This paper endeavours to examine different types of expertise in cultural policy. Unlike other conceptual studies, it focuses on the abstract notion of expertise i.e. the different forms of cognition and knowledge deployed in cultural policy, rather than the personage of an expert. The article proposes a distinction between arts expertise and technocratic expertise and employs five analytical categories within which they are discussed and compared with each other. Although a clear-cut differentiation seems impossible to achieve, the binary approach helps to shed light on how different forms of expert judgement in cultural policy can be framed and legitimised as well as how vulnerable they are to political influence and the concomitant pressure of the democratisation of policy-making.  相似文献

ABSTRACT

Bringing popular culture and world politics together yields multiple advantages, including shifting where the ‘political’ is located and expanding conventional understandings of policy and policy communities. It matters that researchers expand what is considered necessary for understanding the socio-political world, that they challenge hierarchical assumptions of where world politics happens and that they reconsider what and whose knowledge counts. Taking popular culture seriously ‘creates new spaces for critical reflection’ (Federica Caso and Caitlin Hamilton [2015]. Popular Culture and World Politics: Theories, Methods, Pedagogies. Abstract

In the Sustainable Development Goals adopted by the United Nations in 2015, the role of culture is limited. We argue that culture’s absence is rooted in the longue durée of interplay among theoretical and policy debates on culture in sustainable development and on cultural policy since the mid-twentieth century. In response to variations in concepts and frameworks used in advocacy, policy, and academia, we propose four roles cultural policy can play towards sustainable development: first, to safeguard and sustain cultural practices and rights; second, to ‘green’ the operations and impacts of cultural organizations and industries; third, to raise awareness and catalyse actions about sustainability and climate change; and fourth, to foster ‘ecological citizenship’. The challenge for cultural policy is to help forge and guide actions along these co-existing and overlapping strategic paths towards sustainable development.  相似文献

The development of post-election polling techniques makes it possible to examine the nature of electoral mandates more precisely, and therefore to compare them with the mandate claims of winners. On that basis, we can more accurately assess the limits of the “administrative presidency” in individual cases. This article first summarizes the evidence regarding the 1980 Reagan mandate, and then proceeds to describe prominent cases in which his administration tried (with uneven success) to reverse or greatly re-orient purported statutory intent. Finally, it sketches some propositions regarding the appropriate limits of policy change in the absence of changes in organic statutes, and evaluates the cases discussed in light of these propositions, suggesting that a legitimate part of executive discretion revolves around how to reach statutory goals but not whether to pursue them. It concludes that the limits of what has to be permissible for effective operation of the system are probably broader than critics of any particular president's policy positions may prefer to see.  相似文献

The humanities represent a type of knowledge distinct from, and yet encompassing, scientific knowledge. Drawing on philosophical hermeneutics in the tradition of the Geisteswissenschaften, as well as on the Latin rhetorical tradition and on Greek paideia, this essay presents humanities knowledge as “involved knowing.” Science, in principle, abstracts from the subjective, psychological conditions of knowing, including its emotional and willful determinants, as introducing personal biases, and it attempts also to neutralize historical and cultural contingencies. Humanities knowledge, in contrast, focuses attention on precisely these subjective and historical factors as intrinsic to any knowledge in its full human purport. In particular, poetry, which historically is the matrix of knowledge in all fields, including science, deliberately explores and amply expresses these specifically human registers of significance. The poetic underpinnings of knowledge actually remain crucial to human knowing and key to interpreting its significance in all domains, including the whole range of scientific fields, throughout the course of its development and not least in the modern age so dominated by science and technology.  相似文献

Covering the knowledge economy scenario, this article attempts to illustrate the analysis of the employment of knowledge transmission channels in the EuroClusTex, cross-border textile and clothing cluster between northern Portugal and Galicia. Therefore, an exploratory research was conducted. Primary data were obtained through participation in events, from interviews with key informants (entrepreneurs, leaders of cluster support institutions and government representatives). The secondary data were provided by the cluster support institutions, international organizations and the literature review. The results showed that EuroClusTex contributes to the competitiveness of regions, boosting trade relations between Galicia and northern Portugal. The most effective knowledge transmission channels in EuroClusTex were identified as: imitation, relationship with suppliers, public policy and human resources training. Experiences similar to EuroClusTex can be considered and served as examples for the development of clustering policies in other countries.  相似文献

The article describes the foundations of related-variety policies in practice, delineating the roles that related variety and fruitful distances may play in innovation policy. The main focus is on methods of managing related variety. Three types of regional collaboration and renewal processes are identified. By presenting empirical research on the Innovation Session Method developed in the Lahti region of Finland, the article provides insights into the practical implementation of innovation policy based on related variety. This study finds that Innovation Sessions appear to function quite well in the related-variety context, serving as a practical implementation of innovation policy that is in transition. The role of an optimal combination of distances is highlighted. This study contributes to the development of effective methods for innovation policy.  相似文献

