The planning of Soviet complex thematic atlases of particular regions or countries has followed a procedure previously established for general atlases. In view of the different problems involved in the preparation of the two types of atlases, it is suggested that the preparation of thematic atlases be broken down into two distinct phases: a geographical stage, in which geographers would make the principal contribution, and a technical planning stage that would be handled mainly by cartographers. Such a procedure would tend to speed up the production of atlases and to improve their content.  相似文献

Although a number of non-Russian republics of the Soviet Union (Central Asia, Transcaucasia, Moldavia) are labor-surplus areas, ethnic factors operate against migration of these national groups not only to labor-deficit regions in the RSFSR but even to cities of the non-Russian republics. Instead, Russians make up most of the migrants to labor-deficit regions (European North, Siberia, Far East, Kazakhstan) and to the cities of non-Russian republics. Differences in industrial development of the Soviet union republics are found to persist, and the basic factors are analyzed. The presence of a skilled labor force is an important factor in insuring a high level of industrial output per capita and a high rate of return on capital. However, the distribution of labor-intensive industries does not always conform to the availability of labor resources. Such industries have reached a high level in the Baltic republics, where the reproduction rate is low and additional labor must be brought in from the outside, and they have not been fostered in Central Asia, where the rate of natural increase is high. The emphasis on resource-based industries that is characteristic of some republics (oil and gas in Azerbaydzhan and Turkmenia, nonferrous metals in Kazakhstan, etc.) is usually associated with a high level of fixed assets (capital intensity) and a low rate of return as well as low levels of industrial output per capita.  相似文献

Abstract

The focus in this article is on school atlases produced in Britain in the late-nineteenth and early-twentieth centuries and on what is revealed, both in their pages and in the processes behind their compilation, about the people who were producing and using such map books. The Bartholomew Archive, in Edinburgh, has proved to be an exceptionally rich source of hitherto unexamined data on the business and personal activities of one of the leading producers of school atlases, the local firm of John Bartholomew and Son, which was active in map making and publishing between 1880 and 1987. The sociology and pattern of communication of publishing, explored by book historians and historians of science, geography and cartography in other contexts, are here considered in relation to the atlases that were produced in Britain for schools in the United Kingdom and in other parts of the Empire in the period 1880–1930. Particular attention is paid to the efforts of mapmakers, publishers, geographers and other professionals to ensure the relevance of the maps selected in school atlases for specific audiences, to guarantee the credibility of the information communicated through these atlases, and to negotiate questions of authorship.  相似文献

ABSTRACT

This paper examines the pursuit of legitimacy by the self-proclaimed “republics” in Ukraine. While these “republics” are illegal, questions of their legitimacy are commonly discussed almost entirely through Weberian rule-conformity. We argue that this one-dimensional view of legitimacy overlooks the rich context of normative aspects of power relationships. If the occupied Donbas is to be reintegrated into Ukraine, it is essential to understand the perceived legitimation of the political institutions in this region. We use David Beetham’s framework of legitimacy—consisting of legality, morality, and consent—to analyze the “republics’” pursuit of legitimacy. Our analysis leads to the proposition that while the “republics” are illegal, their supporters’ normative perceptions of the right to govern have ascribed more validity to the fake “governments” than what would have been expected from a legal point of view. Additionally, while a ceasefire between the Russian proxies and Ukraine’s forces has reduced violence, it has also levied temporal effect on the legitimation of illegitimate institutions. Our treatment of the process of legitimation over time helps us identify potential strategies of delegitimization should DPR and LPR reincorporate with Ukraine-controlled territory. Without dismantling internal perceptions of institutional legitimacy among inhabitants of nongovernment-controlled areas, a re-integration could not be accomplished.  相似文献

The first of two articles devoted to spatial and temporal trends in economic development and levels of living within the USSR focuses on changes in the pattern of absolute and per capita economic output—national income produced and gross value of industrial output (at the republic and economic regional level, respectively). It then investigates the question of whether divergence or convergence has occurred among republics and economic regions in terms of these indicators. A comparative study investigates how individual Soviet republics would match up, as independent states, with other world countries with respect to various measures of size, economic well-being, quality of life, location, and resources. When a composite U.N. measure of development is employed, the majority of Soviet republics are on par with the poorest countries of the European Community or the most advanced developing states. Possible analogues to the Soviet situation (i.e., disintegrating past empires or states with similar political geographic characteristics) are identified for further study.  相似文献

