Possible future USSR agricultural productivity, given a global warming scenario, is assessed on the basis of paleoclimatic reconstructions for optima of the Holocene and Mikulino interglacial, which may be analogs of the man-modified warm climate of the future. The calculations were made using a dynamic model of grain yields for 94 territorial units, for the most part coincident with the boundaries of oblasts. Three different indicators, which suggest that the warming trend of climate will be generally favorable for agriculture in the European USSR, are analyzed. The paper also provides insights into current spatial patterns of agricultural productivity. The history of variations of the level of the Aral Sea from the most ancient times is reviewed and much useful information presented on natural regimes of the Aral's tributary rivers, the Amudar'ya and Syrdar'ya; the natural high- and low-water cycles of the Aral; and historical episodes where natural or human events diverted the Amudar'ya's flow westward into Lake Sarykamysh, which served as a kind of “alternative Aral” during these situations. Thus, the present decline of the Aral and growth of Sarykamysh can be viewed as just one cycle (albeit man-modified) of an Amudar'ya-Aral-Sarykamysh drainage system. The author argues in favor of redoubled efforts at improving access to transportation and communications as the most effective means of government intervention promoting a “level playing field” for disparate territorial units under “regional khozraschet.” He maintains that such an approach does not remove incentives for innovation and productivity at individual enterprises, but helps eliminate the disadvantages of peripheral production enterprises relative to those of “central” areas. A scheme is proposed whereby increasing overall (intermodal) transportation accessibility would be the objective, rather than maximizing narrowly based microeconomic efficiency criteria for various transportation ministries. Since 1978 the Left Front government in West Bengal, led by the Communist Party of India (Marxist) — CPI(M) — has pursued a strategy of decentralized planning through locally elected panchayats (councils) in the countryside. The stated ideological commitment of the CP1(M) is to support and eventually empower the poor and oppressed and this has resulted in Panchayati Raj assuming the status of not just a state sponsored decentralization strategy, but the institutional forum for the mobilization of the poor and the expansion of the party's base. However the CPI(M)'s strategy is to some extent ambiguous in that it combines a need to maintain an electoral status as a party leading a state government within the Indian Union and a political status as a party promoting the conditions for, and the transition to, a people's democracy and thereby socialism.  相似文献

Land use in Scotland's countryside is currently an issue of major public concern, largely because of a sea-change in agricultural policy which seemslikely to lead to the withdrawal of some land from agricultural use. In addition, there has been concern about the scale of upland afforestation, about land availability for housebuilding, and about claims on land for conservation and for rural development. The articles describes the extent of environmental pollution in Greater Yerevan (pollution of air, water, and soil, noise pollution). Conflicts of nature management are revealed, the state of the environment is analyzed, and measures for resolving environmental protection are outlined. Among the interesting revelations are the fact that pollution from chloroprene rubber production in the city remains a major problem, in spite of the fact that production has switched from a calcium carbide-based to a butadiene-based technology and that nearly half of the basin's rayons (5 of 11) are reported to lack wastewater treatment facilities. An essay devoted to improving the present system of oblasts, krays, ASSRs, etc. (i.e., political administrative units) focuses on current imbalances among these units in terms of size, population, etc. and their spatial incompatibility with emerging territorial production complexes. Historical factors contributing to current problems in territorial administration are outlined. The deteriorating economic situation Kyrgyzstan provides an argument against the past selective development of republic economic profiles and for the need for a rational pricing system for raw materials and manufactured goods. The authors maintain that once realistic prices of Kyrgyzstan's products are established and republic authorities have the opportunity to make its production structure more rational, the republic could represent a net income donor to an all-Union budget. The campaign of rural reconstruction during the republic period was a comprehensive exploration of the changes in the traditional countryside. It establishes that the transformation of the countryside is a key issue in China’s modernization and attempts to find an effective way to connect the two. In political transformation, it promoted the system of democratic autonomy; in the transformation of agricultural economy, it advocated a joint-stock system with enterprise and market features; in the transformation of farmers’ quality, it tried to equip the farmers with basic modern cultural and technological knowledge. In the Social Contract, Rousseau predicted that Europe would experience a cycle of increasingly intense wars, culminating in invasion from the east: first, Russia would conquer Europe's exhausted and war-torn states; then, Russia would itself become overextended and Europe would ultimately be overrun by the Tartars. The future of the modern state would be a version of the fall of Rome. The present essay provides an explanation of why Rousseau held such apocalyptic views by placing them in the context of projects to reform Europe's political economy in the aftermath of the Seven Years’ War. In 1767, when Catherine the Great was planning a major revision of the Russian legal code, she outlined her goals in a manifesto called the Grand Instruction, key sections of which were derived from Montesquieu's analysis of depopulation of the countryside caused by uncontrolled industrialisation. The Grand Instruction became the subject of a critical exchange between the Physiocrat Le Trosne and Diderot, who, drawing upon Rousseau, was by turns both sympathetic to and sceptical of Physiocracy. This discourse reveals a triangular debate about the possibility of stabilising the international order by imposing a balance between the agricultural and manufacturing sectors of Europe's rapidly growing economies.  相似文献

