The first of two articles devoted to spatial and temporal trends in economic development and levels of living within the USSR focuses on changes in the pattern of absolute and per capita economic output—national income produced and gross value of industrial output (at the republic and economic regional level, respectively). It then investigates the question of whether divergence or convergence has occurred among republics and economic regions in terms of these indicators. Finally, it assesses patterns of change in labor and capital productivity across Soviet republics.  相似文献

Although a number of non-Russian republics of the Soviet Union (Central Asia, Transcaucasia, Moldavia) are labor-surplus areas, ethnic factors operate against migration of these national groups not only to labor-deficit regions in the RSFSR but even to cities of the non-Russian republics. Instead, Russians make up most of the migrants to labor-deficit regions (European North, Siberia, Far East, Kazakhstan) and to the cities of non-Russian republics. The proceedings of a wide-ranging discussion at the Institute of Geography, Moscow on current political and territorial issues in the USSR are summarized by one of its participants. The key thrust of the discussion centered on the need to find ways of increasing the involvement of Soviet political and other geographers in the analysis of critical questions of Soviet federalism: the incongruence of political-administrative boundaries with ethnic and economic regions; the search for a viable division of authority among Moscow, the republics, and local soviets; mitigation of growing regional inequality engendered by perestroyka and regional khozraschet (translated by Jay K. Industrial dispersion across the republics of the USSR between 1926 and 1974 is described through the use of entropy measures. Ostensibly, a set of location principles would guide such dispersion, and several of them stress regional equalization as an important consideration in locating industry. Therefore, trends in regional inequality (in industrialization) are investigated through the use of inequality statistics derived from entropy measures at three different spatial scales. Between 1926 and 1960, inequality among the republics decreased, but has increased between 1960 and 1974. However, inequality has decreased between the economic regions of the USSR between 1940 and 1975, and at the oblast level, there has been a tendency toward greater equality (homogeneity) within each economic region or republic since 1960. In attempting to account for these diverse trends, it is suggested that they are largely the result of the priority of efficiency considerations in location decisions rather than those of regional equity per se.  相似文献

A comparative study investigates how individual Soviet republics would match up, as independent states, with other world countries with respect to various measures of size, economic well-being, quality of life, location, and resources. When a composite U.N. measure of development is employed, the majority of Soviet republics are on par with the poorest countries of the European Community or the most advanced developing states. Possible analogues to the Soviet situation (i.e., disintegrating past empires or states with similar political geographic characteristics) are identified for further study.  相似文献

History shows that wars can be enormously disruptive of economic activity, especially international trade, national income, and global economic welfare. This article analyzes the impact on the European regions the Russian invasion of Ukraine using the largest and most updated multiregional input-output model for Europe. Two shocks, trade and inflation, and four alternative scenarios are simulated. The scenarios are considered regarding the number of countries applying a trade embargo, the exemption of oil and gas, and the potential trade diversions with third countries such as China. We obtained a significant fall in GDP (−1.7%), 3.7 m lost jobs and 3% raise over the prewar inflation rate. For trade shock, large indirect effects are obtained, indicating the high relevance of the sectors and countries exposed to the war and the sanctions. The republics of the former Soviet Union, as well as the satellite countries of the former communism, face the harshest adverse impacts. This work shows the importance of breaking Russia's colonial economic ties to the countries in Eastern Europe.  相似文献

The twentieth century dynamics of United States regional invention trends are explored in this study. Historically, regions that become major loci of invention have always gained much influence, through innovation diffusion, their human capital infrastructures, and their national economic and political projection. The United States has experienced a remarkable inversion of regional roles on invention since the middle of the twentieth century, where the predominant position of heartland regions (the Northeast and the Midwest) is being overturned. This analysis develops a macro-level measure of inventive output, innovative capacity, to evaluate changes in regional inventive performance and the potential for innovation. The analysis of patent age cycles provides insights on the temporal structure of the national and regional innovative capacity, and on the dynamics of crisis periods for U.S. scientific and technological invention. A consideration of regional income trends over the twentieth century and of innovative capacity performance shows the potential importance of endogenously generated inventions for regional development.  相似文献

