Research on the peri‐urban zones of African cities since the mid‐1980s has focused around three main themes, these being peri‐urban agriculture as a survival strategy, debates about the relative efficiencies of peri‐urban agriculture, and the question of production priorities. Drawing on recent evidence from Dar‐es‐Salaam in Tanzania, this paper suggests that a combination of structural adjustment measures and the eased economic crisis in Tanzania has changed conditions, the result of which has been the increasing commodification of land in the peri‐urban zone during the 1990s. This has turned the peri‐urban zone more into a zone of investment and economic opportunity, rather than a zone of survival, with the result that the poorer urban groups are being increasingly excluded. A further complication concerns confusion arising out of current Tanzanian land law, and particularly the tensions between customary and statutory law.  相似文献

Australia is currently negotiating a framework treaty with the European Union (EU) that aims at closer cooperation on a wide range of shared policy goals. The treaty is not expected to include trade-liberalisation commitments. This article queries why this is, given the importance of trade and business relations with the EU for Australia, and the fact that the EU exerts international influence primarily as a trade power, rather than a foreign and security policy power. Since 2006, the EU has also been negotiating ‘new-generation’ bilateral free trade agreements (FTAs), focusing on tariffs and regulatory non-tariff trade barriers. It has now committed itself to FTA negotiations with many of Australia's trade partners in Asia and the Organisation for Economic Co-operation and Development. An FTA and a complementary framework treaty were concluded with South Korea in 2010, and the EU is currently negotiating a similar package with Canada. As Australia and Canada are comparable trade partners for the EU, the article argues that an FTA on the EU–Canada model could be a more effective avenue for Australia to achieve deeper engagement with the EU.  相似文献

Education was a major component of the platform and performance of the Whitlam governments. Under Fraser, projects were abandoned and overall growth ceased. The needs principle for aid to non‐government schools was undermined by the emphasis on unrestricted access to alternatives to the State system. Pressure grew for schooling to reflect and service the needs of the market place.

The 1983 election campaign scarcely mentioned education although special interests ensured that traditional commitments were secured. Once in power, the Hawke government tended to ignore these and maintained constraints on education spending.

Naive attempts in 1983 to implement the policy of reducing grants to wealthy private schools resulted, by 1984, in a bruised and shaken Hawke government having to placate the powerful private school/Catholic bishops lobby with a generously funded ‘historic settlement’ of the State Aid debate. The Participation and Equity Program was introduced to increase participation in post‐compulsory education, particularly by disadvantaged groups. Initially the depressed state of tertiary education was not addressed by the Hawke government which continued the neglect characteristic of the Fraser years. Hawke was returned to office in 1984 on a platform which had as little to say about education as it had in 1983.

The rhetoric and practice of the Hawke government has tended to reflect a view of education which is highly economic and instrumental in orientation. A crude nexus is seen to exist between educational spending and productive employment, a view which excludes any concern for the social benefits of education or a longer‐term perspective about the value of intellectual endeavour. Labor's traditional ideals and objectives of widening access to education and hence social and economic power are in danger of being ignored. If economic considerations alone continue to dominate policy, the legacy of the Hawke government may well be a set of educational policies which are destined, on balance, to increase rather than reduce inequalities in our society.  相似文献

This paper examines firm relocation in the aftermath of the 2007 global economic crisis. In particular, the paper analyses the unprecedented recent increase in the movement of small and medium enterprises (SMEs) from Greece to Bulgaria using original insights by a survey of 103 Greek companies in Bulgaria. The findings suggest a reconsideration of the existing literature on firm mobility in order to explain the post-crisis movement of Greek SMEs. Entrepreneurs perceived firm relocation as a necessity, while, contrary to the existing literature, labour cost does not appear to have significantly influenced firm exit from Greece, the level of demand was highlighted as more important compared with the literature findings and access to external finance emerged as a major factor. Important among elements that attracted businesspeople to Bulgaria were low taxation and geographical proximity to Greece. The present analysis thus challenges the significance of firm relocation determinants in the literature.  相似文献

During the period of its publication (1898 to 1936), al‐Manar, under the editorship of Muhammad ‘Abduh and Rashid Rida, received correspondence sent from the Malayo‐Indonesian world for publication in its volumes. This correspondence consists of some 134 requests for legal opinions and 26 articles in the form of: announcements; letters commenting on various matters related to the homeland; letters commenting on previous articles published in al‐Manar; and letters requesting and furnishing advice and information on specific questions.

This correspondence throws light on the dialogue established between the Egyptian reform movement, whose mouthpiece was the magazine al‐Manar, and the reform movement of the Malayo‐Indonesian world in the early decades of this century.  相似文献

The structure/event dichotomy has been a bone of contention in anthropology for many decades. The so‐called “synchronic paradigms” such as functionalism and structuralism saw “structure” (defined in various ways) as the object of anthropological analysis, whereas “events” were left to historians. Recent trends in anthropological thought are eager to dismiss the ahistoricity of traditional approaches as they attempt to include the diachronic perspective within anthropological research. Very often, this re‐historization of anthropology has entailed the criticism of the structure/event dichotomy. By using data from Irish demographic history, in this article I postulate the need to recover this dichotomy as a fundamental component of the anthropological approach to human affairs.  相似文献
