The increasing scale of direct government intervention in money flows raises questions about the changing structure of Canada's space economy. Estimates of intersectoral and interprovincial money flows provide a basis for assessing the changing impact of govenment-directed flows in final demand expenditure, in personal income composition, and in explaining the pattern of discordance between the production and consumption modes of provincial economies. Inferences are made also about the relevance of dominance rankings of urban centres controlling revenue flows in Canada's economic-geographic system.
L'échelle croissante d'intervention directe du gouvernement dans les flux de l'argent soulbve des questions au sujet du changement de structure de l'économie spatiale du Canada. Les estimations des flux d'argent intersectoriels et interprovincaux donnent une base pour évaluer le changement d'impact des écoulements dirigés par le gouvernement vers les utilisateurs finals, la composition du revenus personnel, et par l'explication de l'echantillonage de dtsaccords entre les modes de production et de consommation des tconomies provinciaizs. T he technological prowess of the U nited S tates was symbolized by what became known as the space shuttle, which the National Aeronautics and Space Administration (NASA) began to work on in the late 1960s. With the shuttle program NASA planned to facilitate its aggressive space-exploration effort by providing low-cost, reusable transportation to and from Earth's orbit. NASA officials compared the space program's traditional use of expendable launch vehicles to throwing away a railroad locomotive after every train trip, whereas a reusable shuttle would offer cost-effective, routine access to space. Approval of the shuttle initiative required complex political maneuvering by NASA and its supporters between 1969 and 1972. The twists and turns in the approval process actually shaped the final direction that the shuttle program took, demonstrating the pitfalls of decision making by compromise and the challenges of managing large-scale technology programs within the federal government.1  相似文献

This study has four objectives: (1) to describe the dynamics of growth in the urban system of southern Ontario over the period from 1851 to 1971; (2) to determine whether this system has evolved in accordance with the Gibrat process of growth; (3) to contribute to the debate on the relationship between city-size distributions and economic development; and (4) to offer some technical and definitional suggestions with regard to the rank-size rule, urban primacy, and the measurement of population concentration. Related Canadian studies covering similar time periods are those of Simmons (1974), who has analysed the growth of larger cities (10,000 and over) at the national scale, and Bannister (1975), who has described the extent of spatial autocorrelation in the growth rates of southern Ontario's incorporated centres. Like Simmons and Bannister we are less concerned with the fortunes of particular places than with the response of the urban system as a whole to expansionary forces. We are centrally concerned with the phenomenon of differential growth (Borchert, 1967; Ward, 1971, pp. 11–49; Muller, 1976, 1977). The fact that towns grow at different rates implies changes in the frequency distribution of city size and in the level of concentration of the urban population. These changes, in turn, have interesting consequences for urban systems theory.  相似文献

V ariation in behaviour stemming from cultural differences has long been recognized as a possible key influence on attitudes towards economic development. The seminal work of Max Weber (1958) relating economic performance to religious allegiances is an obvious example. However, variations in the attitudes of economic actors may also derive from differences in endowments stemming from ethnic heritage. In Canada, for instance, the role of the British group in dominating corporate directorships has been well documented (Porter 1957) and is of special significance in a nation attempting to establish a balanced power situation between its Anglophone and Francophone elements. The problems of attaining cultural equality in Canada are, of course, compounded by the concentration of the Francophone element in Quebec and this spatial concern introduces new complexities in prescribing solutions.  相似文献

The last decade has seen an upsurge of both scholarly and popular interest in the US environmental justice movement. What is largely missing from this contemporary discussion is any sense of the historical roots of this new wave of environmental activism. This paper explores the emergence of a radical Puerto Rican organization called the Young Lords that was active in a number of US cities in the late 1960s and early 1970s. In New York City, the Young Lords successfully mobilized their community through a series of direct actions devoted to improving public services, the creation of new community spaces and the assertion of cultural identity. I examine the internal tensions within the organization as it sought to extend its role beyond community-based concerns such as sanitation and health care towards more abstract political goals, including demands for Puerto Rican independence. It is argued that the ultimate disarray of this radical phase of Latino political activism cannot be understood separately from a series of wider developments, including the gathering pace of urban decline, the marginalization of the US left and the dissolution of the New Deal era. Although the movement faded away in the 1970s, a legacy of diasporic environmentalism dedicated to the transformation of the urban environment has provided a powerful degree of political continuity with contemporary struggles for environmental and social justice.  相似文献
