This article examines why the UK Government accepted the 2014 Scottish independence referendum while the Spanish Government opposes a similar referendum in Catalonia. Adopting a most similar research design, we argue that the variation is best explained by perceived political opportunities by the two ruling parties. These are embedded in different conceptions of the state and constitutional designs, mostly mononational in Spain and mostly plurinational in the UK but multiple and contested in both cases. In Spain, vote‐seeking calculations incentivise the Popular Party to oppose a referendum, while its mononational conception of the state and the Spanish constitutional design provide a further constraint and a discursive justification for their position. In the UK, David Cameron's accommodating position was based on the view that the Scottish referendum was low risk – as support for independence was minimal – with a high reward: the annihilation of the independence demand. The Conservatives have recently adopted a more restrictive position because seeming political advantage has changed. The findings suggest that independence referendums will continue to be rare events.  相似文献

The circumstances surrounding the call for a referendum on national independence in Catalonia in October 2017 led to high levels of collaboration between two, at first sight, unlikely partners: anarchists and Catalan independentists. Unlikely as this alliance may seem, it was well grounded on a number of factors: first of all, in the State response to the independentist challenge—the massive repression and the blockading of institutional channels to process nationalist demands pushed both movements closer in opposition to the central government; and secondly, in the prolonged interactions (in specific regions and industries) and engagement in joint solidarity activities between anarchists and segments of the Catalan left who had been influenced by the bottom-up approach of the indignados movement. Finally, this collaboration was also rooted on a long history of mutual engagement between anarchism and sectors of Catalan nationalism that, while not unproblematic, provided deep roots to this dialogue.  相似文献

This article asks how, when, and why people came to mobilize en masse in the name of the Tunisian nation against French Protectorate rule. Rather than taking anti‐colonial nationalism as an inevitable response to the imposition of colonial rule, the account offered here insists that it is an outcome to be explained. Building on more recent theoretical directions that stress the processual, relational, and eventful dynamics of nationalism, the article shows that nationalism and nationalist mobilization cannot be attributed simply to the workings of nationalist intellectuals, to long‐standing grievances, or to larger macro‐level transformations. Rather, seeing nationalism as part of struggle and as a domain in which various forms of contentious politics are played out, I show how attention to a particular contentious event in the anti‐naturalization campaign can help us to understand how a certain version of the nation becomes salient as a mobilizing rubric for mass‐level mobilization and how various forms of contention coalesce to produce nationalist outcomes.  相似文献

Abstract

This paper aims to reconstruct widely accepted concepts of the top-down authoritarian nature of Central Asian politics in Kazakhstan and Uzbekistan through a comparative study of the pro-democratic movements that emerged in the late 1980s. By analysing data from interviews with the cultural elites of the late Soviet perestroika period and data on the indigenous nationalist movements such as Erk, Zheltoksan, Birlik and others, we question why such nationalist movements did not “survive” or emerge as a significant political platform as promised in post-independence Kazakhstan and Uzbekistan, and why they failed to change the political outlook of one party rule or the dominance of one nationalising regime. Furthermore, we analyse how such nationalist movements had an opportunity to turn into semi-democratic movements but failed to transform after their agenda (arguably, independence) was achieved, leaving “communists-turned-nationalists” to continue their policies in newly formed countries. Thus, the paper also looks at how these cultural elites eventually contributed to the local “authoritarianism” and lack of plurality in views and identifications.  相似文献

Six members of the Republican Party have presented and supported a House Bill in the Texas House of Representatives proposing a referendum to decide whether Texas should leave the United States. This initiative has been seen as a success by the Texas Nationalist Movement, who has been advocating for Texit for years. Applying frame analysis on an extended corpus of Texas nationalist sympathisers' statements, this article empirically explores the discourse of the Texas Nationalist Movement. The analysis contributes to recent literature on new nationalist movements and shows that Texas nationalism articulates its discourse around a homogeneous and exclusionary national conception based on the need to achieve independence as a solution to the country's problems.  相似文献

