The common view of Irish electoral politics for the 1916 to 1918 period is one of major decline for the traditional nationalist representatives, the Irish Parliamentary Party (IPP), and the meteoric rise of the newly reconstituted Sinn Féin party; culminating in the latter's overwhelming victory at the December 1918 general election. By examining the February 1918 South Armagh by‐election campaign, this article argues that the Irish Parliamentary Party, which won the contest, was much more resilient than is often acknowledged. Through detailed analysis of election pamphlets, newspaper articles, private correspondence and committee minutes, it considers the significance of the grass‐roots strength of both in the form of their local organisations, the role of the Roman catholic church, and the election strategies of the two parties; in particular Sinn Féin's vilification of the IPP member, T.P. O'Connor, who was in America at the time of the contest.  相似文献

With their unpredictability and occurrence in between nationwide elections, by‐elections have attracted a degree of scholarly interest. However, this has focused almost exclusively on how the contests have affected, or failed to affect, the direction of national politics. This article seeks to, instead, explore their influence upon the locality in which they are fought. It will achieve this through an analysis of the 1973 Dundee East by‐election and its consequences for the development of the local Scottish National Party (SNP). Prior to the by‐election, the party had not been particularly strong in Dundee. Yet the contest provided a setting in which it was able to transform itself into one of the most effective Nationalist organisations in Scotland, capable of cementing an SNP MP in the constituency from 1974 until 1987, holding firm against the collapse in the party's support across the country in the late 1970s and early 1980s. The article will examine the extent to which this resistance to the national swing was facilitated by the legacies of the by‐election and the extent to which its wider footprint contributed towards the development of an enduring party tradition that has persisted for decades.  相似文献

This article seeks to establish that the 1892 general election marked a major change in the relative positions of the parties in the Unionist alliance. Not only did it reveal the limitations of the Liberal Unionist Party's strategy and appeal in an age of increasingly organised, mass politics, but it also acted as a brake on the ambitions of the new leader of the Liberal Unionists in the house of commons, Joseph Chamberlain. It argues that the Liberal Unionist Party suffered a more severe setback in 1892 than has been recognized hitherto and that Chamberlain's attempts to revive his party both before and after the general election were now prescribed by the reality of the political position in which the party now found itself. Rather than regarding the fluid political circumstances of the 1890s as the outcome of an emerging struggle between increasingly polarised ideologies, it seeks to reinforce the significance of local political circumstances and the efficacy of party management in the growing dominance of Lord Salisbury and Arthur Balfour and the Conservative central organisers.  相似文献

This article explores the role played by late‐Victorian political associations during parliamentary election campaigns. The central hypothesis is that party organisation, known popularly as the ‘caucus’, is best understood as a rhetorical device used by politicians and the press to gain legitimacy in the new context created by an expanded and quasi‐democratic electorate. The hypothesis is tested by examining the 1885 general election campaigns in Nottingham West and Sheffield Central. Both constituencies witnessed a triangular contest whereby an ‘additional’ candidate, standing on a radical platform, entered the campaign and pursued a distinctly ‘anti‐caucus’ agenda that was aimed primarily at the local Liberal Party Association. The manner in which the ‘caucus’ issue was articulated by all sides involved throws new light on the role played by party organisation during this period. While all sides described their association in a way that both defended and asserted its legitimacy, they equally used ‘anti‐caucus’ rhetoric to diminish the credibility of their opponent's organisation, even though they were emulating the deeds they were denouncing. Indeed, it was those within official Liberalism that indulged in the most virulent ‘anti‐caucus’ rhetoric. Thus, it is suggested that, with regard to the attitude of radicals towards official Liberalism, this ‘anti‐caucus’ rhetoric reflected not a real popular resistance against party organisation or ‘party’, but simply intense competition and imitation between rival ‘caucuses’.  相似文献

Abstract

The fall of the Byzantine empire at the end of the twelfth century and the debacle of 1204 had complex causes, most of which are far beyond the scope of a short paper. However, it is very evident that military failure was a powerful element in the Byzantine collapse. The enquiry that follows seeks to establish the reasons for this failure by examining the nature of the empire's armies and the events of particular campaigns. It is evident that sweeping generalizations about military failure need considerable qualification and that the outcome of individual expeditions was influenced by particular circumstances. Yet it does appear that it is possible to see certain general factors at work undermining, or at least limiting, the military efforts of Byzantium.  相似文献

Based on fieldwork and archival study in a small north Puglian town, this article explores the complex interrelationship between kinship and politics. In the context of a recent local election, it seeks to show how ties of kinship and affinity provide a moral framework and idiom for civic cooperation, and how shared political ideologies and a common political heritage define and reinforce a sense of lineage identity. It argues that a failure to engage with the implications of 'kinship beyond the household' has both detracted from the analysis of Italian local politics and impeded our understanding of the long-term resilience of wider kinship forms,especially in periods of acute system change.  相似文献

