In many European metropolitan regions, new economic centres have emerged at the edge of large cities or in their (post-)suburban areas. This paper explores the possible contribution of these new centres to a more sustainable regional development of European metropolitan regions. The realization of sustainable business parks is even more complicated at 'greenfield' sites than at 'brownfield' sites. With the absence of space scarcity or congestion problems, the temptation to choose easier, less sustainable solutions is hard to resist. Nevertheless, in the Dutch Randstad region, some edge-city and suburban business locations try to meet high sustainability standards. Two case studies in Hoofddorp and Almere illustrate the tough road towards truly sustainable business parks, focusing on the role of the various stakeholders that either encourage or discourage the realization of sustainability potentials.  相似文献

Office decentralization in Toronto between 1951 and 1986, and the evolution of three case study office centres from 1966 to 1986, were investigated. While five-sixths of Toronto's office building space was in the central core in 1951, by1986 half of it was elsewhere, mainly in 19 office centres. Questionnaires elicited the characteristics of office establishments in the centres, and interviews probed their location decisions. The case study centres differ in establishment size, branch /head office proportions, dominant office functions and functional diversity. Highway access is critical in office location decisions, while the suitability of public transit, commuting, and accommodation may be considered. The findings generally support recent stage models of suburban office growth, provided that the definition of ‘suburban downtowns’ is amended, and indicate a possible hierarchy of office locations. Dans cet article, on étudie le phénomène de la décentralisation des bureaux à Toronto durant la période 1951 a 1986, ainsi que ?évolution de trois complexes de bureaux, ici retenus à titre ?étude de cas, pour la période 1966 à 1986. En 1951, les 5/6 de ?espace de bureaux à Toronto se trouvait dans le quartier des affaires. Mais en 1986, la moitié de cet espace était ailleurs, concentré notammentdans 19 complexes de bureau. Les caractéristiques des bureaux particuliers situés dans les complexes ont été formulées à partir des questionnaires tandis que des entrevues ont servi à préciser les facteurs qui ont influencé le choix ?emplacement de bureaux. Ceux que nous avons considérés diffèrent selon les dimensions des bureaux, la proposition des succursales, du siège social, les fonctions principales du bureau et la diversité de celles-ci. ?accès aux autoroutes joue un rǒle crucial dans le choix de ?emplacement ?un bureau, mais ?efficacité des transports en commun, la longueur du trajet résidence-bureau et la qualité du logement peuvent ětre également pris en considération. The relative importance and the spheres of influence of the urban centres within some specified region, such as a country, are intriguing topics of investigation. Webber (1964) indicated that the ordering of centres within a country is not possible, since “the spatial extent of each [urban] realm is ambiguous, shifting instantaneously as participants in the realm's many interest-communities make new contacts, trade with different friends, or read different publications.’ We suspect, however, that there is considerable order in the communication links among the larger centres within a country. For example, Canada's leaders in business, governments, and the arts tend to move through a hierarchy of centres to end up in Toronto, Ottawa, Montreal, Vancouver, or some other large city, depending upon the particular field in which they work. All urban centres are linked to Ottawa, which is at the apex of political power, and to large urban centres, such as Toronto and Montreal, which predominate in the economic realm. The major purpose of this paper is to derive a nodal structure for seventeen major Canadian cities, based on newspaper datelines. By utilizing these particular information flows, the analyses also shed light on possible differences between the anglophone and francophone communications networks.  相似文献

Urban historians have greatly expanded their geographical purview in recent years, incorporating suburbs and hinterlands into their analysis of social and environmental change. Urban environmental historians and suburban historians have played a critical role in the regionalization of urban history over the last decade. This case study of the development of New York City’s water supply reveals the benefits of taking a regional approach to urban history. From the New York Public Library to Central Park’s Great Lawn to neighborhood parks, the New York City landscape bears the traces of the continuous development of the city’s water network. Expansion of the water system in rural hinterlands enabled municipal officials to put urban reservoirs to new uses, creating some of the city’s most beloved public spaces. The rehabilitation of urban infrastructure underscores the intimate linkages between rural development and the urban built environment.  相似文献

