This article compares and contrasts the work of Quentin Skinner and Jacques Derrida on power and the State. It argues that despite Skinner's explicit repudiation of Derrida's method of philosophising, he has come to advocate an approach to the history of ideas that bears important and striking similarities to Derrida's thought. I attribute this intellectual gravitation toward Derrida as the logical outcome of a shared understanding on the nature of the cosmos and man's place within it—an understanding profoundly indebted to the philosophy of Friedrich Nietzsche and the genealogical history of Michel Foucault. As a means to illustrate the narrowing intellectual gulf between Skinner and Derrida, I compare their respective thoughts on the nature of the modern and contemporary State, a State that both intellectuals see as emerging from a dominant western philosophical tradition that, at its core, is marked by the idea of fear. For both Skinner and Derrida this has profound consequences for the possibilities open to individuals and societies for free thought and political action.  相似文献

Abstract

Critical examination of traditional extraction procedures employed to recover pollen from a variety of archeological contexts demonstrated the inadequacy of many such techniques. Particularly in arid zones, where pollen preservation is notoriously poor, inappropriate laboratory analysis acts to distort grains further. A satisfactory methodology for pollen samples recovered from areas subjected to such deteriorating effects as oxidation and weathering is essential for archeologists attempting to reconstruct prehistoric environments. A new extraction methodology harmless to pollen grains, yielding excellent pollen counts and preservation from archeological soils was, therefore, experimentally developed for arid-land sediments.  相似文献

Great Smoky Mountains National Park was created in 1934 after decades of popular activism. The National Park Service initially planned to restore wildness to all formerly settled lands through the process of secondary succession, but did not in a valley in the northwest corner of the park, Cades Cove. Transforming the 1200-ha agricultural setting into forest would have eliminated the visual charm highly prized by the tourists who had long come there. Additionally, experts promoted the preservation of Cades Cove's historic–cultural landscape because they falsely perceived the local culture to be a relic of the past. The Park Service acceded, but its commitment to historic preservation was tempered by a concern to minimize its expenses. Consequently, an agricultural permit system was adopted in 1945, which allowed modern farmers to operate on the historic landscape, keeping it open. This cheap method kept open the beautiful vistas of Cades Cove. Unfortunately, the agency's commitment to beauty and economy led to decades of ecological degradation, including water pollution and species extirpation. Only in the last two decades, has park management moved away from its focus on a low-cost, attractive landscape to embrace one that is also ecologically healthy, and thus more sustainable.  相似文献

Abstract

The Department of the Interior has a major role in coordinating the national archeological programs of the United States. This function is generally vested in the National Park Service, which reports to the Assistant Secretary for Fish and Wildlife and Parks, who of course reports to the Secretary of the Interior. Mr. Ric Davidge, a native of Alaska and a leading authority on land management, was appointed early in the Reagan administration as special assistant to Mr. Ray Arnett, Assistant Secretary for Fish and Wildlife and Parks, and given responsibilities to oversee a variety of historic preservation activities within the Department. On April 15, 1982, he represented the Department in a symposium entitled “These Changing Times: the Federal Response to Cultural Resource Management”, sponsored by the Coordinating Council of National Archaeological Societies and chaired by Hester Davis, Coordinator of the Coordinating Council. Although Mr. Davidge was unable to be present in the flesh, he provided a paper, which Ms. Davis read on his behalf. He has graciously given his permission to publish it here, I have requested and received two comments on his paper, one from Hester Davis, the other from Dr. Janet Friedman, an archeologist who for several years has overseen the Department of Agriculture's historic preservation programs. The case of Thomas Skinner v. the East India Company brought parliament to a standstill in 1668 in a confrontation between the Houses over their respective privileges that lasted nearly two years. There is no doubt that the case was exploited for political advantage by presbyterians anxious to block the passage of a new conventicles act, but that is far from being the whole story.  This article examines for the first time the details of the case and reliability of Skinner's claims against the East India Company.  It reveals that Thomas Skinner was somewhat of an obsessive fantasist who, far from being a presbyterian sympathiser, was close to the household of James, duke of York. At one stage his daughter was even reputed to be the mother of the ‘pretended’ prince of Wales. It concludes that Skinner was himself an unscrupulous opportunist, eager to exploit political and commercial uncertainty for private gain.  相似文献