Abstract

'The Electoral Management of the Yorkshire Election of 1784'. In the general election of 1784 the Fitzwilliam Whig candidates for Yorkshire declined the poll the night preceding the county election and conceded victory to the pro-Pitt nominees who received organisational support from the Yorkshire Association. This paper uses the Yorkshire county election to provide a detailed case study of electoral organisation and management. It outlines the national and regional political contexts of the election and examines the political and religious prejudices of the protagonists. Furthermore, it details the costs involved and explores the logistics of bringing the enfranchised freeholders, in England's largest constituency, to poll. This paper compares the organisations set up by both sides to direct the election, demonstrating the increasingly professional approach taken by election committees towards the end of the eighteenth century. It demonstrates how in this election the experienced and near-professional committee established by the Yorkshire Association overwhelmed the amateur committee of aristocrats convened by the Earl Fitzwilliam, prompting the latter to make significant changes to his electoral organisation and electioneering strategy for future elections.  相似文献

Serving as America's only female newspaper editor during the election of 1832, Anne Royall became possibly the first public “Jackson Woman” by supporting the chief executive's bid for re-election in her sheet titled Paul Pry. A closer look at Royall's recollections from her travels in Alabama from 1818 to 1822 shows her to be a blooming “Jackson Woman” developing before the Jackson party was even conceived. In 1828, Royall's Black Books produced a scathing indictment of American society. Both the Adams and Jackson campaigns actively recruited her for their mud-slinging contest but she declined. Three years later Royall started printing Paul Pry. The Black Books and Paul Pry gave Royall a public voice, and she was not afraid to use it. Between 1818 and 1832, Anne Royall went from being a Jackson admirer to being a public Jackson woman.  相似文献

Historians have often characterised 19th‐century Irish elections as insular, inward‐looking affairs. This article, however, offers a reconsideration of the role played by national and imperial events in Irish elections through a close analysis of the Portarlington contest of 1832. While acknowledging the importance of local concerns in the campaign, it argues that the Portarlington election cannot be understood in exclusively parochial terms. Candidates, voters, and opinion‐makers all situated the contest in national and imperial, as well as provincial, contexts, and they behaved as if larger political issues might affect the ultimate outcome of the campaign. An examination of the election suggests that the dichotomy between the local and the national, while analytically useful, can also be misleading: the Portarlington contest exhibited a complex interplay between local, national, and imperial affairs. This article concludes, consequently, that national and imperial issues were integrated into the structure of Irish politics after the Reform Act of 1832.  相似文献

The regulation of political finance, including the funding of political parties and election campaigns, remains contentious in many democracies. A particular focus of debate has been the regulation of ‘parallel campaigners’– that is, non-candidate and non-party political actors – wanting to influence the election outcome by bringing to bear their economic resources. Drawing on both recent unsuccessful and current attempts at reforming the regulation of election spending by parallel campaigners in New Zealand, this paper explores the conflict between the democratic right to freedom of expression and the idea that all citizens should have a fair opportunity for effective political influence. It is argued that Joshua Cohen's principle of political equality, which entails the balancing of these two values, provides a justifiable framework for regulating political finance, including parallel campaign expenditures, in liberal democracies.  相似文献

Under the pressure of governmental reform, beginning in 1740 and intensifying from the 1770s, opponents of reform in the Austrian Netherlands employed arguments derived from The Spirit of the Laws to contest the need for reform. However, reform had also been advocated by local powers using truisms publicised by The Spirit of the Laws, and during the political upheaval of 1789–1790, democrats and traditionalists clashed bitterly over the form of the new Belgian state, both citing Montesquieu to suit their purposes. Abstract

As well as marking 60 years since the signature of the Treaty of Rome, 2017 will see the 10th presidential election of France’s Fifth Republic. The overlap between the question of Europe and the election to France’s highest office provides the framework for this article to explore the development of the European debate in France. Prior to 2012, and despite the increasing and undeniable salience of it for French domestic concerns, the question of Europe is widely considered to have been a secondary issue in presidential elections. Focusing in particular on the period since the pivotal debate and referendum on the Maastricht Treaty and the intervening transition from ‘permissive consensus’ to ‘constraining dissensus’, this article will explain how and why Europe has seemingly defied logic to remain on the margins of successive election campaigns, before presenting the 2012 presidential elections as a game-changer on how the question of Europe featured. The conclusion offers a discussion on the ramifications for future presidential elections, starting with that of 2017.  相似文献

Abstract

Salisbury Cathedral's cloister has received less scholarly attention than it merits. An important and outstanding issue is that of the structure's date. This has never been securely established, and there is no scholarly consensus on the matter. With reference to documentary and archaeological evidence, this article establishes unequivocally a documented start-date of after 15 June 1263 for the second stage of the project. In so doing it confirms the opinion of Pamela Blum, and corrects mistakes in her article of 1991 on the sequence of the 13th-century building campaigns at Salisbury.  相似文献