Protest politics in the French countryside centred on broad criticism of the authority and policies of the EU. The activities of Coordination rurale on the right of French politics in 1992, and Confédération paysanne on the left since the 1980s, reflected rising rural discontent. Syndicats agricoles drew on the anger of farmers who saw agricultural politics focus on decisions by the EU and the French government to allow market priorities to transform the countryside. The often violent reaction to EU-negotiated changes imposed on French agriculture challenged legitimate authority: a sign of rising Euroscepticism in rural areas in the 1990s. The unions did not persuade politicians to accept alternative forms of agriculture but their actions challenged the future of the Common Agricultural Policy (CAP), further integration and enlargement of the EU.  相似文献

Abstract

The National Trust has acquired, by virtue of its extensive countryside land holding, a large number of sites which demonstrate much of the history and development of agriculture in Britain. This paper will provide a summary review of the range of such sites, including farms and vernacular farmsteads with their wide range of specialist activities, the 'model' industrialised farms of the late eighteenth and nineteenth centuries often associated with country house estates, and the sites where the processing of agricultural products took place, particularly watermills, windmills, and textile producing works. Reference will also be made to some of the rural life collections, including agricultural machinery and other artefacts which the Trust owns. This paper cannot be comprehensive, but will seek to raise some of the issues which the curation of such a diverse collection raises.  相似文献

Combining the literature on ‘city systems’ and its intermediary spatial categories with the discourse on ‘socio-technical’ hybrids, this article examines whether the early rural–urban condition in Belgium was the planned spatial outcome of infrastructure policy. More specifically, it analyzes the dialectic between the conception of light railways and the geographies of power, tracing its impact on the spatial organization of the territory. In 1911 the British sociologist Seebohm Rowntree stated that Belgium had gone further than any country in supplying its working class with gardens. The dense Belgian railway network encouraged workers to commute between land and labour, travelling from their homes in the healthy countryside to work in urban factories and mines. Despite the agricultural crisis and accelerating industrialization in nineteenth-century Belgium, infrastructure policy had resulted in a peculiar territorial balance between city and countryside by transforming agricultural labourers and farmers into industrial workers without forcing them to leave their ancestral villages. Rather than nostalgically clinging to a disappearing countryside, the government harnessed the modern technology par excellence, combining rails, steam and state management, to safeguard the country as well as to facilitate modern dynamic. Countryside preservation and accelerating industrialization were reconciled in a reshaped configuration that rendered the countryside and its inhabitants simultaneously rural and urban, traditional and modern. As most literature situates the genesis of rural–urban landscapes after the First and Second World War, this article on late-nineteenth-century Belgium adds a further facet to the recently growing international research on hybrid territories within the fields of urbanism and geography.  相似文献

