This paper will examine the loss of confidence in secular bases for the normative understanding of, and response to, the fundamental social and political problems. The recent arguments of Richard Falk in favour of a religious foundation for a humane globalization will be taken as paradigmatic. While the paper agrees that the normative core of major world religions supports Falk's particular conclusion that religion can provide the content for a universal critique of inhumane global governance, it will conclude that the universal claim that global human solidarity today can only be built on the basis of religious faith does not follow. The paper will contend that the required normative foundation for the positive project of constructing global human solidarity is neither religious nor secular, but synthetic, embracing both—in what I will call, following the work of John McMurtry—the “life-ground of value.”  相似文献

The World Heritage Convention has been considering how best to respond to the impacts of climate change. This poses a number of challenges, aside from the complexities of climate change itself. The Convention is not accustomed to addressing broad, interdisciplinary matters beyond World Heritage; it has not historically had strong links with other conventions outside UNESCO; it has relatively few resources; and climate change will result in escalating change, whereas the World Heritage Convention is based upon a presumption of relative stability and manageable change. Responding to climate change in the longer term will require a clear definition of the role of the World Heritage Convention in this area, and new types of expertise within the Convention process. This article reviews these and other issues to chart a forward path.  相似文献

This article analyzes factors affecting countries' commitment to mitigating global climate change within the scope of existing international institutions. The commitment level is operationalized as an ordinal variable ranging from an agreement with the international institutions (signature and ratification of the Framework Convention on Climate Change) to the actual implementation of the internationally negotiated modes of behavior (enactment of domestic environmental policies). A theoretical model of governments' decisionmaking is presented and tested for 91 countries at different levels of economic development with different domestic institutions. A given national government selects its commitment level depending on its incentives and ability to affect global emissions of greenhouse gases (GHG). An ordered logistic regression model is employed to analyze the factors affecting the levels of national commitment. Empirical analysis suggests that national commitment is significantly affected by the national government's incentives and the ability to affect the global level of GHG emissions, impacted more by the incentives than by the ability, and not affected by the aggregate levels of economic benefits.  相似文献

Corporatist Nordic welfare states are largely thought to have exemplary environmental policies. Finland, however, was labeled “a failing ecostate” by a recent study owing to its weak climate change policy. Why is Finland different? We use data from a survey of organizations belonging to the Finnish climate change policy network to investigate two alternative explanations related to policy networks. According to the Cooptation Thesis, inclusive corporatist polities, where environmental NGOs (ENGOs) have support from and access to the state, formulate less ambitious policies because environmentalists moderate their views to secure state funding and political access. Second, according to the Treadmill of Production Theory, the decisive feature of Nordic corporatism with regard to environmental policy is the tripartite system linking business interests, labor unions, and the state in a coalition that prioritizes economic over ecological values. The results indicate that the ENGO Coalition is the least influential, least resourceful, smallest, least linked to the others, and not particularly moderate. The Treadmill Coalition is the most influential, most resourceful, second largest, well linked to the state, and least ecological in its beliefs. Thus, of the two policy network explanations, the dominance of the Treadmill Coalition rather than cooptation of ENGOs gets support.  相似文献

Abstract

The Late Prehistoric (c. A.D. 1050/1100–1635) Monongahela tradition of southwestern Pennsylvania and portions of adjoining states has come to be associated with specific subsistence-settlement traits. These include a heavy dependence on maize-based agriculture, large percentages of villages in upland locales, and use of semisubterranean storage facilities. In the traditional approach, that entails the construction of a series of sequential time periods, changes in subsistence and settlement traits are most often interpreted to have occurred at the boundaries of the time periods. These periods are defined on the basis of pottery style changes and the addition of European artifacts. An accumulation of data now allows for statistical analysis of posited changes in Monongahela tradition settlement and subsistence traits. Results of this study do not support the proposed subsistence and settlement pattern shifts at time period boundaries. Rather, the results support the position of continuous variation in the settlement and subsistence traits through the entire sequence with no evidence of regional uniformity.  相似文献