Despite an increasing number of studies assessing the importance of institutions as regards to accountability, it still remains to be known whether and how an individual's national and regional identity shapes the attribution of responsibilities in multi‐level settings. By focusing on the economic crisis that affected Europe since 2008, we argue that identity‐based assessments of responsibility for the crisis will occur solely among individuals who hold exclusively national or regional identities and who live in regions that have nationalist aspirations. This will be in contrast to individuals that have exclusively identities who live in regions that lack nationalist aspirations, as well as dual‐identity individuals, irrespective of where they live. We test our arguments by using data from Catalonia and Madrid (Spain) and Bavaria and Lower Saxony (Germany). In line with our expectations, our results show that, in minority nationalist regions such as Catalonia, an individual's identity will crucially determine which level of government is blamed for the economic crisis, while this will not occur in regions with no nationalist aspirations. The article reveals the existence of an additional determinant of blame attribution in some specific multi‐level arrangements and contributes to the understanding of the tensions between identity politics and blame avoidance.  相似文献

This study examines the territorial cohesion of Catalonia in terms of political affiliations to Catalan nationalist parties in regional elections between 1980 and 2015. The objective is to evaluate the explanatory power of the nationalization thesis, which assumes convergence, uniformity, and nation-wide source of political alignments. Although usually applied to the state-level, the nationalization thesis can do justice to the independence demands of regional nationalist movements as well. The thesis is measured using the two traditional conceptualizations, and a new one which scrutinizes the Catalan-wide distribution of socio-spatial cleavages. The study uses municipal resolution data to provide a detailed insight into Catalan electoral geography. The methods involved include local and global statistical indexes for measuring variation in and distribution of electoral support, and linear and geographically weighted regressions which aim to identify predictor variables and, above all, their spatial (non-)stationarity. The results indicate that spatial patterns of nationalist affiliations are clustered, place-specific, and of a non-stationary character which disproves the nationalization thesis in all its three conceptualizations. As a consequence, the concept of spatial modes within the Catalan territory is introduced.  相似文献

Abstract

One of the hottest topics on the most recent Romanian public agenda concerns the organisation of a national referendum on the constitutional amendment of the definition of marriage. This article seeks to understand the dynamics between the LGBTQ groups, the conservative responses and the articulation of each other’s strategies and tactics based on the opportunities created by both contenders. By analysing the history of their opposition, the international context dominated by a populist and nationalist narrative and the domestic synergies within society, it demonstrates that the intense debate on the referendum should be understood as a critical turn in the evolution of the LGBTQ rights.  相似文献

The nationalist messages that family and school transmit are very often concurrent, making it difficult to measure their independent impact on individuals. In order to separate out the leverage of these two agents of socialisation, this article focuses on a case study in which such concurrence cannot be taken for granted: Catalonia. The article exploits variation in parents' national identification, resulting from the presence of a population born in other regions of Spain outside Catalonia, to tease out the effect of both parents and Catalan school in crafting individuals' identification. The results, which draw on the analysis of a household survey, suggest that more years of schooling makes more likely that individuals develop a dual identity; however, parents' attachment to Catalonia is key in fostering an exclusive identification with Catalonia. Results also suggest that residence in neighbourhoods in which the proportion of natives and immigrants from other regions of Spain favours contact between children from different identity backgrounds is decisive in promoting a more Catalan‐oriented identification between second generations.  相似文献

Theories of ethnic conflict posit ethnic mobilization by elites as a necessary condition for ethnic war. What is less well understood is why ethnic mobilization succeeds in some instances, but not in others. This article examines this question using a case that is yet to be systematically explored from this perspective: Sikh mobilization during the partition of British India in 1947. During the period February–July 1947, there were two clear instances in which a section of Sikh elites tried to mobilize group members. While the first attempt at mobilization in March failed to elicit sufficient mass participation, the second attempt, in July, was more effective and created the preconditions for the violence that ensued in August. What explains this variation in mobilization outcomes? We contend that this difference can be traced back to key changes in elite strategy from March to July. In March, mobilization failed because the Sikh elites who were committed to the path of violence left the onus of the mobilization on a small group of extremists and mass sentiments, ignoring serious intra-community differences based on class and caste inequalities. By contrast, in July, they emphasized the issue of land dispossession and gave credible indications of their resolve to use violence to defend individual rights to land. These actions produced greater compliance because of the specific capacity of anti-land dispossession politics to blur intra-group social inequalities and heighten inter-group tensions based on land dispossession.  相似文献

