Can local confidence building and cooperation strengthen local communities and have a positive influence on local development? This is the main question in this article. In the first part of the article the conditions for confidence building, mobilization, self-development and self-confidence in local planning are presented. A planning process called strategic and mobilizing planning which is built on these conditions is described. This planning or development process is drawn as an infinite spiral with an increasing 'radius'. As examples of such local confidence building and mobilization processes the cases of 'Nordvest Forum' and 'Cooperation in Haram commune' are presented and discussed. Nordvest Forum is a collaborative activity owned by competing companies in the region, which have recognized that they have a common problem related to recruitment and training of leaders. This has lead to new activities and new cooperation especially related to management training and cooperation. The collaboration between private and public institutions in Haram is an example where common challenges for companies and community were recognized. This process started as a concrete activity regarding recruitment of skilled workers with participation from a few but nevertheless important persons in the private and public sectors. The learning and confidence developed as a result of this cooperation lead to new and broader activities concerning the future of the community with many more participants. In the conclusion some practical advice is given for community planning and confidence building, informed by the theoretical discussion and the empirical examples in the article.  相似文献

Conventional approaches to development in areas that are experiencing economic decline invariably focus on business growth through interventions such as incentives, infrastructure development and job readiness training. This paper reports on a pilot project aimed at developing an alternative approach to community and economic development in the context of the Latrobe Valley, Victoria, a resource region that has experienced downsizing and privatisation of its major employer, the state‐owned power industry. The project was shaped by a poststructuralist concern with the effects of representation. It sought to challenge familiar understandings of disadvantaged areas, the economy, community and the research process in order to open up new ways of addressing social and economic issues. The resulting four‐stage research project was informed by the techniques of asset‐based community development and action research, as well as by discourses of the diverse economy and communities of difference. During the two‐year span of the project, four community enterprises were developed. The varying degrees of success they have met with in the four years since the project concluded highlight the critical role of local agencies such as the council in providing ongoing support for such endeavours.  相似文献

Central city economic development during the 1980s and 1990s resounded with the theme of "public-private partnerships" putting together new downtown hotels, sports stadiums, and festival marketplaces. Yet, as city after city proclaimed its "renaissance" and "rebirth," poverty and unemployment increased in many of the same cities. Economic disparities also increased between central cities and their suburbs. These contrasting patterns of growth and decline were often reflected in local economic development struggles over downtown versus neighborhoods, economic development as job generation versus real estate development, and the rich and powerful versus the poor and marginalized. In some cities, these concerns often were articulated by African-American, Latino, and blue-collar communities and their activist supporters. They led to new development strategies designed to balance more equitably the costs and benefits of local economic development. The new strategies included opening government to previously excluded constituencies, linking downtown development to neighborhood development managed by community development corporations, and balancing development across economic sectors. This article reviews efforts in several cities to implement redistributive urban planning and local economic development policies. It concludes with three possibilities for improving broader equity outcomes in future local economic development.  相似文献

Europe did not wake up to terrorism on 9/11; terrorism is solidly entrenched in Europe's past. The historical characteristics of Europe's counterterrorism approach have been first, to treat terrorism as a crime to be tackled through criminal law, and second, to emphasize the need for understanding the ‘root causes’ of terrorism in order to be able to prevent terrorist acts. The 9/11 attacks undoubtedly brought the EU into uncharted territory, boosting existing cooperation and furthering political integration—in particular in the field of justice and home affairs, where most of Europe's counterterrorism endeavours are situated—to a degree few would have imagined some years earlier. This development towards European counterterrorism arrangements was undoubtedly event‐driven and periods of inertia and confusion alternated with moments of significant organizational breakthroughs. The 2005 London attacks contributed to a major shift of emphasis in European counterterrorism thinking. Instead of an external threat, terrorism now became a home‐grown phenomenon. The London bombings firmly anchored deradicalization at the heart of EU counterterrorism endeavours.  相似文献

