This article explores the ways in which American college women of South Asian descent discuss their positioning as middle class. The article analyses participants' talk around class as evidence of embeddedness in American class discourses and a complex and contradictory scheme of identification that implicates other identities like gender, race and culture. Respondents often articulated class using the American Dream, where the social capital their parents immigrated with is left unexamined in favour of a narrative of ‘rags to riches’. Young women also used other constructs like ‘stability’, ‘race’ and ‘resources’ to make reference to class, but also to participate in an American discursive silence around it. Finally, the notion of a drive towards professionalism as an immigrant goal is examined, and it is suggested that this serves to further deflect discussions of class. This article synthesises theories of diaspora, ‘translocational positioning’ and habitus, and examines the production of American class discourse as a performance of an American middle class habitus.  相似文献

This article argues that populationism as a gendered narrative provides a crucial rhetorical architecture for welfare reform debates in the USA during the 1990s. Populationism, which Joni Seager defines as ‘the dogma and the rhetoric of population alarmism and population control,’ subtly legitimized efforts to control and marginalize poor women's bodies in the context of welfare reform. The populationism underlying welfare reform hinges on a deep fear of engulfing social chaos if ‘we’ do not check the fertility of poor women, and particularly women of color. This article historically situates contemporary welfare politics by tracing in some detail how Malthus' original writings on population were constitutively linked to debates about ‘poor relief’ in early nineteenth century England. Exploring the gendered linkages between Malthus and social welfare policy in the 1800s allows us to understand how Malthus continues to haunt discourses about social welfare in the 1990s and beyond, with direct consequences for poor women and particularly poor women of color.  相似文献

This paper investigates how colonial power is rearticulated in policy and practice of German development cooperation in Tanzania. Drawing on archives and interviews, it analyses the emergence of interventions with regard to population control and reproductive health during Germany's colonisation of ‘German East Africa’ and compares these interventions to present-day German development assistance in Tanzania. While German policies during colonial rule addressed ‘underpopulation’ and contemporary German development aid stresses population growth to be the problem, this paper finds that racialised, gendered discourses are interconnected with the political economy of population control in both periods. It highlights that colonial power in development cooperation can only be fully comprehended by tracing the continuity of colonial discourses to material practices as well as economic interests of the Global North, and argues that critique of population politics should address population control in general – whether anti- or pro-natalist – as imbued with racism and serving the interests of capital. Such a perspective might allow us to be sensitive to possible future developments in population and reproductive health policy towards the Global South, in which antinatalist (regarding marginalised people) and pronatalist (regarding privileged people) policies run concurrently, as is the case in countries of the Global North today.  相似文献

Today there is a pervasive policy consensus in favour of ‘community management’ approaches to common property resources such as forests and water. This is endorsed and legitimized by theories of collective action which, this article argues, produce distinctively ahistorical and apolitical constructions of ‘locality’, and impose a narrow definition of resources and economic interest. Through an historical and ethnographic exploration of indigenous tank irrigation systems in Tamil Nadu, the article challenges the economic-institutional modelling of common property systems in terms of sets of rules and co-operative equilibrium outcomes internally sustained by a structure of incentives. The article argues for a more historically and politically grounded understanding of resources, rights and entitlements and, using Bourdieu's notion of ‘symbolic capital’, argues for a reconception of common property which recognizes symbolic as well as material interests and resources. Tamil tank systems are viewed not only as sources of irrigation water, but as forming part of a village ‘public domain’ through which social relations are articulated, reproduced and challenged. But the symbolic ‘production of locality’ to which water systems contribute is also shaped by local ecology. The paper examines the historical and cultural production of two distinctive ‘cultural ecologies’. This serves to illustrate the fusion of ecology and social identity, place and person, in local conceptions, and to challenge a currently influential thesis on the ecological-economic determinants of collective action. In short, development discourse and local actors are seen to have very different methods and purposes in the ‘production of locality’. Finally, the article points to some practical implications of this for strategies of ‘local institutional development’ in irrigation.  相似文献

