Environmental opposition groups have often formed in rural communities as a response to sweeping environmental regulations. They do not match the stereotypes of nongovernmental organizations funded by extractive resource industries, but have a solid grass-roots membership that is stalling, if not altogether thwarting, the momentum of the environmental movement.  相似文献

The concept of rural network governance can include different practices, and it is important to gain insight into governance role formation processes. The ability of rural municipalities to effectively perform their role as governance network actors is significantly influenced by municipal organization and norms. Small differences can have big consequences and lead municipalities into different types of governance network roles. This is important to consider in situations where rural communities are facing imbalances and the municipalities increasingly are expected to engage in new roles and take more responsibility for local development. Effective strategies for using local network structures can help rural communities achieve sustainable development. We develop four different governance network models and discuss how the municipal authorities and citizen groups in two rural communities in Setesdal, Norway, perceive the current governance role of the municipality as well as their views on how this role ideally should be performed. We conclude that explanations for the different strategies relate mainly to norms and processes that are endogenous to the communities, which may indicate that rural municipalities have a great deal of autonomy in deciding how to use local network resources.  相似文献

Recent research on the configuration of populated communities is found to suffer from the fact that it seeks to isolate shape from size and orientation. The authors dispute the view, underlying central-place theory, that minimum-distance or minimum-energy concepts are fundamental to spatial relations. An equally basic tendency in geographic phenomena, it is suggested, is a disregard for efficiency criteria at various stages of development. Shape, size, and spatial orientation are viewed as representing a unity that reflects the interaction of these two opposed tendencies. Accordingly a technique is proposed for the analysis of community shapes, seeking to establish the magnitude of deviation from an equal-area circle. The method is applied to 203 communities in Ukrainian and Siberian areas, representing different physical and economic conditions. In both situations a predominant tendency toward southward expansion of communities is observed, and configurational deviations from the equal-area circle are found to increase in middle and upper size classes. Signing the North American Free Trade Agreement (NAFTA) liberalized trade policy and reduced tariffs between Mexico, the United States, and Canada, but activists opposed to the treaty predicted an environmental disaster. This article seeks to analyze the dynamics of environmental spending and changes in companies' profiles following NAFTA. Our results suggest that these predictions have not come true. Through an econometric model, we explore how 2,438 industries in the 1994–2002 period made environmental decisions and how much they spent on cleanup. Estimates were made with a dynamic panel model using the generalized method of moments (GMM) method. Our results suggest that environmental investment decisions depended on business size, their technological capabilities, sales performance, and the need to comply with the standards required by customers in the international market. The last section explores policies to improve compliance with Mexico's environmental regulations and to develop sustainable, eco‐friendly manufacturing.  相似文献

Current approaches to rural community development in Australia provide for limited government intervention. Such intervention is usually housed within programmes that seek to build the internal capacity of communities to achieve long term socio‐economic sustainability. A fundamental implementation strategy for capacity building has been developing local leadership. The underlying assumption of this approach is that good leadership will result in existing resources being mobilised for a more sustainable function and new resources attracted. What though is good leadership in terms of building the capacity of rural communities to develop sustainable socio‐economic futures? This paper compares the conceptualisation of leadership within rural development policies and leadership training programmes with the nature of local leadership as it exists in on‐ground community building projects. From an in‐depth review of the role and nature of local leadership within six Australian rural communities it was found that local leadership could result in improved adaptive capacity if the leadership is similar in nature to Burn's (1978 ) transformational model of leadership. Within policy, local leadership was most often conceptualised as being similar to this transformational model. However, rural leadership training programmes tended to conceptualise leadership as a top‐down process, similar to Burn's (1978 ) transactional model. While this study of leadership within rural communities revealed that transactional skills, as taught in leadership training programmes, were important for successful project management, such skills did not necessarily result in improved community adaptive capacity. It is suggested that, while transactional leadership can have an important role in influencing the development of rural communities, greater attention needs to be given to developing strategies to support transformational leadership.  相似文献

This paper considers the impact of technology on methods used to classify land potential. With developments in new technologies such as Expert Systems (ES) and Geographic Information Systems (GIS), McKeown (1987) proposes a new method by which to explain the decision making process for land classification to an end user. This paper provides a case study of a method to estimate the value of additional information, before its acquisition, to aid decision making in the face of uncertainty. The approach employs conditional simulation in a Monte Carlo framework to conduct a Bayesian assessment of the value of information in an explicitly spatial setting. This paper demonstrates the procedure as applied by a hypothetical decision maker concerned with coastal flood control where flood damage is dependent on the spatial distribution of elevation. A set of known survey points provides the decision maker with limited knowledge of elevation. The method explored in the paper allows the decision maker to ascertain the potential value of additional survey information in terms of its ability to reduce uncertainty about flood damage.  相似文献

