The increasing demand on water in the Soviet Union and the problem of assuring water quality require the construction of long-term water-management balances by drainage basins. These balances, based on predicted demand and water availability, would suggest the need for water-management projects within basins and interbasin transfers. Water needs would be evaluated both in terms of water requirements by categories of users and in terms of water quality. The most crucial regional problems involve the increasing shortage of water in Central Asia (with the prospect of interbasin transfer from Siberia) and in southern regions of the European USSR (with the problem of diverting water southward from the northern runoff slope). The Caspian Sea is expected to require a supplementary inflow of 80 to 100 cubic kilometers a year by the end of the century if the decline of its waterlevel is to be arrested. But southward diversion of northern waters is not expected to add more than 50 to 70 km3 at best, with a possible saving of an additional 10 to 20 km3 through decline of evaporation from a reduced Caspian Sea surface. The preservation of conditions in the Sea of Azov, the Aral Sea and Lake Balkhash pose additional water problems. [The senior author died in October, 1974].  相似文献

A set of principles for a geographical research program relating to the future impact of major interbasin water transfers is outlined. Such a program, evaluating the impact of proposed tranfers both in the European USSR and in the Midland Region of Western Siberia, Kazakhstan and Central Asia, should be based on the following considerations. Noneconomic criteria, such as the environmental impact of water transfers, must be given as much attention as economic and engineering criteria. Experience suggests that any measures designed to protect or ameliorate the environment, for example, inland fisheries, should precede actual water-project construction by at least 15 to 20 years. North-south transfers should be so designed as to benefit both the northern region, from which water is to be withdrawn, and the southern region, where water resources are to be enhanced. The problem of interbasin transfers should be accompanied by a program of intensification of water use, measured by a reduction of water input into the economy per unit of output. Water use can be intensified by such measures as shifting grain production from south to north and building irrigation reservoirs in Central Asian mountains to regulate runoff.  相似文献

An early 1949 version of Davydov's grandiose scheme for diverting water from the Yenisey and Ob' Rivers to Kazakhstan and Central Asia via the Turgay Gates and the Aral and Caspian Seas in order to stabilize the level of the Caspian, expand the irrigated acreage of Kazakhstan and Central Asia, generate abundant hydro-electric power, provide a cheap water transport route between Siberia and Central Asia, eliminate sukhovei (dry winds) at their source, and ameliorate the continental climate of Western Siberia, Kazakhstan, and Central Asia. The plan reflects the anthropocentric “transformation of nature” and the large-scale “great projects of communism” drives of the late Stalinist period. The translation was prepared by James R. This paper examines regional redistribution and population growth rate trends in the USSR from 1979 to 1984, and compares them to preceding intercensal trends for 1959-70 and 1970-79. Total and regional rates of population change for 1979-84 were generally lower than in preceding periods. The most pronounced regional shift continues to be toward rapidly growing Central Asia, which has surpassed the Center as the most populous Soviet region. However, Central Asia now has net out-migration, and the degree of shift to Central Asia was less than during 1970-79. Between 1979 and 1984 a noticeable northward and eastward shift occurred. In particular, there appeared to be a resurgence of Siberia. After two decades of decline, the share of the Soviet population residing in Siberia increased between 1979 and 1984. Another notable development was the slowing of the rate of rural population decline, especially in the Non-Chernozem Zone of European USSR and in Siberia. It is possible that policies to promote migration to Siberia and to stem rural depopulation may be having some effect. The shift to cities in general and large cities in particular, however, continues. When the Jews first settled in Central Asia is uncertain, but circumstantial evidence clearly indicates that this happened at least two and a half thousand years ago. In the first millennium AD, the Jews lived only in cities no farther than 750?km east of the Caspian sea (in the eighth–eleventh centuries the sea was called Khazarian). Only later did they migrate to the central part of the region, to cities like Samarkand and Bukhara. It is possible that Jews from Khazaria joined them, since they already had tight trade connections with Central Asia and China. There is no trace of evidence regarding the existence of Jews in the entirety of Central Asia in the early sixteenth century. At the very end of the sixteenth century Bukhara became the new ethnoreligious center of the Jews in that region. In the first half of the nineteenth century, thanks to European travelers visiting Central Asia at that time, the term “Bukharan Jews” was assigned to this sub-ethnic Jewish group. Drawing on a wide range of primary and secondary source materials, this article aims to prove that the presence of Jews in Central Asia was not continuous, and therefore the modern Bukharan Jews are not descendants of the first Jewish settlers there. It also attempts to determine where Central Asia’s first Jewish population disappeared to.  相似文献

A review of the growing problem of air and water pollution outlines remedial measures proposed by Soviet geographers. The increasing carbon dioxide content in the atmosphere may be reduced through plant selection of gigantic useful species capable of absorbing greater amounts of the gas and yielding larger quantities of organic matter. A continuing supply of clean fresh water may be insured through the division of the world's drainage systems into “arterial” and “venous” systems. In future water-management projects, power generation is expected to play a secondary role compared with water supply and irrigation.  相似文献

