Recent research on local and regional economic development has focused upon transformations in local governance and institutional capacity. It has been argued that local authorities have ceded power to other actors and institutions involved in economic development and regeneration, and that the success of local and regional economic development is closely related to the strength of 'institutional capacity' within an area. In this paper, we examine these claims with reference to the operation of EU Structural Funds in the Humber Sub-region of the UK. Previous research on local governance and institutional capacity has had a limited empirical focus, drawing conclusions from studies of either economically 'successful' regions or regions undergoing regulatory and institutional transformation and precluding analysis of the nature and conditions of local governance and institutional capacity in less developed regions. Our case study evidence not only suggests that arguments about the declining influence of the local state are overdrawn, but also indicates a need for more nuanced accounts of the role of institutional capacity in regional development.  相似文献

Presently, state governments are more active and more successful in the U.S. Supreme Court than at any time since the New Deal. These rates of activity and success are a function of two coincident forces—the emergence of the Republican Court and the increased capacity of the states to pursue their policy goals aggressively before the High Bench. In this analysis, we seek to offer a better-defined portrait of the states' evolving advocacy in the Supreme Court. Using archival and survey data, we find that, as a group, the states are more capable Supreme Court litigators, that their perceptions of the Republican Court have encouraged them to increase their pursuit of policy goals through litigation, and that they are "procedurally rational"—i.e., their estimates of success enter into their decisions to engage the Court.  相似文献

Climate-driven water variability is a natural phenomenon that is observed across river basins, but one that is predicted to increase due to climate change. Environmental change of this kind may aggravate political tensions, especially in regions which are not equipped with an appropriate institutional apparatus. Increased variability is also likely to challenge regions with existing institutional capacity. We argue that our best attempts to assess the ability of states to deal with variability in the future rest with considering how agreements have fared in the past. In this paper, we explore treaty effectiveness, or treaty resilience, by investigating whether particular water allocation and institutional mechanisms help mitigate inter-country tensions over shared water. We use water-related events from the Basins at Risk events database as a dependent variable to test particular hypotheses regarding the impact of treaty design on conflict and cooperation over time. A broad set of climatic, geographic, political, and economic variables are used as controls. The analysis is conducted for the years 1948–2001 using the country dyad as the level of observation. Findings pertaining to our primary explanatory variables suggest that country dyads governed by treaties with water allocation mechanisms exhibiting both flexibility and specificity evince more cooperative behavior. Country dyads governed by treaties with a larger sum of institutional mechanisms likewise evince a higher level of cooperation, although certain institutional mechanisms appear to be more important than others.  相似文献

This article attempts to explain changes and continuity in the developmental welfare states in Korea and Taiwan within the East Asian context. It first elaborates two strands of welfare developmentalism (selective vs. inclusive), and establishes that the welfare state in both countries fell into the selective category of developmental welfare states before the Asian economic crisis of 1997. The key principles of the selective strand of welfare developmentalism are productivism, selective social investment and authoritarianism; inclusive welfare development is based on productivism, universal social investment and democratic governance. The article then argues that the policy reform toward an inclusive welfare state in Korea and Taiwan was triggered by the need for structural reform in the economy. The need for economic reform, together with democratization, created institutional space in policy‐making for advocacy coalitions, which made successful advances towards greater social rights. Finally, the article argues that the experiences of Korea and Taiwan counter the neo‐liberal assertion that the role of social policy in economic development is minor, and emphasizes that the idea of an inclusive developmental welfare state should be explored in the wider context of economic and social development.  相似文献

This paper argues that in the case of Korea, cultural diplomacy (CD) has been explicitly implemented in a top-down and unilateral approach by government to enhance national prestige abroad, underpinned by the institutional legacy of a ‘developmental state’ model of governance. Yet, an implicit approach has also emerged, associated with capacity building of the domestic cultural industries through promoting ‘international cultural exchange’. Whilst the top-down unilateral approach has persisted, a disarray of policy rhetoric and institutional fragmentation surrounding CD, as well as the blurring of cultural industries development policy with the CD agenda has led to gradual convergence of both explicit and implicit approaches.  相似文献

