Biometric identity registration technologies are spreading throughout the world. Developing countries in particular, have recently been seen to construct biometric population registers in partnership with international donor organizations. This article traces the temporal entanglements produced by transnational policy mobilities in the inception and implementation of Ghana's national biometric identity registration project. In 2008, Ghana famously introduced the first biometric banking system in Africa. Yet, the e‐zwich payment system marked only the first step towards the current ‘craze’ for biometric identity registration in the West African country. Among the numerous biometric identity documents circulating in Ghana's national and subnational institutions, the national Ghanacard is the most interesting identity registration project in the country, both in terms of its population‐wide reach and the complex constellation of institutions, actors and ideas competing within the project. With a focus on the temporalities of policymaking, the article examines the project's fundamental future orientation, the temporal context of its production with its specific possibilities of imagining and acting upon certain matters, and the rhythms and schedules of project implementation. By doing so, it draws attention to some of the ways in which competing sets of ideas shape large‐scale investments in technology and infrastructure in Africa.  相似文献

Since 2009, Innu members of the community of Ekuanitshit have faced a major hydroelectric project on the Romaine River, an integral part of the Nitassinan, their ancestral territory. In this paper, we study the project's impacts on the material and ideational relationship the Innu have with the river. We explore the idea that the project transforms the traditional relationship to territory into a more pragmatic one, marked by economic and political interests. Our analysis reveals that the Innu's territorialities, though partly transformed by increased contact—and sometimes conflict—with hegemonic non‐indigenous society, remain anchored in a strong cultural heritage and a deep identification with territory. We argue that these seemingly differentiated conceptualizations, of traditions on the one hand and development on the other, are not incompatible. These conceptualizations comprise dynamic cultural, social, and political territorialities which are thus internal and external, ancestral and contemporary.  相似文献

Urban (re-)development projects may generate various positive and negative spatial externalities to employers. The assessment of such benefits is fraught with many methodological and empirical problems. This study aims to assess the order of magnitude of expected net benefits for incumbent employers that may accrue from a large-scale development project in the Zuidas area in the South-Western part of Amsterdam, the Netherlands. This development project is planned to transform the area into a large multifunctional urban agglomeration. We employ a specific stated preference method (namely, a willingness-to-pay method) to gauge the project's net socio-economic benefits for the current firms in the area concerned, paying special attention to the benefits associated with multifunctionality.  相似文献

In the late 1960s a Joint Nordic Co-operative Assistance Project was established in Tanzania. Its objective was to promote co-operative development in Tanzania based on Nordic experiences in the field. The project's effort to export Nordic co-operative ideas and traditions to Tanzania soon encountered major problems as the Government of Tanzania (GoT) launched a villagization process in the beginning of the 1970s, which sought to move the entire peasant population into ujamaa villages. The resettlement effort was implemented with the use of force and coercion and implied a dismantling of the traditional co-operative structures in Tanzania. This article finds that the Nordic countries helped facilitate GoT's compulsory policy by adjusting and restructuring the project to GoT's villagization strategy, despite the fact that the primary objective of the project was no longer present. As the article will reveal, there was a clear concern in the Nordic aid administrations that the Nordic project could be linked with the politics of coercion ingrained in the ujamaa policy.  相似文献

The present contribution informs about the project “Retrospective digitization of selected emblem books of the early modern period” supported by the Deutsche Forschungsgemeinschaft (German Research Foundation). The first part aims at a definition of the genre and at a presentation of its sources. In addition, it gives a brief abstract of the history of research and proves the interdisciplinarity of this subject. Local communities are not the homogenous entities, unanimously opposed to industrial development, that academic and popular literature often portray them to be. In this paper, I discuss my research in New Caledonian villages near a potential mining project. I analyse the diversity of individuals' responses to industrial activities, the intra‐community conflicts that this development triggered or exacerbated, and the discourses that people implemented to support their positions. Specifically, people's statements — and, presumably, beliefs — about dangers from ecological damage and ancestral anger reflected their expectations of the project's consequences for their sub‐group's social status. I argue that, through their interactions with the mining company, what many if not most of these villagers primarily sought was respect of their social positions and control of their own destinies. They especially aspired to determine what happened to their land, the source of their identity and dignity.  相似文献