This article considers Quentin Skinner's critique and methodology in his seminal essay “Meaning and Understanding in the History of Ideas” vis-à-vis the current methodological debates in Chinese and comparative philosophy. It surveys the different ways in which philosophers who work with ancient Chinese texts in those related fields deal with the tension between textual contexts and autonomy and how some of the errors criticized by Skinner under the mythology of coherence, mythology of doctrines, mythology of parochialism, and mythology of prolepsis might apply to those fields. It argues that Skinner's insistence that understanding a text requires recovering its author's intended meaning by studying its linguistic context has limited application to Chinese and comparative philosophy because those fields’ most important texts are not best understood as means of communication by specific historical authors with intended messages to convey to readers. These texts are instead the means by which Chinese traditions perpetuate their respective beliefs and practices. Instead of being circumscribed by authorial intent, the meanings of traditional texts are dynamic and co-created in the process of producing, reproducing, and consuming texts as well as in the evolution of practices that also constitute each tradition. The meanings received by the audience are never exactly what authors or transmitters intended but have been transformed by each audience's own concerns and interests, even if the audience attempts to grasp what the former intended. Using the Five Classics and the Analects as examples, this article illustrates how such texts’ purposes to teach and perpetuate the practices that constitute a way of life determine their meanings. Understanding is not merely cognitive but practical as well. The meanings of such texts are not static but dynamic as traditions evolve. The debates about methods of reading and interpreting ancient Chinese texts are also debates about the nature of Chinese traditions and struggles over their futures.  相似文献

Recent literature hails George Marcus’ multi-sited ethnographic strategy as a potentially useful approach for juxtaposing relations that transcend conventional spatiotemporal boundaries of archeological sites. Emerging from these discussions is what has been labeled multi-sited archeology, adapted from multi-sited ethnography to serve archeologists’ interests in comparing locales, multi-scalar connections, and local–global relations. Following a brief overview of multi-sited ethnographic principles, a review of the archeological literature exposes how archeologists are increasingly engaged with parts of multi-sited ethnography in practice, but in ways that remain, in our critical discussions, largely disengaged with the genealogy and idiosyncrasies of the approach’s foundational elements. Convergences and disjunctures between multi-sited strategies in ethnographic and in archeological practice are explored; these provide the basis for suggesting what might be a multi-sited archeology, illustrated here by a case study about the early New England iron industry. While multi-sited ethnography clearly cannot be a copy-and-paste application in archeology, its distinctiveness and usefulness in archeological comparisons is open to debate.  相似文献

Abstract: In recent years, the local authorities in London's historic Bloomsbury district have carried out a number of refurbishments of the area's public squares. These landscaping schemes have typically been labelled “historical restorations” in attempts to predetermine the evaluation criteria as “historic” rather than political, social and aesthetic. Focusing on Russell Square and Bloomsbury Square, this paper illustrates how the “restorations” were selective: the introduction of gates and railings and the removal of planting were not primarily designed to restore these historical gardens, but reflect a surveillance‐friendly ideal of urban space, specifically introduced to displace the men who used these squares for cruising. Through a detailed review of archival material from both mainstream and gay media, I illustrate the shifting forms of policing and landscaping in Bloomsbury's squares, while also highlighting how homonormative capital has colluded with the regulation of public space in this part of London.  相似文献

Summary

Ian Hunter has made a name for himself as a critic of German university metaphysics, finding its progeny at work in places where many of us would not even think of looking, for example in the late twentieth-century celebration of theory in the humanities. Some of his recent work has focused on a rather different issue: the methodological task of making intellectual history empirical. Here he builds on Quentin Skinner's rationale for the Cambridge School's efforts to make the history of political thought more properly historical. Skinner's argument draws on the work of R. G. Collingwood, at least in its earlier versions, and on neo-Kantian tendencies in mid-twentieth century Oxford philosophy. Thus, in aligning his methodological programme with Skinner's argument, Hunter may risk bringing elements of university metaphysics back in another form.  相似文献

Chicago's remarkably flexible growth machine, like their brethren across Rust Belt America, continues to aggressively press forward to build an internationally competitive city. This paper deepens our understanding of Chicago's recently changed growth machine. It focuses on its current redevelopment narrative as it is used on the South Side and chronicles two new features about it: its revamped use of fear and its re-fashioned notion of culture. I flesh out these two elements as they circulate through a now dominant redevelopment program: historic preservation. I chronicle three points in this paper. First, programs like historic preservation, like so many current city programs, have now fully shifted to being a neoliberal economic development tool to promote the “go-global Chicago” project. Second, two dominant fears recently nuanced anchor the narrative: fear of a city-destroying globalization and fear of city-subverting poor African-Americans. Third, a revamped notion of culture is used that helps provide resonance and dark appeal to the two offered fears. The culture notion is put into play as two dominant things, as the idealized and timeless glue that unifies Chicago's mainstream and as problematic values and meanings carried by black bodies which renders them civic tainting “ocular trash”.  相似文献

