Continuing net out-migration from Siberia produces a manpower supply problem that must be resolved if the regions's economic development is to be pursued. A high rate of labor turnover tends to raise the costs of industrial development and to lower the skill levels of workers as skilled labor leaving Siberian cities for other parts of the USSR is replaced by untrained manpower from the Siberian countryside. Wage differentials in effect in Siberia have been effective in attracting manpower from the Western regions for short periods of time, but have not stimulated permanent settlement. In the view of the authors, new arrivals can be induced to settle down in Siberia only if the adverse impact of the Siberian environment can be compensated by a level of housing and services that is superior to those available elsewhere in the Soviet Union. The significant element is housing, which should receive particular attention in future investment programs. Northern development within Siberia poses the additional problem of physical acclimatization.  相似文献

The construction of the BAM is viewed as serving two purposes: one, the development of new resource sites for export through Soviet Pacific ports, particularly to Japan; second, the accelerated development of new parts of East Siberia and the Far East, serving ultimately as a bridgehead for further advance toward the Northeast. Key resource areas to be given priority in development are the Neryungri coking-coal basin of South Yakutia, for export to Japan; the Udokan copper deposit, and the Molodezhnoye asbestos deposit. Because of the harsh environment, it is unlikely that any processing activities beyond mineral concentration and forest products industries will be located in the BAM zone, at least in the early stages of development. Food supply for the growing population will be largely dependent on hauls of bread and feed grains from southern portions of West Siberia and vegetables from as far away as Central Asia. Future territorial production complexes along the BAM are tentatively outlined.  相似文献

The idea of building the Baykal-Amur Mainline, running through East Siberia to the north of, and parallel to, the Trans-Siberian Railroad, first arose in 1932. Initial surveys of an alignment were completed in 1944, and the western and eastern extremities of the BAM were completed by the early 1950s. Surveys along the BAM route resumed in 1967 with renewed interest in a railroad that would open up new Siberian resource sites for export through Pacific seaports. After completion of the BAM, scheduled for 1983, freight traffic will consist mainly of West Siberian crude oil moving to refineries and ports of the Soviet Far East (70 to 75 percent of freight movements in ton-kilometers) followed by timber (10 to 18 percent). Coking coal from southern Yakutia to the Pacific coast for export to Japan will also be significant freight item. Eastbound freight movements will greatly exceed westbound traffic. The impact of the Baikal-Amur Mainline on accessibility to resource sites in East Siberia and the Soviet Far East is measured. At the present time, a little more than one-half of the developed southern portion of the region lies within 200 km of the Trans-Siberian. As a result of the construction of the BAM, nearly 75 percent of the area will be within 200 km of the nearest railroad. The gains in distance to the nearest railroad are mapped, and show a maximum gain (of 420–450 km) in an area northeast of the northern tip of Lake Baikal. Although the BAM, because of difficult terrain, is still distinguished by a high coefficient of sinuosity (compared with the great-circle distance), it does represent a gain over the present distance from the Pacific coast to points west of Lake Baikal.  相似文献

A Soviet planning official discusses planning for the BAM project, a major new railroad to be completed by 1982 in East Siberia and the Soviet Far East. The construction of a well equipped rail line, supplied with specially designed tank-cars unit trains, was found to be more economical than the construction of an ordinary railroad, needed for resource development north of the present Trans-Siberian, and of a separate oil pipeline from West Siberia's oil fields across Siberia to Far Eastern refineries and tanker export terminals. Under the decision taken by the Soviet planning authorities, crude oil will move by pipeline from the West Siberian fields to Tayshet, where it will be trans-shipped to tank-car trains taking the oil to Urgal. The author argues against the widespread view (stated in several articles in Soviet Geography) that labor-intensive industries should be kept out of Siberia because of the shortage of labor resources in that region. Taking the specific example of labor-intensive machinery industry such as instrument-making, as opposed to steel-intensive industry, he points out that labor-intensive plants, by virtue of their smaller size, usually have smaller labor requirements than large heavy-machinery manufacturing plants. Moreover, he argues, location must not be based on total population or total labor resources of a region, but on the availability of so-called free (nonemployed) labor resources, which consist largely of women and of young people just entering upon a career. This category of labor resources happens to be greater in the eastern regions than in the western regions of the Soviet Union. In fact, one reason for the net out-migration from Siberia, according to the author, is that second and third members of households find it difficult to obtain jobs in a regional economy that is largely oriented toward male employment (in extractive industry, timber felling, etc.). The introduction of labor-intensive industries into existing Siberian industrial complexes would thus help provide employment to other household members and eliminate one reason for out-migration.  相似文献