Three U.S. geographers analyze the temporal and spatial trends of 17,438 violent events in Russia's North Caucasus region from August 1999 to July 2011, demonstrating that the diffusion of conflict away from Chechnya intensified during the period 2007-2011, as levels of violence rose in neighboring republics. An increasing number of casualties are civilians in Dagestan, Ingushetia, and Kabardino-Balkaria, the three republics that are the focus of the paper. Employing multiple methods of spatial pattern analysis and geographically sensitive regression models, the authors examine the spatial fragmentation of violence from the perspective of rebel groups operating in the three republics. The analysis documents how the incidence of violence varies dramatically over space (i.e., reflecting the influence of urbanization, strategic location, and physical geographic factors such as elevation and extent of forest cover). Although violence in the North Caucasus region as a whole has declined in absolute terms over the past four years, the authors show how new geographies of violence are developing in the region, underscoring the emergence of republic-based insurgent operations against the various organs of the Russian state. Deep geopolitical changes in the South Caucasus have considerably influenced the relationships of Iran and the three republics of Armenia, Azerbaijan and Georgia. Geographical location and strategic significance have made this region one of the most important in the world. Because of its historical affinities and socio-cultural links with the region's peoples, the Islamic Republic of Iran has expanded political-economic cooperation with them. The active presence of regional and trans-regional actors has directly affected this relation. This article mainly seeks to examine Iran's relations with the South Caucasus republics, considering the opportunities created since their independence following the collapse of the Soviet Union.  相似文献

Abstract

The atlas emerged as a cartographic and bibliographic response to early modern Europeans’ search for geographical order in a rapidly changing world. In particular, atlases were mediators in the restructuring of European ideas about political territory which culminated in the emergence (by the end of the eighteenth century) of the territorial state and its progeny, the nation‐state. For more than two centuries atlases defined political territories ever more precisely for their readers and expressed hierarchical relationships among those territories, while giving form to the political territoriality and geopolitical orientations of particular nations.  相似文献

Abstract

Does Aristotle's case for honorable statesmen endanger the case for democratic institutions and equal rights, as two critics contend? It had better not: democracies too need the guidance of a Mandela, an FDR, a Washington. Also, the ancient thinkers had their own doubts about grand ambition, seeking to cabin such types through education and moderate republics, including democratic republics. Also, the objection neglects the relativism, doctrinairism, and postmodernist disillusion that eventually undermined modern political philosophy. Might the old philosophers’ reasonableness, not least on the topic of leadership, be now indispensable to political science? After such points I address the other criticisms: have I not neglected the Biblical improvements on classical political science? Do I portray adequately Plato's analysis of that quintessential lover of power and glory, Alcibiades?  相似文献

An important problem in insuring optimal operation of the centrally planned and state-controlled economy of the Soviet Union is to measure the efficacy of the industrial structure and productive specialization of republics and economic regions. Several measures of the efficacy of regional economies have been proposed, involving various relationships between labor productivity, the value of capital plant and equipment and the value of output. All these measures are unsatisfactory, in the author's view, and an alternate approach is suggested, using the net concept of national income produced by regions. This approach has been made possible by the recent calculation of input-output tables for republics and economic regions. The idea of using national income as a measure of regional economic efficacy was first proposed in the Soviet literature by A. Ye. Probst, whose comments appear elsewhere in the issue of Soviet Geography.  相似文献

A review of the last 50 years of geographic research in the four Central Asian republics of Uzbekistan, Kirghizia, Tadzhikistan, and Turkmenia, where the dominant desert and mountain landscapes impose a specific character on geographic investigations. Physical geography has tended to focus on glaciation in mountains and on surface runoff in the desert as potential sources of water for irrigation. ABSTRACT

