The management system of the electric power industry of the USSR operates at two technological levels: a lower level of 92 regional power systems, each encompassing one or more oblast-type civil divisions or a small union republic; an upper level in which regional systems are combined into 11 unified power systems, where peak loads can be more easily moved between time zones. In addition there are electric power administrations within the RSFSR and ministries within the union republics, concerned mainly with administrative functions. Power administrations often do not coincide with unified systems, creating problems of efficient electric power management. Furthermore, the boundaries of unified power systems and power administrations often do not conform to the boundaries of major economic regions, which are used for current and long-term planning of the Soviet economy. This does not necessarily mean that the power systems are out of step with the economic regions. Soviet economic regionalization theory has long stressed the important region-shaping role of electric power systems. It may well be that in some cases, the boundaries of economic regions, not the power systems, require adjustment.  相似文献

On the basis of a chronology of droughts in the grain-growing regions of the USSR, compiled from historical sources and the more recent period of instrumental observations, the author shows that the occurrence of drought may be regarded as a random process characterized as a quasi-stationary Poisson series of events. Most of the grain regions in the USSR follow this regularity. In the case of simultaneous drought throughout the principal grain zone of the USSR, comprising the European part and the Midland region (West Siberia and Kazakhstan), the sequence of events assumes a nonstationary character. Statistical parameters are developed for the time series of drought years and nondrought years, and are compared with extreme values in grain-yield fluctuations. Over the last 140 years, drought occurred in 76 years in at least one of the three major grain regions of the USSR (European part, West Siberia, Kazakhstan) while 64 years had no drought and corresponding normal or higher yields. A catastrophic drought affecting all three grain regions simultaneously is virtually (95%) certain to occur at least once in 20 years.  相似文献

A general exploratory article surveys the solar energy potential of the eastern and northern USSR, an area which the author contends is largely ignored in current Soviet solar energy research. He argues that solar power is a reliable substitute for conventional energy generation in locations remote from major energy grids and where demand is too small to warrant large-capacity conventional units. This argument is based largely upon comparison of insolation characteristics between (a) eastern and high-latitude sites in the USSR with (b) a middle-latitude site (presumably Alushta in the Crimea), and upon examination of the experience in other high-latitude areas (translated by Jay K. The generally accepted view that material-intensive industries tend to gravitate toward raw-material sources is analyzed in the case of the USSR. Primary processing is found to gravitate toward raw-material sources mainly in underdeveloped parts of the country. In the developed zone (European USSR, Urals, Transcaucasia), a significant spatial gap has developed between primary processing activities and raw-material sources as the original local resources become depleted and the industry must draw increasingly on long-haul raw materials. Several industrial groups are distinguished in terms of the pull of resource sites. In view of the current trend toward greater concentration of production (for cost-benefit reasons) and the growing volumes of production per establishment, primary processing establishments are usually dependent on more than one resource site, and this also tends to increase the length of haul. At the same time, the distribution of fuels, energy and water resources is assuming greater significance and tends to pull such industries as iron and steel, nonferrous metals, pulp and paper as well as petroleum refining toward the eastern areas of the USSR. The controversy over the location of a new integrated iron and steel plant based on ore from the Kursk Magnetic Anomaly is recalled.  相似文献

A report on a 1974 conference on interbasin transfers from Siberia to Central Asia compares the alternative stream-diversion projects west and east of the Urals and finds that north-south interbasin transfers in the European part of the country have a better chance for early implementation than the diversion from Siberia to Central Asia. The author urges consideration of a unified water-management system within the European part of the Soviet Union that would make it possible to dispatch streamflow from one basin to another much as electric power is transmitted through interconnections between power grids. Such an interconnected water-management system would be based on the premise that runoff volumes tend to be nonconcurrent in the various drainage basins of the Russian plain so that surplus runoff from “donor rivers” (Pechora, Northern Dvina, Onega and the lakes Onega and Ladoga) might be channeled southward to “consumer rivers” (Volga, Don, Dnieper and Ural).  相似文献

