Metageography is concerned with study of the common basis of geographical regularities and the potentialities of geography as a science. From the viewpoint of metageography, geographical space is the eigenspace of geographical entities. These entities are multiscalar, and there are universal threshold scales associated with different sets of regularities. Each geographical entity has two aspects: it reflects general laws and it is unique. A unique entity has structure, and structure can be expressed by formulas containing spatial parameters. Parametrization, as a method expressing geographical singularity, is suitable only for simple systems. Geographical systems are complex and can be conceptualized only by the method of successive approximations. This requires the development of a calculus of spatial structures. Stochastic analysis is the only sound approach to the investigation of complex spatial systems.

Two recent books on the history of geographical ideas, by A. G. Isachenko of Leningrad University, and by Preston James of Syracuse University, are reviewed in the general context of the need for a textbook for courses now being taught at Soviet universities. The Isachenko book is criticized on the ground that it reduces the history of geographical ideas to a history of physical geography, ignoring the impact of human activity. James, who deals with the history of geographical ideas as a whole, is praised for having included a chapter on the new geography in the Soviet Union and on the innovative aspects of theoretical geography, such as systems theory, spatial systems, diffusion on studies, etc. In the reviewer's opinion, the two books need to be examined critically in connection with preparation of a text for a Soviet university course on the history and methodology of geography.

This article describes and accounts for the existing distribution of medical services in remote areas. In contrast to traditional geographical approaches which have sought to explain problems associated with service provision in remote areas in terms of high costs of overcoming vast distances and low population thresholds, it is argued that such geographical and economic factors alone are an insufficient basis for explanation. Rather, it is necessary to view this issue in the broader context of existing ideology that underpins the procedures relating to the allocation of society's scarce resources, and the role of political and bureaucratic processes that are responsible for health care inequities. The adoption of apolitical economy framework recognises the problem of resource allocation as essentially a political matter requiring an analysis of power relations.

A review of the use of mathematical techniques in Soviet geography finds that the new methods are an essential tool in the application of systems theory to geographical problems. Mathematical techniques are held to have the greatest promise in the investigation of space (topology), the study of large systems (set theory, general systems theory) and research on complex relationships between phenomena with a certain randomness (linear algebra, polylinear algebra, probability theory). The use of mathematical techniques should be combined with traditional methods in geography, and instead of replacing the traditional geographical methodology, mathematics may be expected to strengthen that methodology. A real need is seen for a set of basic axioms in geography, and mathematics is expected to play a significant role in this connection. Mathematical models have proved useful in the investigation of particular spatial structures, such as population density within cities and the location of service establishments. But problems have been encountered in the modeling of territorial production systems.

Abstract

Mainstream geographical information systems techniques and packaged geographical information systems software are often inappropriate in historical contexts because they use geographical coordinates as a framework around which all other information is organized as “attribute data,” whereas in history locations are often the least certain part of our knowledge. A new and general architecture for documenting administrative units and organizing historical statistics is detailed, which prioritizes named entities and explicit semantic relationships such as “IsPartOf,” while holding coordinate data where available. This architecture is easily aligned with the recent development of geo-semantics by information scientists, meeting the formal requirements for a geo-spatial ontology, but was originally developed to enable the systematic computerization of traditional historical reference works, notably Frederick Youngs’ Guide to the Local Administrative Units of England.

Abstract

It has been claimed that geography journals located in so-called ‘small nations’ face special challenges. This paper suggests that three processes have demanded rapid responses from all geographical journals: globalisation of research-publishing, changing professional practices and the restructuring of the institutional context within which research is undertaken. These processes have been powerful in re-shaping geographical research. Examining the case of Scottish Geography over the last 20 years, the paper concludes there is much to be optimistic about, even though some might regret that ‘Geography’, as we once knew it, no longer exists. Recognising the challenges of the current research environment provides a useful starting point for the Scottish Geographical Journal to chart a new future for itself and for Scottish geographical endeavours.

The use of quantitative techniques in physical geography is discussed with reference to three particular disciplines—climatology, glaciology and geomorphology. Although significant advances have been made in these and other particular disciplines, there is increasing need for applying quantitative methods to the composite of geographical processes, related to various forms of the exchange of matter and energy. A quantitative approach to integrated physical-geography research is needed for a resolution of the general problem of a quantitative explanation of the physical-geographic process and the formulation of a quantitative theory of physical geography. Aside from inherent difficulties in applying quantitative techniques to physical geography, particularly the biogeographic disciplines, there are additional problems of an organizational nature in the Soviet Union, where specialists in various disciplines tend to be associated with different institutes.

