Novgorod Oblast, in northwestern Russia, has been distinguished by a high rate of rural outmigration and depletion of agricultural labor resources. One key factor in slowing the flight from the land is an improvement in the quality and range of rural services. The impact of adequate services is shown by available data on the distribution of rural population by distance from service centers. The rate of decline of rural population is generally found to be lower in places near service centers than in more remote places. Since most of the rural places are too small to support service establishments, it is recommended that services be expanded in about 200 central places that show promise of future growth.  相似文献

One of the key objectives in the rural development program for the Nonchernozem Zone of the RSFSR is the consolidation of rural settlement in larger places. An example of the dispersed settlement pattern is Kaliningrad Oblast, which has a total of 1,527 rural places ranging from fewer than 5 to more than 2,000 inhabitants, with a total rural population of 195,529 (1970 census). The author shows that growth prospects are dependent on a combination of five factors—geographical setting and level of development; population; fixed assets in agriculture; nonfarm fixed assets; availability of services—and, using correlation analysis, identifies 283 places with prospects of future growth, ranging from 32 in the 51–100 size class to one of more than 2,000 population. The preservation of some small rural places is termed inevitable because many serve as outlying settlements for livestock subdivisions of collective and state farms, and dairy and beef cattle represents a characteristic type of farming in Kaliningrad Oblast.  相似文献

A unified system of settlement, defined as an interrelated network of places that is regulated for the benefit of society, is viewed as the most effective approach to overcoming socio-economic differences between town and countryside. Such a settlement system is viewed as ultimately replacing the present settlement patterns ranging from large urban agglomerations at one extreme to small rural places without adequate services at the other extreme. The unified settlement system is expected to insure roughly equivalent living and working conditions for all people within such a system. Some of the recent changes in Soviet settlement patterns are viewed as steps in that direction: an expansion of the network of large cities in connection with the economic development of new regions; the policy of industrializing small towns bypassed by the previous development of industry; the growing practice of establishing research organizations and branch plants in small towns to foster their development; the mechanization and industrialization of animal husbandry; the improvement of rural bus lines, providing access to service centers.  相似文献

The administrative centers of rayons (county-type civil divisions) are viewed as key elements in the provision of services in the USSR. The effectiveness of rayon seats as service centers is analyzed in terms of the category of places serving as rayon seats (small cities; urban-type settlements [towns]; rural places), mean rayon population, area and radius, and the mean transport accessibility of the rayon center. The existence of a small city with a high level of services in a small rayon, as in the Baltic region, Belorussia, Moldavia and parts of the Ukraine, is viewed as optimal. Particular problems arise in Siberia and Kazakhstan, where the large size of rayons, low mean rayon population, big rayon radius and low transport accessibility combine to produce a low level of services. In such regions, a system of local service centers is advocated, with rayon seats performing the role of major regional centers.  相似文献

The use of fixed assets data as a geographical research tool is illustrated with reference to a rural rayon [minor civil division] of Kaluga Oblast, southwest of Moscow. The value of fixed assets by places is correlated with population size, the position of places within the system of settlement of particular state farms or collective farms, and distance from towns. The share of productive assets (farm buildings and equipment) is found to reach a maximum in places with populations of 100 to 200. In larger places, the share of productive assets declines because of the higher value of housing and the presence of most service facilities. The share of productive assets also tends to be low in suburban places where a substantial portion of the population commutes to nearby towns.  相似文献

Economic-base analysis is applied to 15 small towns of Vologda Oblast in northern European Russia in an attempt to analyze the provision of services in these urban places. The employment structure of the town of Kadnikov, based on a “firm-by-firm” approach, is used as the standard to prorate total employment into basic and nonbasic components. The Kadnikov standard is then applied to the other towns and any excess in employment beyond the nonbasic Kadnikov standard is allocated to the basic sector. The higher proportion of basic employment in some of the study towns is interpreted as reflecting inadequate development of service activities. The analysis suggests that the small towns of Vologda Oblast are relatively well served by education, public health and retail trade-at any rate they are no worse off than the standard town, Kadnikov-but lag in the provision of housing and repair services. Economic-base concepts developed by J. W. Alexander and G. Alexandersson in the 1950s are used as a point of departure.  相似文献