An attempt is made to measure the quality of life in the largest cities of the USSR on the basis of the development of various types of social infrastructure. The study set of cities consists of the cities over one million population and any republic capitals below that population level (republic capitals in the Soviet Union are given priority in development regardless of population size). Point scores are assigned to a variety of infrastructure categories, including housing stock, public transportation, retailing, public health, education, culture, water supply, sewage, greenery and air pollution, and physical setting. Although Moscow and Leningrad top the list in overall scores, even these two cities require improvements in some infrastructure areas.  相似文献

The article examines artistic exchanges between the USSR and Finland from the viewpoint of the Finnish left. After WWII, Finland was in a difficult geopolitical position; although not occupied by the USSR, it received little support from the West and so remained an independent capitalist democracy, with little foreign leverage. The Soviet influence was felt in many areas, and throughout the Cold War, Finland received many more world-class Soviet artists than any other Western country. This was in part a consequence of Finland’s proximity to the USSR, but the Finnish Communist Party, a major domestic political force, also played a role. Immediately after the war, organizations associated with the Finnish Communist Party enjoyed a virtual monopoly over such exchanges, but this began to change in the mid-1950s. Around that time, the USSR began to allow Finnish artists to train and perform at its world-class arenas, and many of those Finnish students had links with the political left. Based on interviews and supported by archival material from Finland and Russia, the article explores the role of the Finnish left in these artistic exchanges.  相似文献

The increasing demand on water in the Soviet Union and the problem of assuring water quality require the construction of long-term water-management balances by drainage basins. These balances, based on predicted demand and water availability, would suggest the need for water-management projects within basins and interbasin transfers. Water needs would be evaluated both in terms of water requirements by categories of users and in terms of water quality. The most crucial regional problems involve the increasing shortage of water in Central Asia (with the prospect of interbasin transfer from Siberia) and in southern regions of the European USSR (with the problem of diverting water southward from the northern runoff slope). The Caspian Sea is expected to require a supplementary inflow of 80 to 100 cubic kilometers a year by the end of the century if the decline of its waterlevel is to be arrested. But southward diversion of northern waters is not expected to add more than 50 to 70 km3 at best, with a possible saving of an additional 10 to 20 km3 through decline of evaporation from a reduced Caspian Sea surface. The preservation of conditions in the Sea of Azov, the Aral Sea and Lake Balkhash pose additional water problems. [The senior author died in October, 1974].  相似文献

The long-term grain requirements of the growing Soviet population are calculated. On the basis of the relationship between water use and grain yields by natural soil zones of the USSR, the authors show that the amount of water needed per unit of output declines with a growth of productivity, especially in the non-chernozem zone of the Soviet Union. It is therefore concluded that greater water savings might be assured by expanding grain production in zones with an adequate supply of natural moisture rather than by the use of artificial irrigation of arid lands.  相似文献

Two Soviet regional planners test several spatial interaction models with particular reference to the Kuznetsk Basin (Kemerovo Oblast), the southern belt of West Siberia and a portion of the North Caucasus (Krasnodar Kray). Existing techniques, such as gravity and potential models, are found to work well in areas with relatively uniform settlement patterns, such as the steppe zone of Krasnodar Kray or the southern Ob'-Irtysh subregion of West Siberia, but not in areas with sharp contrasts in settlement patterns, such as the Kuznetsk Basin, where a linear highly urbanized belt is enclosed between sparsely populated mountains. The increasing impact of urbanization on the natural environment and physical constraints on city planning in the various natural zones of the USSR call for a program of research that would bring to bear the tools of the various geographical disciplines on the problem and might give rise to a distinctive geography of city planning. Geomorphology might be concerned with a variety of caving and slumping processes typical of large cities; climatology with the impact of cities on the microclimate of an area; hydrology with watertable changes and water-management problems, and biogeography with the distinctive plant and animal life of large cities and urban agglomerations. More complex, integrated research in both physical and economic geography would deal with the choice of suitable sites for new cities, particularly in extreme types of environment; with predictive aspects of the impact of urbanization, and the functional structure of cities. A number of cities and parts of cities with different layouts and different environmental settings should be designated as experimental study areas for geographical research of a more systematic character.  相似文献