This paper employs the Institutional Analysis and Development framework across six ecosystem delivery measures in the European Union to develop a configurational explanation of (un)successful outcomes. By undertaking comparative institutional analysis, we systematically examine the effect of variation across rule types and generate insights on how different institutional configurations result in varying degrees of successful implementation of ecosystem delivery measures. We apply explanatory typology methods to identify the institutional features that best explain variation in implementation success across a number of cases. We argue that institutional rules shape outcomes in conjunction rather than in isolation. The findings show that differences in implementation success across cases can be explained by the interplay of differences in knowledge exchange, flexibility in implementation, and participation in the policy design process.  相似文献

This article examines critically the application of the developmental state concept to China. A conjuncture of specific political, socio‐economic and institutional processes, both internal and external, undermines the case for China as a developmental state. Against a back‐drop of intensifying global economic competition, intense rivalry between local economic actors for markets, resources and foreign investment not only produces contradictory developmental outcomes but also undermines the political and administrative capacity for fundamental social and economic transformation. The Chinese state is best understood as polymorphous, assuming multiple, complex forms and behaviours across time and space, and defying reduction to a unitary actor.  相似文献

A more powerful China under the seemingly confident leadership of President Xi Jinping has committed to a more activist global policy. In particular, this commitment has influenced Beijing's policy towards UN peacekeeping operations, with a long‐awaited decision to add combat forces to the engineering troops and police and medical units that have been features of its past contribution. In addition, Beijing has doubled the size of its contribution to the UN peace operations budget. This article explains why the UN is a key venue for China to demonstrate its ‘responsible Great Power’ status and expressed willingness to provide global public goods. The main explanatory factors relate to the UN's institutional design, which accords special status to China even as it represents a global order that promotes the sovereign equality of states. Moreover, there are complementarities between dominant Chinese beliefs and interests, and those contained within the UN system. Especially important in this latter regard are the links that China has tried to establish between peacebuilding and development assistance with the aim of strengthening the capacity of states. China projects development support as a contribution both to humanitarian need and to the harmonization of conflict‐ridden societies. The Chinese leadership has also spoken of its willingness to contribute to peacemaking through stepping up its efforts at mediation. However, such a move will require much deeper commitment than China has demonstrated in the past and runs the risk of taking China into controversial areas of policy it has hitherto worked to avoid.  相似文献

The budgeting literature has long focused on “institutional friction” as a cause of ubiquitous punctuated equilibrium (PE) findings. A recent wave of scholarship looks to identify specific institutional mechanisms that affect the number of punctuations in policy outputs. We contribute to this growing body of research by focusing on the complexity of the institutional environment surrounding a policy area as well as that of the government as a whole. These factors have opposite effects: the more complex a policy area, the greater the likelihood of extreme spending changes. But, higher institutional capacity in general leads to greater stability. To test these ideas, we develop a novel index of budgetary change that balances the conceptual importance of extreme changes while analyzing the entire distribution of budget changes, not only the tails. In addition, we also demonstrate that findings are robust to a number of important distinctions, such as between series associated with slowly moving demographic trends or quickly moving stochastic events. We, therefore, demonstrate the robustness of important findings from the established literature, add a new measure of the dependent variable, and push the literature forward with a new focus on issue complexity and institutional capacity.  相似文献

Abstract: State interventions to govern social vulnerability highlight the complexity of contemporary states, marked by neoliberal agenda but also by progressive interventions and the desire for effectiveness. This paper draws on collaborative research with government agencies on social vulnerability in the Hunter region to assess the desirability of undertaking critical geographies with the state. We see states as contested terrains invested with the institutional capacity to mobilise diverse political projects. We argue that critical research in partnership with states is possible, as are mobilisations of the agency of state institutions to promote progressive policy development. The paper explores how we might use engaged research to intersect with the production and circulation of texts, technologies and practices within the state apparatus to achieve desirable change. While critical research with the state involves uncertainties and compromise, with no permanent resolutions, we conclude that states must remain centred in our critical conversations and praxis. In this paper we advance the case for the critical possibilities of policy‐oriented research with the state. We reflect on experiences of an engaged research project with state government agencies in the NSW Hunter Region involving the production and use of the texts and technologies as state interventions in social vulnerability. Working through the project's reflexive, collaborative methodologies and our use of critical GIS, we highlight the creation of opportunities to change how the components of social vulnerability were conceptualised, contest policymakers’ view of what was “relevant”, and shift framing rationalities and resultant state practices. As such the paper contributes to our knowledge of strategic research practices for pursuing critical, progressive projects with the state. Such engagement involves uncertainties and contingent compromise. Yet, as terrains of contestation wherein diverse political projects are assembled and propelled, states must remain centred in our critical conversations and in our critical praxis.  相似文献

