The Soviet program to proceed from further expansion of the grain area in the semi-arid steppe zone to intensification of graingrowing in the humid Nonchernozem Zone after decades of neglect is considered a landmark decision in the history of Soviet agriculture. If successfully carried out, the Nonchernozem program might yield by the late 1980s a grain increment equivalent to the amount now being imported by the Soviet Union for its own needs and for re-export to its allies. The implementation of the Non-chernozem program would also have consequences for regional grain-production patterns in the Soviet Union. The Nonchernozem Zone would be in a position to make a more significant contribution to the demand for grain in the industrial centers of European Russia, thus easing the pressure on the virgin lands of northern Kazakhstan and reducing the need for the present long grain hauls. Finally, a greater shift of grain production into the humid Nonchernozem would be in keeping with a program of water economies since grain output in the humid zone requires less than half of the water needed for grain production in the arid zone. The success of the Nonchernozem program is conditioned on greater attention to the development of rural infrastructure, particularly roads, which the author considers a key element in upgrading the agriculture of the region.  相似文献

The mean-field concept is used to derive an index μ that describes consumption conditions within a market zone by relating aggregate volumes of haul of a particular product to aggregate freight costs. The technique is illustrated in the case of the fuel-oil market zones of Soviet refineries. The highest values for μ, suggesting zones with optimal refinery locations, are found for the Novopolotsk refinery in Belorussia and the Kirishi refinery near Leningrad. The lowest values are found for the East Siberian refinery at Angarsk and the West Kazakhstan refinery at Gur'yev. The size of market zones tends to vary seasonally in some cases because the use of waterways in summer reduces the length of haul, thus raising the μ index for some refineries. The shape of fields of two interacting market zones will depend not only on the length of haul from producing centers but also on the μ index.  相似文献

A prominent analyst of Soviet agricultural developments examines the 1992 grain harvest in the former Soviet republics. Coverage includes selective attention to the effects of such factors as weather (both losses from drought and from winterkill), farmers' economic calculations (purchase prices, alternative markets, etc.), the availability of inputs, and measures undertaken at the local level to support the harvest. The assessment provided here indicates that earlier projections of a dramatically smaller 1992 grain harvest have been overstated and outlines measures that can be implemented to reduce dependency on grain imports.  相似文献

The Sayan hydroelectric station, now under construction, will give rise to a new industrial district in southern Siberia that is expected to attract a population of one million to the area by the year 2000. This development, together with the attractiveness of the region, is likely to spur the development of one of the Soviet Union's most important recreation zones in the southern portion of Krasnoyarsk Kray and adjoining Tuva ASSR. Careful planning of recreational uses of the region is urged within the framework of the regional geo-engineering system, which involves the interplay between the natural environment and the engineering structures generated by the impending economic development of the area.  相似文献

During the 1970s and early 1980s it was generally accepted, by both Soviet and Western specialists, that in the Soviet Far East the expansion of exports to the nations of the Pacific Basin offered a solution to the region's economic problems. However, recent policy statements suggest the rejection of this export-led development strategy. This study examines the changing structure and dynamics of Soviet trade with the Asian-Pacific region. At present, for a combination of economic and political reasons, Soviet trade with the Asian-Pacific region is dominated by exports of machinery and equipment and petroleum to the socialist nations of the region, inasmuch as Japanese demand for Soviet natural resources is stagnant. Therefore, because of the resource orientation of the Far Eastern economy, contemporary trade relations do not favor the expansion of the Soviet Far Eastern export base. Consequently, the future role of the region in the national economic system will be determined largely by the availability of domestic capital investment funds.  相似文献