Organizing rural workers has always proved to be a challenge for the labour movement. This was especially the case in Scandinavia where well into the industrial era, labour and property relations in the agricultural countryside remained essentially feudal in character. Nonetheless, and especially in the rich agricultural districts of the southernmost province of Skåne, the Swedish labour movement had succeeded spectacularly by the interwar years. Perhaps unintuitively, a key to its success was that it focused as much money and energy on constructing new spaces of culture and leisure – so-called People's Houses and People's Parks – as it did to direct workplace organizing. Drawing on Kevin Cox's concepts of “spaces of dependence” and “spaces of engagement,” this paper explains how and why Sweden's labour unions succeeded in remaking Skåne's political geography and transformed the region into one of the strongest social-democratic districts in early-twentieth century Sweden.  相似文献

Using the political culture analysis method, this paper discusses the origin, contents and functions of the agriculture encouragement system of the Song dynasty, which originated from the pre-Qin period (221–207 BC). The main content of this system in its early stage is that in the early Spring days, the king symbolically ploughed a piece of land near the suburbs of his capital in order to send to his subjects a clear message of the importance he attached to agriculture. It was expected that peasants would be encouraged by his majesty’s guidance, and thus agricultural production of the countryside would be promoted. With the rationalization of the political system since the Qin period, agricultural encouragement gradually became a routine work of the Chinese governments at different levels. Under the Northern Song dynasty (960–1127), “agricultural encouragement envoy” was added to the official rank of heads of counties and prefectures. They each were required to take the responsibility of persuading peasants in their jurisdiction to work harder in the field. The actual work as an “agricultural encouragement envoy” in the Song dynasty was to go to the countryside to reward peasants with food and wine in early February, and to write an essay to express his encouragement, and to distribute it to the peasants. Formalistic as it is, the agricultural encouragement system is a typical manifestation of the traditional Chinese political culture. The study of the relationship between town and countryside in medieval Catalonia is still in an early stage. This article examines how Perpignan, the second most populous Catalonian town by the second half of the fourteenth century, extended its influence over the countryside of northeastern Catalonia through the sobreposats de la horta. Although they were the heads of the guild of Perpignan's agricultural labourers, the sobreposats de la horta acquired a broad jurisdiction over cases involving damage to property, and thus became responsible for protecting the rural interests of Perpignan's citizens more generally. First mentioned in 1339, the sobreposats de la horta continually encountered seigniorial and other opposition, but their powers steadily increased between their initial appearance and the 1380s, as did the control of Perpignan's consuls over them. However, the very success of the sobreposats de la horta necessitated a series of reforms, largely the work of Perpignan's consuls, from the 1380s onwards. These reforms attempted to restore the earlier efficiency of the sobreposats de la horta, to eliminate abuses of office, and even to limit the power of the sobreposats de la horta, whose growth the consuls had done so much to foster previously.  相似文献

This article treats three themes: how Labour planned and fought the 1929 election, to whom it appealed and the results. It draws upon the MacDonald Papers, National Executive Committee minutes, the Daily Herald, London News, Labour sources in book form, electoral materials and secondary sources. It discusses the party's tactics and strategy for progress, funding and influences on its campaign. Such influences included the 1927 Trade Union Act, the Cheltenham agreement (1927) with the Co-operative Party and the appearance of the Liberal counter-cyclical economics proposals. The article argues that Labour's perceived base was wider than expected. Women and the rural classes, including farmers, were emphasized as target groups. Labour thought the key to a majority lay in the countryside. An investigation of the results from 1929 seems to imply this was not strictly the case, but there was a number of such constituencies which Labour was close to gaining. The Liberal revival helped Labour in the rural areas. Central planning was a light touch in 1929. It did, however, involve setting the framework for the campaign and making policy on all of the matters referred to above.  相似文献