This paper analyses recent developments in urban planning in the City of Toronto. A municipality of 2.4 million inhabitants that makes up the inner half of the Greater Toronto Area, the City of Toronto was consolidated from seven municipalities in 1998. Planning practice, discourse, and "vision" in the new City of Toronto are shaped by the city's bid for the 2008 Olympics, related proposals for waterfront redevelopment, and preparations for a new official plan. In the context of comparative debates on trends in local governance, we see current planning strategies in Toronto as one of several strategic sites in which Toronto is consolidated into a "competitive city." Historically, the formation of the competitive city in Toronto must be seen as a result of the impasse of postwar metropolitan planning in the early 1970s, the sociospatial limitations of downtown urban reform politics in the 1970s and 1980s, and the neoliberal restructuring and rescaling of the local state in the 1990s. Theoretically, we draw on the global city research paradigm, regime and regulation theory, and neo-Gramscian urban political theory to suggest that planning the competitive city signals shifts in the sociopolitical alliances, ideological forms, and dominant strategies that regulate global-city formation. These constellations and strategies threaten to reconstitute bourgeois hegemony in Toronto with a series of claims to urbanity.  相似文献

以广州城市公园为研究对象,探讨了城市公园满意度评价因子与整体满意度、重游意愿之间的相互关系。通过因子分析法,萃取出游憩者6个城市公园满意度评价因子-景观质量、基础设施、游憩环境、游憩项目、服务质量、便利程度。分析显示除性别、受教育程度外,在年龄、客源地、职业等人口统计学变量下,城市公园游憩者满意度评价存在显著性差异;多元回归分析验证了6个因子与整体满意度之间存在明显的正相关关系,除服务质量外的5个因子与重游意愿之间也存在明显的正相关关系。  相似文献

The decline of ‘universal’, welfarist forms of social citizenship and the rise of selective or targeted social policy is generally considered to be a recent phenomenon, and a constituent element of neo-liberal citizenship and state forms (Brodie ), or ‘advanced liberal’ technologies of government (Rose ). This paper documents how targeted policies were in fact being defined at the height of Keynesian welfarism, in the newly consolidating post-war suburbs of Toronto. I suggest an alternative account of the genesis of these practices, which sees the spatiality of the post-war metropolis as key. The analysis considers how the mutual consolidation of these social and material spaces, and of hegemonic suburban political practices enabled the articulation of a suburban style of citizenship, which was both intensely familial and entrepreneurial in form. Through a case study in recreation policy in the Toronto region, this paper demonstrates how selective, targeted and residual approaches to service delivery evolved in suburban municipalities in the immediate post-war period, and were only generalized across the city more recently through the restructuring of a municipal amalgamation. It documents how these approaches have relied on radically different assumptions about citizenship that were dependent on the articulation of suburban life, literally built around the private family in private space. Thus this paper also documents ways in which these approaches to social policy, increasingly dominant across a range of policy areas and at a variety of spatial scales, construct gendered and racialized identities and problematize non-nuclear family forms.  相似文献

This article explores the connections between race, masculinity and urban space in the lives of Canadian-born young men of colour (aged 17–26) who have experienced homelessness in the Greater Toronto Area (GTA). It is based on ethnographic research including 40 interviews and eight ‘Where-I-Live-Tours’ of the city by the author and participants. This study explores the intersections between racial emergences and masculine performances in the lived experiences of homelessness, drawing connections between spatial representations and material experiences. It utilizes the concepts of affect and ‘racial vibrations’ to show how race emerges differently in different areas of the GTA. There exists a constant racial ‘vibe’ in the suburban areas of the GTA, whereas there is a vibrating whiteness that obscures racial events in downtown Toronto spaces. In both cases, the emergence of race contributes to continued oppression based on the intersections of racialized masculinities and homelessness.  相似文献