From the late 1970s Australian governments (led in turn by Malcolm Fraser and Bob Hawke) expected New Caledonia to become independent. France responded with suspicion. From 1983, however, reformist governments in Australia and France took apparently converging views. But tensions rose because of unrest in New Caledonia and conflict over French nuclear testing. Australia’s limited capacity to influence developments waned further in 1986 when Jacques Chirac became French prime minister and countered the Kanak nationalist movement. Foreign Minister Bill Hayden favoured moderating Australia’s position, but the issue became moot in mid-1988 when the rival forces in New Caledonia agreed to the truce embodied in the Matignon Accords. The different approaches of the Fraser and Hawke governments reflected philosophical differences, the personal stance of key players, influences from their political movements, and the challenges of changing circumstances. Decades later, with a referendum due by November 2018, Australia’s approach is likely to be cautious.  相似文献

ABSTRACT

This paper explores the role of Catalan industrial engineers in the making of a stateless nation (within Spain) in the interwar period. After the proclamation of the Second Spanish Republic (1931–1939), a home rule for Catalonia was established. In this context, the members of the Barcelona Association of Industrial Engineers developed a techno–nationalist program with the double goal of both making technology Catalan and making Catalonia technological. As an alleged ‘third class’ between the working and ruling classes, industrial engineers sought to use their expertise in scientifically managing the workshop to organize the whole nation. They participated in professional initiatives and official institutions from which they spread the ‘factory ideals’ beyond the factory, such as efficiency, rationalization and statistical monitoring. This paper focuses on the nationalist and technocratic engagement of two leading (and politically diverging) industrial engineers: socialist Estanislau Ruiz-Ponsetí and liberal Josep M. Abstract. This article analyses the impact of the Barcelona 1992 Olympic Games on national integration and national identity in Spain with respect to the conflict of interests that developed around the Games between the centre and Catalonia. We argue that polarisation along nationalist lines was limited in large part because national identity in Spain today is not predominantly a unitary and exclusive entity. Dual identity, loyalty to both Spain, on the one hand, and to one's region, or nation as in the case of Catalonia, on the other, and inclusive nationalism that does not aim at complete national independence, increasingly have tended to predominate in the last decade and a half. The Olympics, then, not only polarised relations between Catalonia and Spain, they also served to accommodate antagonisms between them and thus to maintain a delicate, fragile balance of power in the new España de las autonomías.  相似文献

When religious differences are present within an ethnic group, how do they affect the scope of its nationalist mobilization? The Kurds of Iran presents an ideal case to address this question given their religious diversity and varying levels of involvement in Kurdish nationalist movements. Building on an institutional approach to ethnic identity, this article argues that the dynamics of Kurdish ethnic mobilization in Iran reflect the nature of political exclusion in the Islamic Republic that is primarily based on sectarian affiliation. The article, based on original datasets compiled using several languages, including Persian and Kurdish, shows that recruitment into the Kurdish insurgency in Iran is significantly stronger in the Sunni Kurdish areas than the Shiite ones. While religious identity limits the appeal of ethno‐nationalism among the Shiite Kurds, it doubles the sense of marginalization among the Sunni Kurds and makes them more receptive to violent insurgent mobilization.  相似文献

This paper explores the factors determining collective identities in the Basque Country and Catalonia, paying special attention to language and birth as key domains of ethnolinguistic divide. We will also make a comparison to the case of Valencia, a region with a native language that nevertheless has not developed a nationalist movement. We have performed a cluster analysis to compare the differences between collective identities in these regions using data from the survey on National Identity in Spain, and discriminant analysis is used to test the validity of our model. Results show that an ethnolinguistic division, based on parental origin and linguistic skills, defines peripheral identities in the Basque Country and Catalonia, but this singularity cannot be found for Valencia. Finally, our model corroborates the relevance of ethnolinguistic factors in defining collective identities in the Basque and Catalan regions, while the civic factor may be more relevant in Valencia.  相似文献

On 4 November 2018, more than 141,000 voters in New Caledonia went to the polls to determine the political status of the French Pacific dependency. A referendum on self-determination, the culmination of a 20-year transition under the 1998 Noumea Accord, posed the question: ‘Do you want New Caledonia to accede to full sovereignty and become independent?’

