Economic geography has, since the inception of the Soviet state, played an important utilitarian role in the planning and development of the national economy. The basic research of economic geographers in the preplanning stage should, however, be distinguished from the actual selection of an industrial site or of a railroad alignment, which must be the province of government design and planning agencies. Two approaches can now be noted in Soviet economic geography. One, closely related to economics, deals with the economic factors of economic location; the other, closely related to physical geography, emphasizes the regional approach to the man-environment system.  相似文献

Two geographers assess the results of the State Duma elections in Sakhalin Oblast and relate the regional pattern of voting to varying socio-economic conditions of the region. The research is structured to test a working hypothesis that voting patterns in large part can be explained by regional variations in economic structure and performance. More specifically, it explores whether, at the rayon level, there is any relationship between: (1) economic specialization and election results; (2) economic trends and election results; and (3) long-term socioeconomic indicators and election results. The case study is presented as a caveat against the uncritical use of national party preferences as a measure of the political climate in Russia's regions. 本文在传统区域经济差异指标泰尔指数的基础上提出经济区划度的概念,对重庆市自直辖以来出台的不同经济区划方案进行评价;并运用GIS热点分析方法,探讨经济区划调整的可能性。研究结果表明:①历次政府区划方案中,“五大功能区”经济区划度远高于其余三种方案,但近年来经济区划度呈现出逐年下降趋势,并不稳定;②基于GIS热点分析得到三种初始区划方案中,方案I(“四圈+两翼”)的经济区划效果表现最佳,并显著优于“五大功能区”经济区划,且其效果呈现出逐年上升的趋势。③综合考虑政府规划决策、地形地貌、历史发展基础以及交通条件等方面因素,微调后的方案I的区划效果良好且更符合实际区划要求。研究对重庆及西部内陆地区的可持续发展具有一定科学指导意义。  相似文献

ABSTRACT

Regions or regional development have not only gained importance in spatial planning, but also got fuzzy meanings. Originally regions refer to a specific geographical demarcated area, often with an inductive historic or cultural meaning. In the meantime, in our networked world, the concept also refers to transport regions based on models of daily urban systems, or functional regions based on distinctive urban or social functions. Within the post-industrial era, the concept also gained importance as economic regions. In this paper, we will explore how regional concepts emerge out of specific economic interest concerning technological innovation. We will focus on a cross-border municipal case, for example, the triangle Eindhoven–Leuven–Aachen. With the help of the assemblage and actor-network theory, we will show how the identity of regions is translated by evolving actor-networks, and how these actor-networks are influenced and adapted by those alternating regional identities themselves. From these insights, we will come up with some ideas and propositions how regional planning could play an important role within these co-evolving processes.  相似文献

A “new civic regionalism” – based on participatory, inclusive and partnership models of governance – has recently been rolled out in California to tackle the challenges of urban growth, planning and economic development across the State's diverse metropolitan and rural regions. Backed by non-profits and private foundations, California's New Regionalism has been packaged as a flexible and responsive grassroots governance initiative, which is designed to circumnavigate State and local government. Its proponents have been influenced by New Regionalist ideas and practices circulating nationally and internationally. Despite this, our explanation for the rise of the New Regionalism in California is not grounded in these wider theoretical and policy developments; nor do we see it as the outcome of a “new politics of scale” framed around the region. Instead, California's newest regionalism is part of a much longer-standing social movement spearheaded by large-scale business interests and directed at reorganizing local and State government powers particularly in urban regions. This regional reform movement has sought to rationalize land use and environmental planning, coordinate infrastructure, and make government more fiscally efficient and responsive to growth. Over the longer term, its efforts have been undermined by the fiscal fallout of the property tax revolt, Proposition 13. Our analysis calls into question some of the claims in the literature on state rescaling and suggests the value of collapsing the conceptual distinction made between new spaces of political regionalism and regional economic spaces.  相似文献