This article juxtaposes two prominent discourses accompanying the neoliberalisation of EUrope's borders. The first is the emerging notion of humanitarian ‘migrant-centredness’ found in the policies of elites and security professionals in the field of EUropean border security and migration management. The second is the use of animalised metaphors and imagery that pervade narratives of ‘irregular’ migrants' embodied experiences of detention across and beyond EUrope. It argues that what is at stake in this juxtaposition is more than simply a discrepancy between the ‘rhetoric’ of neoliberal bordering and the ‘reality’ of ‘irregular’ migrants' experiences. Such a view, which is commonly held among diverse critics of border violence, ultimately makes a problematic appeal back to the very humanitarian frame that has already been coopted by authorities associated with or even complicit in that violence. Seeking an alternative diagnosis and ground for critique beyond the ‘rhetoric/reality’ bind, the analysis draws on conceptual resources found in (post)biopolitical theory – particularly Jacques Derrida's concept of ‘zoopolitics’ – in order to identify and explore animalisation as a specific spatial technology of power. Understanding the work that the zoopolitical threshold does in shaping contemporary spaces of incarceration and producing animalised subjects offers new insights into both governmental logics of border security and the limits of humanitarian-based critiques.  相似文献

This paper advances the concept of disruption, drawing upon Butler's (1993) work on performativity, her engagement with Goffman's (1974) frame analysis and recent work on performativity within critical geopolitics. It argues this approach provides a useful tool with which to elucidate gaps in the iterative processes of geopolitical discourse production that offer opportunities for momentary distortions to these dominant articulations of power. It analyses the utility of this approach through discussion of three artworks by the acclaimed British artist Fiona Banner. In June 2010 she unveiled her prestigious Duveens commission project at Tate Britain. The work, entitled ‘Harrier and Jaguar’, was the most ambitious of a series of engagements with military aircraft which have spanned over a decade of creative work. Banner's work has become synonymous with challenging dominant discourses on power and war especially through textual representations of war films and innovative uses of military aircraft. Beginning with her book project, ‘All the world's fighter planes’ (2004) and moving through her Duveens project to the military aircraft-related work ‘Tornado’ (2010), this paper argues that Banner's work illustrates the utility of the concept of disruption; going beyond simply raising questions about our engagements with military aircraft, to actively disrupting our encounters with and understandings of these objects and thus popular representations of air power.  相似文献

In 2010 the coalition government conducted a major review of defence and security policy. This article explores the review process from a critical perspective by examining and challenging the state‐centrism of prevailing conceptions of current policy reflected in the quest to define and perform a particular ‘national role’ in contrast to a human‐centric framework focused on the UK citizen. It argues that shifting the focus of policy to the individual makes a qualitative difference to how we think about requirements for the UK's armed forces and challenges ingrained assumptions about defence and security in relation to military operations of choice and attendant expensive, expeditionary war‐fighting capabilities. In particular, it confronts the prevailing narrative that UK national security‐as‐global risk management must be met by securing the state against pervasive multidimensional risk through military force, that military power projection capabilities are a vital source of international influence and national prestige and that the exercise of UK military power constitutes a ‘force for good’ for the long‐term human security needs of citizens in both the intervened and intervening state.  相似文献

There is an ongoing debate as to whether Chinese capital can be described as developmental. While some argue that Chinese capital is simply a tool of the Chinese state to exploit the global South, others claim that Chinese capital opens new development opportunities. Rather than advancing a framework based upon either an exploitative or an egalitarian mode of development, this article argues that China's current crisis of overaccumulation has led to a so-called Sino-centric capital export regime, which sends out two types of capital to the global South. First, state-backed capital imposes a development model by modifying ‘local orders’, attempting to make host states legible by creating maps of peoples and terrains that surround China. These maps aim to improve China's ability to manage inter-state disputes. Second, flexible capital is interested in extricating itself from the conditions imposed on it in China. By moving into the global South, flexible capital breaks through the barriers placed by the Chinese state. As a by-product of this quest for extrication, flexible capital can generate new venues of accumulation and novel ways of organizing production. This article demonstrates these two types of capital using examples from Rodrigo Duterte's Philippines — the Kaliwa Dam project and online gambling — drawing on original field research and a newly generated dataset.  相似文献

