A regional review of existing and planned irrigation projects in the desert zone of the Soviet Union envisages the use of water from the Siberian streams in the northern section of the desert zone. For increased water supplies in the south, the author looks to other potential sources such as artificial increases of precipitation in the mountains of Central Asia, elimination of wild growths of water-loving plants, and technological advances that will make possible the economical desalting of water from salt lakes and of mineralized subsurface waters.  相似文献

An analysis of evaporation changes in the Central Asian plain in connection with the drop of the Aral Sea level beginning in 1961 shows that there has been a reduction in evaporation from stream valleys and deltas and an increase in evaporation from irrigated land and newly formed evaporating surfaces. These new entities are primarily the Arnasay depression (west of the Golodnaya Steppe irrigation district) and the Sarykamysh depression (west of the lower reaches of the Amudarya), which have become filled with spent irrigation water draining from the irrigated land. Another new source of evaporation associated with human activity are the lakes and wetlands formed along the Kara Kum Canal as a result of the filtration of canal water. It turns out, furthermore, that irrigation on sloping piedomon plains, such as those watered by the Kara Kum Canal, requires more water than in old irrigated alluvial plains because of the additional water needed to flush salt out of the soil and to fill subsoil cavities and raise the watertable.  相似文献

A review of the last 50 years of geographic research in the four Central Asian republics of Uzbekistan, Kirghizia, Tadzhikistan, and Turkmenia, where the dominant desert and mountain landscapes impose a specific character on geographic investigations. Physical geography has tended to focus on glaciation in mountains and on surface runoff in the desert as potential sources of water for irrigation. The impact of industrialization and urbanization on the natural environment of Europe is analyzed and compared on the basis of regional reports submitted by 15 nations to the 1968 Unesco conference on the resources of the biosphere. For purposes of analysis, the nations of Europe have been grouped into capitalist countries, the socialist countries of Central and Eastern Europe, and the USSR. All of them are found to be affected by the same problems of increasing volumes of industrial and municipal wastes, a drift of population to the cities and growing air and water pollution. But the socialist nations are said to be distinguished from the capitalist countries in implementing systematic government control over all forms of pollution, providing recreational zones for the population at large, expanding a network of natural areas with conservation and amelioration of flora and fauna, and carrying out a broad program of transformation of nature designed to make optimal use of resources and to conserve and ameliorate the environment.  相似文献

在气候极端干旱的塔里木盆地 ,人类开发利用水资源 ,使水资源消耗由以自然生态为主转向以人工绿洲生态为主 ,从而使生态环境发生相应变化 ,这种变化的基本规律是 :沙漠化与绿洲化并存 ,互有消长 ,“人进沙退”和“沙进人退”皆有 ,但以沙进人退为主。上游灌区引水增加 ,人工绿洲由原先多分布在河流下游三角洲向山前平原推进 ,面积不断扩大 ,使这里生态环境改善。河流中、下游由于水量减少 ,古代绿洲衰亡 ,天然植被退化 ,沙漠化扩大 ,使生态环境不断恶化。而处于沙漠和绿洲之间由林地、草地和自然水域构成的过渡带不断缩小 ,防护功能不断减弱 ,形成了沙漠危逼绿洲的严峻态势。  相似文献

The Sarykamysh depression of Soviet Central Asia, southwest of the Aral Sea, has begun to fill with water since around 1960 after having lain dry for 350 years. As of 1976, the lake, fed mainly by irrigation drainage water from the nearby Khorezm (Khiva) oasis, had grown to 2,000 km2, with a depth of at least 40 m. The depression was receiving 4 to 4.5 km3 of water a year and continued to fill. While the appearance of such a large body of water in the desert would appear in itself to be a positive development, the question is raised whether the water would not be put to better use by being directed toward the Aral Sea.  相似文献

