ABSTRACT Understanding the impact of road investments on deforestation is part of a complete evaluation of the expansion of infrastructure for development. We find evidence of spatial spillovers from roads in the Brazilian Amazon: deforestation rises in the census tracts that lack roads but are in the same county as and within 100 km of a tract with a new paved or unpaved road. At greater distances from the new roads the evidence is mixed, including negative coefficients of inconsistent significance between 100 and 300 km, and if anything, higher neighbor deforestation at distances over 300 km.  相似文献

The rapid growth of Soviet cities is converging toward a hierarchy similar to that of the United States. The numbers of aggregate populations of metropolitan centers by five size categories in the two countries are compared for growth and change from 1939 to 1976. Also, nine Soviet urban regions are identified, mapped, and correlated with comparable American groupings. Growth rates of Soviet metropolises are normalizing with less recent variation as compared to the 1939–59 period, a trend that parallels the one in the United States. Also, it appears that certain functions, such as administration and transportation, are stabilizing factors in urban growth. Governmental policies of investment in underdeveloped regions, balanced growth and diversification may be partially thwarted by five-year planning goals that have stimulated supragrowth in large cities of the South and East. However, it seems likely that increasing mobility, amenities and the expansion of consumer goods and services will produce a reversal of trends toward higher growth rates in the metropolitan centers of the West. Projections to the year 2000 suggest that Soviet metropolises will have a larger share of the national population and a more uniform growth pattern than those in the United States.  相似文献

The impact of the Baikal-Amur Mainline on accessibility to resource sites in East Siberia and the Soviet Far East is measured. At the present time, a little more than one-half of the developed southern portion of the region lies within 200 km of the Trans-Siberian. As a result of the construction of the BAM, nearly 75 percent of the area will be within 200 km of the nearest railroad. The gains in distance to the nearest railroad are mapped, and show a maximum gain (of 420–450 km) in an area northeast of the northern tip of Lake Baikal. Although the BAM, because of difficult terrain, is still distinguished by a high coefficient of sinuosity (compared with the great-circle distance), it does represent a gain over the present distance from the Pacific coast to points west of Lake Baikal.  相似文献

In light of the renewed stress on the creation of territorial-production complexes during the current five-year plan (1976–80), a prominent economic geographer reviews the Soviet approach to such complexes, with particular emphasis on lower-level intraregional entities, combining a series of interrelated productive and service activities as well as population (as the source of labor) into an integrated whole. The cost benefits that can be derived from common engineering communications, transport lines and support industries are discussed in detail. A simple classification distinguishes industrial complexes, combined agricultural-industrial and industrial-agricultural complexes (depending on the predominant activity), combined industrial-transport complexes, and service complexes (in which research and development, education, and other service functions predominate). Meteor wind results obtained at 93–95 km altitude at seven sites, six in the Soviet Union and one in Antarctica, between 1965 and 1985 are reported. Attention is focussed on the amplitudes and phases of the semi-diurnal tide, showing a 22-yr oscillation, and of the generally weaker diurnal tide. The measurement results are compared with the results of theoretical models.  相似文献

The Council for the Study of Productive Forces, the preplanning economic research agency of the USSR, has completed a general outline for economic development of the Soviet Union over the period 1971–1980. The general outline contains sections devoted to particular sectors of the economy, to particular republics and economic regions, and to major areal development complexes. It is the result of a five-year effort that involved 20,000 scholars and technicians associated with 560 research and planning agencies. The present paper deals with the fundamental principles that guided the drafting of this 10-year development program, which has not been published. The paper focuses on five aspects that have been of particular relevance in resolving location problems: (1) the accelerating rate of scientific and technical progress, (2) the assuring of the proper territorial proportions in economic development, (3) the formation of new regions and economic complexes, (4) new problems in the man-nature relationship, notably environmental pollution, and (5) the close relationship between systems of settlement and the location of development projects.  相似文献

In the absence of Soviet statistics on commuting it is estimated that, as of the late 1960's, at least 10 million people commuted to work or study in the Soviet Union, or about 12 percent of the number of public-sector workers and students. Sample surveys have shown that commuting is found not only in the suburban zones of large cities, but also around small towns, and that it involves as many as 3 million residents of rural areas who travel to work in urban places. The maximum commuting radius in the Soviet Union appears to be about 50 km, with the number of commuters dropping off sharply beyond that limit. In terms of social composition, commuters tend to be mainly young men of relatively low skills. An assessment of commuting, from the Soviet point of view, lists both positive features, such as the fuller use of labor resources around a large urban center, and negative features, such as the unproductive loss of time involved in commuting over long distances.  相似文献

