Summary. Fragments of ceramic sieves constitute a widespread, but littleknown element in the ceramic inventories of Linear Pottery sites in temperate Europe. These sieves appear to have functioned as strainers for separating curds from whey in cheese production, on the basis of parallels with later archaeological cultures and ethnographic examples. Archaeozoological data support the hypothesis that dairy production has a greater antiquity than has been hitherto accepted. The sieves played an important role in early dairy production, for the manufacture of cheese was an essential step in the exploitation of milk by populations who possibly had a high level of lactose intolerance.  相似文献

The construction of the Baykal-Amur Mainline, which began in 1974 and is scheduled to be completed in 1983, is expected to have a profound impact on the economy of the Soviet Far East, whose development has long lagged because of lack of transport access to regional resources. The BAM is expected to foster the development of new industries, such as coal and steel, oil and gas, hydropower, metal fabrication and chemicals, and stimulate the expansion of traditional activities, such as gold and tin mining, fisheries and forest products. The BAM is also expected to play a key role in expanding trade between the Soviet Far East and the countries of the Pacific basin and the Indian Ocean. In light of the complex aspects of the BAM project, it is suggested that integrated planning procedures encompass not only the transport aspects of the project, but all economic activities to be generated as a result of the construction of the new railroad. In view of the labor shortage, a high level of labor-saving technology is recommended. Concern for the local environment is expressed in view of the extensive construction activities in permafrost. The systems approach is applied to the study of economic-geographic objects with a view to elaborating a parametrization of the territorial structures of the national economy. Four basic parameters are distinguished: territorial concentration, territorial differentiation, territorial integration and territorial composition. Each parameter, in turn, is broken down into subparameters and into aspects. The parameter of territorial differentiation and its aspects (fineness of subdivision, contrastivity, zonality, etc.) are discussed in detail, and some measures are suggested.  相似文献

The distribution of foreign export earnings by area of origin is analyzed for the Russian Federation, to convertible and non-convertible currency areas, as well as for four major commodity categories. The paper focuses on identifying, because of Russia's narrow export composition, oblast-level units (and commodities) that contribute disproportionately to the Federation's overall convertible currency earnings. It then explores the implications of the extremely uneven spatial districution of such earnings for the Russian government's efforts to devise a workable formula for distributing export revenues between the “Center” and the localities.  相似文献

The paper, contributing to one of the research goals of the Commission on Industrial Systems, International Geographical Union, provides an appraisal of the Soviet approach to spatial organization of the economy known as the territorial production complex. The authors review the genesis of the concept, definitional criteria, and its practical formation and operation, making occasional comparison with Western approaches to spatial economic organization. An unresolved problem for Soviet planners is the provision of a coordinating administrative authority for each territorial complex that would integrate the activities of individual industrial ministries involved in the creation of the complex; the current thinking of Soviet planners is illuminated by a recent statement appended to the paper. A Soviet economic geographer who participated in a 1929 conference of geography teachers describes the antecedents, the atmosphere and the proceedings of this crucial meeting in a stormy period of the discipline. It was a landmark in the history of Soviet economic geography in marking the beginning of the end of the old sectoral-statistical approach and inaugurating the new regional school led by N. N. The resolution of regional disparities within the Federal Republic of Germany entails a complex redistributive process. Regional assistance policies initiated as wartime relief measures have, over time, incorporated classical incentive programs and revenue-sharing. Revenue transfers among the three levels of government are dynamic, arising from changes in the socioeconomic and political environment. Much of the spatial effect of regional policies is overshadowed by more extensive sectoral benefits.
La détermination des inégalités régionales au sein de la République fédérale allemande fait appel à un procédé complexe de redistribution. Des politiques d'aide régionale, introduites comme des mesures de secours en temps de guerre, sont devenues avec le temps des programmes classiques d'incitation et de partage des reVenus. Les transferts de revenu entre les trois niveaux de gouvernement constituent un mécanisme dynamique répondant aux changements dans le milieu socioéconomique et politique. L'influence spatiale résultant des politiques régionales est en grande partie éclipsée par l'expansion des avantages sectoriels.  相似文献