This article examines the role of the institutional power of executives in public budgeting; specifically, how executives change spending on particular budget items. Leveraging extant theories of the policy process concerning preference expression, attention, and institutions, we argue that executives deepen large cuts and boost large increases in budgetary change. The strictures of the budgetary process force trade-offs for executives in preference expression such that increases to preferred categories typically require decreases in other categories. Literatures in public policy and political representation suggest that all executives would like to express fiscal preferences, thereby contributing to categorical budget oscillations; however, not all executives are created equal. We employ quantile regression to examine whether the institutional strength of governors determine cuts, stasis, and expansion in spending across all budget functions in the American states between 1985 and 2009. Our model includes a host of political and economic variables found in the literature of fiscal policymaking, such as partisanship and divided government. The desire to change policy may be widely shared across executives, but we find that the ability to “top off” categorical increases and bottom out categorical decreases is a function of an executive's capacity to call attention to preferred categories via agenda-setting power and to secure those changes via veto power. The findings show strong governors are well positioned to influence public policy through the budgetary process.  相似文献

This paper builds on a large literature that explores the linkages between resource scarcity and interstate conflict. Focusing on competing claims over cross-border rivers, we analyze peaceful and militarized techniques used by states to manage river claims, and compare the success of these techniques for resolving the issues under contention. We focus on two key factors to account for variance in the use and effectiveness of conflict management strategies: water scarcity and institutions. We argue that high levels of water scarcity increase the frequency of explicit claims over fresh water, increase the chances of militarized conflict over these claims, and make it more difficult for conflict management institutions to be created or to be effective. We also examine the role of peace-promoting institutions, both river-specific and general institutions, arguing that institutional membership should promote peaceful attempts to resolve river claims. Analyzing data on river claims (1900–2001) from the Issue Correlates of War (ICOW) Project, we find that greater water scarcity increases the likelihood of both militarized conflict and peaceful third party settlement attempts, while river-specific institutions reduce militarized conflict and increase the effectiveness of peaceful settlement attempts.  相似文献

In this article, we examine long-term state budget trends to find evidence of punctuated equilibrium. We use the American states as a broad set of institutional variation with which to examine the nature of policy change through the lens of incrementalism and punctuated equilibrium theories of policymaking. The strength of this article is its sensitivity of variations in policy outcomes across time (18 years), across space (50 state institutions), and across issue space (10 budget categories). This research advances the characterization of policy outcomes by employing a quantitative measure that is both less sensitive to outliers and one that characterizes budget distributions on a simple numeric scale. Our general findings are: (i) state budget categories are interdependent; (ii) state budgets are generally punctuated; but (iii) to varying degrees: Thus, considerable stability (indicated by tall peaks) and punctuations (represented by fat tails) are a central feature of policy outcomes in the American states. This result confirms the logic of punctuated equilibrium theory, but raises future questions about the impact specific variations in institutional costs have on policymaking across the 50 states.  相似文献

Since the demise of the Soviet Union the newly independent states (NIS) have attempted the wholesale reform of their economic, political, and social institutions. With varying levels of success they have sought to create new institutions or reorganize old institutions, often so as to mirror similar institutions in western Europe and North America. Many nations and international organizations have sought to influence these transitions with technical assistance, foreign aid, concessional loans, and trade/investment promotion programs. In this article we attempt to bridge the conceptual, analytic, and empirical gaps between those who argue that external influences remain unimportant and those who believe that international organizations and foreign governments can support reforms. Specifically, we argue that although external assistance can play a positive role in the successful consolidation of political and economic reforms, the contribution of external assistance to the post-Soviet transitions has been limited by the institutional arrangements, technical proficiency, and political motivations of the aid providers. We thus analyze patterns of foreign assistance to demonstrate that implicit conditionalities imposed by aid donors upon recipient countries—with regard to geographic distribution, program priorities, timing, and graduation criteria—often force recipients to comply with reform agendas that may or may not be favorable for the recipient.  相似文献