This article reviews the development of the Australia–Japan partnership in building regional institutions such as the Pacific Economic Cooperation Council and the Asia–Pacific Economic Cooperation over the last three decades since the NARA Treaty was signed in 1976. In a unique partnership, academics, business people, politicians and officials in both countries were central to establishing these regional economic institutions. This article, however, argues that while both countries had shared understandings on regional issues during the first two decades after the treaty, the last decade has seen divergent regional understandings, especially over the rise of China. Japan sees the growing influence of China as a political obstacle due to growing bilateral tensions arising from historical and territorial issues, while Australia finds it a great economic opportunity to promote its trade with and attract investments from China. This differing understanding on China between both countries may act as a major hurdle to the effective and functional partnership in East Asian regionalism.  相似文献

基于协同学原理与方法,构建序参量评价指标体系、协同度模型和障碍度模型,研究郑州航空港经济综合实验区与河南省、18地市的经济协同发展的时空格局、演变特征与障碍因素。研究结果表明:①实验区、河南省整体、各地市的经济发展有序度都在不断提高,且目前保持着较高水平。②有序度、协同度均存在着较显著的时空差异,高值区相对集中在河南省的陇海铁路沿线地市与西南部的地市。③有序度、协同度时空演化存在着由小到大、由少到多、由分散到集中等规律。④研究期内影响协同发展的障碍因素中,实验区的障碍因素从航空运输因素转变为资本投入和经济开放性因素,河南省的障碍因素则由经济外向因素和产业结构因素取代了经济规模性因素,而对外开放性不够以及产业结构层次较低则一直是阻碍18地市与实验区协同发展的最主要障碍因素。  相似文献

本文对战略性新兴产业、战略性支柱产业以及支柱产业的概念和相互关系进行了辨析,采用2009年人均创造的旅游收入和旅游业增加值占GDP的百分比两项指标,通过五区间分类法考察了我国各省市区旅游业的地位。结合五区间分类法的分类结果,选择典型区域,讨论并总结了我国各地区旅游业的发展方略。各个地区在发展旅游业的过程中应采取不同的对策,旅游资源丰富、生态环境脆弱或市场区位良好的地区,完全有必要把旅游业建设成为战略性支柱产业。  相似文献

The authors state the rationale and describe the technique used to devise a system of seven economic macroregions of the USSR for long-term planning purposes. Since broad resource groups determine the specialization of regional complexes and their specialization in the geographical division of labor, the macroregions were constructed on the basis of homogeneity in key resources, such as manpower, fuels, land, water and transport geography. The new regional system preserves the basic division of the USSR into western and eastern economic zones, and reflects the lower labor and transport costs in the west, and the lower natural-resource costs in the east. The seven-region system, which is already being used in the 15-year plan 1975–1990, is expected to help determine optimal directions of regional development depending on whether regions have surpluses or are short of fuels, electric power, land, water or manpower. The new macroregions were designed by consolidating existing basic economic regions and union republics into larger entities, but the republics may be set apart as subzones for more detailed planning purposes.  相似文献

This introductory contribution presents some results of the EURBANET project, dealing with European urban networks in the framework of the INTERREG IIC programme of the North‐western Metropolitan Area (NWMA). This project was conducted between 2000 and 2001 by researchers of Delft University of Technology, the University of Glasgow, the University of Dortmund, the Catholic University of Leuven and the University of Nijmegen. The central objective of the EURBANET project was to explore the role of polynucleated urban regions in the reinforcement of the competitive strength and quality of life in the NWMA, as a contribution to transnational spatial planning in the NWMA. Four polynuclear urban regions are involved: Randstad Holland, the Flemish Diamond, the RheinRuhr Area and Central Scotland (Glasgow‐Edinburgh region). One of the conclusions is that it is necessary to move between scales: from the European Union to national spatial policies (and vice versa), between national policies and regional spatial policies and between regional and urban spatial policies. At each scale, specific demands for spatial planning policies in polynuclear urban regions are becoming increasingly relevant. This is a challenge for spatial policies and policy domains like infrastructure policy, transport policy, housing policy, economic and environmental policy. We present an analysis of how polycentricity has become central to recent discussions on European and north‐west European spatial and economic planning. We launch a spatial network approach to integrate spatial policies. These wide perspectives contrast heavily with the current less satisfactory practice of spatial planning on the level of urban networks and transnational governance.  相似文献