Despite rapid industrialization since World War II, Central Asia is still far from exhausting its potential for industrial development based on abundant mineral resources, fuels and energy, and on the most favorable manpower supply of any of the Eastern regions of the USSR. The only limiting factor in economic development is water. In light of the region's resource situation, future development should focus on a diversified industrial expansion involving activities with limited water and metal needs (in the absence of a major regional iron and steel plant) or medium or high energy and labor requirements. This would include nonferrous metals, chemicals (except for those posing a water pollution problem) and expansion of the region's cotton-based production complex, ranging from irrigated cotton culture to finished fabrics.  相似文献

This paper is a brief investigation of one of the outstanding problems in Chalcolithic archaeology in the Negev desert of Israel: that of the spatial distribution of sites and the possible relationships between these sites that may be inferred. Although the region is rich in archaeological data for the Chalcolithic period, very little work has thus far been undertaken in terms of the quantification of the archaeological data – a necessary prerequisite for complex spatial analysis. Nevertheless, simple analysis of settlement patterns using the data presently available for 403 Chalcolithic sites in the Negev is given as an example. Autocorrelation tests measuring clustering and dispersion of sites show that the overall impression of clustering is a factor of access to farming land, water, grazing and Mediterranean maquis, but that smaller scale analysis suggests that settlement patterns were essentially random. This makes it difficult to argue in favour of settlement hierarchies or structured settlement of any kind.  相似文献

Today there is a pervasive policy consensus in favour of ‘community management’ approaches to common property resources such as forests and water. This is endorsed and legitimized by theories of collective action which, this article argues, produce distinctively ahistorical and apolitical constructions of ‘locality’, and impose a narrow definition of resources and economic interest. Through an historical and ethnographic exploration of indigenous tank irrigation systems in Tamil Nadu, the article challenges the economic-institutional modelling of common property systems in terms of sets of rules and co-operative equilibrium outcomes internally sustained by a structure of incentives. The article argues for a more historically and politically grounded understanding of resources, rights and entitlements and, using Bourdieu's notion of ‘symbolic capital’, argues for a reconception of common property which recognizes symbolic as well as material interests and resources. Tamil tank systems are viewed not only as sources of irrigation water, but as forming part of a village ‘public domain’ through which social relations are articulated, reproduced and challenged. But the symbolic ‘production of locality’ to which water systems contribute is also shaped by local ecology. The paper examines the historical and cultural production of two distinctive ‘cultural ecologies’. This serves to illustrate the fusion of ecology and social identity, place and person, in local conceptions, and to challenge a currently influential thesis on the ecological-economic determinants of collective action. In short, development discourse and local actors are seen to have very different methods and purposes in the ‘production of locality’. Finally, the article points to some practical implications of this for strategies of ‘local institutional development’ in irrigation.  相似文献

Abstract

This paper reviews the evidence of desertification as reported in the scientific literature by ecologists, meteorologists, hydrologists, archeologists and various other disciplines. There is not as yet full agreement as to the extent and causes of this phenomenon. World wide climatic changes have been cited as causative factors, but the influence of man is still considered by most investigators as the dominant cause, possibly exacerbating cyclic climatic changes. Deserts, semi-arid and marginally productive areas vary greatly in extent and for different reasons.

Results of research and development have indicated that the enlightened intercession of man can contain and reverse this process. Sound management and conservation of existing land and water resources seem to be the basic needs and are perhaps the easiest technology to transfer to the desert farmer and nomad. The introduction of drought-hardy tree and bushes of economic value to bind drifting sand dunes and to regenerate overgrazed pastures have also proven their value. Recent research has shown the possibility for better utilization of water resources including brackish water for irrigation of agricultural crops.