Expectations play a powerful role in driving technological change. Expectations are often encapsulated in narratives of technological promise that emphasize potential benefits and downplay potential negative impacts. Genetically modified (GM, transgenic) crops have been framed by expectations that they would be an intrinsically "pro-poor" innovation that would contribute powerfully to international agricultural development. However, expectations typically have to be scaled back in the light of experience. Published reviews of the socio-economic impacts of GM crops among poor, small-scale farmers in the developing world indicate that these effects have been very mixed and contingent on the agronomic, socio-economic and institutional settings where the technology has been applied. These conclusions should modulate expectations about the pro-poor potential of GM crop technology and focus attention on the conditions under which it might deliver substantial and sustainable benefits for poor farmers. However, the idea of GM crop technology as an intrinsically pro-poor developmental success story has been sustained in academic, public and policy arenas. This narrative depends upon an analysis that disembeds the technology from the technical, social and institutional contexts in which it is applied. Agricultural development policy should be based on a more rigorous and dispassionate analysis, rather than optimistic expectations alone.  相似文献

Russia has tried to use economic incentives and shared historical and cultural legacies to entice post-Soviet states to join its regional integration efforts. The Ukraine crisis exposed the weaknesses of this strategy, forcing Russia to fall back on coercive means to keep Kiev from moving closer to the West. Having realized the limits of its economic and soft power, will Russia now try to coerce post-Soviet states back into its sphere of influence? Fears of such an outcome overestimate Russia’s ability to use coercion and underestimate post-Soviet states capacity to resist. Rather than emerging as a regional bully, Russia is trying to push Eurasian integration forward by becoming a regional security provider. The article relates these efforts to the larger literature on regional integration and security hierarchies – bridging the two bodies of theory by arguing that regional leaders can use the provision of security to promote economic integration. Despite initial signs of success, we believe that the new strategy will ultimately fail. Eurasian integration will continue to stagnate as long as Russia’s economic and soft power remain weak because Russia will be unable to address the economic and social problems that are at the root of the region’s security problems.  相似文献

In the past two decades, the number of international film festivals strongly increased. As a research topic, however, these festivals have received little attention within economic geography and regional studies. The aim of this comparative paper is to explore the institutional history and impact on local economic development of two international film festivals, namely Berlin and Busan, from a co-evolutionary perspective. Based on qualitative empirical fieldwork done in Busan and Berlin we draw two conclusions. First, different institutional structures have led to different ways of success. However, Busan’s less stable and tenser institutional configuration may negatively affect the festival in the near future. Secondly, in both cities the festival affects the local economy, albeit in different ways.  相似文献

Traditional infrastructure evaluation focuses primarily on technical criteria, such as the completion of a designated, interconnected system of facilities or a particular project's capacity to reduce costs borne by suppliers or end users. In the contemporary policymaking environment, however, nontechnical criteria are often of great importance in determining the success or failure of a particular infrastructure enterprise. Institutional considerations, for example, can often delay the implementation of a project or undermine its effectiveness. This paper examines the importance of non-technical criteria in infrastructure evaluation through a case study of the implementation of a major highway investment program in advanced communication and control technologies, known as intelligent vehicle -highway systems (IVHS). The case study focuses on the role of institutional issues as well as environmental issues, in the implementation of IVHS in the US. surface transportation system. The case emphasizes, first, the significance of institutional and environmental issues, and second, mechanisms for evaluating these issues in the context of a major infrastructure investment program.  相似文献

This article engages with the recent geographical literature on policy mobilities in order to examine how the World Bank mobilizes climate change adaptation 'best practices'. Drawing from the relational case study of the Kiribati Adaptation Project and the Community Resilience to Climate Change and Disaster Risk in Solomon Islands Project, the article explores the complex and intensive work required for mobilizing lessons and practices. The analytical work required in building the Kiribati Adaptation Project as a World Bank success story and policy model worthy of replication in new sites is demonstrated. However, heeding calls within the policy mobilities literature to avoid fetishizing mobility and attending to the contradictions between global flows and local institutional specificity, the article finds limited evidence of replication in noted sites of emulation. Instead, there is compulsive citation, publication, and circulation of experiences and successes within the World Bank, which operates to build internal and external legitimacy.  相似文献

Community capacity building is a common goal for programmes and policies involving Indigenous peoples, but it relies heavily on organisational capacity to work effectively in intercultural settings. This paper reviews the organisational capacity of the senior leaders of Australian Red Cross and institutional efforts to build a culturally appropriate and respectful organisation. It reports results from a survey of the organisation's leadership team and follow‐up interviews undertaken in 2010, reviews the challenges facing the organisation in working with Aboriginal and Torres Strait Islander Australians, and considers institutional progress in building internal capacity to lead change in working with Aboriginal and Torres Strait Islander Australians. The paper concludes with discussion of wider implications of this research.  相似文献