This article explores ideas of the ‘human’ in discourses surrounding the AIDS epidemic, from the 1980s to the present. It compares two sequential lines of thought: first, the notion of AIDS as the result of ‘unnatural’ gender behaviours and queer sexualities; and second, the notion of AIDS and other zoonotics (cross‐species diseases) as the result of non‐western dietary practices and social mores. In the first case, the early years of the AIDS crisis are traced through the languages of sexual perversity utilised by the popular press and the Christian right. In the second case, the later years of the epidemic are traced, once the ‘roots’ of the virus became tied to Africa, and carriers became bestialised in narratives that located HIV as a consequence of unnatural, or inhuman, interactions with the animal world. The article argues that we have witnessed a paradigm shift in the didactics of the epidemic, from a narrative of sexual impropriety to one that also includes a narrative of dietary impropriety, each of which consistently relies upon a clear dichotomy between the human and the inhuman.  相似文献

This article discusses recent academic and theoretical approaches to disability in Italy, situating them in relation to Anglo-American disability studies as well as within the Italian academic context, and sketches out the contours of an emergent Italian disability studies. The discussion centres on three terms that have emerged recently in Italy: superabilità (implying both ‘ability to overcome’ and ‘exceptional ability’); diversabilità (being ‘differently abled’); and transabilità (the desire for, or identification with, a disabled body by a non-disabled subject). The article considers the role of narrative in each of these categories, as well as the way that each deals with the question of limits. While discourses in each category construct or confirm a strong disabled identity, the article argues that transabilità might also be understood as the transcendence of identity on the basis of ability. This alternative understanding puts pressure on the question of identity itself and challenges the very need for narrative (re)construction.  相似文献

ABSTRACT. This paper aims to explore the (re)construction of identities in three regions adjacent to the Russian–Ukrainian border. The article analyses the areas' historical and political development and argues that placing such areas within a mega‐region term such as ‘eastern Ukraine’ fails to recognise important differences between them. Content analysis of regional history textbooks reveals that the ‘official’ state historical narrative found in school history textbooks is heavily negotiated, with regional elites in each area ‘picking and choosing’ which parts of the ‘official’ state narrative to accept and which parts to reject. In this way, the article demonstrates how the notions of ‘inclusion’ and ‘exclusion’ are highly debated topics in the Ukrainian classroom as the central and local state elites are both part of the dynamic process of (re)definition of national identities.  相似文献

This article examines the gender undertone of China's nationalist discourses, especially in familial metaphors of nationalism, and how such an undertone shapes people's understandings of state authority and state-citizen relations. Conventional nationalist discourse of the ‘motherland’ evokes the image of an insulted and raped mother as the symbol of national humiliation and calls for actions from patriots (masculinised in the discourse). In recent years, however, we have seen the emergence of a new discourse that depicts the nation-state as a rich, powerful and masculine ‘daddy’. Using discourse analysis and Foucauldian genealogical methods, this article argues that the discursive development has to be analysed against China's historical backgrounds, especially considering new standards of masculinity and femininity in the era of economic reform. Capital is equated to masculinity and righteousness, whereas femininity is shaped by the middle-class values of consumerism and political disengagement. The ‘daddy state’ discourse conjures strong paternalistic power from China's economic capacity that can be projected onto challengers of state authority, while also constructing the nationalist public as feminised consumers whose consumerist enjoyment relies on patriarchal state protection.  相似文献

