The relative importance and the spheres of influence of the urban centres within some specified region, such as a country, are intriguing topics of investigation. Webber (1964) indicated that the ordering of centres within a country is not possible, since “the spatial extent of each [urban] realm is ambiguous, shifting instantaneously as participants in the realm's many interest-communities make new contacts, trade with different friends, or read different publications.’ We suspect, however, that there is considerable order in the communication links among the larger centres within a country. For example, Canada's leaders in business, governments, and the arts tend to move through a hierarchy of centres to end up in Toronto, Ottawa, Montreal, Vancouver, or some other large city, depending upon the particular field in which they work. All urban centres are linked to Ottawa, which is at the apex of political power, and to large urban centres, such as Toronto and Montreal, which predominate in the economic realm. The major purpose of this paper is to derive a nodal structure for seventeen major Canadian cities, based on newspaper datelines. By utilizing these particular information flows, the analyses also shed light on possible differences between the anglophone and francophone communications networks. 相似文献

The distribution of foreign export earnings by area of origin is analyzed for the Russian Federation, to convertible and non-convertible currency areas, as well as for four major commodity categories. The paper focuses on identifying, because of Russia's narrow export composition, oblast-level units (and commodities) that contribute disproportionately to the Federation's overall convertible currency earnings. It then explores the implications of the extremely uneven spatial districution of such earnings for the Russian government's efforts to devise a workable formula for distributing export revenues between the “Center” and the localities. 相似文献

A General Program of Settlement in the USSR, worked out by the Central Urban Planning Institute, envisages a long-term evolution of settlement that would help ameliorate the quality of life, insure industrial development of small and middle-size towns and help protect the environment. Two alternative strategies are envisaged: (1) an extrapolative strategy that projects long-term trends on the basis of past experiences and would enhance agglomerative processes in Soviet settlement; (2) a normative, goal-directed strategy that would seek to foster the evolution of planned and regulated systems of interconnected urban and rural places, and would gradually transform the present agglomerations along the lines of such normative systems. The prospective distribution of settlement under both strategies is mapped. Under the extrapolative strategy, the urban population share in areas with agglomerated forms of settlement would reach nearly 70 percent over the forecast period compared with 44 percent in 1970. The normative, goal-directed strategy would yield 60 large interconnected urban-rural systems, centered on the country's largest cities and accounting for 53 percent of the total population; 170 middle-size systems, centered on moderately large cities and including 26 percent of the population; and 325 small systems, centered on small and middle-size towns and including 14 percent of the population. A paper devoted to the settlement system and the problem of rural population loss in that portion of West Siberia having a significant agricultural base takes issue with some implicit assumptions incorporated within the General Scheme of Settlement within the USSR. More specifically, policies calling for the deliberate, i.e., forced, resettlement of rural population in selected villages in order to provide economies of scale in rural services provision are criticized on two major counts: (1) that such “enlarged” settlements will still be too small to be allocated the necessary range of functions according to standard city-planning formulae, and (2) that they accelerate rural depopulation by serving as spring-boards for migration to still larger centers. The construction of the showcase Baikal-Amur Mainline (the BAM), which spans over 2,000 miles of unsettled, desolate territory, provides an excellent opportunity to study labor management and organization in a centrally planned economy, and illustrates the interplay of central planning with the relatively unhindered migration of workers. Significantly, in the face of a shrinking labor force, the USSR attracted thousands of young people to Siberia to work on the BAM. Now that the rail line is in place, the more difficult task will be to entice workers to settle in the BAM zone. Until the Soviet Government makes a firm commitment to improving the quality of life in Siberia, prospects for settling the BAM region remain uncertain.