This article seeks to explore the British government’s perception of the role of the Judicial Committee of the Privy Council as a method of strengthening cohesion amongst the Commonwealth community, and in particular delves into the constitutional and diplomatic challenges that the British government faced in its attempt to utilise the Judicial Committee in order to maintain close ties with its former Southeast Asian colonies in the 1960s. Suggestions were made by the Foreign and Commonwealth Office and the Privy Council Office from the mid-1960s that newly-independent republics such as Singapore and Malaysia should be allowed to send its citizens to London as members of the Judicial Committee in order to dilute the prejudice against the Committee as a remnant of colonial rule. However, the proposals were rejected by the Lord Chancellor’s Office on the grounds that Asian judges were of insufficient calibre to sit as members of the Judicial Committee, and that citizens of republics were unable to swear an oath of loyalty to the British monarch as was required for all Privy Counsellors. The Privy Council Office were of the opinion that a new system could be introduced whereby the Judicial Committee member would not have to be a fully-fledged Privy Counsellor and therefore would not have to swear the oath, while the Commonwealth Secretariat put forward its argument that Asian judges were good enough to ensure standards of the Judicial Committee would not be lowered. However, the Lord Chancellor’s Office argued that such non-Privy Counsellors would only be ‘second-class’ constituents of the Judicial Committee whose rulings would be unacceptable to countries such as Australia and instead proposed the creation of a Commonwealth Court of Appeal which the Foreign Office deemed unrealistic. In the end, no judges from the Asian republics were allowed sit on the Judicial Committee, resulting in Malaysia and Singapore abolishing their appeals to the Judicial Committee in 1984 and 1994 respectively.  相似文献

Abstract

For states that have recently declared their independence but remained unrecognized “de facto states,” building a national identity is critical in the face of international rejection of their political status. Key elements of this new or re-animated national identity are political and cultural icons symbolizing the new political entity but with historical antecedents. Following Anthony Smith’s ethno-symbolism approach to the study of nationalism and motivated by Jean Gottmann’s research on iconographies in political geography, the article reports the results of nationally representative samples in four post-Soviet de facto states, Nagorno-Karabakh, South Ossetia, Transdniestria, and Abkhazia. Respondents were asked to name up to five political and cultural figures that they admired. The collated results show a great array of local and Russian names in the four republics. Categorizing the names by historical era and by provenance allows a clarification of the extent to which nation building can rely on local heroes. Among the four republics, Nagorno-Karabakh stands out for its ethno-symbolic local character, while Transdniestrian respondents identified few iconic figures. South Ossetia shows a mix of local and Russian names while the respondents in Abkhazia were divided by nationality in their choices.  相似文献

Industrial dispersion across the republics of the USSR between 1926 and 1974 is described through the use of entropy measures. Ostensibly, a set of location principles would guide such dispersion, and several of them stress regional equalization as an important consideration in locating industry. Therefore, trends in regional inequality (in industrialization) are investigated through the use of inequality statistics derived from entropy measures at three different spatial scales. Between 1926 and 1960, inequality among the republics decreased, but has increased between 1960 and 1974. However, inequality has decreased between the economic regions of the USSR between 1940 and 1975, and at the oblast level, there has been a tendency toward greater equality (homogeneity) within each economic region or republic since 1960. In attempting to account for these diverse trends, it is suggested that they are largely the result of the priority of efficiency considerations in location decisions rather than those of regional equity per se.  相似文献

Recent developments in the Soviet Union's program of national thematic mapping and regional complex mapping are reviewed. A comprehensive mapping program along these lines, formulated in 1969 by GUGK, the government planning agency, has not been implemented. National thematic maps in the Soviet Union continue to be compiled by individual government agencies without coordination and without uniformity in legend and design, so that comparability is made difficult. The only thematic GUGK maps now being prepared are concerned with two long-term regional development programs in the Soviet Union–the rural development plan for the Nonchernozem zone of the European RSFSR and the construction of the Baykal-Amur Mainline (BAM) railroad in the Soviet Far East. The need for a comprehensive and coordinated program of national thematic maps and regional atlases or map series is once again stressed in connection with economic planning and environmental problems, and a program of continuously updated regional atlases, based on digital data banks, is proposed. Suggestions are also made for the coordination of thematic maps at the international level.  相似文献
