Population geographers are urged to get involved in the program of socio-economic planning that is expected to supplement the present economic planning process in the Soviet Union. So far socio-economic plans have been drawn up only for a few large cities like Moscow, Leningrad and Sverdlovsk. In general, there is a need for integrating the social planning process with purely economic planning, and to supplement the present sectoral planning system with an integrated system of spatial planning entities. At the present time, city and regional plans are derived by simply collating sectoral data at the city and regional level rather than by a separate integrated spatial planning procedure. A system of intra-oblast regions, or okrugs, numbering perhaps 500 or more, is recommended as a new level suitable both for government administration and for socio-economic planning.  相似文献

The paper explores the relationship among factors believed to influence the economic development potential of Russian cities in the post-Soviet period, based on a detailed case study of small and medium-sized urban places in Leningrad Oblast. Relying on rarely utilized statistical data (including local town censuses) collected during on-site research and interviews, the author constructs an economic development index that provides a reference for inter-urban comparisons and analysis. The significance of accessibility for post-Soviet urban development is statistically demonstrated and the role of inherited spatial economic structures (economic-geographical endowment) is discussed along with other factors influencing urban performance. The development of Leningrad's suburban zone began mainly in the Soviet period with the growth of “dormitory” satellites of the central city. Many of the city's satellites perform the same industrial and cultural functions as Leningrad itself. The distribution of commuter areas is analyzed on the basis of winter commutation tickets. In addition to satellites, Leningrad has “associate” cities and towns that supply the central city with electric power and fuels but lack the commuting ties that differentiate true satellites. Further planning of the Leningrad suburban zone should take care not to saturate the suburbs with industry. It is more desirable to locate new plants in small and medium-size cities outside the suburban zone.  相似文献

This paper is a case study of specialization in clinical medicine - it is a story of the difficult and complicated birth of a neurosurgery clinic in Russia and the Soviet Union. It demonstrates the futile attempt to institute a new specialty as surgical neurology advocated by neuro(patho)logist V.M. Bekhterev (1857-1927) and implemented by his pupils L.M. Pussep (1875-1942) and A.G. Molotkov (1874-1950). However, surgical neurology was gradually replaced by neurological surgery performed by general surgeons N.N. Burdenko (1875-1946), A.L. Polenov (1871-1947), and V.N. Shamov (1882-1962). Part of my paper is dedicated to the institutional history (emergence of the Institute of Surgical Neurology in Leningrad (in 1926) and the Central Institute of Neurosurgery in Moscow (in 1934). The Moscow Neurosurgical School was focused on lesions of the central nervous system whereas the Leningrad neurosurgical school dealt primarily with peripheral nerve surgery. In the 1930s neurosurgical clinics were established beyond the two capitals - in Rostov-on-Don, Kharkov, and Gorky. Similar to the centralized five-year planning in the Soviet economy, a new discipline of neurosurgery was also centralized and planned from Moscow in the 1930s. It was characterized by kompleksnost' - concentration of several auxiliary disciplines (neuroradiology, neuroophthalmology, neurophysiology, etc.) within neurosurgical research institutions in Leningrad and Moscow. Particular stress was made on the experimental nature of a new discipline, which was viewed as a sort of applied neurophysiology.  相似文献

Past Soviet attempts to define settlement areas have focused either on urban or on rural population areas. An attempt is made here to define combined urban and rural settlement areas, with particular reference to the Northwest Region, centered on Leningrad. A regional settlement area (centered on Leningrad) and a number of local settlement areas, centered on major cities, are differentiated, with so-called zones of disseminated settlement situated outside the limits of the local areas. The local settlement area of Pskov is discussed in detail, with a breakdown into three concentric zones based on the intensity of linkages with the central city.  相似文献

