This article serves a dual purpose. Its substantive goal is to provide an account of Greek environmental policy formation and implementation over the last twenty years. Its theoretical goal is to examine the relative impacts of specific political factors, as contrasted with aggregate levels of socioeconomic and institutional development, in shaping environmental policy in an industrializing country. such as Greece. More specifically, it is argued that certain aspects of state-society relations and of the internal organization of the Greek state are frequently the major reasons behind the country's difficulties in formulating implementable preventive policy and in implementing adequately constructed policy.  相似文献

Abstract

Donnersmarck's The Lives of Others has been widely praised as the first German film to confront the horrors of the East German communist regime. But the film's politics may be ambiguous. As critical as it is of East Germany, it does not offer a ringing endorsement of West Germany. For example, the film's playwright-hero seems to have artistic problems in the West, just as he did in the East. The film's equivocal attitude toward communism is epitomized by its apparently positive view of the Marxist author Bertolt Brecht. This essay compares The Lives of Others with Brecht's play The Good Person of Szechwan in an effort to understand Donnersmarck's attitude toward his East German predecessor and what it means for his larger view of communism and its relation to art.  相似文献

Abstract

In the figure of Judge Holden, Cormac McCarthy has crafted perhaps the most haunting character in all of American literature. The antagonist of McCarthy's Blood Meridian, Holden is a richly composed portrait of human evil responsible for a litany of wicked deeds. This essay attempts to expound the character of judge Holden, to the end of clarifying McCarthy's definition of evil. It argues that McCarthy, with the judge, lays bare the contours of soul of the evil man, focusing especially on the tension between his ambitious repudiation of justice, on the one hand, and his steadfast, if unwitting, adherence to it, on the other. It is the evil man's conception of the purpose of knowledge, together with his desire to acquire boundless knowledge, that is the key to this tension in his soul.  相似文献

The People's Republic of China (PRC) has made substantial progress in developing environmental legislation and a complementary regulatory structure. These gains are directly related to the economic reforms and opening to the outside world that began in the 1970s, which introduced a greater emphasis on efficiency and more awareness of the costs associated with pollution and environmental degradation. However, the economic growth and devolution of power unleashed by the reforms have also created new environmental stresses and to some extent reduced the regulatory capability of governmental authorities. As a result, some environmental stresses are increasing even as progress is made on other fronts. Political participation is restricted and environmental issues only occasionally acquire political salience. However, international pressure on the PRC to conform its conduct to international environmental norms is likely to increase, which is likely to affect domestic policymaking.  相似文献

This article analyzes the inception of the mass income tax during the Second World War as a decisive moment when relations among state, market, and citizens were reconfigured in a durable way. The state institutionalized the means to devise tax reform–a policy regime–during this formative period of partisan conflict over macroeconomic management strategies. The approach to policy analysis presented here illuminates the process by which political choices are made among competing policy visions embedded in state agencies. This study demonstrates that a policy regime perspective, when applied in a complementary way with interest-driven or institutionalist accounts, is best equipped to bring important but tacit constraints into clear analytical focus.  相似文献

Public policy scholars often accentuate the key role of crises in explaining policy change; however, much empirical work still remains to be done in order to explain crisis‐induced policy outcomes. This article explores the prediction of the Advocacy Coalition Framework that stable coalitions and impediments to learning reduce the likelihood for policy change after a crisis. Strategic action is emphasized as a supplementary variable focusing on the role of political motivations in post‐crisis policymaking. Sweden's decision not to accelerate the nuclear power phaseout following the 1986 Chernobyl disaster provides a case study to assess the utility of these explanations. Findings corroborate theoretical expectations about stable minority coalitions, cast doubts over the presumed rigidity of policy core beliefs, and emphasize strategic action and cognitive heuristics as important motivations for policy choice. The article concludes by outlining three sector‐specific variables (ideological salience, level of conflict, and previous crisis experiences) that add to the explanation of crisis‐induced policy outcomes.  相似文献

Since 1997, the United Kingdom (UK) government has embarked upon a series of education policy initiatives based around the increased role of private interests in both policy formulation and implementation. This article takes a detailed look at private sector involvement in education policymaking and implementation using the current "National Grid for Learning" (NGfL) technology policy drive as a contemporary form. Based on a series of in-depth interviews with key public and private actors in the NGfL the article covers the role of business in the origins, policy formation, and eventual implementation of the initiative. It concludes by discussing the function big business can be said to be playing in UK education policy and the bearing this may have on the long-term sustainability and effectiveness of such policies.  相似文献