The clustering of suburban office space in “office parks,” as well as the larger activity nodes of polycentric cities, has been widespread in recent years. The reasons for this clustering are not well understood, as the footloose nature of firms suggests a variety of patterns might evolve. This paper explores three traditional explanations: economies of scale in the supply of space, demands for access, and face-to-face contact needs of firms. Finding that those explanations do not completely explain the clustering pattern, an alternative explanation is considered, the demand for image or prestige.  相似文献

Toronto is conventionally considered quite unlike “American cities.” This article does not fundamentally challenge this convention, but does suggest that differences between Toronto and American cities may be overdrawn and that Toronto may have more American elements than is generally recognized. The evidence presented in this study comes from three episodes in Toronto’s postwar planning history: creation of an ambitious postwar master plan in 1943–44, formation of metropolitan government and planning in the mid-1950s, and the design and construction of the iconic suburban neighborhood of Don Mills also in the 1950s. All three show strong American planning connections. The article then offers some reasons why these American planning ideas did not produce an “American city,” and concludes by challenging the view that it is due to Canada having a fundamentally different urban culture.  相似文献

As office activities have become even more centralised in A ustralia's largest cities they have also become more suburbanised. Taking account of the recent expansion of intermediate (mostly office-based) services and their locational requirements, this article examines the existing and potential strategic planning policies for achieving a better organised, more equitable, and efficient distribution of office activities in Sydney, Brisbane, Adelaide, Melbourne and Perth. Preference for policies based on suburban office centres represents a convergence of ideas. Some of the factors which make it difficult to implement these policies are examined. The role of the CBD and adjacent office areas, however, should not be underrated given the established patterns of office location behaviour and the changing structure and origin of demand for non-local market metropolitan offices.  相似文献

Cooling centres provide respite, safety, and social support during extreme heat events for populations that do not have the resources to own or operate in-home air conditioning. The objective of this study was to measure the spatial accessibility of cooling centres and analyze the associations between cooling centre access and marginalization in Montreal, Toronto, and Vancouver, Canada. The potential spatial accessibility of cooling centres within a 15-minute walk was measured at the dissemination area scale using the two-step floating catchment area method. A two-stage modelling approach was used to analyze the associations between cooling centre access and marginalization. Approximately 62%, 58%, and 54% of the populations in Montreal, Toronto, and Vancouver had access to at least one cooling centre. In Montreal and Vancouver, high marginalization areas were more likely to have cooling centre access than low marginalization areas. Of the areas with cooling centre access, smaller access scores were observed in areas with high residential instability. Approximately one-fifth of the areas in each city had no cooling centre access and high marginalization, and may be considered for future cooling centres or programs that improve accessibility to existing centres.  相似文献

Numerous authors have asserted that suburbanization contributes to many problems in both suburban and inner city localities. Research of suburban development demonstrates variations in spatial patterns, the intensity of spatial processes, and the social and economic status of new suburbanites. While some forms of suburban development could cause serious problems throughout the urban region, other forms could be perceived as processes improving the quality of life in suburbia. This paper seeks to investigate different types of suburban development in the Prague urban region over the past fifteen years of transformation. The focus of my interest is residential suburbanization, which is one of the most significant spatial processes today in the settlement systems of post‐socialist countries. The theoretical part of the contribution deals with the differentiation of spatial processes changing the suburban zone. Here I discuss the concepts of several processes of suburban development and their distinctive impact on both suburban and inner city localities. The empirical part of the contribution is based on an analysis of migration flows in the various localities of the Prague urban region in the period 1995 to 2003. I attempt to describe the magnitude and spatial patterns of suburbanization and the composition of migrants to suburbia. The paper concludes with a discussion about the possible future development of suburbanization in the Prague urban region.  相似文献