This paper examines the role of spatial planning as a policy framework for managing rural housing within an integrated territorial development strategy. The paper focuses on the Republic of Ireland, which provides a useful case for analysing spatial planning and rural housing relationships, due to the State's recent shift towards spatial planning (formalized with the publication of the Irish National Spatial Strategy), as well as the level of housing construction that has been observed in an increasingly post-productivist countryside (triggered by counter-urbanization flows, increased affluence and demands for second holiday homes, etc.). The paper reviews all policy instruments that have been used to manage rural housing at various scales (from national strategies to local level development plans). It is argued that while spatial planning adopts an integrative vocabulary, as policy moves down the spatial scale hierarchy, multi-dimensional spatial goals are implemented through traditional, narrow land-use regulation. This often leads to rural housing being addressed in isolation from its wider social and economic context, disconnecting housing from wider rural community issues and ultimately failing to deliver a coordinated and coherent spatial policy for managing rural settlements.  相似文献

Today, spatial planning is expected to deliver climate adaptation and to manage, merge and balance various societal interests and priorities. To what extent proactive shaping of change is enabled by spatial planning practice is less explored. This paper illustrates how the ideals and ambitions of climate adaptation are manifested in waterfront spatial planning via a case study of Norrköping, Sweden. Based on interviews with spatial planners and politicians responsible for strategic urban development planning, our study identifies a divergence in ambitions, approaches and positions. In local development plans, the position taken has less to do with climate risk severity than with an area's perceived political and economic attractiveness. When perceived attractiveness is low, precautionary climate adaptation serves as a pretext not to develop, whereas high perceived attractiveness leads to negotiated pragmatism allowing continued waterfront exploitation. We also identify a fragmentation in spatial planning, with weak interplay between municipal comprehensive planning and local development plans, resulting in ad hoc, case-by-case planning. Furthermore, different planning actors are organizationally compartmentalized, creating unfortunate intra-sectoral silos. We conclude that the integrative, proactive and reflexive potentials of spatial planning to deliver climate adaptation have yet to be realized.  相似文献

Commuting is defined as journeys to work or study that cross the administrative boundaries of minor civil divisions. This poses problems in the statistical analysis of some metropolitan areas, such as Baku, where large suburban territories are administratively under the jurisdiction of the central city government. Time series on commuting exist for trips from rural to urban areas, and help distinguish oblasts and major economic regions of varying levels of rural population mobility. This mobility is highest around large cities that exert a strong pull (Moscow, Leningrad, Kiev, Minsk, Khar'kov, L'vov). Rural population mobility is low in Siberia and Kazakhstan, which have a sparse network of industrial centers and low rural population density, and in Central Asia, where the indigenous population is distinguished by low social mobility. Census data for commuting in 1970 yield a typology of cities in terms of the character of commuting. Commuting distances and means of transportation are analyzed for different city size classes.  相似文献

For many Philippine provinces, decentralization and more autonomous local development planning did not lead to the desired outcomes. This article examines the experiences of the two provinces of Cebu and Leyte. While Cebu became a centre of trade and industry, Leyte is still struggling with its local economy oriented to natural resources. A main reason for the divergent development paths of the two islands can be found in the emergence of different elite structures, which resulted in different path‐dependent patterns of economic specialization. Despite this different historical experience, both provinces today suffer from similar institutional infirmities in their planning system for promoting local development. Local planning capacity constraints, such as regional and local co‐ordination and co‐operation patterns, local finances, human capital and knowledge are analysed. The Cebuano elites used the room for manoeuvre provided by decentralization reforms more successfully than elites in Leyte. This created pockets of efficiency in Cebu leading to more development‐friendly investment policies. In order to increase local and regional planning capacity, short‐term interventions and policy reforms at the local, regional and national level are discussed.  相似文献

Scholars have applauded and critiqued the "equity" dimensions of the four-year mayoral administration of Harold Washington in Chicago (1983–1987). Much of the debate has centered on haw to assess the progress of equity planning and implementation in specific contexts, whether it has produced concrete outcomes for poor communities, become institutionalized, or changed civic decisionmaking structures. This article attempts to capture the contested and emergent quality of equity planning in the Washington administration by examining its focus on jobs in some detail. The jobs goal–derived from neighborhood experience of economic change–became a central element of Washington's 1983 mayoral campaign and one of the key development goals of the administration. The administration pursued an array of jobs policies and programs, attempting to link economic development with employment services, hold accountable those firms receiving public incentives, retain manufacturing, and provide equitable access to city resources. By the end of Washington's first term, many economic development accomplishments had been achieved but the administration also experienced dilemmas that challenged the jobs goal and its equity potential–for example, the connection between local investment and regional and national economic policies. Consideration of the early experiences of the Washington administration in Chicago in formulating and implementing job policies and programs clarifies the difficulties of a broad-based and sustainable equity program. These lessons are particularly useful today as many low-income advocates, municipalities, and states struggle to reform workforce and economic development systems.  相似文献

