Lung cancer mortality in the rural areas of Moscow Oblast is found to be virtually identical with data for urban areas. In an effort to establish a set of potential causative factors in rural areas, selected factors are correlated with lung cancer mortality by Moscow Oblast rayons. The highest positive correlation is found for the use of farm pesticides from the carcinogenic dithiocarbamate group, followed by the percentage of workers employed in agriculture, the amount of smoking per capita, the amount of dust-causing plowing, the use of farm machinery (producing exhaust gases) and the use of kerosene (producing household soot). A negative correlation is found between lung cancer and the percentage of white-collar workers employed in rural areas. The selected set of factors accounts for 45 percent of the variance in lung-cancer incidence, but no single specific factor can be isolated to explain the high mortality in rural areas, which evidently stems from a combination of causes.  相似文献

政府空间治理对地方发展具有深刻影响。西方学界在解释国家治理时有三个重要学说:非马克思主义理论、马克思主义理论和福柯学说,但并不能完全解释我国的政府治理结构。中国治理结构包含中央政府和地方政府等多个层次,各层次的行为能力和权力空间有所不同。改革开放以来,中央政府允许地方政府通过调节财税杠杆、土地、劳动力等要素进行地方治理模式创新。同时,地方政府积极争取成为由中央政府批准的特殊经济区,对本地制度环境进行改革和创新,以促进地方产业发展。本文以重庆市为例,结合6次深入调研,探讨政府如何通过财税、土地等多项改革,提升空间治理能力,创造差异化治理环境,以带动地方产业发展的积极响应。  相似文献

The ‘blurring’ of the boundaries between and within public and private sectors has led to new styles of governing that affect the way that rural communities organise themselves. Some have called this a shift from ‘government’ to ‘governance’ where there has been a convergence of neo-liberal and communitarian ideologies to form the basis of a new relationship between the state, the market and civil society. We analyse the impact of these converging ideologies using a survey of development groups in 35 towns in rural Victoria and explore the types of community governance that have emerged as a response to changes in those towns that lost their local government authorities in the last decade of the twentieth century.  相似文献

我国中部六省地区由于多种原因在全国区域经济格局中已经成为了"经济增长速度的相对塌陷地区",实施"中部崛起"战略是学术界、中央和地方政府达成的共识。本文在分析中部地区存在问题的基础上提出,实施产业集群战略、创建本地企业网络是实现中部崛起的有效途径。发展农区产业集群可以提高集群企业和区域产业的竞争力,推动农村工业化和城镇化进程,促进县域经济的发展。而企业之间的网络联系是产业集群的本质特征,培育产业集群必须从创建企业网络入手。最后,本文对如何在中部农区培育产业集群、创建企业网络作了探讨。  相似文献

我国进入快速城市化发展时期以来,在城市化和工业化的推动下,各类村镇主体的空间行为能力逐步增强,在其追求自身利益最大化的过程中,往往出现不理性的空间行为,在农村地区引发出诸多的空间问题。本文以各类村镇主体(农村居民、企业、农村基层自治组织、地方政府)的空间行为为研究对象,运用博弈理论深入分析各类不良空间行为产生的根源,有针对性地提出相关公共政策建议,以期改变其博弈规则,从而有效引导和规范各类村镇主体的空间行为,优化村镇空间。  相似文献

在工业化、城市化相互交织的进程中,大都市区城乡之间的权益矛盾关系极其复杂,行政区划调整成为调节城乡权益配置的重要政策工具,由此为协调城乡关系的行政区划调整也很频繁。本文以城乡关系变迁为逻辑主线,分析了上海市行政区划变更所面临的国家宏观背景变迁、战略调整,总结得出上海市存在"市管县体制"、市辖区切块扩张、撤乡改镇、整县改区等行政区划调整模式,这些调整有利于国家推进工业化、都市化战略,并存在城市中心主义倾向,将在建构城乡一体化发展新格局中发挥重要的作用。  相似文献

The proceedings of a wide-ranging discussion at the Institute of Geography, Moscow on current political and territorial issues in the USSR are summarized by one of its participants. The key thrust of the discussion centered on the need to find ways of increasing the involvement of Soviet political and other geographers in the analysis of critical questions of Soviet federalism: the incongruence of political-administrative boundaries with ethnic and economic regions; the search for a viable division of authority among Moscow, the republics, and local soviets; mitigation of growing regional inequality engendered by perestroyka and regional khozraschet (translated by Jay K. 城乡融合发展是实现乡村振兴的基本方向。在当前推动乡村振兴发展实现农业农村现代化的重要时期,深入探究城乡融合发展与乡村振兴二者之间的关系,有助于更准确地探索乡村振兴路径。本文基于人地关系地域系统理论、人与自然之间物质变换思想以及城乡融合发展思想,结合山西乡村振兴实践面临的困境,对乡村振兴微观路径进行探索。研究结果表明:城乡融合发展是城乡地域系统人地关系协调可持续的重要驱动因素。从人才、文化、组织、产业、生态等方面探索制度和各类要素的城乡融合发展具体路径,调整乡域系统人地关系以适应经济社会发展进程,可以为当前乡村振兴战略实施提供理论参考。  相似文献