The Soviet Union had tied Finland to its security system through the Treaty of Friendship, Cooperation and Mutual Assistance (FCMA) signed between the two in 1948. As the Soviet Union began to disintegrate at the end of the 1980s, Finland exited the Soviet sphere of influence – the region controlled through a system of bilateral and multilateral agreements. This article analyses the Soviet–Finnish negotiations to discard the FCMA treaty as a case study of the changing Soviet European neighbourhood policy. It gives important insights into the disintegration of the Soviet foreign policy mechanism during the Gorbachev era as it elaborates on both the intra-bureaucracy conflicts between the Kremlin and the Soviet foreign ministry, MID, and later between the Soviet central government and the Russian republic. As Finland was part of the Soviet security system, analysing Finland's exit from it sheds light onto the crucial change that took place in the Soviet foreign policy doctrine during the perestroika years. The Gorbachev leadership's decision not to defend its sphere of influence with force paved way for the upheavals of 1989 which led to the Cold War's end.  相似文献

In 2011, the Russian government, in order to mark the 100th anniversary of Swedish Diplomat Raoul Wallenberg, decided to allow one Swedish researcher to go through the diplomatic correspondence in cipher between the Soviet Embassy in Stockholm and the Soviet Foreign Ministry during the years 1944–1947. This article presents some of the major findings on Wallenberg and discusses whether parallel paths of Soviet encrypted communication between Moscow and Stockholm may still be harbouring additional information on his case. The ciphers cannot provide us with any conclusive answers on the Soviet motives for arresting Wallenberg, or his ultimate fate. They do, however, provide us with unique insights into how the matter was handled on both the Soviet and Swedish sides.  相似文献

A parachute-borne gridded spherical probe has been used to measure the total positive ion density. Two launches were made, using Soviet M-100 rockets, on 22 and 29 April 1987, at 1200 UT, from an equatorial station, Thumba (8°N, 76°E) India. Data were obtained for the altitude region 10 to 80 km. A broad maximum around 15 km and a broad minimum around 60 km have been noticed in the ion current profiles obtained in both flights. The theory of the operation of the probe has been given. A detailed discussion of the results obtained has also been included.  相似文献

The Soviet program to proceed from further expansion of the grain area in the semi-arid steppe zone to intensification of graingrowing in the humid Nonchernozem Zone after decades of neglect is considered a landmark decision in the history of Soviet agriculture. If successfully carried out, the Nonchernozem program might yield by the late 1980s a grain increment equivalent to the amount now being imported by the Soviet Union for its own needs and for re-export to its allies. The implementation of the Non-chernozem program would also have consequences for regional grain-production patterns in the Soviet Union. The Nonchernozem Zone would be in a position to make a more significant contribution to the demand for grain in the industrial centers of European Russia, thus easing the pressure on the virgin lands of northern Kazakhstan and reducing the need for the present long grain hauls. Finally, a greater shift of grain production into the humid Nonchernozem would be in keeping with a program of water economies since grain output in the humid zone requires less than half of the water needed for grain production in the arid zone. The success of the Nonchernozem program is conditioned on greater attention to the development of rural infrastructure, particularly roads, which the author considers a key element in upgrading the agriculture of the region.  相似文献

ABSTRACT

This paper focuses on official Soviet attitudes towards ‘ecological crisis’ and the rhetoric developed to address it. It analyses in particular the discussions in the Soviet Union that followed the publication of the Club of Rome report Limits to Growth (1972). It contributes to the better understanding of the debate around resource scarcity in a framework of so-called ‘ecological crisis’ as it was conceptualized in the late 1960s to the mid-1970s. It is based on the analysis of writings by the Soviet geophysicist Evgenii Fedorov (1910–81) who was among the few Soviet members of the Club of Rome and thus had direct access to contemporary Western scholarship. The paper explores how such rhetoric accepted and reconceptualized the notion of crisis for use in both domestic and international environmental politics and the associated advancement of technology as the most effective remedy against resource scarcity. Fedorov largely built his ideas on Soviet Marxism and Vladimir Vernadsky’s concepts, which preceded the current notion of the Anthropocene. In addition, his experience in nuclear projects and weather modification research –– both more or less successful technocratic projects – gave him some kind of assurance of the power of technology. The paper also provides some comparison of the views of the problem from the other side of the Iron Curtain through a discussion of the thoughts of the left-wing American environmentalist Barry Commoner (1917–2012), which had been popularized for the Soviet public by Fedorov.  相似文献

The association of sporadic ion and sporadic sodium layers in the low-latitude, 90–100 km altitude region suggests that we must look beyond the windshear theory for details of the formation mechanism of sporadic layers in the 80–150 km altitude region. We present evidence, including specific 85–105 km results from the AIDA-89 and the ALOHA-90 campaigns, that 80–150 km altitude sporadic layers—including sporadic sodium layers—are generated in a complex interplay of tidal and acoustic-gravity wave (AGW) dynamics with temperature-dependent chemistry where wave-produced temperature variations are both adiabatic and dissipative or turbulent (non-reversible) in origin. We suggest that layering processes are best studied with an instrument cluster that includes sodium and iron lidars, MST radar (turbulence), incoherent scatter radar (electron concentration and winds), meteor radar techniques (winds), passive optical/IR imaging techniques, and appropriate rocket payloads to study a significant volume of the 80–150 km altitude region. We introduce the concept of volumtric radar and lidar techniques.  相似文献