In an effort to stabilize the declining level of the Caspian Sea, it has been proposed that evaporation from the water surface be reduced by decreasing the size of the sea through construction of a dam in the northern portion. Data on the geology and hydrology of the Caspian Sea bed suggest that the construction of a dam might have undesirable consequences not only for the northern fisheries basin but for the sea as a whole. The findings are based on the presence of salt domes on the bottom of the northern Caspian Sea. An influx of highly mineralized subsurface waters along faults associated with the salt domes as well as leaching of salt from the structures themselves may threaten to raise the salinity of the northern fisheries basin to intolerable magnitudes. The presence of a man-made dam, in the author's view, would also interfere with the natural circulation of water, threatening contamination of deeper layers of the Caspian Sea with hydrogen sulfide, as has happened in the case of the Black Sea. The Sarykamysh depression of Soviet Central Asia, southwest of the Aral Sea, has begun to fill with water since around 1960 after having lain dry for 350 years. As of 1976, the lake, fed mainly by irrigation drainage water from the nearby Khorezm (Khiva) oasis, had grown to 2,000 km2, with a depth of at least 40 m. The depression was receiving 4 to 4.5 km3 of water a year and continued to fill. While the appearance of such a large body of water in the desert would appear in itself to be a positive development, the question is raised whether the water would not be put to better use by being directed toward the Aral Sea.  相似文献

This article traces the history of the creation and early precarious existence of the oldest Soviet nature reserve, Askaniya-Nova in the Ukraine, and represents part of the ongoing Soviet re-assessment of environmental history in that country (for a Western view, see [60]). It describes the protracted conflict between preservationist and utilitarian perspectives on land use in the reserve, the latter gaining ascendancy during the 1930s under Lysenko and Stalin. Of special interest is coverage of post-war “restoration” at the reserve, or more specifically, the continuation of less than ideal conditions up to the present (translated by Elliott B. The authors concentrate on four aspects of environmental alteration of the Sea of Azov. First, they trace the Azov's problems back to Soviet resource-use conflicts. Second, they present several examples of anthropogenically induced environmental disruption of the Azov's ecosystem. Third, modeling is utilized to project possible future salinity conditions within the Azov. Fourth, in their attempt to evaluate the various ameliorative efforts that have been made or are being proposed, they challenge the overall ecologic-economic effectiveness of the proposed dam across the Kerch' Strait designed to regulate the salinity of the Azov. Finally, they conclude it is unlikely that the Azov ever will be returned to its previous “natural” condition. This paper examines the prospects for switching the Soviet petrochemical industry from an oil to a gas base, by substituting more natural gas liquids (NGL) for the light petroleum fractions currently used. In other countries with a large domestic gas industry, such as the United States, the petrochemical industry is based largely on natural gas liquids (NGL). Thus, with the accelerating development of its own gas industry (now the largest in the world), the USSR has the potential to change its feedstock mix to take advantage of increased NGL supplies, freeing more of the light petroleum fractions for other uses, such as transportation. However, changes in feedstock usage have been in the opposite direction, with increasing reliance on refined petroleum liquids, with little of the available NGL being used for petrochemicals. This is partly because of differences in regional availability of NGL: most of the Soviet petrochemical industry is concentrated in the Volga-Urals region, while most of Soviet hydrocarbons now are produced in West Siberia. Another factor is the small size and limited capabilities of the Soviet gas processing industry.  相似文献

The paper, contributing to one of the research goals of the Commission on Industrial Systems, International Geographical Union, provides an appraisal of the Soviet approach to spatial organization of the economy known as the territorial production complex. The authors review the genesis of the concept, definitional criteria, and its practical formation and operation, making occasional comparison with Western approaches to spatial economic organization. An unresolved problem for Soviet planners is the provision of a coordinating administrative authority for each territorial complex that would integrate the activities of individual industrial ministries involved in the creation of the complex; the current thinking of Soviet planners is illuminated by a recent statement appended to the paper. The management system of the electric power industry of the USSR operates at two technological levels: a lower level of 92 regional power systems, each encompassing one or more oblast-type civil divisions or a small union republic; an upper level in which regional systems are combined into 11 unified power systems, where peak loads can be more easily moved between time zones. In addition there are electric power administrations within the RSFSR and ministries within the union republics, concerned mainly with administrative functions. Power administrations often do not coincide with unified systems, creating problems of efficient electric power management. Furthermore, the boundaries of unified power systems and power administrations often do not conform to the boundaries of major economic regions, which are used for current and long-term planning of the Soviet economy. This does not necessarily mean that the power systems are out of step with the economic regions. Soviet economic regionalization theory has long stressed the important region-shaping role of electric power systems. It may well be that in some cases, the boundaries of economic regions, not the power systems, require adjustment.  相似文献