Differences in the support structure for tourism in various parts of the USSR are analyzed as a consequence of such factors as natural conditions, proximity to major population centers and tourist attractions, route connectivity, and the variable shares of private (e.g., dacha) and rental accommodations. Elements of both dynamism and stability in the current spatial pattern are identified and comparisons of tourism infrastructure for 1976, 1980, and 1986 are used to analyze changes occurring in subregions within four broad macrozones. Results of studies of inter- and intra-regional variation of rural services provision (including retail trade, cultural-educational services, and health care) are compared. Highest levels of per capita services provision were found in the Baltic republics and RSFSR, with lower levels in the southern European USSR, Transcaucasia, and Central Asia. The differences are attributed to rural depopulation (northwestern USSR), rural development priorities in areas of severe natural conditions (Siberia), and high rates of natural population increase (Central Asia). A differential approach in services planning is recommended between areas located near oblast urban centers and those which are more remote (translated by Jay K. Abstract

The objective of this model study is to show how cost-conscious managers in the petroleum refining, electric power and basic chemical industries will respond to policy decisions limiting or not limiting the discharge of any major water or air pollutant and the availability of petroleum fuels for use in electric power generation. This is accomplished by an integrated model of the above industries with economic supply functions for crude oil natural gas and coal and with economic demand functions for important energy end-products. The results of this study show the critical importance of regulating fuel use in electric power generation to achieve within the United States in 1985 both energy goals of independence at acceptable price and environmental goals of clean air and clean water at minimum costs. Prohibition of the use of petroleum fuel in new electric power generating plants is practically mandatory according to the model studies to substitute coal for clean fuels in electricity generation. This prohibition minimize both the market price for natural gas and the capital investments in new plants and equipment. It maximizes the economic conservation of energy by end product consumers and the attainment of clean water and relatively clean air. Unfortunately, greater sulfur dioxide emission must be tolerated, although this may be reduced by 83% if environmental standards with air emission controls are met.  相似文献

This paper investigates the post-census growth of metropolitan areas and large cities in the USSR from 1979 to 1985. The Soviet population continues to be increasingly concentrated in large metropolitan areas and large cities, and although suburbanization occurs within metropolitan areas, a striking feature is that all central cities continue to grow and typically contain the vast majority of the metropolitan population. This reflects the fact that individual large cities continue to loom large, despite policies to limit their growth. Although the growth rates of large cities have slowed, so have those of smaller towns, and a merging of growth rates by size class is occurring.  相似文献

A hierarchy of industrial areas in Eastern Europe is described, consisting of 40 industrial regions, about 200 industrial nodes, and numerous industrial centers and ordinary industrial places. Evidence of the formation of a higher-ranking industrial macroregion covering the border area of East Germany, Poland and Czechoslovakia is adduced. Six other entities of industrial macroregion rank are identified in the rest of Europe (including the European USSR east to the Urals).  相似文献

Possible changes in production patterns of basic Soviet industries and the resulting interregional linkages and freight flows are projected over the next 25 to 30 years. Interregional energy flows are expected to be limited largely to oil and gas as well as power transmission at extra high voltages. Steam-coal movements will be restricted to the limits of particular economic regions, and coking-coal movements will be reduced as a result of technological changes in the iron and steel industry (electric steels, direct conversion, peat-based metallurgy). In general, the share of semifinished and finished goods is expected to increase and that of raw materials and fuels to decline in interregional hauls. The likely new flow patterns are examined for the Soviet Union's principal transport corridors.  相似文献

The International Union for the Conservation of Nature and Natural Resources has developed a 10-category system for classifying the world's protected natural areas. The present article by two Soviet biogeographers, presented at Unesco's “Man and the Biosphere” conference in Minsk in 1983, analyzes the way in which the Soviet Union's protected areas fall into the classification system devised by the International Union. A number of investigators have noted a movement of Soviet population toward the seacoasts, contrasting with the nation's traditional inland development. The pull of the coast has been linked to the increasing foreign trade of the USSR and to greater involvement in ocean affairs in general. The author analyzes the recent growth of maritime urban places in terms of the nation's major maritime regions: Azov-Black Sea, Baltic, Caspian, Pacific and Arctic, compares the rates of urban population growth and discusses some of the factors that account for differences in regional development.  相似文献