The concept of region-based planning and management bodies, which flourished for a time during Khrushchev's sovnarkhozy reforms, is resurrected, this time under the guise of promoting decentralization and enhancing territorial versus sectoral planning under perestroyka. More precisely, the authors argue for devolution of meaningful planning and management functions to a network of smaller and more numerous economic regions, with “regional economic councils” serving as bodies for planning and coordinating the activities of smaller spatial units within these regions. A scheme describing how such a network might function within the current Soviet bureaucratic structure and economic environment is presented (translated by Jay K. This article discusses the local government and decisionmaking system which emerged in the post-communist era in the former Czechoslovakia as a result of sweeping political, economic, and social change. A Leningrad University physical geographer criticizes attempts to affirm the unity of geography through the creation of new disciplines like “general geography,” which would focus on study of the man-nature relationship. He contends that such a general geography, which would seek to identify general geographic laws, is advocated primarily by economic geographers who would emphasize the role of man at the expense of physical geography. Isachenko takes issue with the view that what makes any research “geographical” is its relationship to man. He contends that the criterion of whether any investigation is “geographical” is its relationship to the geosystem, defined as any natural complex, ranging from the global to the local scale. In his opinion, the unity of geography should be furthered not through the establishment of new supradisciplines, such as general geography, but through closer ties, both in methodology and in organizational terms, between the two main groups of geographical disciplines—physical geography and economic geography.  相似文献

ABSTRACT

Periods of ongoing growth in the economy and demographics have come to a halt for many European regions for various reasons, challenging their economic development prospects. Despite the heterogeneous nature of stagnation, decline, peripheralization or even stigmatization to be found there, these configurations ‘beyond growth’ have in common that short-term ‘fire-fighting’ policy approaches aiming to foster regional economic growth face some important limitations. We argue that this has to do, among other things, with the overall direction of established and orthodox planning approaches that are predominantly based on growth-oriented paradigms and implicitly or explicitly work with dichotomous categories such as core–periphery and metropolitan versus non-metropolitan spaces; these do, however, not capture local realities in these cases. Using the notion of non-core regions, we plead for conceptualizing non-core regions and their regional economic development trajectories in different ways: thinking ‘beyond growth’. Such alternative ideas should be informed by alternative understandings of growth, development and sustainability in order to influence theories and concepts, but also to support new approaches to planning practice. To this aim, we discuss non-core regions from a social constructivist perspective, elaborating some points of departure for conceptualizing and practising regional planning ‘beyond growth’.  相似文献

In Germany, land consumption for settlement and transport development amounts to 100?ha/day, thus significantly exceeding the goal set by Germany's sustainability strategy, which aims at reducing the rate of the expansion of built-up areas to 30?ha/day by the year 2020. Increased orientation of local authorities and stakeholders towards the promotion of economic competitiveness, complex interrelations between actors involved in planning, substantial planning autonomy of Germany's local administrative units, as well as stronger democratic norms in planning, render a traditional linear planning scheme obsolete. The federal administration and publicly funded research institutions therefore opted for a non-legislative approach aiming at the production of a body of methodologies, which would engage participation processes and deliberative decision-making. The name being a German acronym for “Research for the Reduction of Land Consumption and for Sustainable Land Management”, this collaborative national programme gathered a number of planning actors who have framed the complex topic of sustainable land use into a series of manageable, fundable and adjustable projects which take into account multiple spatial and time scales. This paper emphasizes the elements found within REFINA which lead the way towards a strategic communication-based, integrated and multilevel approach to dealing with land consumption.  相似文献