Abstract

This article examines the Popular Front campaigns in 1938 and 1939 at grassroots level. It does this by taking the North-East region as a case study. The north-eastern labour movement was traditionally moderate and loyal. Substantial support for the policy in regions like the North-East was vital if the labour movement as a whole could be won over to the Popular Front. The article concentrates on Sir Stafford Cripps's 'Petition Campaign' launched in February 1939 and compares it with the earlier United Peace Alliance campaign. It discusses the individuals and organizations that supported or opposed the Popular Front project, and the problems with the nature of their reaction. The explanation of the failure of the Popular Front campaigns in the North-East necessitates the exploration of the attitudes of Labour, Liberal and Conservative Party supporters and grassroots activists, thereby throwing light on the political culture of the region.  相似文献

The 2004 Australian federal election appeared to depart from the historical tendency for the Australian Labor Party to benefit electorally from adopting policies more sympathetic to environmental movement demands than those of the Liberal–National Coalition, when environmental issues have been prominent in election campaigns. This article assesses contending claims about the actual impact of environmental issues on the outcome of the 2004 election, and possible explanations for Labor's failure to gain a significant net electoral advantage from its environmental policies, in particular its commitment to preserve 240,000 hectares of native forest in Tasmania.  相似文献

In its first term, the Howard government hired Australasian Research Strategies (ARS), headed by pollster Mark Textor, to conduct market research for several Commonwealth departments and agencies. This was, the Labor Opposition claimed, a case of the Liberals handing jobs to their 'mates'. Textor played a key role in the Liberals' 1996 and 1998 federal election campaigns. However, Labor's attack rings hollow since in the 1980s the Hawke government similarly contracted Rod Cameron's ANOP to conduct opinion research for Commonwealth departments and agencies. At the time Cameron was Labor's strategic pollster and centrally involved in planning Labor election campaigns. On both sides of Australian politics, governments have begun to channel patronage towards their party's pollsters. In this research note, we suggest that this development cannot be explained as 'jobs for the boys'. Instead, this new form of patronage has its roots in the vital role that pollsters now play in guiding election campaigns, and in the commercial reality that Australian politics provides too little work to sustain specialist political pollsters. Parties in government now appear to utilise incumbency to sustain an ongoing relationship with the commercial polling organisations like ANOP and ARS to whom they will entrust much of the planning of their campaign for re-election.  相似文献

Britain's post-war interventions in former colonial territories remain a controversial area of contemporary history. In the case of India, recent releases of official records in the United Kingdom and South Asia have revealed details of British government anti-communist propaganda activity in the subcontinent during the Cold War period. This article focuses attention on covert or unattributable propaganda conducted in India by the Foreign Office's Information Research Department (IRD). It specifically examines the 1960s: a time between the outbreak of the Sino-Indian border war in 1962, and the Indian general election of 1967, when IRD operations peaked. The Indian government welcomed British support in an information war waged against Communist China, but cooperation between London and New Delhi quickly waned. Britain's propaganda initiative in India lacked strategic coherence, and cut across the grain of local resistance to anti-Soviet material. The British Government found itself running two separate propaganda campaigns in the subcontinent: one focused on Communist China, and declared to the Indian government; and a second, secret programme, targeting the Soviets. In this context, Whitehall found it difficult to implement an integrated and effective anti-communist propaganda offensive in India.  相似文献

The political life of Sir Watkin Williams Wynn, 4th baronet has traditionally been seen in line with Sir Lewis Namier's views of 18th‐century politics and this article seeks to reinterpret his political life, taking into consideration not only his activities within parliament, but also his role within local government and his cultural activities. It will particularly consider the importance of his role within the concerts for ancient music, his lord lieutenancy of Merioneth and the central part he played in the 1778 treasury warrant crisis as well as his vigorous attempts to defend his interest during the 1774 Montgomeryshire election. This article will also argue that the cultural activities of back‐bench country gentlemen within the 18th‐century house of commons can shed new light upon their political views and activities.  相似文献

Abstract

Jean Bonfa's 1696 map offered the most accurate portrait in its day of the Comtat Venaissin. Commissioned when France threatened the region economically and politically, the map's topographical detail and allegorical themes exhibit a political geography favouring papal interests. Yet the map's coordinates for Avignon reflect neither Bonfa's skill as a positional astronomer nor his collaboration with the Paris Observatory. Finally, because local authorities controlled the distribution of Bonfa's map, it was not available to other cartographers.  相似文献

Abstract

By looking at three families, all of Anglo-Scandinavian descent in the male line and neighbours in the Furness peninsula, this article seeks to examine the particular ways in which they, and similar families in the region, adapted to the changes that occurred in the century and a half or so after the Norman Conquest. By the early thirteenth century, an assimilation had taken place whereby these families were beginning to play the role expected of knightly families in thirteenth-century England as a whole, taking their place within a single elite alongside families that traced their male descent back to Continental immigrants. The article examines this process of assimilation by looking at the families' participation in the local aristocratic network, their changing naming practices, their marriage and landholding relationships, and their mix of old and new tenures. It further looks at the introduction of castles, markets and boroughs, and the families' interaction with the growing penetration and sophistication of royal and ecclesiastical administration in the region. Finally, it examines the families' reaction to, and participation in, the transformation of the local Church, both secular and regular.  相似文献