Advocates of a new discipline of theoretical geography seek to bolster their argument for establishment of the discipline with quotations from Lenin. Theoretical geography, conceived more broadly than Bunge's mathematical geography, would seek to generalize the findings of all the particular geographical disciplines, to formulate general geographical laws, develop a common geographic method and common approaches to the formalization and modeling of geographic phenomena. Its objects of study are so-called geosystems, which are conceptualized as totalities of the autonomous spatial systems of the environment, population and the economy. Each geosystem is viewed as being associated with its geospace, defined as the “eigenspace of geographical objects, of geographically whole formations”. Geosystems are regarded as possessing a certain degree of freedom in contrast to the view that cause-and-effect relations within such systems are rigidly predetermined. The outlines of a number of general geographic laws are suggested. They include the law of growing contrast in spatial systems of all types and the law of asynchronism in the development of spatial systems. Theoretical geography is presented as having significant practical application in the analysis and prediction of the effect of man's development of spatial systems, in setting of development priorities and determining optimal types of development.

This paper starts from the conviction that it is not only important to study long-term processes of change in a particular area, but to analyse the extent to which other areas have been implicated and affected by the processes occurring in it. The study of the emergence, maintenance and even disappearance of social complexity in the Iberian Peninsula during the Copper and Bronze Age has lacked such an approach. As a result, on the one hand it seemed that South-east Spain and Portuguese Estremadura, the two areas where it was argued complexity first appeared, were isolated from each other and from the rest of the Peninsula during the Chalcolithic, and on the other, changes in the geographical distribution of complex societies in the Bronze Age had not been explained. This article reassesses these arguments and aims to show that it was not only intrinsical factors which provoked the social changes which took place in the various areas during the Chalcolithic and Bronze Age. Extrinsic factors were on occasion as if not more important. In addition, new data published in recent years has been used to give a broader picture of the expansion of complex societies in the Iberian Peninsula.

'Globalizing' regional development: a global production networks perspective
Recent literature concerning regional development has placed significant emphasis on local institutional structures and their capacity to 'hold down' the global. Conversely, work on inter-firm networks – such as the global commodity chain approach – has highlighted the significance of the organizational structures of global firms' production systems and their relation to industrial upgrading. In this paper, drawing upon a global production networks perspective, we conceptualize the connections between 'globalizing' processes, as embodied in the production networks of transnational corporations, and regional development in specific territorial formations. We delimit the 'strategic coupling' of the global production networks of firms and regional economies which ultimately drives regional development through the processes of value creation, enhancement and capture. In doing so, we stress the multi-scalarity of the forces and processes underlying regional development, and thus do not privilege one particular geographical scale. By way of illustration, we introduce an example drawn from recent research into global production networks in East Asia and Europe. The example profiles the investments of car manufacturer BMW in Eastern Bavaria, Germany and Rayong, Thailand, and considers their implications for regional development.

A discussion of Harvey's book, with particular reference to the landscape concept, classification principles, modeling, the map as an information channel, the systems paradigm and the organization of geography as a science. In the reviewer's view, Harvey's book represents a useful introduction to the strategy of geography because it seeks to formulate a sort of metatheory of geography as a whole, instead of dealing with particular geographical disciplines. Sochava regards geography not as a simple collection of particular disciplines that sometimes exchange information and join in the solution of interdisciplinary problems. He views geography rather as a vast area of human knowledge that seeks to integrate within itself those elements from various disciplines that relate to the basic function of geography, leaving all that is nongeographical to such sciences as geology, biology and economics.

Despite the technical means available for its diffusion, the information explosion is such that a diminishing proportion of geographical literature achieves the circulation that it deserves. The problem is illustrated by reference to a single country — Finland. In the case of such a country, even assuming familiarity with its languages, access to significant publication often proves impossible save on its home ground. Examples of three types of geographical literature are reviewed — 1) literature from the past which merits wider acquaintance because of its enduring value; 2) literature from the present which, on the score of methodology or theory independently of content, deserves attention, but which — not appearing in internationally familiar outlets — is unlikely to gain recognition; 3) similar literature directly relevant to the geography of Finland in the publications of cognate disciplines. The rate of change in the geographical scene and the volume of publication generated make it increasingly difficult for the would‐be specialist in even a relatively narrow field to keep up‐to‐date and to speed the circulation of information.

Geographers and 'globalization': (yet) another missed boat?
Over the years, geographers have developed a disturbing – even dysfunctional – habit of missing out on important intellectual and politically significant debates, even those in which geographers would seem to have a major role to play. The syndrome of processes currently bundled together within the term 'globalization' is intrinsically geographical, as are the outcomes of such processes. Yet, once again, it seems, we are not, as a discipline, centrally involved in what are clearly very 'big issues' indeed. The purpose of this paper is to explore, in the context of ongoing globalization debates, the bases of this undesirable situation and to consider what might be done to redress it in ways that could both enhance intra- and interdisciplinarity and also make a contribution towards building a better world.