Summary

In this article, I seek to develop a genetic/diachronic approach to the phenomenon of authorial revision, and to the interpretation of texts that exist in multiple versions. In all such cases, the reconstruction of textual meaning cannot be separated from the reconstruction of the process through which the text in its ‘final’ form came into being; furthermore, an understanding of the author's intentions in (re)writing cannot be entirely separated from an understanding of his/her motives for (re)writing. This article is divided into three sections. In the first section, I consider recent trends in editorial and literary theory that aim at characterising texts in terms of processes rather than products, in order to uphold the equal dignity of each version without losing sight of its connectedness to other stages in the history of the text. In the second section, I discuss how Quentin Skinner's views on meaning and context apply to cases of authorial revision, and I suggest that some key aspects of Skinner's contextualism need to be reconsidered. In the concluding section, I focus on a case study in order to demonstrate the operational value of such a genetic and motive-based approach to authorial revision: more particularly, I seek to show how a close examination of Jean Bodin's rewriting practices in the Methodus (1566–1572) and the République (1576) can throw new light on his shift from a concept of limited sovereignty to one of absolute sovereignty.  相似文献

Among the many factors that influence enforcement agencies, this article examines the role of the institutional location (and independence) of agencies, and an incumbent government's ideology. It is argued that institutional location affects the level of political influence on the agency's operations, while government ideology affects its willingness to resource enforcement agencies and approve regulatory activities. Evidence from the agency regulating minimum labour standards in the Australian federal industrial relations jurisdiction (currently the Fair Work Ombudsman) highlights two divergences from the regulatory enforcement literature generally. First, notions of independence from political interference offered by institutional location are more illusory than real and, second, political need motivates political action to a greater extent than political ideology.  相似文献

Abstract

Dendrochronology offers a unique opportunity to address archaeological questions with minimal invasiveness. Often, archaeological tree-ring sampling, and occasionally analysis itself, can be performed while the larger structure or object remains in situ. In comparison to the costs and benefits of excavation (complete or partial) and a growing international call for in situ preservation, dendrochronology provides an effective compromise for the interpretation of wooden material culture.

The current number of archaeological tree-ring specimens worldwide probably exceeds 2,000,000. These specimens have been obtained from thousands of historic buildings, shipwrecks, and other sites and artefacts. These specimens are housed by a variety of public and private entities: museums, universities, governments, private corporations, and individuals. Despite their importance as vouchers for archaeological dates and great potential for future use and new applications, generally little attention has been paid to the long-term curation of tree-ring specimens. This paper identifies some pressing curation problems and suggests that the value and nature of dendroarchaeological research is compatible with international calls for in situ preservation. Some practical suggestions, provided here, could drastically improve the long-term curation of dendroarchaeological specimens, further demonstrating the methodology as a viable and valuable partner to in situ preservation.  相似文献

How can we decide the pertinent context in which a given object of historical study should be examined? This question has long puzzled historians. In the field of intellectual history, the Cambridge contextual school represented by Quentin Skinner triggered a series of methodological debates, in part relating to its opaque notion of context; critics have argued that a satisfactory answer to the question—how to recover a relevant context—has yet to be given. This article tackles why the question has continued to elude us. The article demonstrates that it is simply impossible to propose a practical set of guidelines on how to reconstruct a correct context because the identification of the relevant context is presupposed in the logical structure of inference in historical inquiries; identifying a relevant context is logically antecedent to the inquiry. In order to show this, the article deploys Charles Sanders Peirce's theory of inference. Thus the article submits that Skinner conceptualized his method as what Peirce called “abduction,” which specifically seeks authorial intention as an explanatory hypothesis. This observation entails two ramifications in relation to the notion of context. One is that context in Skinner's methodology operates on two levels: heuristic and verificatory. Confusing the two functions of context has resulted in a futile debate over the difficulty of reconstructing context. The other ramification is that abduction always requires some sort of context in order to commence an inquiry, and that context is already known to the inquirer. Any attempt to reconstruct a context also requires yet another context to invoke, thus regressing into the search for relevant contexts ad infinitum. The elusiveness of context is thus inherent in the structure of our logical inference, which, according to Peirce, always begins with abduction.  相似文献

