributing to a reduction in social spending in key sectors such as education, housing and basic sanitation, possibly undermining the country's future social and economic development.  相似文献

This article analyses new trends in the assessment of Russian–Ukrainian relations by representatives of the Russian elites in the late 1990s. It sees a discussion of the historic roots of Ukrainian separatism in the Russian media and attempts to identify the origins of the ‘Russian national homeland’ outside Kyiv Rus as the first steps towards a revision of traditional Russian perceptions of Russian–Ukrainian relations. The article argues that the new trends have become particularly visible following the signing of the Russian–Ukrainian inter‐state treaty in May 1997, which it regards as an important landmark in Russia's acceptance of the independence of Ukraine.  相似文献

When Pierre-Ambroise-François Choderlos de Laclos’s Liaisons dangereuses first appeared in late March 1782, it was an immediate succès de scandale. Laclos’s focus on his characters’ libertine psychology and his creation of a “monstrous” female villain, Merteuil, distinguished the novel from mainstream eighteenth-century French works. As an analysis of the novel’s reception demonstrates, Laclos’s suggestive portrayal of female sexuality and empowerment—and, specifically, of Merteuil—led first to the text’s association with dangerous works known as “mauvais livres” or “livres philosophiques” such as the Marquis de Sade’s Justine (1791) and the anonymous Histoire de Dom Bougre, Portier de Chartreux (1741), and later contributed to its classification as a pornographic work at the time the concept was invented in the early nineteenth century—and, ultimately, to its censorship in 1823. If the novel was devoid of explicitly sexual scenes, it nonetheless elicited such images in the minds of (at least some of) its readers and thereby caught the attention of the authorities. Les Liaisons dangereuses may be one of the most prominent historical cases of a book being banned not for what was depicted in its pages, but for the fantasies it inspired—providing a compelling twist to the adage that “pornography is in the eyes of the beholder,” or the mind of the reader.  相似文献

Professional visual artists have always enjoyed considerable latitude in the selection of a place of work and residence. Recent decades have witnessed their growing presence within the Canadian countryside. This paper seeks to provide an interpretation of this phenomenon by exploring two sub-objectives. First is to determine whether artists who establish themselves in rural communities can be considered to be part of the counter‐urbanisation movement, involving the relocation of urban residents down the settlement hierarchy. Second is to identify what types of migration are occurring and why. Our surveys of visual artists residing in the southern Ontario communities of Elora and Parry Sound reveal that most participants are part of a movement involving the decision to take up both residence and employment in a rural locale. We further find that the relocation of visual artists is driven to some extent by a strong attachment to natural landscapes. By way of conclusions, we briefly speculate about the broader population of urban residents. We remind ourselves that artists often have been harbingers of new movements and that today there are growing numbers of workers outside the artistic community who also have increasing latitude in regards to choosing where to live and work. Overall, our findings suggest that there is ongoing blurring of geographic boundaries—between space and place, between place of work and place of residence and, of course, between rural and urban.  相似文献

ABSTRACT. The study of minorities is central to research in ethnicity and nationalism. But there are cases where the precise nature of the minority is not easy to determine. One view of Southern Irish Protestants is that in the decades after independence they transformed themselves (or were transformed) from British nationals to Irish nationals or, alternatively, from a British ethnic to an Irish religious minority. This paper argues that treating the (past) British dimension of Irish Protestant identity as ethnic or national misconceives it and overlooks the historically deep Irish context of Protestant identity. One consequence of this is the neglect of the specifically Irish roots of residual tensions in Catholic–Protestant relationships. The themes of the paper are exemplified with case material drawn from research on Protestants and Catholics in rural West Cork.  相似文献

This paper argues that neoliberalism should be viewed not as a unified coherent project but as a series of complex and overlapping strategies that produce hybrid and always emergent forms of governance. To substantiate this argument, the paper reflects on the recent history of Sydney's metropolitan planning and rejects any simple characterisation of its having been transformed from a social‐democratic to a neoliberal form of governance. Instead it traces the unevenness with which neoliberalist aspirations and forms of governance have been enacted through metropolitan planning. In particular, it examines the enduring scope of state institutional capacity to pursue desired spatial and distributional outcomes through planning and suggests that the current reinvigoration of Sydney's metropolitan planning is an opportunity to enhance that capacity and to pursue ‘after‐neoliberalist’ planning possibilities.  相似文献

The lead isotope compositions of many different samples from lead ingots of Roman age from two relicts (from Cabrera, and from Saintes‐Maries‐de‐la‐Mer) of the Western Mediterranean have been measured. Other lead isotope analyses of ores, metals or lead ingots from mines of Sierra Morena and from Cartagena and Sardinia have been accomplished. All the lead isotope measurements have been performed at the Joint Research Centre of the European Union, Ispra (Va), Italy. The samples have been prepared in a class 100 clean room, using only ultrapure reagents and FEP materials. In view of the archaeological arguments, it was possible to believe that the Roman lead ingots of the Saintes‐Maries‐de‐la‐Mer 1 wreck came from Spanish lodes, as well as those of the Cabrera 5 wreck. In fact, while the comparison between the first group of ingots (Cabrera 5) and the lead from Sierra Morena is consistent, the correspondence between the second group of ingots (Saintes‐Maries‐de‐la‐Mer 1) and the Cevennes ores (southern France) gives rise to several problems concerning the archaeological and physical origins. For all the supposed novelty of the \"Information Age\", high-tech development in Malaysia perpetuates existing patterns of social and spatial inequality. The Multimedia Super Corridor (MSC), a 50-km-long high-tech zone stretching southwards from the federal capital, Kuala Lumpur, is imagined in state discourse as part of a transition to a \"multimedia utopia\" benefiting all Malaysians throughout the national territory. This article seeks to contest such utopian imaginings. In the first place, informational forms of economy and society are dependent upon complex physical infrastructure, the distribution of and access to which is highly uneven. The MSC and other major investment in information infrastructure in Malaysia are overwhelmingly concentrated in the main national city-region. Second, already marginal groups and individuals are subjected to new forms of social and spatial exclusion. Apart from financial exclusion arising from the privatisation of high-tech spaces, incorporation into Malaysian high-tech futures is dependent upon the possession of skills deemed appropriate for an emerging information economy and society. These processes are exemplified by the displacement of plantation workers in the construction of Putrajaya, one of the MSC's two new \"intelligent\" cities. While such negative social impacts have a long association with large-scale modern development projects, the article argues that it is specifically a pervasive discourse of \"high-tech\"—and the way in which this has been refracted in the national context—which legitimises the financial and social costs of new high-tech urban development.  相似文献
