Passenger traffic between places is assumed to be a function of distance and of the population of corresponding places. Formulas are derived to compute passenger flows between places both on scheduled bus routes and occasional means of conveyance. The calculated results are checked against actual passenger traffic along the motor roads of Gorno-Altay Autonomous Oblast, a major civil division in the Altay Mountains of southern Siberia. The calculated values were generally confirmed by actual passenger counts. Discrepancies were associated mainly with differences in location of places. Places along roads with a high traffic intensity were found to have scheduled passenger flows below the calculated magnitudes, presumably because of the greater opportunities of obtaining rides on occasional passing vehicles. Places on secondary roads were found to have scheduled passenger flows somewhat in excess of the calculated values.  相似文献

A regional review of existing and planned irrigation projects in the desert zone of the Soviet Union envisages the use of water from the Siberian streams in the northern section of the desert zone. For increased water supplies in the south, the author looks to other potential sources such as artificial increases of precipitation in the mountains of Central Asia, elimination of wild growths of water-loving plants, and technological advances that will make possible the economical desalting of water from salt lakes and of mineralized subsurface waters.  相似文献

The desert zone of the Soviet Union is assuming an increasingly important role as a source of mineral resources, especially oil and gas, and as a region of stock herding, including the valuable karakul sheep. Lack of water and shifting sand are the principal development obstacles. A detailed survey of the location and scope of radionuclide contamination in the former USSR examines the character and spatial patterns of such contamination by source—e.g., commercial and military reactor operation (including reactors on submarines and icebreakers); uranium mining and enrichment; plutonium production; nuclear waste storage and disposal; and “peaceful” nuclear explosions and nuclear weapons tests. A basin-by-basin survey of water-borne freight movements in Siberia. The Ob'-Irtysh basin has gained in significance with the development of its oil and gas resources, and further expansion of water transport depends mainly on construction of additional cargo-handling facilities. In the Yenisey basin, the construction of large hydroelectric dams tends to provide an important deep-water route between Lake Baykal and the sea, but no ship locks are being provided in most of the dams. The importance of the Lena basin has been enhanced since 1951 by the construction of the Tayshet-Lena railroad, providing direct access to the upper Lena from the Trans-Siberian main line. Cargo destined for the north coast of Siberia now moves increasingly through the Lena basin instead of over the Northern Sea Route. The Amur River continues to play an important transport role (especially for lumber and coal movements) even though large segments of the stream are paralleled by the railroad.  相似文献

The authors urge a zonal specialization of agriculture within the countries of the Socialist camp, particularly the CEMA grouping. Bulgaria, which supplies tobacco, grapes, early vegetables, and fruits to other countries, in cited as an example. A review of potential local fresh-water sources in the deserts for the use of livestock herds, herders' settlements, and extractive and other industrial enterprises. One of the most promising approaches is held to be the use of takyrs [clay pans] as catchment areas for ephemeral runoff of precipitation, which is then directed into natural aquifers or artificial underground storage cisterns. Another potential source of water is large perched ground-water lenses that could be tapped by paired wells to prevent the intrusion of salt water from below. The administrative centers of rayons (county-type civil divisions) are viewed as key elements in the provision of services in the USSR. The effectiveness of rayon seats as service centers is analyzed in terms of the category of places serving as rayon seats (small cities; urban-type settlements [towns]; rural places), mean rayon population, area and radius, and the mean transport accessibility of the rayon center. The existence of a small city with a high level of services in a small rayon, as in the Baltic region, Belorussia, Moldavia and parts of the Ukraine, is viewed as optimal. Particular problems arise in Siberia and Kazakhstan, where the large size of rayons, low mean rayon population, big rayon radius and low transport accessibility combine to produce a low level of services. In such regions, a system of local service centers is advocated, with rayon seats performing the role of major regional centers.  相似文献

The economic development of the eastern regions, including Siberia and the Far East, Kazakhstan and Central Asia, has been hampered by manpower shortages (except in Central Asia) and the high cost of construction. However the generally more favorable conditions for resource development are viewed as a sound basis for further industrialization of the Eastern regions, focusing on fossil fuels and electric power and on industries consuming large amounts of fuel and power (nonferrous and ferrous metals, some chemicals, and forest products). In view of the need for integrated regional development, primary resource-based industries should be supplemented by some manufacturing, particularly heavy machinery industries and pulp and paper. Savings in construction could be achieved by investing in territorial-production complexes with interrelated industries and common engineering and transport systems.  相似文献

Economic development levels in the USSR are measured and mapped on the basis of an aggregate of three density parameters: the value of plant and equipment; the value of gross output, and population numbers, all per unit area. Data on the value of plant and on gross output are not available below the oblast level, and in the case of small oblasts in Central Russia, Ukraine and Belorussia, economic development levels within oblasts have been assumed to be relatively uniform. Large oblasts, especially in Siberia, required a further breakdown within oblasts, and in such cases the value of plant and gross output were allocated in proportion to population density. Economic development levels were graded on an eight-interval scale, but no absolute values were given. A related attempt to measure and map economic productivity was made by A. F. Burghardt, in his paper on “Income density in the United States” (Annals Assoc. Amer. Geographers, Sept. 1972).  相似文献

The predominance of individual migration and a lack of coordination among government agencies result in a situation in which migration in the USSR often works at counter-purposes, with people moving away from areas suffering from a labor shortage and into areas with a labor surplus. A system of economic measures is advocated to optimize Soviet migration patterns. Since differences in living conditions are the basic motive between migration, an effort should be made to establish relationships between region al living standards that would attract migrants to regions with a labor shortage and induce them to settle permanently, instead of taking temporary advantage of high wage rates.  相似文献