The Russian conquest of Siberia was one of the great feats of history, bringing almost one-tenth of the landmass of the world under the control of the Russian Empire. This paper proposes a framework for examining the role of Siberia in the development of the Russian state and the evolution of the world economy from the sixteenth to early twentieth century. This study supports the contention that, rather than representing an interesting aside in the annals of European imperialism, Russian colonization of Siberia was not only affected by European colonialism and the European-based capitalist world economy, but, in fact, was part of it Moreover, the conquest and consolidation of Siberia is viewed as a “series of changing geographies,” over space and time, as it was affected by and in turn affected the rise of Russian nationalism and the development of European capitalism. The three-part framework for analysis suggested in this study employs (1) a world-systems model, (2) a multi-disciplinary approach, and (3) cross-cultural comparison.  相似文献

Although a number of non-Russian republics of the Soviet Union (Central Asia, Transcaucasia, Moldavia) are labor-surplus areas, ethnic factors operate against migration of these national groups not only to labor-deficit regions in the RSFSR but even to cities of the non-Russian republics. Instead, Russians make up most of the migrants to labor-deficit regions (European North, Siberia, Far East, Kazakhstan) and to the cities of non-Russian republics. The economic development of the eastern regions, including Siberia and the Far East, Kazakhstan and Central Asia, has been hampered by manpower shortages (except in Central Asia) and the high cost of construction. However the generally more favorable conditions for resource development are viewed as a sound basis for further industrialization of the Eastern regions, focusing on fossil fuels and electric power and on industries consuming large amounts of fuel and power (nonferrous and ferrous metals, some chemicals, and forest products). In view of the need for integrated regional development, primary resource-based industries should be supplemented by some manufacturing, particularly heavy machinery industries and pulp and paper. Savings in construction could be achieved by investing in territorial-production complexes with interrelated industries and common engineering and transport systems.  相似文献

This article considers European banknote iconography as an indicator of national branding choices from the early twentieth century up to the present. Systematic quantitative content analysis demonstrates that the values and ontologies expressed on Central/East European banknotes have historically tracked closely with the trends visible on their West European counterparts. This pattern is evident not just since the end of the Cold War, but indeed right from the founding of the modern Central/East European states about a century ago. Even during the Cold War, it did not take long for the trends on Western banknotes to appear on Central/East European banknotes as well. Thus, contrary to the conventional assumption of a deep-rooted normative gulf separating the national identity discourses of so-called “New” and “Old” Europe, the article underscores the fact of intense, longstanding normative cross-pollination between them.  相似文献

A water-management regionalization and determination of marginal cost estimates of water resources over the next three decades (to about 2000) outlines a set of priorities for the construction of dams and interbasin diversion projects. The predicted water requirements are based on the assumption that irrigation needs will increase at a moderate rate (30 million hectares by the end of the forecast period). The resulting marginal cost estimates are expected to affect long-term plans for the location of water-intensive activities (irrigation, water transport, thermal power generation, chemicals, pulp and paper) for which water costs may represent 40 to 50 percent of the total cost difference between alternate locations.  相似文献

In the East Central European context, the phrase ‘return to Europe’ has been used mainly in the period after 1989, referring to political, economic and social changes as well as mental relocations towards a ‘Western’ system. However, debates about the national whereabouts on a mental map – whether one was part of Eastern, Central or Western Europe – also abounded in the years following the founding of the nation-states after the First World War. Concentrating on Czech discourses on the national whereabouts both in a European and a global perspective in the years preceding and following the great upheaval of 1918, this article traces the changing Czech national identity, ranging from a self-perception as a ‘small nation’ in the Habsburg Empire to a European power with colonial ambitions after the foundation of the Czechoslovak republic, and finally to the acknowledgement in the 1930s that these ambitions could not be met. The study is based on sources ranging from Czech travelogues mainly to Africa and Asia, but also South America, to economic writings and colonial brochures, which offer a broad range of debates on the role and location of both the Czech nation and the Czechoslovak state both in Europe and the world.  相似文献