This article examines discourses and practices around women's drinking in Fascist Italy. The history of alcohol production and consumption in Italy during the fascist dictatorship has only recently received attention; alcohol's gendered dimensions, especially women's drinking, have been hitherto overlooked. While the production of legislation, rhetoric and propaganda on alcohol consumption was dominated by men, women were identified as key constituents whose alcohol-related practices could make or break the causes of fascist propagandists, ‘anti-alcohol’ campaigners and alcohol industry associations. The article explains how Italian women were imagined and addressed by regime propagandists, alcohol industry producers and temperance campaigners as (a) simultaneously the principal victims of and responsibility bearers for male excess alcohol consumption, (b) potential ‘crisis-women’ whose unpatriotic drinking choices (whether English tea, French champagne or American cocktails) denoted their prioritising of fashion over fascist values and (c) gatekeepers of family alcohol consumer practices and consumers of alcohol in their own right. It then moves to examine sources left by interwar Italian women to explore what, how and when they drank. Ultimately, it argues that despite attempts to construct women's drinking in archly nationalistic terms, the discourses and actual practices of Italian women around alcohol consumption operated within profoundly transnational frames.  相似文献

From an historical materialist perspective, the essential quality of industrial change is that it is the product of conflict resident both in the relationship of struggle between capital and labour over the accumulation of surplus value and in the competitive relations between individual capitals over the appropriation of profits. This article is essentially methodological in that it identifies the specific competitive and conflictual determinants of profitability internal to an industry and the external influences of the wider economy which contribute to that industry's ‘relative’ profitability vis a vis investment capital. It argues that the emerging pattern of economic change is structured by a tendency towards crisis and declining profitability. The history of black coal production in Australia is examined in the light of this method and emerging theory of industrial reorganisation.  相似文献

References are often made in contemporary Indian discourse, both popular and academic, to the ‘new Indian woman’, a subject position that is seen as coterminous with the emerging identity of the Indian nation as modern – the ‘new India’. This article unpacks key discourses that construct the ‘new woman’ in the public imagination and suggests that the modernity of this imagined figure is founded upon a notion of autonomy that is deeply embodied. While the characteristics of this embodied modernity challenge influential feminist arguments as to the ‘shallow’ modernity of the ‘new Indian woman’, it nonetheless has problematic implications from a feminist perspective. The narrative shaped by these discourses around the question of what it means to be modern not only perpetuates an historically pervasive reductionism in which woman is seen to be defined and determined by the corporeal but also, and more problematically, constructs a boundary around the notion of modern womanhood that excludes women whose bodily autonomy has been compromised, for example through sexual assault. This narrative exclusion is perpetrated in at least three ways: through a discursive rendering of the woman as passive, the objectification of the woman, and a narrative structure that mimics the act of violation. Such erasure of the autonomy of sexually violated women is not inevitable, however, and an analysis of two ‘counter-narratives’ demonstrates how discourses of rape may both reinscribe the autonomy of such women and re-orient the reader to a position of empathy rather than opposition.  相似文献

In the United States, recently arrived migrant youth encounter competing media and institutional discourses that cast them as dependents who have been rendered ‘left behind,’ ‘on their own,’ or ‘unaccompanied’ by their parents. A corresponding narrative emerges in which young migrants’ parents are framed as abusive, neglectful, and ignorant. Combined, these portrayals may garner specialized services and contribute to success in the legal realm. At the same time, however, they fail to recognize and even imperil the intimate intergenerational networks that facilitate transnational migration. In this article, we trace the homogenizing power of public discourses on young people and their families across two diverse ethnographic contexts, that of Chinese and Guatemalan migration. Focusing in particular on narratives of debt and belonging, we argue that the pervasive pathologization of migrant youths’ parents diminishes and contorts valued relationships over time. It correspondingly demands broader efforts to historicize and to contextualize youth mobility.  相似文献