The International Union for the Conservation of Nature and Natural Resources has developed a 10-category system for classifying the world's protected natural areas. The present article by two Soviet biogeographers, presented at Unesco's “Man and the Biosphere” conference in Minsk in 1983, analyzes the way in which the Soviet Union's protected areas fall into the classification system devised by the International Union. The industrial complex in the area of the vast iron-ore bearing province known as the Kursk Magnetic Anomaly (Central Russia) has been shaped in the past by an advantageous economic-geographic situation in the heart of the European USSR, by the availability of labor resources and by the presence of a wide range of agricultural raw materials for industry (sugar beets, sunflower, hemp). Further development will hinge on the massive use of mineral resources, both iron ore for the iron and steel industry, and cement materials in the overburden of open-pit iron mines. In 1975 the KMA will supply one-sixth of all the iron ore mined in the Soviet Union. About 60 percent of the ore (direct-shipping ore and concentrates derived from low grade-quartzites) moves to nearby plants at Lipetsk and Tula, and 25 percent moves to the Urals. If plans for a 12-million-ton integrated iron and steel plant for the Comecon countries materialize, 40 percent of the ore will be consumed locally, still leaving 60 percent for shipment to other steel plants. The authors discuss the origin and background of the Soviet water-basin directorates. The legal rights and responsibilities of the inspectorates in water-pollution control are considered. Their methods of operation and the work record of some basin inspectorates are analyzed and recommended for general application. In particular, the experience in thr RSFSR, Ukraine and the Baltic republics is considered worthy of emulation. Problems of water protection and restoration are considered to be the most important in the field of environmental protection and are linked to further progress of the Soviet economy. The locational patterns of development of extractive industry in the USSR have been neglected as an object of study in Soviet economic geography. The geography of resource-based industry is determined by two groups of factors: natural and economic. Research is needed to establish the quantitative parameters of the effect of natural factors on location. The most significant economic factor of location is technical progress. A basic problem in the development of extractive industry in the Soviet Union has been the areal disparity between availability of resources and resource use. The disparity is most evident between the western and eastern zones of the country. Soviet economic regions can be grouped according to their share in the gross output of all extractive industry. Within groups, regions can be distinguished according to the extent to which available resources are being used. Resource-based industries tend to form the core of industrial complexes, particularly in pioneering regions where the economy is in its early stages of development. Five types of resource complexes are distinguished: energy-oriented complexes, ore-based complexes, fishery complexes, timber complexes, and nonmetallic mineral complexes.  相似文献

A founder of the Soviet school of anthropogenic landscape science defends the discipline against charges that it ignores the fundamentals of geographic landscape theory and confuses anthropogenic landscapes with types of land use and engineering structures. The development of a separate anthropogenic approach in landscape science is justified on the ground that maninduced landscapes, such as cropland, pasture, vineyards, secondary forest, reservoirs, open pits and spoil banks play an increasing role in the environment and require separate investigation. Anthropogenic landscapes, far from being counterposed to natural landscapes, are treated as a distinctive genetic group of landscapes that owe their origin to human interference, but follow natural laws of development. Anthropogenic landscape science is said to be concerned with the physical-geographic and ecological aspects of human impact on the environment, while the study of types of land use focuses on the technology and economic benefit of such impact. A paper devoted to nature reserve size in the USSR, and more specifically to whether the areas of such reserves are adequate in particular natural zones and for particular species, determines that too many zapovedniki presently are too small to carry out their intended functions properly. In fact, until quite recently, in spite of a dramatic expansion of the total area and number of nature reserves, average reserve size has decreased. A trend toward decreasing reserve size and increasing per hectare maintenance expenditures can be noted as the level of economic development characteristic of particular natural zones increases (translated by Jay K.