西伯利亚人口问题一直非常尖锐,20世纪90年代以来更有不断恶化趋势。基于1989年和2002年俄罗斯人口普查资料,对西伯利亚人口状况及其动态变化进行了分析,得出了一些重要结论:1989-2002年间西伯利亚人口减少了95.9万,减少幅度达3.7%,远高于全俄1.5%的平均减幅;出生率降低、死亡率提高和人口大量迁移导致多数城市和区域人口持续减少,劳动力短缺问题日趋严重,制约了地区经济的发展;实现人口自然增长、调节人口迁移、引进合法移民乃西伯利亚人口和经济社会发展的当务之急。  相似文献

Analysis of newly available data and recent newspaper reports on the corrective labor system reveals important distributional and spatial aspects to the problem of crime and its punishment in the USSR. The article supplies data on the major categories of offenses, notes the general similarity of crime rates between rural and urban areas and the significant interregional variations in overall and specific crime rates. Evidence is presented which indicates that the total crime rate in Siberia and the Far East greatly exceeds the USSR average. This is attributable to distinctive features of the region's population structure, the instability of its labor force, unsatisfactory living conditions, and the (relatively) still large number of inmates brought to corrective labor camps in Siberia from all over the country.  相似文献

The construction of the Baykal-Amur Mainline, which began in 1974 and is scheduled to be completed in 1983, is expected to have a profound impact on the economy of the Soviet Far East, whose development has long lagged because of lack of transport access to regional resources. The BAM is expected to foster the development of new industries, such as coal and steel, oil and gas, hydropower, metal fabrication and chemicals, and stimulate the expansion of traditional activities, such as gold and tin mining, fisheries and forest products. The BAM is also expected to play a key role in expanding trade between the Soviet Far East and the countries of the Pacific basin and the Indian Ocean. In light of the complex aspects of the BAM project, it is suggested that integrated planning procedures encompass not only the transport aspects of the project, but all economic activities to be generated as a result of the construction of the new railroad. In view of the labor shortage, a high level of labor-saving technology is recommended. Concern for the local environment is expressed in view of the extensive construction activities in permafrost. A review of population trends in the USSR and in East Siberia suggests that net in-migration will become a negligible source of labor over the next 25 years until the year 2000 because past labor surpluses no longer exist in the western regions of the Soviet Union and because living conditions in the eastern regions are inferior to conditions in the west. East Siberia will therefore have to depend increasingly on the regional rate of natural increase. The region's population is expected to grow from 8 million in 1970 to 10–12 million by the year 2000. The slow predicted growth of population is not expected to become a constraint on the region's economic development because of rising labor productivity and a regional emphasis on energy-intensive and raw-material-oriented industries rather than labor-intensive activities.  相似文献

ABSTRACT

Building on the recent interest among labor geographers for workers’ ability to strategize around their mobility, and tourism researchers’ longstanding examination of mobile tourism workers, this paper explores the mobility agency of differently positioned hospitality workers. The findings suggest that workers are not always ‘strategic’ in relation to labor mobility, and that labor mobility and career paths must be recognized as fragmented, happenstance and erratic. Furthermore, this article argues for an approach to the study of mobile tourism workers that takes the relational as well as temporal aspects into account. This endeavor is in particular guided by the notion of stories-so-far and the understanding of people as both being and becoming. The empirical basis of this paper consists of 22 interviews with hospitality workers in four hotel workplaces in Sweden; the luxury city hotel, the suburban chain hotel, the city chain hotel and the seasonal hotel. Ultimately, I suggest that the multifaceted complex of considerations which workers negotiate, could be conceptualized as the relational spaces of labor (im)mobility.  相似文献

近年来,南疆少数民族农村劳动力转移的规模不断扩大,外出务工收入成为当地农民收入的主要来源之一。本文在分析墨玉县农村劳动力转移现状的基础上根据2007年的抽样调查数据和2002年以来墨玉县经济社会发展的相关数据,采用多层次多因素灰色关联分析和Logistic回归分析,从宏观和微观两个层面上探讨劳动力转移的动力机制。宏观层面上,农村基本经济指标与劳动力转移的关系密切;微观层面影响农村劳动力转移的驱动力按强弱依次为家庭人口数、是否为低收入户、在读学生数、户均可耕地面积等。最后得出结论,新疆少数民族农村劳动力转移的主要驱动力来自农村内部,来自城镇的拉力作用不明显,而受自然条件、经济发展水平和民族观念等因素的影响,劳动力转移的摩擦力较大。  相似文献