Abstract

Despite the growing use of sanctions as a post-Cold War foreign policy instrument, there is limited research on sanctions in a tourism context despite their substantial impact on destinations and tourist flows. Although there is significant research on sanctions in political science, international relations, economics, and public policy, very few studies explicitly examine the effect of sanctions on tourism. This study therefore examines the intricate geopolitical relationship between sanctions and tourism via a scoping review of relevant literature. Each of the four main types of sanctions that were identified: financial, sectoral, diplomatic and individual, have different implications for tourism at various scales. The findings show that tourism is profoundly affected by sanctions impacting tourism and hospitality businesses and destination image, severely restricting international travel, and disrupting financial investment and supply chains. More comprehensive sanctions may lead to substantial economic and personal hardship in destinations as well as indirect effects including decline in the value of currency and inflationary pressures. Nevertheless, despite the development of smart and targeted sanctions they rarely affect the coercive capacity of the targeted government and induce political behavioural change. Resistive economies can develop in response to sanctions in which domestic tourism assumes greater significance as a result of reductions in international mobility. Some destinations facing sanctions also focus on specific international markets from non-sanctioning countries as well as a country’s diaspora. Overall, the study of sanctions deepens knowledge of the interrelationships between geopolitics, foreign policy and tourism and its ramifications for destinations. Significant gaps in knowledge for future research include the role of domestic politics in influencing sanctions policy, the selection of tourism as a specific target for sanctions, and the development of destination adaptation strategies to sanctions.  相似文献

ABSTRACT

The role of sport and cultural practices in policy initiatives tends to be assessed in both cases in terms of their assumed social benefits. However, the areas of sport and culture are often understood separately in research. Through an analysis of interviews with key local policy-makers and civil servants in two Swedish municipalities, the aim of this article is to explore how sport and culture are formed as means to promote social policy objectives regarding young people. In addition, we reflect on the political significance of this in relation to the development of local policy. The analysis demonstrates how a discourse of urban segregation and unequal opportunities underpins actions to mobilise non-participant and at-risk youth. This is achieved by establishing centres for sport and culture, and by enabling an educational approach which focuses on participation, empowerment and good citizenship. Reasons for mobilising practices involving culture and sport overlap, though each area of policy appears to be differently underpinned by discourses of enlightenment and conformity. Differences in emphasis between the discourses on sport and culture are discussed in relation to scientific discourse on the social utility of each policy area.  相似文献

This article examines the evolution of western policy towards the idea of pursuing negotiations with the Taliban, or ‘reconciliation’, in Afghanistan and the role that research and expert opinion played in that process. The official western position has evolved iteratively from initial rejection to near complete embrace of exploring the potential for talks. It is widely assumed that the deteriorating security situation was the sole determinant of this major policy reversal, persuading decision‐makers to rethink what had once been deemed unthinkable. Moreover, given the politicized and sensitive nature of the subject, we might expect the potential for outside opinion to influence decision‐makers to be low. Nevertheless, this article demonstrates that it would be a mistake to underestimate the role that research and expert knowledge played—the story is more nuanced and complex. Research coalesced, sometimes prominently, with other key drivers to spur and shape policy change. Importantly, it often took experts to make sense of events on the ground, especially where the failure of the military approach was not recognized, understood or palatable to those in official circles. Research interacted with changing events, policy windows, the emergence of new personalities and the actions of various intermediaries to shape emerging positions. More broadly, the case of reconciliation in Afghanistan reveals the difficulties and challenges, but also the variety of opportunities and techniques, for achieving research influence in conflict‐affected environments.  相似文献

Policy feedback scholarship has focused on how laws and their implementation affect either organizations (e.g., their resources, priorities, political opportunities, or incentive structures) or individuals (e.g., their civic skills and resources or their psychological orientations toward the state). However, in practice the distinction between organizations and individuals is not clear‐cut: Organizations interpret policy for individuals, and individuals experience policy through organizations. Thus, scholars have argued for a multi‐level model of feedback effects illuminating how policies operating at the organizational level reverberate at the individual level. In this theory‐building article, we push this insight by examining how public policy influences nonprofit organizations’ role in the civic life of beneficiaries. We identify five roles that nonprofit organizations play. For each role, we draw on existing research to identify policy mechanisms that either enlarge or diminish nonprofits’ capacity to facilitate individual incorporation and engagement. From these examples, we derive cross‐cutting hypotheses concerning how different categories of citizens may need policy to operate differently to enhance their civic influence; whether policy that is “delivered” through nonprofits may dampen citizens’ relationship with the state; and how the civic boost provided by policy may be influenced by the degree of latitude conferred on recipient organizations.  相似文献