Results of studies of inter- and intra-regional variation of rural services provision (including retail trade, cultural-educational services, and health care) are compared. Highest levels of per capita services provision were found in the Baltic republics and RSFSR, with lower levels in the southern European USSR, Transcaucasia, and Central Asia. The differences are attributed to rural depopulation (northwestern USSR), rural development priorities in areas of severe natural conditions (Siberia), and high rates of natural population increase (Central Asia). A differential approach in services planning is recommended between areas located near oblast urban centers and those which are more remote (translated by Jay K. Davis argues that the familiar periodization dividing European history into medieval and modern phases disguises a claim to power as a historical fact. It justifies slavery and subjugation by projecting them onto the “feudal” Middle Ages and non‐European present, while hiding forms of slavery and subjugation practiced by “secular” modernity. Periodization thus furnishes one of the most durable conceptual foundations for the usurpation of liberty and the abuse of power. In part I, devoted to “feudalism,” Davis traces the legal, political, and colonial struggles behind the development of the concept of “feudal law” in early modern France and England and unravels just how that concept hides colonial oppression while justifying European sovereignty. In part II, devoted to “secularization,” she demonstrates the failure of twentieth‐century critics of “secularization” like Carl Schmitt, Walter Benjamin, Karl Löwith, Hans Blumenberg, and Reinhart Koselleck to break out of the limits imposed by the medieval/modern periodization. Part II concludes with a look at conceptual alternatives in the writings of Amitav Ghosh and the Venerable Bede. Three limitations of this book are worth mentioning. It traces the political history hidden by the concept of “feudalism,” but does not trace the political history hidden by the concept of “religion.” It offers no answer to the question of how to break the link between scholarship and politics without ending up in a logical impasse or reinforcing the link. It does not address the possibility that answering this question may require breaking with the terms of professional historical inquiry. Perhaps the question could be answered in terms like those that led Wittgenstein to characterize his Philosophical Investigations as remarks on the natural history of human beings.  相似文献

The Csangos are an ethnic/religious minority from Moldavia, Eastern Romania. They are defined as legitimate subjects by two antagonistically nationalizing projects: the Hungarian and the Romanian one. I am not trying to discover some “authentic” or “hybrid” identity that would explain away the ambiguities connected with this ethno-religious group. The Csangos appear, in this paper, as mutating historical forms and figures, made up through fateful events and part of “historical ontologies”. Because of their specific position inside opposed nationalisms, they can provide theoretical insights into the constituting of nationalizing narratives, ethnography and social sciences in East and Central Europe.  相似文献

NATO may be confronting a crisis over the cruise missiles. Some allies may seek longer-range, nuclear-armed missile which could enable them to strike at Soviet MR/IRBMs and at other targets inside the USSR; others (along with many Americans) aim at restricting both the range and the missions of cruise missiles. The first option could jeopardize detente, inhibit further progress in SALT and conceivably weaken American control over the uses of nuclear weapons in time of war. The second could cause strains between the United States and its European allies. The best policy would seem to be to (1) delay any decision on cruise missile development and deployment in Europe; (2) seek a two-year freeze on all deployment of new nuclear delivery vehicles in Central Europe and of additional Soviet SS-20 IRBMs; (3) use this “breathing space” to seek agreement on the limitation of cruise missiles, MR/IRBMs and other “gray area” weapons in the region “from the Atlantic to the Urals.”  相似文献

This article focuses on the circulation of Chinese books by looking at the books which François Foucquet carried from China to Europe. By examining different “booklists,” it investigates how books circulated not only from one concrete place to another, but also through different “lists”: bookseller lists, transportation lists, cataloguing lists, lists of forgotten books, or quotation lists. In addition, by linking the various catalogues and book lists to the holdings of European libraries and, in turn, Foucquet's library to the other systematic transfers of books from China to Europe, this study reconstructs the “communication circuit” of a library. This reconstruction is an “intercultural” communication circuit, which runs from the Chinese bookseller over the shipper to the European reader. On the basis of this analysis, this article shows the important role Foucquet and other Europeans played in a new epoch of interest in Chinese culture: the constitution of Chinese libraries in Europe.  相似文献

The countries of Central Europe present a suitable arena for studying the interplay of religion and nationalism. This study explores religious expressions of national identity through the issue of postage stamps, from 2006 to 2010, in seven Central European countries: Austria, Czechia, Germany, Hungary, Poland, Slovakia, and Slovenia. While the national societies in question exhibit very different religious inclinations, as expressed through a variety of recent, comparable data, quantitative and qualitative analyses of the stamps they issued over a 5-year period enrich our understanding of the religious elements and traditions that form an integral part of Central European identities. As expected, states with higher relative numbers of religious adherents—Poland, Slovakia, and Austria—produce relatively more religiously themed stamps, particularly stamps that depict “living religion.” Protestant or Catholic traditions can also be traced in the relative frequencies of stamp issues. The stamps demonstrate how states employ religious traditions and heritage to perpetuate a sense of national community.  相似文献

ABSTRACT

Challenges to the historical rise of “Western-centrism” in non-Western countries are surfacing: the Japanese scholar Hamashita Takeshi, who supports a “regional concept of China,” is one of the strongest voices in this movement. Hamashita suggests that the theories of the “Asian economic circle” and the “tributary system” can be combined to form a theory of a “regional Asia,” thus reconstructing the perspective of research on Chinese and Asian history. The regional Asia model is a composite of the network model, maritime model, and the regional model. Based on the regional concept of China, Chinese history can be studied from various perspectives, such as China as a network, maritime China, and regional China; one can thus develop a long-term view on Chinese, Asian and global history from a spatial perspective, a peripheral perspective, and an Asian perspective.  相似文献