The author views British Columbia as a typical newly developed industrial region of the advanced capitalist countries, in which stress is placed on the development of raw materials and semi-finished goods for the export market. The region's transportation, electric power, metallurgical and forest industries are reviewed in detail. A discussion of the various environmental impacts of the BAM and of the role of geographers in anticipating and preventing them. Intermontane basins offer relatively favorable areas for settlement, but lack of ventilation rules out the location of polluting industries. Avalanches, ground ice and snow drifting pose particular problems along the route, requiring special-purpose investigations and control measures. A mapping program is proposed to identify farming areas with the most favorable heat supply. A system of geographical field stations is needed to study environmental modification on the ground. Recommendations are made for optimal approaches to settling the BAM zone, distinguishing three categories of population groups: railroad workers, miners and lumbering personnel. Preservation of the indigenous hunting and reindeer economy is urged because of the importance of furs for exports and the use of reindeer as pack animals. Portions of the natural landscape are to be preserved for scientific purposes and, ultimately, for tourism as natural monuments.  相似文献

There are several hypotheses why urban scale affects wages. Most focus on agglomeration economies that increase labor demand, especially for high‐skilled workers (e.g., dynamic externalities stress knowledge transfers, and imply the urban wage gap favors skilled workers). Others stress urban amenities that increase labor supply and decrease wages. Amenities should have a stronger influence on affluent households if they are normal goods. By examining whether urban‐scale affects net returns to education, it can be determined whether skilled workers are influenced more by urban productivity or amenities. Empirical results suggest net returns to education decline with urban scale, implying a key role for urban amenities in affecting skilled workers.  相似文献

This paper analyzes the determinants of the journey-to-work commuting patterns for male teenage workers within a single local labor market: the Oakland Primary Metropolitan Statistical Area. Controlling for the intervening opportunities and the intervening labor supply between a given origin and destination reduces the estimated negative effect of distance on the interzonal flow of labor by nearly 90 percent. Nonetheless, physical distance has a significant and substantial negative effect on intrametropolitan youth labor flows. Despite the high correlation between intervening opportunities and intervening competing workers, both spatial variables have sizable, and independent, effects on labor flows.  相似文献

Data from cadasters and censuses indicate that farmstead abandonment in Pomor'ye was slight before the middle of the 16th century, with migrants going from the European Center and Novgorod Land to western Pomor'ye, from western to eastern Pomor'ye, and later from eastern Pomor'ye to Siberia, attracted by the absence of manorial serfdom, the presence of the landsharing village, and the availability of arable land. From the late 16th century this process was intensified by the development of the White Sea route to Europe, the annexation of Siberia, and improvements in agricultural methods and implements. At the same time, farmstead abandonment increased in response to the economic crisis of Ivan IV's reign, and it increased even more from the late 17th century. Many northern peasants were mobilized by the state as soldiers or workers; many others fled to Siberia or went roaming. (The translation was prepared by James R. Traditionally when Americans went to work they expected that they would earn a reasonable wage, work in a safe environment, put in a 40 h week, collect paid vacation days, earn sick leave, have the right to organize and receive health and retirement benefits. Increasingly, however, fewer and fewer workers receive these rights and today only a minority of people in the United States work under these conditions. The decline in real wages, benefits, rights and safety experienced by twenty-first century American workers has correlated with a decline in organized labor. Corporations and the right have assailed unions to erode worker’s rights and “increase competitiveness” in a globalized, neo-liberal, capitalist, world. The attacks on unions spring from a monstrous lie, that politicians and corporations gave labor these benefits and thus workers no longer need unions. On the battlefield of public policy, these assaults on organized labor work in a fundamentally ideological way that calls the continued existence of unions into question. In this paper, I will discuss how archaeological studies of labor’s struggle can reveal that contrary to the monstrous lie, workers and their families won worker’s rights with blood and that solidarity and organization remain essential to maintain these rights. The paper begins with the present state of labor’s struggle and looks to the past to consider its preconditions. Archaeologists have studied strikes, the lived experience of working class life and class war to study history backwards and these studies contribute to the labor’s struggle for the future.  相似文献

ABSTRACT We propose a model where imperfect matching between firms and workers on local labor markets leads to incentives for spatial agglomeration. We show that the occurrence of spatial agglomeration depends on initial size differences in terms of both number of workers and firms. Allowing for dynamics of workers' and firms' location choices, we show that the spatial outcome depends crucially on different dimensions of agents' mobility. The effect of a higher level of human capital on regional disparities depends on whether it makes workers more mobile or more specialized on the labor market.  相似文献

ABSTRACT This paper investigates the relationship between firm location and skilled‐labor location. While existing new economic geography (NEG) models could not explicitly analyze the relationship due to their assumptions, I construct a new NEG‐type model allowing for different location dynamics of firms and skilled labor for this objective. The main results are as follows. First, a relatively large pool of skilled labor attracts firms when trade costs are small, while it might repel firms when trade costs are sufficiently large. Second, assuming that skilled workers are mobile between regions, the model shows that skilled workers agglomerate faster than firms with decreasing trade costs. Third, the model supports the hypothesis that firms follow skilled labor rather than the reverse. These results are consistent to Indian and Chinese experiences, and some “creative‐class” or “skilled‐city” stories.  相似文献