Mostafa Malekian has yet to receive much attention in Western academic literature pertaining to Iranian intellectual life, but inside Iran, he has emerged as a popular public intellectual; seen as both a culmination of and rupture with the project of “religious intellectualism.” Rather than offer a revolutionary and politically engaged vision of Islam, or a “reformist” or “democratic” interpretation of Shi?ism, his project seeks to integrate what he calls “rationality” (?aqlaniyat) and “spirituality” (ma?naviyat). As Malekian's project has developed, it has broken, in a number of important respects, with mainstream Islam as practiced in Iran, the religious reformist project, and even organized religion as a whole. This article seeks not only to offer one of the first comprehensive analysis of his existential and social thought in English, but also to analyze his project's deep affinities with a pervasive fatigue vis‐à‐vis collective projects of political emancipation and even “politics” tout court, in the latter phases of the “reformist” President Hojjat al‐Islam Seyyed Mohammad Khatami's tenure.  相似文献

In recent years cities around the world have undergone mass slum clearances for redevelopment. This study of Mumbai offers an alternative interpretation of urban capital accumulation by investigating the differentiated political subjectivities of displaced slum residents. I argue that Mumbai's redevelopment entails not uniform class‐based dispossessions but a process of accumulation by differentiated displacement whereby uneven displacement politics are central to the social production of land markets. Two ethnographic cases reveal that groups negotiate redevelopment in contradictory ways, supporting or contesting projects in varying moments. Redevelopmental subjectivities are influenced at key conjunctures by market‐oriented resettlement, ideologies of belonging, desires for improved housing, and participation in non‐governmental groups. This articulated assemblage of power‐laden practices reflects and reworks class, gender, and ethno‐religious relations, profoundly shaping evictees' experience and political engagement. The paper concludes that focusing on differentiated subjectivities may usefully guide both analysis and social justice practice aimed at countering dispossession.  相似文献

ABSTRACT

In the era of mass tourism, phenomena such as sustainable tourism, responsible tourism, rural tourism, eco-tourism, pro-poor tourism and community-based tourism are now increasingly under the research microscope. If established and managed correctly, these alternative forms of tourism have the potential to contribute towards sustainable community development and provide visitors with unique experiences. Few scholars have qualitatively addressed the growth of community-based tourism in South-East Asia. This study investigated the value of a community-based tourism project at Banteay Chhmar in north-west Cambodia, specifically the discourse of the project's members and the broader community. The objective of the study was to provide an ethnographic account of the community member's attitudes, opinions and beliefs concerning the perceived value and contribution of the project towards community development in their locality. The study initially relied on a literature review to conceptualise community-based tourism. Unstructured in-depth interviews were conducted with a total of 30 stakeholders of the Banteay Chhmar Community-Based Tourism Project. A narrative identifies the development of the project and provides samples of the respondents’ discourses. Findings from a thematic analysis of stakeholder responses indicated support of tourism and the overall operation of the project. Opinions were divided concerning the future growth of tourism and likely negative impacts on resident livelihoods. While some felt the project was relatively insular and lacked transparency, most identified the project's value as enhanced social capital, pride and a better sense of community. The findings show the project has positively contributed towards community development; however, before it can be considered a best practice example of community-based tourism, its financial sustainability, business practices and community support need to improve. The overall study serves as a valuable insight into themes promoting the merits and complications of community-based tourism, specifically in South-East Asia.  相似文献

Environmental decision support systems (EDSS) are designed to assist natural resource managers and stakeholders to assess problems and select options for change. EDSS that combine community engagement in developing future scenarios with computer‐based land use planning and modelling tools are widely used internationally. However, these EDSS are often not used after the research and development phase. To best understand why the EDSS are not being used in the long term, the end users of the EDSS should be consulted—a perspective that is lacking in the literature. The research reported here presents the perspectives of stakeholders involved in a community climate change adaptation project in western Canada. Evidence from the community suggests that this project was successful in instigating change. However, the EDSS was not used after the project's end. Our findings indicate that, from the end users’ perspective, the project could have had much greater and sustained success had there been ongoing engagement and communication with them, particularly in the form of continued support for the use of EDSS after the development project.  相似文献