A variety of definitions of “territorial production complex” is analyzed in terms of the factors that enter into this concept of an integrated areal production unit of the Soviet economy. The author favors a definition that would encompass the interplay of all human activities within a given territory, from a major economic region to an individual place. The theory of cycles, developed by N. N. Kolosovskiy as an analytical tool for the study of regional economies, is criticized on the ground that it considers only the technological feasibility of combining a set of related industries into a so-called cycle, but ignores the issue of economic efficiency. The proposition is illustrated by comparing the location of a water-intensive and fuel-intensive chemical complex in Belorussia and Eastern Siberia. The technological basis for such a complex is present in both regions, but the economics favors an East Siberian location.  相似文献

太平洋是地球上最大的海洋,在环太平洋沿岸和浩瀚海洋中星罗棋布的岛屿上,分布着40个国家和一些尚未独立的地区,太平洋地区国家陆地面积占世界的46%,人口占世界的40%,但却拥有全球50%以上的GNP和近1/2的世界贸易总额。二次大战以后,太平洋地区的迅速崛起,引起国际舆论的广泛关注。21世纪是太平洋世纪,已日益被国际社会所公认。本文立足于政治军事地理及地缘政治学的基本理论,以21世纪是太平洋世纪的基本结论为出发点,从资源、经济、政治、军事等四个方面对太平洋在21世纪的重要性进行了系统地分析与评价。指出太平洋不仅是人类有待开发的巨大资源宝库和全球经济最富有活力的地区而且是21世纪全球地缘政治中心和地缘战略中心,是世界上各大国和大国集团矛盾的焦点,以及军费增长最快和军备最密集的地区。在今后相当长一段时期内,围绕太平洋地区控制权的争夺竟会日趋激烈。因此21世纪的世界是走向和平还是步入战争,关键取决于环太平洋地区各种战略力量的矛盾与合作。  相似文献

Three types of integral economic regions are distinguished in the USSR: (1) economic regions at various levels, performing strictly economic functions; (2) administrative-economic (or simply administrative regions), which perform both economic functions and the functions of government administration; (3) territorial production complexes, which combine interlinked economic activities within a particular area from the economic-geographic point of view. Because of the differences in functions, there can be no complete identity between economic and administrative regions although their boundaries often coincide. Production complexes are not a substitute for economic regions because the complexes encompass only interlinked activities while economic regions encompass all economic activities. However, production complexes are elements that give rise to both economic and administrative regions. Economic planning in the USSR proceeds along three lines: (a) within the system of economic regions; (b) within the system of administrative regions; (c) within the system of sectoral or branch administrations, which are now being replaced by corporation-type industrial associations.  相似文献

The magnitude of regional milk production and consumption imbalances is calculated using the most recent (1970) comprehensive set of data on Soviet milk production and consumption. The type and amount of inter-regional exchange this imbalance generates is then estimated, and the implications of the product's perishability on the need for differentiated regional development of the dairy industry are assessed.  相似文献

This paper surveys economic, political, and legal factors involved in decisions to reclaim surface-mined land in the USSR, with particular emphasis on coal and iron ore, two of the most economically significant minerals extracted by surface methods. An initial section presents estimates of areas disturbed by surface mining and subsequently reclaimed. An analysis of selected economic, political, and legal factors follows. These include changing ratios of surface to underground production; a price system which undervalues mineral raw materials relative to finished products; Gorbachev's economic reforms; fragmentation of jurisdiction over reclamation activities; and extant reclamation law and its interpretation.  相似文献

ABSTRACT We examine the impact of the political trade‐off between rural economic development and environmental quality on the determination of environmental regulations in the U.S. intensive livestock industry. The political economy model, adapted from Fredriksson (1997) , is tested empirically, using state‐level data on environmental regulation of the U.S. livestock sector. We find that state governments respond to greater potential for water pollution with more stringent environmental regulations. Consistent with our political economy model, we also find that states with lower recent growth in per capita income implement less stringent environmental regulations.  相似文献