Results of studies of inter- and intra-regional variation of rural services provision (including retail trade, cultural-educational services, and health care) are compared. Highest levels of per capita services provision were found in the Baltic republics and RSFSR, with lower levels in the southern European USSR, Transcaucasia, and Central Asia. The differences are attributed to rural depopulation (northwestern USSR), rural development priorities in areas of severe natural conditions (Siberia), and high rates of natural population increase (Central Asia). A differential approach in services planning is recommended between areas located near oblast urban centers and those which are more remote (translated by Jay K. According to the 1970 census, the Soviet Union had 37,800 rural nonfarm places with a combined population of 6.1 million, or 5.8 percent of the rural population. The census data are believed to understate the number and population of nonfarm places because they assigned rural places to the nonfarm category purely on the basis of their generic designation. Many multifunctional nonfarm places and rural places that serve as administrative centers and have little relation to agriculture were not categorized as nonfarm in the census. Although many of the smaller nonfarm places are likely to be eliminated over time, others will continue to perform clearly defined functions in industry, construction, transportation, and services. The situation is illustrated with particular reference to Novosibirsk Oblast.  相似文献

A formula is developed for computing the requirements for mobile service units, such as traveling stores, repair shops, and clubs, in various types of rural settlement patterns. The formula takes into account the character of the service rendered, the number and density of the places to be served, the state of the roads, climatic conditions, and other factors. Mobile-unit requirements are found to increase with a decline in the average population, in places to be served, and in density of places. The requirements are highest in remote range-grazing lands in the southern Soviet Union.  相似文献

An analysis of changes in rural settlement in the Moldavian SSR for the period 1959–1968 finds a high degree of stability, with few places eliminated because of resettlement or consolidation, and few new places established. The total rural population continues to increase, despite a relative decline of the rural component in the entire population. Growth rates have been highest for large central settlements of state farms and collective farms, but outlying peripheral villages within farm territories have also been growing.  相似文献

After the first great population movement to northern Kazakhstan in the period 1953–1958 in conjunction with the start of the virgin-lands cultivation program, a period of reordering and restructuring of rural settlement within the region set in during 1959–1963. Three types of settlement areas are distinguished: (1) in areas of predominantly old settlement (preceding the virgin-lands program), the increase of rural population during this five-year period was below the average rate of natural increase for northern Kazakhstan as a whole; there was a net-outmigration from rural to urban areas and to other parts of northern Kazakhstan, (2) in areas of combined old and new settlement, population increase was more significant and there was a noticeable reduction of small populated places and increase in the number of larger places, (3) in areas of predominantly new settlement, where the density of population is lowest, the rate of population increase is highest, and settlement is mainly in widely spaced larger places.  相似文献

The article explores the spatial distribution and institutional geography of domestic violence service provision in post-communist Poland. A new institutional geography providing services to victims of domestic violence is emerging in Poland as a result of NGO activism and new pro-woman policies implemented by the state. NGOs, often in partnership with local governments, are the most vital means of service provision in large and medium size cities, while in rural areas, public agencies predominate in the institutional geography of service provision. The assumption that NGOs will emerge to address the needs of victims of domestic violence is not realistic in rural areas. While urban Poland is developing an institutional geography to address domestic violence, state and NGO activists must focus on shrinking the rural margins of Poland's institutional geography.  相似文献

An analysis of the impact of social development on forms of settlement and of the reverse impact of settlement forms on social processes. The author challenges the view that spatial forms have no bearing on social processes. The point is made by tabulating types of social contacts at various spatial levels and for different forms of settlement, from household to large urban agglomeration. The significance of information flows at different spatial levels is discussed. Large cities are found to have potential for the development of material and spiritual benefits that are lacking in smaller places. But since an integrated economy also requires smaller forms of settlement, ways must be found to provide a minimum set of material and cultural services at the lower level as well. Recommendations for raising the level of living in smaller Soviet populated places are offered.  相似文献