21世纪,知识、技术的竞相发展,使社会范式发生转变,从而使整个人类社会走向知识经济时代。在知识社会中,封闭、地区性社会向开放、全球性社会递进,城乡间公平享受社会公共资源。城市与乡村加速发展,城乡关系由传统的对立、两极化向新的协调、一体化发展,市场型城乡关系形成。本文在分析中国城乡关系演变历史的基础上,指出经济关系是城乡关系的主体,城乡社会关系趋于复杂化,城乡生态环境日益形成一个利益共同体,城乡政治关系民主化。  相似文献

Several aspects of the distribution of institutions of higher education and their graduates are compared for the Soviet Union and the United States. The concentration of institutions and students is found to be greater in the USSR. Differences in regional enrollment rates relative to the location of institutions and students may be partly explained by differences in the curriculum structure of American and Soviet institutions of higher education and the greater degree of local control over higher education in the United States. A direct relationship exists in both countries between the percentage of graduates in a region and percentage urban and per capita income. Regional inequality in the percentage of graduates in urban versus rural areas is much greater in the USSR while regional inequality in the percentage of male and female graduates was only somewhat greater in the United States. Level of urbanization, migration of students and graduates, economic opportunity and economic structure are seen as important factors helping explain regional variation in the distribution of graduates.  相似文献

Recent Soviet reform legislation on agriculture (e.g., Land Law, Law on Property) is described and its implications for restructuring this troubled sector of the Soviet economy are surveyed. Collective, family, and individual contracting (and in some areas family farming on isolated farmsteads, or khutors) are altering the way collective and state farms are organized. Since provisions of the new legislation grant local soviets considerable authority in decisions on land tenure issues, the paper investigates how regional preferences and traditions in agriculture may reshape the rural landscape into one of greater diversity and increased spatial differentiation.  相似文献

While issues of siting wind farms have often revolved around their local resistance, finding adequate locations and gaining access to land for large wind energy projects has become an increasingly significant challenge for developers, in particular in small countries with relatively mature wind energy sectors, such as Denmark. By drawing on the case of “Outskirts‐Denmark”, this paper focuses on how existing territorial stigma of rural areas is co‐produced and mobilised by wind farm developers to make space for large wind farm projects. In doing so, we demonstrate that the mobilisation of stigma through derogatory rhetoric and forecasting rural decline is used to legitimise the purchase and demolition of properties in marginalised rural areas. We then critically discuss how these developer practices produce controversies over the erosion of rural communities and are entangled in a neoliberal undermining of the planning system, revealing issues of rural energy justice.  相似文献

本文基于“网络结构—作用因子”互补视角综合运用行动者网络理论与空间生产理论,采用半结构访谈法,以广州市凤和空港小镇为典型案例,深度分析乡村转型的具体过程与逻辑内涵,并证实了空间生产的运作机制与行动者网络构建过程的内在关联性。研究表明,凤和空港小镇通过创建文旅型美丽乡村构建了行动者网络,政府、企业、游客、村民等异质行动者互构空间,使原来的空心村、贫困村转型为现代商业社区;空港小镇的乡村转型本质上是将传统村落社群“生产”为都市消费空间的空间商品化过程,以资本、权力、消费文化为主导的空间生产过程,在多方关系交织与话语建构下表现为错综复杂的社会效应。  相似文献

Commuting is defined as journeys to work or study that cross the administrative boundaries of minor civil divisions. This poses problems in the statistical analysis of some metropolitan areas, such as Baku, where large suburban territories are administratively under the jurisdiction of the central city government. Time series on commuting exist for trips from rural to urban areas, and help distinguish oblasts and major economic regions of varying levels of rural population mobility. This mobility is highest around large cities that exert a strong pull (Moscow, Leningrad, Kiev, Minsk, Khar'kov, L'vov). Rural population mobility is low in Siberia and Kazakhstan, which have a sparse network of industrial centers and low rural population density, and in Central Asia, where the indigenous population is distinguished by low social mobility. Census data for commuting in 1970 yield a typology of cities in terms of the character of commuting. Commuting distances and means of transportation are analyzed for different city size classes.  相似文献

农村土地流转长期受到决策者的鼓励,但我国农村土地使用权流转率一直偏低,西部地区尤其如此。本文试图以陕西省为例,通过问卷调查和访谈,分析农地社会保障功能等因素影响农地使用权流转率的作用机制;并从供给和需求两个方面,分析了经济落后地区农村土地使用权流转率偏低的原因。研究结果表明,农地流转受到现行的以提供社会保障为基本目的的农地制度的约束,任何旨在提高农地流转率的改革措施,都必须考虑现行农地制度的社会保障功能和地区差异,实行因地制宜的农地流转制度。  相似文献

Traditional institutions in Africa and their role in a decentralized administrative framework has been the subject of analysis in recent times. However, these discussions have centred largely on political power and local control of resources, to the neglect of the challenges of local government boundary setting and its consequences for local development. Therefore, in countries implementing decentralization with existing strong chiefdoms and traditional areas of jurisdictions, such as Ghana, little consideration has been given to the effects of local government boundaries on community cohesiveness and local development. This article examines the challenges of decentralization in Ghana with particular focus on district administrative boundaries. It argues that the non-coincidence of the 'traditional' ethnic boundaries, namely Traditional Areas, and the 'formal' district administrative boundaries of some districts as well as the absence of an integrative system of traditional and modern governance present a challenge to local and district development under the present decentralization process. The article concludes that district boundary setting should be a process of 'negotiated contract' between the state and communities of which the boundary is meant to create a local government territorial area of jurisdiction. This process entails that the criteria for boundary setting take into account both cultural and economic factors.  相似文献