This essay addresses the need to look into ‘postcolonial’/‘post-Oslo’ Palestine heritage discourses and practices to uncover commonalities and divergences. These practices and discourses, I claim, tell a story about hidden codes of subjectivity while revealing the setbacks of postcolonial heritage discourses in a ‘postcolonial era’. I show that the Palestinian ‘postcolonial’ heritage polices and preservation practices echo colonial discourses in terms of approach, legal framework and end results. My premise is built on a long engagement with governmental and non-governmental heritage organisations as well as the literature on the topic that shows heritage discourses and practices implicated within the specific narrative that they are destined to (re) produce. I claim that postcolonial approaches to the material culture, consciously and unconsciously, reproduce the colonial situation and while the impetus towards preservation itself is a symptom of postmodernity, it is still carried out in a modernist spirit. Throughout my analysis, I show that what spills out from the heritage discourses, as well as the unintended consequences of heritage practices are worth considering in any analytical approach of heritage discourses.  相似文献

This article extends Billig's (1995) landmark thesis on banal nationalism by considering how processes of national deixis circumscribe the boundaries of citizenship and forms of belonging within nation-states. Drawing on critical analyses of sexual citizenship, the article provides a discursive analysis of the debate over civil union in the New Zealand mainstream press during 2004–2005. It argues that this mediated debate represented an historical moment where the routine deictic flagging of the nation, and the correlated flagging of the ‘banal citizen’, fundamentally broke down, thereby allowing this unmarked and ‘ordinary’ process to be systematically examined. Four major discourses are identified in press coverage: ‘Homosexual’ subjects as abnormal and disordered, tolerance, equality and human rights, the sanctity of marriage and the preservation of the family (and the social order). Although the passing of the Civil Union Act does mark a (faltering) step forward in sexual equality, we argue that the presence of these discourses suggests that forms of both ontological and cultural heterosexism persist in New Zealand society. Despite the Act conferring new legal rights, ultimately we conclude that the four discourses act to restrict the extent to which ‘homosexual’ subjects are considered ‘valid’ and ‘legitimate’ citizens. In continuing to structure the public politics of sexual citizenship in New Zealand, these discourses have influenced recent debates over legislative moves towards ‘marriage equality’ in ways that raise concerns over the continuation of heterosexist norms, as well as exclusionary forms of homo-nationalism. More generally, this research demonstrates the effectiveness of Billig's work as a valuable and productive analytic lens to explicate concerns over the exclusionary nature of citizenship itself.  相似文献

This article presents the contemporary case of two Norwegian ex‐soldiers sentenced to death for murder, espionage and mercenary activity in the Democratic Republic of Congo (DRC). It analyses the wider context of the historical roots of Norwegian engagement in the Congo (now DRC) as well as the mass‐mediated discourses centring around the tropes of a Conradian ‘Heart of darkness’. Further, using the insights of Johannes Fabian's seminal work on exploration, ethnography and representation (2000), it argues that contemporary Norwegian discourses on the Congo are steeped in the tradition of travelogues. Secondly, also drawing on Fabian, it argues that by representing the DRC as a topos ‐ a space without a place ‐ these discourses uncritically reproduce notions of decontextualised radical alterity.  相似文献

This paper analyzes the enactment and evolution of article L.126 of the Code of Construction and Housing (CCH) in France and demonstrates the careful ways lawmakers have redefined ‘common areas’ in social housing estates as carceral spaces. It argues that such transformation has inserted these areas into a ‘carceral continuum’ that facilitates the arrest, prosecution and confinement of young people ‘hanging out’ in ‘common areas’. Drawing on the work of legal geographers on the co-constitutive relationship of law and space, and urban and carceral geographers exploring the criminalization of urban space and the extension of the carceral state, the paper illustrates how the pathways of confinement are legally constituted. The legal process documented here seeks to highlight the law’s meaning-making capacity and the complex legal practices – by actors and institutions located at multiple scales – which significantly condition urban practices and relationships. The analysis suggests, finally, that law’s constitutive power has limits that are brought to the fore by anti-police violence struggles. Pathways of confinement are, thus, fragile networks dependent upon the ongoing enactments, discourses, and practices by lawmakers and law-enforcers.  相似文献