During the last decade, debates about the livelihood impacts of large‐scale biofuel projects have focused mainly on either employment creation or on land dispossession. The mediating role of social institutions and communal reciprocity in resource‐access manoeuvring processes have rarely been considered. This comparative study of two biofuel projects in Ghana shows that households affected by land dispossession quickly obtained new productive land areas by switching to fallow farmland or through long‐term reciprocal social networks. The livelihoods of households with members employed by the projects improved in terms of increased income and access to cultivation on project land. Not everyone, however, had the resources and ability to use social networks for job‐seeking and land access negotiation, particularly those considered to be migrants. The authors argue that a context‐specific focus on, and processual examination of, the abilities of individuals and groups to utilize social institutions to sustain their livelihoods during a project's lifetime, are crucial in analysing the impacts of biofuels land deals. Such an approach explores the various forms and uses of livelihood capitals, and shows how new configurations of social and economic relations emerging from land commercialization can reinforce local inequalities.  相似文献

Markets for ecosystem services are being promoted across the developing world, amidst claims that the provision of economic incentives is vital to bring about resource conservation. This article argues that equity and legitimacy are also critical dimensions in the design and implementation of such markets, if social development goals beyond economic gains are to be achieved. The article examines this issue by focusing on two communities involved in a project for carbon sequestration services of forests in the state of Chiapas, Mexico. The perceived legitimacy of the activities and the distribution of economic outcomes and project‐related information are found to be mediated by organizational allegiances and the history of social relations regarding access to property and forest resources. Political affiliation determines the project's legitimacy, while the poorest farmers and women have been excluded from project design and implementation. The authors argue that pitfalls such as these contribute to reinforcing existing power structures, inequities and vulnerabilities, and suggest that this is a product of the nature of emerging markets. Markets for ecosystem services are, in effect, limited in promoting more legitimate forms of decision making and a more equitable distribution of their outcomes.  相似文献

Abstract

The Sedgeford Historical and Archaeological Research Project, set up in 1996 as an experiment in 'democratic archaeology', was shaken by a major internal crisis between November 2007 and July 2008. An attempt by a small group of local people to establish top-down control over the project was defeated by a political mobilisation of the project's mass base of volunteer archaeologists and community activists. This article, by a leading protagonist, analyses the crisis and comes to some radical conclusions about the nature of community archaeology, democratic organisation, and the way in which political power is sometimes contested.  相似文献

Abstract

Community archaeology has become very popular over the past decade, and community archaeology projects are yielding interesting results in many regions around the globe (Merriman, 2004). These projects seem to be gaining academic importance as well, and are considered by some people to be vital to the survival of archaeology as a whole (Marshall, 2002: 218).

Still, community archaeology projects often stir debate regarding their importance, role, and existence. A major theme of these discussions is the role played by the community. In particular, the question is often raised of what role, if any, should be given to non-professional local populations in a project's scientific decision-making.

The current article aims to present the controversy between two types of archaeological practices, 'archaeology from above' and 'archaeology from below' (Faulkner, 2000) through the examination of a community archaeological project in which schoolchildren constitute the community participants. The site of the excavation is Tel Bareqet, a 5000-year-old (Early Bronze Age II, c. 3050–2700 BCE) urban settlement located in central Israel. On the one hand, the excavation strives to maintain the highest scientific standard; on the other hand, it depends upon the participation of unskilled young people in the excavation process.

This article presents obstacles that have been encountered in this excavation, and describes the methodological framework that has been developed in order to overcome these obstacles and continue carrying out a successful community archaeology project.  相似文献

Next to agriculture, road development is one of the most significant sources of stress to wetlands in Prairie Canada. However, there currently exists limited guidance for incorporating direct, indirect, and induced effects to wetlands in impact assessment and mitigation planning for small and often routine developments, including access roads or highway improvement initiatives. Based on the Louis Riel Trail, Highway 11 North twinning project in Saskatchewan, Canada, this article demonstrates a methodological approach and decision support framework for assessing and managing direct, indirect, and induced effects to wetlands from linear developments. No regulatory‐based environmental assessment was required for the highway project; effects were deemed to be insignificant under current wetland mitigation practices. However, our results show that 1115 ha of potentially affected wetlands are located within a 500 m impact zone on either side of the proposed highway. More than 50 percent of these wetlands are seasonal, less than 1 ha in size, and typically not included in mitigation planning. An expert‐based multi‐criteria evaluation of impact and mitigation options for wetlands in the study area indicated “no net loss” as a planning priority, and a preference for a spatially ambitious mitigation plan focused on direct, indirect, and potentially induced impacts. In practice, however, mitigation is often restrictive, focused on mitigating only direct impacts within the project's right‐of‐way, in this case less than 50 ha of wetlands, resulting in the potential for significant net loss of wetland habitat and function. If the risk to wetlands is to be given due consideration in project planning and development for roads and road improvement initiatives, then structured assessment methods and decision support frameworks should be sensitive to the time and resource constraints of small projects and screening‐type assessments. This requires also that wetland mitigation policies are developed and implementation plans formulated as part of project planning and assessment initiatives for linear developments.  相似文献