Many other fields of technology are being applied to this problem, but the major focus will undoubtedly have to be on man himself and there has been some research on social organization, nomadism and sedentarization, technology transfer, population control, directions of education and a host of similar problems. Much more work will have to be channelled into this direction, however, if real progress is to be attained.  相似文献

An early 1949 version of Davydov's grandiose scheme for diverting water from the Yenisey and Ob' Rivers to Kazakhstan and Central Asia via the Turgay Gates and the Aral and Caspian Seas in order to stabilize the level of the Caspian, expand the irrigated acreage of Kazakhstan and Central Asia, generate abundant hydro-electric power, provide a cheap water transport route between Siberia and Central Asia, eliminate sukhovei (dry winds) at their source, and ameliorate the continental climate of Western Siberia, Kazakhstan, and Central Asia. The plan reflects the anthropocentric “transformation of nature” and the large-scale “great projects of communism” drives of the late Stalinist period. The translation was prepared by James R. Despite its analytic deficiencies and the doctrinaire purposes it has been made to serve, the rational choice approach to political analysis can have considerable explanatory value. Kazakhstan and Turkmenistan have been home to the most impressive urban development projects in the entire post-Soviet world. Their capitals, Astana and Ashgabat, now boast uniquely monumental architecture and local leaders have invested heavily in ‘green belt’ projects to surround the cities with lush vegetation, as well as developing green and water-laden public spaces. In doing so, elites have drawn on Soviet-era ‘garden city’ idealism, as well as more recent environmental sustainability narratives. Yet these schemes are anything but sustainable. Unfolding on the arid Central Asian steppe, they depend on heavy irrigation, with water diverted from rivers that already fail to meet regional demands. Employing a comparative approach, I ask why and with what effect state planners have sought to craft Astana and Ashgabat as spectacularly green ‘urban oases,’ when their local climates should defy the logic of sustainability. In so doing, I consider urban greening in the two countries as part of a wider phenomenon of statist schemes to green the desert, which have a long and diverse history. Extending the literature on desert greening, I argue that the structural violence they manifest and perpetuate is best understood by attending to how they operate as a form of spectacle.  相似文献

The paper contributes to notions of ‘hybrid’ historical geographies of irrigation by focusing on contested visions for irrigation in the Lower Rio Grande Valley of Texas. Adding to geographical work using biography, notions of performance, and racialized landscapes, the paper analyzes debates between John Shary and Charles Pease. Shary and Pease were protagonists, respectively, of pumping water from the Rio Grande and a gravity scheme reliant on action by the U.S. Bureau of Reclamation. The pumping system survived; the gravity system was never constructed. However, the debate between Shary and Pease illustrates tensions within the Anglo elite. The analysis focuses on three early-twentieth-century moments. The first is a 1918 crisis in Shary’s irrigation company, followed by a 1927 debate between Shary and Pease over the flaws of the pumping system and benefits of gravity irrigation. Finally, the paper focuses on Shary and Pease’s constructions of racialized landscapes that subordinated Hispanics as voters to be utilized for Shary’s accumulation strategy, or as ‘non-water users’ that should be excluded from water politics. The paper argues that Shary and Pease projected similarly exclusionary social visions onto the irrigated landscape in spite of their differences on irrigation systems.  相似文献

A set of principles for a geographical research program relating to the future impact of major interbasin water transfers is outlined. Such a program, evaluating the impact of proposed tranfers both in the European USSR and in the Midland Region of Western Siberia, Kazakhstan and Central Asia, should be based on the following considerations. Noneconomic criteria, such as the environmental impact of water transfers, must be given as much attention as economic and engineering criteria. Experience suggests that any measures designed to protect or ameliorate the environment, for example, inland fisheries, should precede actual water-project construction by at least 15 to 20 years. North-south transfers should be so designed as to benefit both the northern region, from which water is to be withdrawn, and the southern region, where water resources are to be enhanced. The problem of interbasin transfers should be accompanied by a program of intensification of water use, measured by a reduction of water input into the economy per unit of output. Water use can be intensified by such measures as shifting grain production from south to north and building irrigation reservoirs in Central Asian mountains to regulate runoff.  相似文献