A group of physical geographers of the Institute of Geography in Moscow, the principal academic research institution in geography, published an article in 1974 seeking to define and categorize terms and concepts now being used in Soviet geography. The article said the term geosystem (geographical system) applied equally to physical-geographical and socio-economic entities, and the term “geographical environment”, in actual research practice, referred not only to the physical setting of human activities, but also to engineering elements and social conditions. The present writer contends that such a definition of the geographical environment, incorporating both natural and social elements, smacks of a unified geography, and that geosystems, as originally defined, refer only to natural terrestrial systems, excluding man.

The fundamentals underlying a proposed course on the use of mathematical techniques in physical geography are discussed. Four basic sections are: (1) a grouping of geographical problems from the point of view of systems theory, the various forms of cause-and-effect relationships in complex geographical systems, and the choice of appropriate mathematical apparatus for solving related problems; (2) the theory of models and the modeling of geographical research; (3) methods of mathematical formulation of geographical problems, and the potentialities and limitations of particular mathematical techniques; (4) problems relating to the data base required for the use of mathematical methods. Illustrative examples should be taken both from mathematics, to familiarize students with the applicability of particular techniques to geographical problems, and from geography, to analyze the prospects of solving a particular problem with different methods.

Political geography has no separate standing in the Soviet Union as a research or teaching discipline. An advocate of political geography calls for acceptance of this subject as a full-fledged member of the geographical sciences by outlining some of the problems with which such a discipline might deal in the Soviet Union. It would be concerned with the historical evolution and current changes in the political map of the world and the factors that give rise to both quantitative changes (in territory and boundaries) and qualitative changes (in political systems). Wars, diplomatic actions, dynastic alliances and territorial purchases are listed as some of the factors that result in boundary changes of national states. Revolutions and national liberation movements account for changes in political systems. Heavy emphasis is given to the study of internal political developments that may ultimately result in changes on the political map of the world. Political events throughout the world are analyzed in the light of Marxist-Leninist ideology, and political and social processes in the capitalist and socialist (communist) parts of the world are sharply differentiated.

This paper identifies an “innovation gap” in the (in)efficient relation between innovation structures and production systems in SME-based economies and, by elucidating an implicit aspect of key theoretical contributions from Lundvall and Cooke, among others, sets the basis for a policy focus that may help reducing those margins of inefficiency. In this work, we identify three interdependent drivers of innovation: the “critical mass” of firms in a specific geographical location; the formation of “organizations” devoted to the creation and diffusion of knowledge and innovations; the ignition of “learning processes” within the production system that help catalyse significant innovations within the local economy. We suggest that the importance of processes of codified knowledge flows needs to be complemented by interactive flows of tacit knowledge that help overcoming the “innovation gap” that often exists between firms and knowledge institutions. Since this gap represents the inefficiency of the innovation structures, we suggest that it should be targeted by policy-makers and business associations as a central issue for innovation promotion through actions that intensify interactions and learning processes through bottom-up initiatives. These elements are analysed in a furniture cluster in the Basque Country and are highlighted on the basis of successful micro-territorial experiences.

The article examines longitudinal trends in expenditures by over 1,200 private firms, finding evidence of punctuated equilibrium—a pattern of change widely interpreted as evidence of stick‐slip dynamics in decision‐making processes. Levels of punctuation in the private sector closely resemble those observed in studies on public budgeting, suggesting that the private sector is not on average any less resistant to change than government. Both private‐ and public‐sector decision making is a function of deliberative processes, which the article compares to market systems. Deliberative decision making takes place when a group comes to a consensus about the allocation of resources. Market processes aggregate the actions of many independent decision makers to arrive at an outcome, such as the value of a commodity. The article considers the relative informational efficiency of these two processes and concludes that market systems should be more adaptive to incoming information. Three case studies provide natural experiments to investigate the stability of outputs during periods of deliberative and market control. A key finding is that when outputs are determined by market systems it greatly reduces the magnitude of punctuation.

Within the last 30 years, geographical information systems (GIS) have been used increasingly in the training of geographers. On the basis of the philosophy of technology and instrumental genesis, we sketch how the use of instruments interacts with learning processes and outline how this can be studied. We empirically analyse students' learning processes and the influences of teaching practice in an introductory course in GIS. We show that students have different strategies for creating their personal instrument for spatial thinking and how teaching interacts with the students' learning processes. Finally, we discuss how GIS may gradually alter future professional development of geographers.