This paper revisits how and why new multinational knowledge-based strategies and multi-level governmental policies influence the upgrading process of regions in developing economies. Automotive multinationals traditionally exploited local asset conditions, but it is shown that they have also been contributing to knowledge-generation systems via investments in R&D centres and cooperation with regional knowledge producers. We discern three elements of the upgrading process of regions—upgrading of domestic firms, subsidiary evolution and establishment of strategic relations with local knowledge institutes—to analyse two case studies: Ostrava (Czech Republic) and Shanghai (China). The cases show that all types of upgrading—product, process, chain and functional—have taken place in the last years, and that follow sourcing may have a positive impact on regional upgrading. These observations provide lessons for governments in developing economies which aim to strengthen innovation-based regional development.  相似文献

The concept of rural network governance can include different practices, and it is important to gain insight into governance role formation processes. The ability of rural municipalities to effectively perform their role as governance network actors is significantly influenced by municipal organization and norms. Small differences can have big consequences and lead municipalities into different types of governance network roles. This is important to consider in situations where rural communities are facing imbalances and the municipalities increasingly are expected to engage in new roles and take more responsibility for local development. Effective strategies for using local network structures can help rural communities achieve sustainable development. We develop four different governance network models and discuss how the municipal authorities and citizen groups in two rural communities in Setesdal, Norway, perceive the current governance role of the municipality as well as their views on how this role ideally should be performed. We conclude that explanations for the different strategies relate mainly to norms and processes that are endogenous to the communities, which may indicate that rural municipalities have a great deal of autonomy in deciding how to use local network resources.  相似文献

East African pastoralists have well‐developed systems of communal land management that have been challenged by recent demands from some pastoralists for land privatization. This article analyses the impact on household well‐being of privatizing land among a community of Samburu pastoralists in northern Kenya. Using longitudinal data from household surveys conducted in 2000 and 2005, trends in wealth, income, stratification and livelihood strategies are analysed comparing the privatized community and a community where land remains communally managed. Results indicate few significant differences in wealth and income between the privatized and communal areas, although cultivation has become an important additional strategy in the privatized community. Significant levels of wealth stratification are present in both communities but are mitigated to some extent by mobility across wealth quintiles over time. Wealthy and poor groups exhibit different livelihood strategies with wealthier groups relying more on livestock trade and home consumption while poorer groups depend on wage labour and trade for their income. Policy implications of this analysis include the need for development strategies specific to different wealth groups, greater investment in education and infrastructure, and more attention to employment creation in pastoral areas.  相似文献

In recent years urban entrepreneurialism has become a metropolitan strategy to cope with the challenges of an increasingly flexible global economy. Building on a debate about the problematic nature of this strategy we argue that cooperation of cities, or metropolitan cooperation, constitutes a new policy option for local actors which has the potential to overcome the negative effects of urban competition. In order to explore this potential we analyse the fundamental changes of the local state and existing cooperative efforts. This analysis shows that so far metropolitan cooperation is mainly experimental in character and a policy option that moves forward by trial and error and by learning from success and failure. We see this as partly due to a lack of an adequate theoretical framework dealing with the economics of urban systems. By way of synthesizing different academic discourses we suggest a conceptualization of metropolitan cooperation which takes into account the potential economic benefits and institutional requirements of cooperative behaviour of urban actors. Based on these considerations we establish criteria for suitable thematic fields of metropolitan cooperation and suggest forms of institutionalization.  相似文献

The aim of this paper is to discuss local and regional planning and development practices in a post‐socialist country such as Estonia. Two approaches — central places and network theories — are used as a conceptual basis. According to the first hypothesis, planning and development of social infrastructure (e.g. schools, sports halls) has remained based on the central place theory — as an outdated planning approach — in Estonia. The second hypothesis argues that while, on the one hand, the application of the network paradigm and increased cooperation between local communities would considerably save public resources, on the other hand, because of the path dependency of Soviet centralized planning and development practices, the networking and lobbying takes place vertically rather than horizontally. This restricts both administrative cooperation and networking on the local and regional levels. The paper consists of three parts. The first part describes the turn in Western planning theory: the shift from normative top‐down planning to a bottom‐up approach and networking. The second part analyses critically the Soviet and post‐Soviet planning theory and practices: the planning and development culture created during the Soviet era. Finally we present a case study of a community planning procedure in the Suure‐Jaani locality — a good example of the influence of historical changes in the settlement system and planning culture of the past on current development.  相似文献