The management system of the electric power industry of the USSR operates at two technological levels: a lower level of 92 regional power systems, each encompassing one or more oblast-type civil divisions or a small union republic; an upper level in which regional systems are combined into 11 unified power systems, where peak loads can be more easily moved between time zones. In addition there are electric power administrations within the RSFSR and ministries within the union republics, concerned mainly with administrative functions. Power administrations often do not coincide with unified systems, creating problems of efficient electric power management. Furthermore, the boundaries of unified power systems and power administrations often do not conform to the boundaries of major economic regions, which are used for current and long-term planning of the Soviet economy. This does not necessarily mean that the power systems are out of step with the economic regions. Soviet economic regionalization theory has long stressed the important region-shaping role of electric power systems. It may well be that in some cases, the boundaries of economic regions, not the power systems, require adjustment.  相似文献

A variety of approaches used in Soviet economic geography to define and measure the productive specialization of an economic region are reviewed. In the author's view, a regional activity qualifies as regional specialization if it helps shape the basic character of the regional economy. It is not sufficient for a regional activity merely to represent a major portion of a particular national sector of the economy. For example, the asbestos industry in the Urals represents the major portion of Soviet asbestos output, but asbestos does not shape the basic character of the Urals economy and is therefore not a principal specialization sector. Regional specialization derives from relationships among the various sectors of the regional economy, not from the significance of any particular commodity. A classification of economic sectors is proposed as an aid in analyzing the functioning of a regional economy: (1) the principal specialization sectors; (2) basic raw-material sectors; (3) associated sectors using the wastes and by-products of the principal sectors; (4) complementary specialization sectors, such as asbestos in the Urals; (5) auxiliary sectors, such as metallurgical fluxes for the iron and steel industry; (6) service sectors, including utilities, transportation, construction, trade; (7) local sectors, working for local consumption.  相似文献

A prominent analyst of Soviet agricultural developments examines the 1992 grain harvest in the former Soviet republics. Coverage includes selective attention to the effects of such factors as weather (both losses from drought and from winterkill), farmers' economic calculations (purchase prices, alternative markets, etc.), the availability of inputs, and measures undertaken at the local level to support the harvest. The assessment provided here indicates that earlier projections of a dramatically smaller 1992 grain harvest have been overstated and outlines measures that can be implemented to reduce dependency on grain imports.  相似文献

Soviet population geographers have tended to study labor-resource problems at the level of major civil divisions, such as republics, krays and oblasts. There is a real need for investigating such problems at a more detailed regional level, down to particular rayons and urban places in which people live and are employed. Various types of economic-geographic investigations of labor-resource problems are suggested and a research strategy is proposed. The author notes that if population cannot be redistributed regionally in keeping with a given economic objective, economic plans may have to be revised on the basis of the actual labor resource situation.  相似文献

The author reviews work on atlases of Soviet republics and oblasts published in 1961–64, containing maps on physical geography, population, economy and culture. He finds that these atlases suffer from a lack of practical purposefulness and inadequate coordination. These weaknesses are to be remedied in a new coordinated project of natural-resource atlases of the major republics and economic regions of the USSR initiated in 1963.  相似文献

Recent developments in the Soviet Union's program of national thematic mapping and regional complex mapping are reviewed. A comprehensive mapping program along these lines, formulated in 1969 by GUGK, the government planning agency, has not been implemented. National thematic maps in the Soviet Union continue to be compiled by individual government agencies without coordination and without uniformity in legend and design, so that comparability is made difficult. The only thematic GUGK maps now being prepared are concerned with two long-term regional development programs in the Soviet Union–the rural development plan for the Nonchernozem zone of the European RSFSR and the construction of the Baykal-Amur Mainline (BAM) railroad in the Soviet Far East. The need for a comprehensive and coordinated program of national thematic maps and regional atlases or map series is once again stressed in connection with economic planning and environmental problems, and a program of continuously updated regional atlases, based on digital data banks, is proposed. Suggestions are also made for the coordination of thematic maps at the international level.  相似文献

Economic geography has, since the inception of the Soviet state, played an important utilitarian role in the planning and development of the national economy. The basic research of economic geographers in the preplanning stage should, however, be distinguished from the actual selection of an industrial site or of a railroad alignment, which must be the province of government design and planning agencies. Two approaches can now be noted in Soviet economic geography. One, closely related to economics, deals with the economic factors of economic location; the other, closely related to physical geography, emphasizes the regional approach to the man-environment system.  相似文献