In this paper, the policies, projects, and promises of “smart” initiatives at the City of Toronto are evaluated, as they manifest through a technological convergence between local government services and an increased focus on citizen services through data-driven mediums. Through direct participant observation and formal interviews, a robust understanding of the internal institutional dynamics, the perspectives citizens in the “smart city,” and the operational disconnects in governance, policy, and practice has been gained. Our case study on the City of Toronto provides an account of how and from where these smart motivations for increasing a data-driven engagement with the public have arisen over the past several years. In doing so, we identify key characteristics that both enable and hinder the existing smart city in the forms of access to open data, the use of increased computational methods, and the engagement of public services through digital space as requirements for the future of participatory governance. We argue that instituting appropriate policies and engaging citizens to co-design and participate in the planning processes are essential to ensuring an inclusive, modern, and open smart city.  相似文献

The Halifax downtown area has experienced considerably change in the amount, type, and location of retailing in this century, exemplifying many processes and patterns typical of North American cbds. Owing to increased competition from suburban business districts, retail activity has remained fairly constant in absolute terms but has declined relative to the rest of the urban area. In response, the mix of downtown retailing has been reoriented to emphasize the district's comparative advantages, cbd retailers have differentiated their goods and services from those of suburban competitors but have also attempted to provide settings and amenities - notably, indoor malls and off-street parking - which mimic those found at suburban shopping centres. Such changes are investigated in this case study by means of two broad questions: (1) how and why has the cbd's overall mix of retail types changed through time, and (2) how and why have changes occurred in the location of retailing and retail types within the cbd?  相似文献

The evacuation of a quarter of a million residents of the city of Mississauga, Ontario, in the aftermath of the derailment of a freight train carrying hazardous materials on 10 November 1979, was, at that time, the largest peacetime evacuation ever conducted in North America. It took place with little panic or injury, no deaths, and no apparent resistance to evacuation advice. Not surprisingly, then, the success of the Mississauga evacuation has attracted the interest, and raised the hopes, of emergency planners, governments, and industry officials in North America and many other countries. These groups want to understand the reasons for the success of the evacuation, and, if possible, to transfer the effective elements of the Mississauga emergency plans and response procedures to their own jurisdictions. Their concerns reflect the wider search for a model of public decision-making under threat which would identify and link cirtical factors, decisions, and behaviour, and which would provide a framework for emergency planning and research.  相似文献

Commercial functional and hierarchical stability and change, 1871-1971, are analysed for the Toronto-to-London area using the Davies index. The subsequent spatial analysis showed that by 1971 ‘surging’ places, those growing faster than their long-term mean, were concentrated near larger cities, a pattern similar to 1871 except for the 1971 concentration near Toronto. The middle years 1901-41 were the most stable on all measures. ‘Slowing’ places occurred on the northern periphery in 1871, from Toronto to Hamilton in 1901-41, and in the rural area west of Kitchener by 1971. Une analyse est entreprise de l‘évolution hierarchique et fonctionnelle, 1871-1971, pour la region entre Toronto et Londres, utilisant l'indice de Davies. L'analyse spatialle demontre qu'en 1971 les centres qui etaient entrain de s'agrandir plus rapidement que la moyenne à long terme se trouvaient concentrés près des plus grandes villes, une repartition semblable a celle de 1871 exception faite de la concentration prés de Toronto en 1971. Les periodes de 1901 à 1941 furent caractérisées par le plus grand degré de stabilité sur tous les mesures. This paper focuses on Kochav-Yair and Oranit, two localities that exemplify the Israeli Suburban Settlement phenomenon. With the first being developed by a selective group of families and the latter by a single private entrepreneur, yet both with the full support of the state, they represent the selective privatisation of the national settlement project during the 1980s. Examining the geopolitical, social and economic interests that accompanied their development, this paper illustrates how both projects incorporated the upper-middle-class bourgeoisie in the national territorial effort along the border with the occupied West-Bank (the Green-Line). Analysing the planning and construction process of both case studies, as well as their spatial characteristics, this paper explains how the upwardly middle-class and its contractors were granted substantial planning rights. Consequently, enabling them to influence the production of space while promoting a new local suburban typology that is based on better living standards, private family life and a distinctive isolated community. Therefore, this paper illustrates the Suburban Settlement typology as an outcome of the bourgeoisification of the Green-Line, which domesticated the former frontier area and enabled its inclusion in the greater national consensus.  相似文献