This article addresses the role of democracy in Australia’s foreign policy formation. It argues that public debate and deliberation on foreign policy is a normative good. When there is a lack of debate on a government decision, a democratic deficit occurs. Such a deficit is evident in the way Australia goes to war; however, the examples of Canada and the UK show that reforming parliamentary practice is possible. In the context of the ‘war on terror’, this article compares Australia, Canada, and the UK from 2001 to 2015 with regards to ‘war powers’. Drawing from debates recorded in Hansard, it finds that while Canada and the UK took steps to ‘parliamentarise’ their foreign policy formation, the war-powers prerogative of the Australian government remained absolute. It concludes that increasing the role of parliament may go a long way towards democratising the decision of when Australia goes to war. This has practical as well as normative benefits, since it may prevent governments from entering wars that are unsupported by the public. At minimum, it will compel governments to engage more thoroughly in public debate about their proposed policies, and justify their decisions to the nation.  相似文献

This article analyses the effectiveness of the setting of policy conditions in exchange for aid. Given the emerging consensus that this process is not effective, this article focuses on explaining why not. In analysing the experiences of eight countries — Bangladesh, Cape Verde, Mozambique, Nicaragua, Tanzania, Uganda, Vietnam and Zambia — an ‘augmented’ principal–agent framework proved valuable in explaining why policy conditionality is not effective in these countries. The article concludes that donors should focus on some simple policy outcomes (ex post) instead of extensive policy conditions (ex ante).  相似文献

This article analyses urban policy mobilities taking into consideration the idea of the smart city, which is currently a sort of leitmotif used in many cities within the framework of discourses on urban development. More specifically, this article offers an analysis concerning the circulation and implementation of the idea of the smart city in Turin, Italy. It investigates the actors, processes and networks involved in the mobilization and reproduction of the idea, as well as the mechanisms, concerning the embedding of the smart city discourse in the institutional fabric of the city of Turin, Italy. It also emphasizes how urban policy mobility can develop even without processes of “imitation” and “adaptation” of best practices from other cities.  相似文献

This paper aims to contribute to the debate on the success factors of peripheral regions in the knowledge economy. It explores the viability of the knowledge-based development model for peripheral regions by examining the experiences of a follower region in Finland. The empirical case is Seinäjoki region in Western Finland which adopted a determined knowledge, research and innovation-driven development strategy in the 1980s. The article analyses the evolution of this strategy and assesses the progress and results that have been achieved until 2012. The results show that the strategy has improved the preconditions and structures for innovation, but there have been difficulties in turning these into real innovation outcomes. Peripheral regions may benefit from a knowledge-based development strategy but the development is slow and only takes place through building base capacity in the region.  相似文献

This article contends that the global thrust towards population management, legitimised by the concept of sustainable development, works to construct identities along the lines of gender and sexuality. This article focuses on the operation of what Foucault termed, biopower, as operational through and (re)productive of the United Nation's (UN) population/sustainable development discourses. I argue that the said disciplinary narratives and apparatuses such as the construction of environmental threat and the monitoring and regulating of populations, in the service of sustainable development, work to construct gendered identities and ‘naturalise’ heterosexual relationships. To demonstrate this, this article focuses on key UN documents directed at informing international environmental/population policy, namely Agenda 21 and the International Conference on Polulation and Development's Programme of Action.  相似文献

Within Western Europe, France had the largest and longest postwar commitment to private social‐market housing inside dense residential suburbs called grands ensembles d'habitation (GEs). Social‐Catholic activists and planners viewed the GEs as facilitating women's maternal mission within egalitarian communities, but others across the political spectrum saw them as pathological spaces, especially for women who supposedly contracted a psychological disease dubbed ‘sarcellite’, after France's flagship GE of Sarcelles. This article analyses how a phantasmatic gendered discourse of housing disaster, first circulated by the media, strategically influenced gendered actors’ residential desires and legitimised policy shifts toward single‐family housing. The discourse of sarcellite reveals how housing realities and imaginaries shaped gendered claims to housing as an evolving aspect of social citizenship. The article considers both suburban women's demands for subsidised childcare and other services and the nuances and contradictions of the evolving discourse of sarcellite.  相似文献

The image of Zwarte Piet, as part of Dutch Sinterklaas celebrations has caused heated debate in the past decade, which has polarized tensions between the ‘Dutch’ and ‘strangers’. This article argues that the debate cannot be resolved within a framework of a methodologically nationalist cultural policy. Building on Kwame Anthony Appiah’s book Cosmopolitanism: Ethics in a World of Strangers, I argue that a cosmopolitan framework for belonging is not only a normative but also a policy imperative. Cultural policy should recognize our shared global belonging, rather than building a national polis predicated on difference that sets us apart. However, a methodologically cosmopolitan cultural policy cannot be a blanket approach to replace or undermine national frameworks. It should embed the nation in a cosmopolitan public policy to accommodate cultural and religious diversity under globalization that has irrevocably eroded the illusion of a national unity.  相似文献

Land use in Scotland's countryside is currently an issue of major public concern, largely because of a sea-change in agricultural policy which seemslikely to lead to the withdrawal of some land from agricultural use. In addition, there has been concern about the scale of upland afforestation, about land availability for housebuilding, and about claims on land for conservation and for rural development.
