Not My Taxes! Explaining Tax Resistance and its Implications for Australia's Welfare State

In discussing Australia's need to increase taxes to pay for future social security, Michael Keating worries that voters see taxes as a ‘burden’ and that ‘the link between taxation and citizenship has been broken’. This paper deals with the problem of tax resistance (preferring lower taxes even when tax cuts risk public services) for Australia's welfare state. First, I describe how two Australian fiscal institutions—a residual welfare system and visible income taxes—promote tax resistance among voters. Second, I draw on these insights to develop several explanations for tax resistance: voter self-interest, voter hostility to minorities, voter disengagement (low trust and lack of interest in politics), and individualistic attitudes. The main conclusion is that tax resistance in Australia is institutionalised, making it easier to mobilise interests around low taxes, and harder to advocate for alternatives. Results of multivariate analysis using AES 2004 data indicate that an ‘anti-tax coalition’ can build on three diverse publics; one of higher and middle-income earners attuned to self-interest, another hostile to welfare beneficiaries, and another ‘tuned out’ of politics and willing to support any call for tax cuts. Inevitably, the debate about the welfare state is shadowed by a debate about voter willingness to pay taxes that finance it.

'[...] But it's Not Like I Know Anything About Them!': Immigrants in the Museum in Finland

Abstract

Museum education has undergone a profound transformation from the ideals of the Enlightenment through modernism to those of postmodernism. Museum visitors are no longer perceived as passive receivers of information provided by experts but as active learners who freely construct their own meanings, driven by their personal motivation. Museum education is no longer about educating the masses but facilitating learners in their individual learning processes. Learning outcomes are no longer to be measured by the amount of new information absorbed in an exhibition but by more abstract things: improved quality of life, increased awareness of one's own identity, and better self-esteem or increased ability to cope in society. The question is: how can museums provide their visitors with such learning possibilities? This article presents three projects that have been carried out at the Aboa Vetus & Ars Nova Museum in Turku, Finland, to test methods and models for increased personal experience and involvement, especially in facilitating interaction and understanding between cultures. As a result of this it is proposed that exhibitions and their related activities should be planned in such a way that they facilitate the self-on — the individual's projection and associations through involvement of emotions — thus facilitating connections between the exhibition and contemporary life.

初来乍到,观海天一色就像美国人的一天离不开飞驰的车轮,塞班的一天离不开蔚蓝的大海.我们开着吉普车行驶在塞班的公路上,道路两旁满是油绿的凤凰树、椰子树.据说在二战期间,塞班岛被日军轰炸得寸草不生,日本战败后,美军用飞机播撒种子,经过约60年的时间,岛上才又生机盎然起来.随着坡度越来越接近海平面,眼前突然出现一片蔚蓝,深蓝色的海配以淡蓝色的天,海天相接,点缀着形状各异的白云.我坐在副驾驶上,开一罐冰芒果汁,看着窗外的景色,享受这在路上的生活.

Let's go for human testing of vaccine,says UNAIDS

This is a report on the first large-scale human testing of an experimental vaccine in the developing world; the trial was authorized by Thailand's Ministry of Health and supported by the UN program on HIV/AIDS (UNAIDS). This is a significant step toward the development of a safe and effective vaccine against HIV. However, the vaccine's potential for protecting people against HIV cannot be fully predicted. These multiple trials need to be conducted in developed and developing countries to test the efficacy against different HIV strains in different populations worldwide. The trial in Thailand will test the AIDSVAX vaccine developed by VaxGen, Inc. of California. AIDSVAX is not the first experimental AIDS vaccine to be tested in humans. Several vaccine candidates have been given to people involved in small clinical trials in the US. AIDSVAX has been found to be safe and to stimulate an immune response. Hence, it is the first vaccine test to proceed to large-scale human testing ("Phase III" or efficacy trials). There have been disagreements among researchers on which vaccine to use, but urgent needs must readily be addressed without compromising ethics and science.

Abstract

Although there are many migration theories that purport to explain why people migrate, many theologies and ethics of migration rely on neoclassical migration theory, which views migration solely as the result of poverty and unemployment in sending countries. This paper reviews various migration theories in order to argue that Catholic social teaching on migration has primarily relied on neoclassical theories of migration. This over-reliance on neoclassical migration theory has led to flawed policy recommendations and ethical analyses.

Christian ethics must respond to the reality of migration as described by migration systems theory, which suggests that migration systems are actually initiated by the policies of receiving countries, primarily colonial and organized guest worker recruitment. The ethical principles required to respond to migration are not only benevolence and hospitality. Christian ethics must begin by seeing migration as a problem of exploitative relationships between citizens and migrants.