This article aims at assessing the diversity of regional innovation systems and their economic performance in Europe. We propose to adapt the social systems of innovation and production (SSIP) framework at the regional level by identifying the specific arrangements of each part of the innovation and production system. Three key features of European regions are investigated using this framework: the diversity of regional SSIP, the interplay of regional and national determinants of such systems, and the impact of SSIP on regional performance. We identify a typology of regional configurations resulting from the combination of scientific, technological, educational and industrial indicators, using multivariate data analysis. A variance analysis approach is then developed in order to test the existence of specific regional growth regimes. The results highlight a persistently high level of diversity of regional configurations, notably among knowledge intensive regions, but also show that national institutional settings remain of fundamental importance in shaping a number of regional configurations. A final conclusion relates to the weak correlation observed between the structural characteristics of regions and their performance over the 2003–2007 period: regional performance remains primarily shaped by national trends. Overall, the paper questions the regional dimension of these “systems”.  相似文献

This paper investigates the establishment of trading regions in the global economy at the national level using a measure of trade intensity and a regional assignment algorithm that generates economically meaningful trading regions. Although there is definite regionalization in the global economy with regard to international trade, there is no evidence of an increase in the concentration of that regionalization over time. The geography of international trade is incredibly dynamic, with change related to political, historical and economic forces. Overall, trading regions have relatively few members and are increasingly a set of geographically close countries.  相似文献

Another recent geographical essay on regional economic management advocates reestablishment of regional economic councils for the achievement of an optimal spatial division of labor under perestroyka and rationalizing competing economic, nationalistic, and economic objectives (see Soviet Geography, May 1990, pp. 366-374). The author criticizes proposals for the further ethnic-based division of the country and questions the economic viability of the Baltic states' drive toward independence and of a “political” (republic-based) system of khozraschet. The Council for the Study of Productive Forces, the preplanning economic research agency of the USSR, has completed a general outline for economic development of the Soviet Union over the period 1971–1980. The general outline contains sections devoted to particular sectors of the economy, to particular republics and economic regions, and to major areal development complexes. It is the result of a five-year effort that involved 20,000 scholars and technicians associated with 560 research and planning agencies. The present paper deals with the fundamental principles that guided the drafting of this 10-year development program, which has not been published. The paper focuses on five aspects that have been of particular relevance in resolving location problems: (1) the accelerating rate of scientific and technical progress, (2) the assuring of the proper territorial proportions in economic development, (3) the formation of new regions and economic complexes, (4) new problems in the man-nature relationship, notably environmental pollution, and (5) the close relationship between systems of settlement and the location of development projects.  相似文献

The total, urban and rural population of major civil divisions of the Soviet Union and the population of cities over 100,000 are analyzed and mapped on the basis of preliminary results of the 1979 census. Total population growth rates declined during the 1970–79 intercensal period compared with the 1959–70 period while urbanization continued apace, although unevenly on a regional basis. The Slavic and other western republics, which show the highest urbanization levels of 60 percent and more, were also characterized by the lowest overall growth rates of 6 to 8 percent. Rural population declined almost everywhere outside a southwestern belt of high growth extending from parts of the southern Ukraine through Transcaucasia to Central Asia. Among large cities, moderate growth continues among cities with a multifunctional economy; high rates are evident in cities with major current industrial projects (automotive, for example) and in oil production regions; low rates are typical of some coal-mining and steelmaking centers. A formula for migration rate, proposed by Bogue, Shryock and Hoermann (1957), is modified to yield a simple coefficient of migration intensity for the analysis of the intensity of interregional streams of migration among the 72 oblasts, krays and autonomous republics of the RSFSR, the principal republic of the Soviet Union. The coefficient, which eliminates the impact of the populations of both region of origin and region of destination on the value of the coefficient, is obtained by dividing the shares of all regions of origin in the migration to each region of destination by the shares of the regions of destination in the total population of all regions. The 5112 coefficients of migration intensity are arrayed in a table and subjected to some preliminary analysis of migration patterns. The basic pattern is determined by 171 coefficients with values of 5 or higher, accounting for 3.4 percent of the total number of coefficients.  相似文献