No contemporary intellectual historian has produced more influential reflections on the historian's craft than Hayden White and Quentin Skinner, yet their legacy has never been meaningfully compared. Doing so reveals a surprising complementarity in their approach, at least to the extent that Skinner's stress on recovering the intentionality of authors fits well with White's observation that irony is the dominant rhetorical mode of historical narrative in our day. Irony itself, to be sure, has to be divided broadly speaking into its dramatic or Socratic variants and the unstable and paradoxical alternative defended by poststructuralist critics. The latter produced in White an anxiety about the anarchistic implications of an allegedly inherent undecidability in historical interpretation and narration, which threatened to conflate history entirely with fiction. By recovering the necessary role of intentionality as a prerequisite for a more moderate version of Socratic and dramatic irony—in which hindsight provides some purchase on a truth denied actors at the time history is made—it is possible to rescue an ironic attitude that can register the frequency of unintended consequences without surrendering to the conclusion that no explanation or interpretation is superior to another. Against yet a third alternative, which tries to reconstruct the past rationally as a prelude to the present, acknowledging the ironic undermining of intentions avoids giving all the power to the contemporary historian and restores a dialogic balance between actors in the past and their present‐day interpreters.  相似文献

Quantitative indicators of change for non-commodity resource management were examined, to assess whether the United States Department of Agriculture Forest Service has been changing its on-the-ground management practices to give more emphasis to non-commodity resources. Specifically, data on recreation management and on wildlife and fish habitat management were analyzed to determine whether any shifts in the agency's management priorities had occurred. All data examined indicate that the Forest Service has been increasing its activities in non-commodity resource management over historic levels. When viewed in context with other recent studies suggesting that the Forest Service is moving away from traditional commodity production, the results of this study provide evidence that a significant shift has occurred, or presently is occurring, in Forest Service management practices.  相似文献

In the Dutch and more broadly European context, urban policymaking has generally been studied through the conceptual lens of neoliberalism. While important, I argue that this neoliberal lens does not fully account for the design and impact of urban policies currently transforming cities like Amsterdam. Following Mustafa Dikeç's (2007, Badlands of the Republic: Space, Politics, and Urban Policy) understanding of urban policy as place‐making practices that normalize particular distributions of people, authorities and spaces, I propose to focus on underlying visions of the normal and the good city that shape urban policymaking. Drawing on 18 months of ethnographic research on Amsterdam's “notorious” Diamantbuurt, I argue that this vision is informed by neoliberalism and by racialized concerns with migrants and ethnic minorities. It entails particular classed and racialized preferences that normalize and underwrite the partial displacement that is underway in the neighbourhood.  相似文献

This article is broadly concerned with the federal government's industry policy in relation to women machinists in the clothing industry. From analysis of various reports and a series of face‐to‐face interviews with 120 people representing government, business and unions, as well as workers in various sections of the industry, I argue that the government's approach to restructuring this industry has not adequately incorporated an understanding of the issues facing the women who make up the majority of employees. The federal government's current textile, clothing and footwear (TCF) industry plan has failed to sufficiently address women's frequently disadvantaged position. In regard to the clothing industry, I will show that although there have been gradual gains for women, major victories are scarce, particularly for the growing number of outworkers.  相似文献

This essay argues that, just like liberalism and communism, fascist ideology was based on a specific philosophy of history articulated by Giovanni Gentile in the aftermath of World War I. Gentile's actualist notion that history “belongs to the present” articulated an immanent vision of the relationship between historical agency, representation, and consciousness against all transcendental conceptions of history. I define this vision as historic (as opposed to “historical”) because it translated the popular notion of historic eventfulness into the idea of the reciprocal immanence of the historical and the historiographical act. I further show that the actualist philosophy of history was historically resonant with the Italian experience of the Great War and was culturally modernist. I insist, however, that the actualist catastrophe of the histori(ographi)cal act was also genealogically connected to the Latin‐Catholic rhetorical signification of “presence” that had sustained the development of Italian visual culture for centuries. Accordingly, I argue that the fascist translation of actualism into a historic imaginary was at the root of Italian fascism's appeal to both masses and intellectuals. Fascism presented itself as a historic agent that not only “made history,” but also made it present to mass consciousness. In fact, I conclude by suggesting that the fascist success in institutionalizing a proper mode of historic representation in the 1920s, and a full‐blown historic culture in the 1930s, may have also constituted a fundamental laboratory for the formation of posthistoric(al) imaginaries.  相似文献