Recent developments in the Soviet Union's program of national thematic mapping and regional complex mapping are reviewed. A comprehensive mapping program along these lines, formulated in 1969 by GUGK, the government planning agency, has not been implemented. National thematic maps in the Soviet Union continue to be compiled by individual government agencies without coordination and without uniformity in legend and design, so that comparability is made difficult. The only thematic GUGK maps now being prepared are concerned with two long-term regional development programs in the Soviet Union–the rural development plan for the Nonchernozem zone of the European RSFSR and the construction of the Baykal-Amur Mainline (BAM) railroad in the Soviet Far East. The need for a comprehensive and coordinated program of national thematic maps and regional atlases or map series is once again stressed in connection with economic planning and environmental problems, and a program of continuously updated regional atlases, based on digital data banks, is proposed. Suggestions are also made for the coordination of thematic maps at the international level.  相似文献

Trends in per capita production of basic raw materials and industrial products in the Soviet economy since 1951 are analyzed, and the stagnation, or outright decline (per population), in a number of sectors is demonstrated for that period. No single explanation is advanced for the declines, which can be attributed, in part and in specific cases, to depletion of more accessible resources and/or organizational problems (oil, timber, coal), to the effort to use materials more effectively in construction (steel, cement, wood), and to substitution of alternative sources of energy (peat, wood, and, until recently, coal).  相似文献

The goal of this essay is to analyse some cultural antecedents of stereotyping of Arabs by immigrants to Israel from the former Soviet Union. The material used in the essay is part of larger project devoted to personal narratives of the immigrants of the 1990s. It is based on 115 in‐depth interviews. Unlike Oriental Jews who had lived side‐by‐side with Arabs before emigrating to Israel, Soviet Jews had had no contacts with them in the “Old Country.” While Arabs have always populated the folklore of oriental Jews, Soviet Jews have formed their attitude on the basis of the mass media (both Soviet and Israeli) and on limited personal contact after immigration. Immigrants who have had no personal contacts with Arabs perceive them as hostile Others, and transfer to them the negative stereotypes formed in the USSR. A more contradictory image evolves on the basis of personal experience; some narrators make parallels between Israeli–Arab and Russian–Chechen conflicts, while others perceive the situation of the Arabs in Israel as similar to the discrimination Jews had suffered in the USSR.  相似文献

A formula is developed for computing the requirements for mobile service units, such as traveling stores, repair shops, and clubs, in various types of rural settlement patterns. The formula takes into account the character of the service rendered, the number and density of the places to be served, the state of the roads, climatic conditions, and other factors. Mobile-unit requirements are found to increase with a decline in the average population, in places to be served, and in density of places. The requirements are highest in remote range-grazing lands in the southern Soviet Union.  相似文献

The article sets out to map militant Soviet solidarity with the Republicans during the Spanish Civil War (1936–9). It is based on recently declassified letters that ordinary Soviet citizens addressed to the Comintern, asking its head, Georgi Dimitrov, to send them as volunteers to fight against Fascism in Spain. The articles evaluates the social profiles of these would-be volunteers, their rhetoric of militant solidarity and the social climate in which they formulated their pleas to fight abroad – namely the onset of Stalin's purges in the Soviet Union.  相似文献

Mean winds at 60–90 km altitudes observed with the MU radar (35°N, 136°E) in 1985–1989 are presented in this paper. The zonal wind at 70 km became westward and eastward in summer and winter, respectively, with a maximum amplitude of 45 m s−1 westward in early July and 80 m s−1 eastward at the end of November. The meridional wind below 85 km was generally northward with the amplitudes less than 10 m s−1. In September to November, the meridional wind at 75–80 km becomes as large as 20–30 m s−1. Those zonal wind profiles below 90 km show good coincidence with the CIRA 1986 model, except for the latter half of winter, from January to March, when the observational result showed a much weaker eastward wind than the CIRA model. The height of the reversal of the summer wind from westward to eastward was determined as being 83–84 km, which is close to the CIRA 1986 model of 85 km. The difference between the previous meteor radar results at 35–40°N, which showed the reversal height below 80 km, could be due to interannual variations or the difference in wind measurement technique. In order to clarify that point, careful comparative observations would be necessary. These mean winds were compared with Adelaide MF radar observations, and showed good symmetry between the hemispheres, including the summer reversal height, except for the short period of eastward winds above Kyoto and the long period over Adelaide.  相似文献