The Council for the Study of Productive Forces, the preplanning economic research agency of the USSR, has completed a general outline for economic development of the Soviet Union over the period 1971–1980. The general outline contains sections devoted to particular sectors of the economy, to particular republics and economic regions, and to major areal development complexes. It is the result of a five-year effort that involved 20,000 scholars and technicians associated with 560 research and planning agencies. The present paper deals with the fundamental principles that guided the drafting of this 10-year development program, which has not been published. The paper focuses on five aspects that have been of particular relevance in resolving location problems: (1) the accelerating rate of scientific and technical progress, (2) the assuring of the proper territorial proportions in economic development, (3) the formation of new regions and economic complexes, (4) new problems in the man-nature relationship, notably environmental pollution, and (5) the close relationship between systems of settlement and the location of development projects.  相似文献

通过城市规划空间结构历史演化过程分析,我国经历了从农业区域基质到工业区域基质的五次城市规划空间结构演化更替的过程,且每次规划空间结构更替都有特定的社会经济历史背景。我国带着不同社会经济体制所遗留的各种痕迹和烙印,迈入了以市场经济、经济全球化、区域经济集团化为宏观背景的信息化社会,且我国还处于工业化、城市化的中期。面对新世纪的发展环境,并结合我国国情,提出了基于“以人为本”生态区域基质的以生态经济区为单位来组织现代城市规划空间结构体系的基本思想,并构建了我国现代城市空间结构体系的基本框架。  相似文献

借助ARCGIS软件中ESDA分析模块和统计功能,并与传统统计方法加权变异系数相结合,以县域为研究单元,以人均GDP和GDP为测度指标,初步探索了1999-2008年成渝经济区县域经济差异的空间格局变化。结果表明,成渝经济区县域经济总体差异呈逐渐扩大趋势,经济发展水平、经济增长能力和经济密度的空间特征三者的空间格局基本吻合,形成以成都市区和重庆市区为核心的圈状空间结构,且这种格局在不断的强化;高速公路发展轴经济带动作用不明显,广大地区经济仍处于落后状态;现发展阶段,核心区的极化作用占主导,区域经济发展极不平衡。  相似文献

该文结合国土规划性质及地位的探讨,针对国土规划的特点,笔者认为,进行跨学科的综合研究是解决国土规划重大问题的现实途径,其中,国土资源安全理论和城乡融合理论以及动态规划理论等是进行国土规划的理论支柱。在此基础上,指出国土规划的目标应是一个多层次、多目标的目标组合,应采取理论指导、专家论证与实践相结合的技术路线,最后提出了未来国土规划的研究趋向。  相似文献

Population geographers are urged to get involved in the program of socio-economic planning that is expected to supplement the present economic planning process in the Soviet Union. So far socio-economic plans have been drawn up only for a few large cities like Moscow, Leningrad and Sverdlovsk. In general, there is a need for integrating the social planning process with purely economic planning, and to supplement the present sectoral planning system with an integrated system of spatial planning entities. At the present time, city and regional plans are derived by simply collating sectoral data at the city and regional level rather than by a separate integrated spatial planning procedure. A system of intra-oblast regions, or okrugs, numbering perhaps 500 or more, is recommended as a new level suitable both for government administration and for socio-economic planning.  相似文献

Three types of integral economic regions are distinguished in the USSR: (1) economic regions at various levels, performing strictly economic functions; (2) administrative-economic (or simply administrative regions), which perform both economic functions and the functions of government administration; (3) territorial production complexes, which combine interlinked economic activities within a particular area from the economic-geographic point of view. Because of the differences in functions, there can be no complete identity between economic and administrative regions although their boundaries often coincide. Production complexes are not a substitute for economic regions because the complexes encompass only interlinked activities while economic regions encompass all economic activities. However, production complexes are elements that give rise to both economic and administrative regions. Economic planning in the USSR proceeds along three lines: (a) within the system of economic regions; (b) within the system of administrative regions; (c) within the system of sectoral or branch administrations, which are now being replaced by corporation-type industrial associations.  相似文献