The article argues that the present Danish urban policy and urban democracy can be characterized by a striking duality and tension between: (1) Participatory empowering welfare oriented community strategies, which targets deprived districts and neighbourhoods, which are based on notions of the inclusive city. This trend is founded on priorities of radical democracy, social justice, inclusion and citizens empowerment; (2) Neo-elitist/corporative market driven strategic regional and global growth strategies, which are based on notions of the Entrepreneurial Globalized City and where urban policy becomes a question of facilitation of the “growth machine” and neo-liberalized urban authoritarianism. The article discusses dilemmas for overcoming the growing tension between elitist neo-corporate growth regimes, which are in operation via “Quangoes” and closed elite networks, and community empowerment and welfare oriented policy in the age of globalization. Taking the stand of community empowerment and welfare policy, the article conclusively discusses ways to shape a new inclusive politics of difference including using “positive selectivism” as part of an empowerment strategy.  相似文献

Current approaches to rural community development in Australia provide for limited government intervention. Such intervention is usually housed within programmes that seek to build the internal capacity of communities to achieve long term socio‐economic sustainability. A fundamental implementation strategy for capacity building has been developing local leadership. The underlying assumption of this approach is that good leadership will result in existing resources being mobilised for a more sustainable function and new resources attracted. What though is good leadership in terms of building the capacity of rural communities to develop sustainable socio‐economic futures? This paper compares the conceptualisation of leadership within rural development policies and leadership training programmes with the nature of local leadership as it exists in on‐ground community building projects. From an in‐depth review of the role and nature of local leadership within six Australian rural communities it was found that local leadership could result in improved adaptive capacity if the leadership is similar in nature to Burn's (1978 ) transformational model of leadership. Within policy, local leadership was most often conceptualised as being similar to this transformational model. However, rural leadership training programmes tended to conceptualise leadership as a top‐down process, similar to Burn's (1978 ) transactional model. While this study of leadership within rural communities revealed that transactional skills, as taught in leadership training programmes, were important for successful project management, such skills did not necessarily result in improved community adaptive capacity. It is suggested that, while transactional leadership can have an important role in influencing the development of rural communities, greater attention needs to be given to developing strategies to support transformational leadership.  相似文献

Rather than passively accepting development, some Indigenous communities have forced their demands into corporate decision-making. Accordingly, recognising and responding to community expectations becomes a matter of prudent strategy and ‘enlightened self-interest’. This paper examines the case of Century Zinc Mine in Queensland's Gulf of Carpentaria where the miner undertook negotiations and reached agreement with local Indigenous communities. It was later held to account by communities concerned about insufficient implementation of this agreement. Discussion then explores the campaign against Jabiluka uranium mine in Australia's Northern Territory, especially why multinational miner Rio Tinto deferred to local community wishes surrounding development. These experiences show that Indigenous communities are most effective in bringing leverage over mining companies when they impact upon profit or future profit (often related to reputation with specific audiences). The parameters and consequent limitations of a company's responsiveness to community demands reinforce fundamental roles for the state as ultimate regulator and provider.  相似文献

在区域旅游业发展进程中,由于行政区划的刚性约束,地区利益分配矛盾以及现行行政管理体制等制度性因素的制约,导致地方政府之间合作的目标机制、运行机制和制度保障机制的不能适应区域旅游业发展的需要,从而造成了区域政府合作有名无实。基于以上原因,本文从分析行政区划、地方利益竞争及现行管理体制等方面入手,探讨了现阶段地方政府在共同发展区域旅游的合作中所存在的制度障碍,提出在地位平等、互信互利、政府主导和市场合作等原则的基础上,建构制度化的多层次组织机构以制定统一的区域旅游经济发展政策,建立区域旅游利益共享机制,重建地方政府竞争秩序以及完善政府合作原则等对策。  相似文献