Bosnia and Herzegovina's first post‐war population census, held in 2013, was accompanied by campaigns associated with each of the country's three main ethnic groups, which sought to maximise their share of the recorded population. These campaigns were challenged by a rival ‘civic’ campaign that instead stressed the right to freedom of self‐identification, however. This article compares the aims, methods and framings used by this civic campaign with those of the most prominent of the ‘ethnic’ campaigns – that of Bosniak ethnic entrepreneurs. It demonstrates that the two campaigns were each motivated by a combination of symbolic motives, centred on recognition and highlighting discrimination, and instrumental motives relating to the country's power‐sharing institutions. The limited success of the civic campaign in countering the messages of its rival ethnic campaigns demonstrates the difficulties that civic movements face in mobilising citizens in consociational democracies such as BiH.  相似文献

While universalism constitutes the foundation of French republicanism, public discourse and changes in immigration law have revealed that racial and/or ethnic discrimination and exclusion are necessary for cultural assimilation and for the protection of France's ‘universalist’ model. Studies have also shown that at least 40% of the French population is of foreign origin. So how has France justified the reconciliation of universalism and particularism (now referred to as communitarianism) in certain instances but not others? Christophe Dabitch's collaborative comic-book project, Immigrants (2010), aims to deconstruct the French republican narrative of universalism by using a popular medium that is both transcultural and transnational. An effective collage of visual styles, reproduced testimony and scholarship on immigration in France, Dabitch's album proposes writing an alternative French history of immigration and invites readers to question founding mythologies which have erected France as the country of human rights. This article has three objectives: to present Immigrants as a serious historical and artistic project on immigration; to critically examine this publication's purpose (can comics effectively demonstrate that immigration is a common but significant aspect of nation building?); and to explore how comics can positively re-imagine France as a métropole cosmopolite, as an international point of convergence.  相似文献

This article continues the discussion on creativity in human geographical research. Drawing on Alain Badiou's writing on “two theatres”, I argue that the theatre–research cooperation as a landscape in motion can bring about creative landscapes. In this article, I discuss a collaborative project of participatory research and theatre that tested drama as a tool for urban planning. In the beginning of the project, theatre appears as a tool of inclusive exclusive politics: the research aims to deal with inter‐cultural relations in a hypothetical planning situation and, further, on theatre's potential to motivate those who usually do not participate in planning. Thus, this initial setting is the first theatre in which the elements of a constellation are seen as static. However, during the process, there were moments of doubt, dealing with the representational politics of multiculturalism. Contrary to Badiou's first theatre, in the second theatre the elements are vivid and capable of breaking the state of a situation. This rupture occurs in the second theatre w hen the spectators feel uncomfortable in their seats, or here when the participatory researcher feel their aims generate an inconvenience. It is in the event that theatre changes from being of the state to saying something about the state. This change represents a rupture in thinking, and brings forth the creative landscape of the theatre–research cooperation.  相似文献

In recent years, the concept of diversity has become prominent in cultural policy, echoing community arts philosophies of the 1960s and 1970s that questioned the notion of universal artistic value and argued for greater recognition of the relationship between cultural identity and inequality. Cultural diversity policies today implicitly challenge the liberal‐humanist discourse of ‘the best’, and emphasise what is ‘relevant’ to particular communities. Official policy rhetoric can often hide contradictions that are only apparent in practice. How does ‘diversity’ shape the way organisations engage with audiences and does this contradict the still present discourse of ‘universalism’, with its emphasis on value judgements? This paper explores this tension through the study of Rich Mix, a multi‐functional arts centre in London's multi‐ethnic East End. It argues that Rich Mix is caught between discourses of universalism and diversity, leading to confusion over the project's rationale and ambivalence amongst artists about how their art is judged.  相似文献