In post-reform China, gated commodity housing estates play a crucial role in the provision of urban services. Such collective service provision is criticized in the urban studies literature, because ‘club goods’ are thought to exclude people that do not live in gated communities. This paper reflects on the global relevance of that argument with an exploratory study in Guangzhou, China. We argue that access to collective services is structured in local social practices, involving diverse actors and specific rules and resources. Discussions on the exclusionary effects of service provision through gated communities should therefore focus on the characteristics of these practices of access in specific cities. Employing this perspective, the paper shows that in Guangzhou at least two mechanisms partly ease the exclusion of non-residents from club goods. On the one hand, municipal government maintains a considerable role in service management, mediating exclusion from services for people who do not live in commodity housing estates. On the other hand, generally the management of services is separated from housing estate management, and service providers try to increase profits through service provision to non-residents. We discuss the consequences of such mediations for an adjusted research agenda on service provision by gated communities.  相似文献

About 80% of the population in Soviet logging and rafting areas is non-urban and lives in 6000 lumbering settlements assigned to the rural category. The majority of these places are small, crude settlements without adequate services that exist for periods of about 20 years until the surrounding timber stands have been depleted. It is suggested that area planning and diversification of forest utilization can improve the settling pattern, working and living conditions and the provision of services through the concentration of population in larger, modern central settlements supplemented by mobile dormitory camps in timber-felling areas situated beyond an optimal commuting distance. Existing and proposed settling patterns are illustrated with particular reference to a logging area in the western Urals.  相似文献

A variety of approaches are being recommended in regional plans for future settlements patterns in the Soviet Far East. In Magadan Oblast, the present scattered pattern of small populated places is to be superseded by greater concentration of urban population in a set of subregional service centers. In Khabarovsk Kray, different approaches are being recommended for the future development of the Khabarovsk and Komsomol'sk areas. Because limitation of the future growth of Khabarovsk is desirable, new industrial establishments are to be located in the future in nearby small towns and urban settlements of the Khabarovsk industrial district. In the Komsomol'sk area, satellite towns are to be significantly developed, giving rise to a grouped form of urban settlement, including the tin-mining center of Solnechnyy and the paper and chemical center of Amursk. In Amur Oblast, consideration is being given to the development of an iron and steel plant in the Svobodnyy area, giving rise to a city of up to 200,000 population.  相似文献

A paper devoted to the settlement system and the problem of rural population loss in that portion of West Siberia having a significant agricultural base takes issue with some implicit assumptions incorporated within the General Scheme of Settlement within the USSR. More specifically, policies calling for the deliberate, i.e., forced, resettlement of rural population in selected villages in order to provide economies of scale in rural services provision are criticized on two major counts: (1) that such “enlarged” settlements will still be too small to be allocated the necessary range of functions according to standard city-planning formulae, and (2) that they accelerate rural depopulation by serving as spring-boards for migration to still larger centers. Significant indirect relationships are found to exist between the territorial-sectoral structure of the economy, the demographic structure and employment and the process of population renewal. A key element in these correlations is the male-female ratio in employment, which tends to vary with regional wage levels, the availability of services, and the age-sex structure of the population. In rural areas, the relationship between the structure of the economy and population reproduction is associated with three factors: (1) the settlement pattern, (2) the type of farming, and (3) the territorial organization of farming (for example, the functional type of rural places).  相似文献

以江苏省13个省辖市为研究样本,通过构建评价教育、卫生、环境和基础设施等公共服务指标体系,运用熵值法、协调度模型和障碍度模型等方法,对江苏各省辖市的城乡公共服务发展水平进行综合评价。结果表明:①城乡公共服务发展水平区域分异明显;②不同类型公共服务发展水平城乡差距各不相同,基础教育服务城乡差距明显,医疗卫生服务乡村远落后于城市,生态环境服务城乡差距相对较小,基础设施服务城乡差距位居中等;③城乡公共服务协调发展水平可以划分为四种类型,城乡基础教育和医疗卫生等服务领域发展水平差距是影响多数省辖市城乡公共服务协调发展的最大障碍因素。  相似文献