While issues of siting wind farms have often revolved around their local resistance, finding adequate locations and gaining access to land for large wind energy projects has become an increasingly significant challenge for developers, in particular in small countries with relatively mature wind energy sectors, such as Denmark. By drawing on the case of “Outskirts‐Denmark”, this paper focuses on how existing territorial stigma of rural areas is co‐produced and mobilised by wind farm developers to make space for large wind farm projects. In doing so, we demonstrate that the mobilisation of stigma through derogatory rhetoric and forecasting rural decline is used to legitimise the purchase and demolition of properties in marginalised rural areas. We then critically discuss how these developer practices produce controversies over the erosion of rural communities and are entangled in a neoliberal undermining of the planning system, revealing issues of rural energy justice.  相似文献

The nature and quality of representation in public participation is crucial to reaching acceptable environmental decisions that can be implemented. Ten case studies of natural resource management groups involved in agriculture in south western Australia were conducted at four spatial scales—state, regional, land conservation district (shire or county), and subcatchment. Qualitative analysis identified the desirable qualities of representatives, and then compared perceptions of current practice at the four scales against these ideals. Desirable qualities were being an active participant, competency (skills and knowledge), credibility, adopting the group identity and commitment, communicating outside the group, having established social networks, and an ability to function in multiple roles. Analysis across scales suggests that for groups at broader spatial scales of organizing, such as the state level, representation was closer to achieving the desired qualities than at other scales. This finding is contrary to much of the current rhetoric in natural resource management, and environmental management more generally, that "local is better." The article concludes with some thoughts as to why this is the case, suggesting that the success or otherwise of representation, and the public participation in which representatives are involved, is influenced not only by the scale of decision making but also by how representatives are selected and what they are expected to achieve.  相似文献

Abstract

The study of prehistoric cities has often been marked by research strategies that focus completely on urban centers and thus preclude the delineation of entire settlement systems by ignoring the interrelationships between cities and their rural sustaining communities. A major focus of recent research in the Moche Valley on the Peruvian North Coast has been on elucidating the nature of urbanrural relations between the prehistoric Chimú city of Chan Chan and contemporaneous sites located in its hinterland. Excavation at the village of Cerro la Virgen together with additional evidence obtained from other sites in Chan Chan's rural sustaining area has provided insights into Chimú lifeways in nonmetropolitan areas, as well as evidence suggesting a multifaceted plan for organizing lands outside the civic center of Chan Chan. The archaeological data indicate that an important aspect of the organization of rural argicultural zones was the restriction of settlement to villages circumscribed by the Chimú state.  相似文献

The Ecology of Games Framework (EGF) draws attention to the intertwined nature of different forums in a given policy setting and how this affects governance outcomes. In this article, we associate the EGF with the literature on power asymmetries, in order to investigate hypotheses of actors’ perceived level of influence in a forum. Focusing on the Paraíba do Sul river basin committee in Brazil, we specifically explore actors’ participation in multiple forums, time spent participating in the basin committee, and actors’ degree of involvement in the committee as factors that might explain actors’ level of perceived influence in the forum. The findings suggest participation in multiple forums is a key driver of perceived influence and thus highlight a way to challenge traditional power asymmetries. More research, however, is needed to determine to what extent perceived influence is affecting decision‐making processes and governance outcomes in the Paraíba do Sul river basin committee.  相似文献

The time dimension has not attracted enough attention in policy process research in China, yet speed is the most distinctive feature of China’s recent development. This article, based on observations of China’s policy practices, proposes a new research perspective for understanding how the Chinese government has been able to address policy challenges in an era of rapid transition. The approach adopted by the government allows decision makers to respond quickly to serious problems with a truncated decision-making process, and then implement the decisions through a more gradual deliberative process. The article examines China’s coal-mining industry reform as an empirical case to illustrate how this governance approach has been used to achieve major policy reform, namely property rights reform for coal mines, while simultaneously maintaining stability, regulating production safety, and stimulating industrial development. The article concludes with a discussion of the broad implications of this pattern for improving the effectiveness of public policy both in and outside China.  相似文献