In an unprecedented turnout, 56.67 per cent of voters decided to remain within the French Republic, while 43.33 per cent voted Yes for independence. These figures, with a clear majority opposing full sovereignty, suggest a setback for New Caledonia's independence coalition Front de Libération Nationale Kanak et Socialiste (FLNKS). In reality, the size of the Yes vote has disappointed partisans of the French Republic and opened the way for a second referendum in 2020.

After briefly outlining the 1998 Noumea Accord, the article details the results and participation rates in the November 2018 vote. It then focuses on different aspects of the referendum campaign, including: the role of opinion polling, administration of the referendum by the French state; disputes over electoral registration; international monitoring; key objectives of the anti-independence parties; grassroots campaigning by the FLNKS and the significance of the youth vote. It flags some issues in the aftermath of the referendum, as New Caledonians prepare for the next local elections to be held on 12 May 2019.  相似文献

This paper investigates electoral outcomes produced by the two‐round majority system in ethnically divided societies. Earlier studies, focused mainly on the Southern American states, have revealed that in ethnically mixed environments, competitors with radical positions on ethnic issues perform particularly well. This paper extends this idea to municipal elections in Serbia, showing how radical majority nationalist parties exhibit particularly strong performances in ethnically mixed municipalities. While this effect is also apparent under proportional representation, we argue that it is much stronger when a two‐round majority vote system is employed.  相似文献

Abstract. The aim of this article is to offer an account of the Catalan nationalist discourse contained in the works of Jordi Pujol, leader of the Convergence and Unity Party (Convergéncia i Unió or CiU) which has been in power since the first democratic election to the Catalan parliament in 1980 having renewed its mandate for the fifth time in 1995. The article is divided into three parts. First, it explores the political scenario set up by the 1978 Constitution which recognised the existence of ‘nationalities and regions’ within Spain and allowed the country to be divided into seventeen autonomous communities. Second, it analyses the image of Catalonia contained in the 1979 Statute of Autonomy. Third, it offers an account of the nationalist discourses put forward by the four major Catalan nationalist parties emphasising their different content depending upon the political ideology with which they are associated. This section provides a detailed examination of the Convergence and Unity Party's nationalist discourse which is based upon the defence of a non-violent nationalism aiming at the development of Catalan identity without seeking independence from Spain and stressing the potential role of nations without a state in the constitution of a united Europe.  相似文献

This article conducts a comparative biographical analysis to explain why the Chinese Communist Party's (CCP) revolutionaries used non‐nationalist Marxism to boost a nationalist movement. It argues that these people, based on their own observations of the precommunist Chinese nationalism, thought that China lacked structural conditions for making a solid nationalist movement such as cultural homogeneity, mass literacy, and a shared pride in modern history. They thus turned to seek a non‐national ideology that could still fulfil the functions of integrating leading elites, mobilizing the masses, and motivating the patriots themselves. Then, to explain why the CCP leaders particularly adopted Marxism, this article draws comparison with the Kuomintang (non‐communist nationalists) elites who advocated for more patience and insistence to develop regular nationalism. The comparison shows that the CCP's impatient jump stemmed from their disadvantaged backgrounds that had limited their ideological horizon: lower‐class origins, narrow overseas experiences, poor education, and weak attachment to traditional culture. To pre‐existing literature, this article makes three contributions: (1) provides a more detailed interpretation of the CCP's diagnosis of Chinese nationalism; (2) explains why the same structural dilemmas produced nationalist and non‐nationalist responses alike; and (3) draws a biographical database of the CCP and the Kuomintang.  相似文献