This article explores the relationships between land-use planning, property and economic development, with a focus on the changing attitudes towards employment land in post-industrial cities. Drawing on case study data from two London local authorities, it finds that planning authorities are moving away from protecting employment land to actively promoting the mixed-use redevelopment of employment sites, even when there are thriving businesses on these sites and a shortage of supply of employment premises and land, relative to demand. We examine the drivers for changing policy including the national and regional policy contexts, housing targets, the influence of austerity measures, rise of Neighbourhood Planning and changing conceptions of regeneration and the role of housing therein. The article highlights the complex task faced by local planners and the tensions involved in simultaneously finding sites for housing, fostering economic development and promoting mixed-use redevelopment in planning policy and decisions. We find that changes in policy are fuelling speculation for housing development on sites occupied by viable businesses, supporting rather than responding to deindustrialization. This is leading to a gap between aspirations for delivering mixed-use environments on hitherto employment sites and realities on the ground.  相似文献

An integrated approach to environmental policy and urban spatial planning has not yet been adopted by many local administrations in Europe. However, such integration is likely to provide a more streamlined planning process that incorporates environmental measures in the physical development of urban areas. In this paper, we argue that among many local governments there is already a growing wish to apply environmental policy integration (EPI) principles in spatial planning in an effort to achieve better quality of life in the cities and to preserve natural resources. Within Europe, most attempts to develop EPI approaches can be found in western countries, while efforts to find integrated approaches to the urban environment and spatial planning in Eastern Europe are in their infancy. The main reason for this is that most of the post-communist countries are still addressing the challenge of reconstructing their political, social, and economic systems. In this research, we analyse and compare policy practices for EPI in urban planning in the Netherlands and Bulgaria. We first discuss the Dutch area-oriented policy approach, which has gained popularity during the last decade as a means of integrating environmental qualities in urban land use plans. We then go on to analyse the effectiveness of specific area-oriented methods developed and applied in Rotterdam, and define their applicability in the planning practice of the local authorities of the city of Burgas in Bulgaria. The main conclusion of the study is that the degree of effectiveness of an area-oriented policy is dependent on the impact of specific success factors. Despite the differences between Rotterdam and Burgas in terms of the presence of these success factors, we assert that the area-oriented policy approach applied in Rotterdam can be transferable, and can be adapted to the specific local circumstances in Burgas and used as an instrument for integrating EPI into urban land use planning.  相似文献

ABSTRACT

Cities are growing rapidly, and the systems of production and consumption that support this growth are contributing to the depletion of natural resources and pollution of the environment. The circular economy model offers an alternative to the predominant take-make-dispose economic system. Local municipalities are seen to have the capacity to encourage sustainable development of the built environment. This paper aims to explore the role of strategic planning in facilitating a circular economy in urban settings. In particular, this research asks: How are local governments facilitating circular economy initiatives through strategic planning? What are the opportunities and barriers when applying circular economy principles through local strategic planning? The research approach used for this paper is a comparative case study of two international municipalities: the City of Melbourne, Australia and the City of Malmö, Sweden. Current strategic planning practice was examined with a focus on circular economy themes. The findings reveal that strategic urban planning can translate circular economy objectives into actions within specific urban areas, although barriers still exist to fully integrating the circular economy model.  相似文献

ABSTRACT An important subset of the literature on agglomeration externalities hypothesizes that intrasectoral and intersectoral relations are endogenously determined in models of local and regional economic growth. Remarkably, structural adjustment models describing the spatio‐temporal dynamics of population and employment levels or growth traditionally do not include intersectoral economic dynamics. This paper argues and shows that allowing for economic linkages across sectors in these models adds considerable value, especially in forecasting. An econometric model of population–employment dynamics, in which sectoral variations in economic development are explicitly taken into account, is applied to a large urban planning policy proposal in the Netherlands. The empirical analyses suggest that population dynamics are largely exogenous, population changes drive employment in particular in the industry and retail sectors, and employment in all sectors depends strongly on intersectoral dynamics. Intersectoral dynamics appear as important drivers of regional sectoral employment changes; they are even more important than population changes, and their effect shows up clearly even within the Dutch institutional context where strict regulatory housing and planning restrictions are enforced.  相似文献