在当今全球化与区域化趋势并存的时代,新区域主义以其强调区域竞争、保护地方经济社会多样性的主张,引起学术界的广泛兴趣。新区域主义源于20世纪80年代后期,这一期间国际社会经济环境的激烈变动,导致新旧区域主义在政治经济、国际贸易、经济系统、区域发展目标等方面存在根本的差别。在全球化和后冷战结构的制约下,新区域主义主要表现为大区域主义、小区域主义及国家内部的各类区域组织三种形式。论文针对中国现行的区域发展模式在新区域主义的冲击下,暴露出的薄弱环节,提出中国的区域经济发展战略应从三个层次展开。  相似文献

The 1951 Franco-Indian bilateral nuclear cooperation agreement was the first such cooperation outside the Manhattan Project, and preceded President Eisenhower's 1953 ‘Atoms for Peace’ proposal. This cooperation on one hand upset the United Kingdom, which regretted losing leverage over its former colony to its colonial rival, and on the other, enhanced the United States' interest in playing a key role in the region. Based on multi-archival research, this paper explores the significance of Franco-Indian nuclear relations against the backdrop of Anglo-American endeavours to censor information related to atomic energy and to secure control of strategic minerals during the early Cold War.  相似文献

综合国内外社区旅游研究文献,认为社区旅游不能进行界定,而只宜于进行描述。本文在此基础上提出了社区旅游描述性工具--社区旅游连续统。并结合徽州古村落各自的特点,对古村落社区旅游及相关策略进行探讨,认为古村落社区的弱势地位导致了社区旅游的非持续性态势,因而古村落社区应充分利用旅游发展促进社区发展的基础上,以"第三条道路"理念为指导,贯彻权利义务对等的原则,对所有社区旅游的利益相关者的要求进行折衷与选择,并结合各村落的旅游发展阶段,确定社区参与的层次和内容。  相似文献

Abstract

Spatial rescaling arguably represents one of the most significant recent changes in planning. Rescaling processes do not merely imply changes in powers across existing layers of decision-making, but also entail new scales of intervention, new actor constellations and new geometries of governance. A wide range of examples of spatial rescaling can be seen across Europe, varying from local through to regional and international. The emergence of “soft spaces”—regions in which strategy is made between or alongside formal institutions and processes—is one of the phenomena associated with contemporary spatial rescaling. These spaces are often overlapping and characterized by fuzzy geographical boundaries. The formation of soft spaces is often articulated in terms of breaking away from the rigidities associated with the practices and expectations of working within existing political or administrative boundaries but can also be viewed as providing a means of bypassing formal procedures and reducing democratic accountability. Focusing on European territorial cooperation and development strategies in the Baltic region, this paper discusses how they are contributing to spatial rescaling in soft spaces and how the strategies can be seen as a form of soft planning and as a means to promote soft security policy (which could be considered as a wider form of foreign policy).  相似文献

Abstract

Chogha Zanbil, an Elamite ziggurat and UNESCO World Heritage Site in Iran, has considerable potential as a cultural tourism destination but currently it receives a surprisingly small number of visitors. The site has seen a successful international conservation project over the past decade: now it needs a complete heritage strategy, which will give sufficient weight to developing sustainable tourism in a way that ensures the site's conservation, as well as its effective presentation to the public. This paper combines existing approaches to sustainable cultural development with primary research in Iran, including interviews with different stakeholders. It uses the Chogha Zanbil case study to suggest how visitor management strategies and cultural tourism can equip a site with the necessary tools to receive visitors and manage their impact while generating revenue for the site's maintenance and preservation. It also highlights the importance of local community participation in this process and provides examples of how local villagers can participate in, and benefit from, the development of sustainable cultural tourism at Chogha Zanbil.  相似文献