In the context of adaptation to climate change and spatial planning, the idea of urban and regional resilience has been attracting increasing attention because it recognizes both the given uncertainty of climate change and the complexity of cities and regions. Even if initial attempts have been made to operationalize the concept of resilience, a gap exists between the intense theoretical discussion and the use of resilience thinking in planning practice. On the basis of a discussion of existing attempts that define resilience principles, the authors derive eight principles for urban and regional resilience: diversity, redundancy, flexibility and adaptability, modularity, interdependency, stabilizing and buffering factors, mobility, as well as planning and foresight. Referring to two exploratory studies—the City and Region of Stockholm (Sweden) and the City and Region of Rostock (Germany)—this article aims to explore whether spatial planning already contributes to these principles and so to build resilience. The analysis shows that spatial planning already contributes to urban and regional resilience. Also, the principles, as suggested here, can be used to operationalize the idea of resilience. Prospectively, such principles may support spatial planning to choose adaptation measures and specific objectives and to contribute to urban and regional resilience.  相似文献

Local community action groups in Katoomba have changed the structure of the tourism industry in New South Wales. Although community action groups did change the local tourism industry, their effectiveness was limited chiefly by their reliance on the state to provide them with access to and influence over the development process. Postpositive policy scholarship has long asserted the importance of narratives—or stories—in shaping public policy through public opinion. In part, the Narrative Policy Framework (NPF) was developed to empirically test this assertion. To assess the relationship between policy narratives and public opinion, NPF posits several causal mechanisms including narrative transportation. Narrative transportation is a measure used to assess the extent to which individuals exposed to a story are “transported” into that story. NPF hypothesizes that as narrative transportation increases the reader of the story will (i) have more positive affect for characters within the story; and (ii) will find the story more persuasive. Using an online experiment involving a nationally representative sample of over 1,700 respondents, this research tests narrative transportation hypotheses by exposing subjects to one of three Cultural Theory narratives about climate change, as well as a control list of scientifically agreed upon facts. While findings do not support that narratives are any more transportive than fact lists in terms of directly persuading respondents to accept specific climate change policies, the data do show that narrative transportation positively influences affect for hero characters, which extant research demonstrates indirectly influences the persuasiveness of a story.  相似文献

A growing collection of archived oral history interviews with former MPs offers historians new opportunities to study the influences that have directed MPs’ routes into elected office and their behaviour in the house of commons. This article draws on evidence in the interviews to consider the extent to which an MP's background in science, technology, engineering, maths, and medicine (so-called STEMM subjects) has contributed to his or her activity as a parliamentarian. When concerns are raised about the House's capacity to effectively debate and scrutinise legislation concerning STEMM matters, those concerns are often accompanied by calls for more MPs with a STEMM background. Listening to these oral history interviews to hear what individual MPs say about their connections with STEMM – whether before, during, or after their time in the Commons – provides an insight into the relevance of having a STEMM background as an MP and offers explanations as to why MPs with a STEMM background are in a minority in the House. As such, this examination of historical material contributes to the ongoing debate about the role of STEMM experts in parliament while demonstrating the value of consulting archived oral history interviews when researching 20th-century parliamentary history.  相似文献

Canada’s climate change strategy faces an uncertain future since the country’s withdrawal from the Kyoto Protocol in 2011, making domestic public debate and awareness critical in the search for effective mitigation policies. This article presents a spatio-temporal analysis of newspaper reporting across Canada on climate change and carbon reduction approaches, ranging from renewable energies (solar, wind, hydro power) to carbon management (e.g., carbon capture and storage [CCS]) and economic approaches (e.g., carbon trade, ecological fiscal reform). The findings of a news article keyword analysis show that the overall growth of the Canadian news coverage during this time period was significantly fragmented into isolated peaks of activity rather than continuous growth of the topic of climate change. Furthermore, the study finds a strong news emphasis on technology- and growth-oriented solutions as opposed to a comprehensive ecological modernization that would encourage a deeper structural discussion about Canada’s much-criticized carbon-intensive energy economy.  相似文献

Stagnation and a failure to break out of a subsistence-oriented type of production continue to characterize the agricultural sector in Western Samoa. The lack of dynamism in agriculture has variously been ascribed to subsistence affluence and limited wants, the inhibiting impact of fa'asamoa – the Samoan way of life – and, more recently, to the effects of migration, remittances, aid and bureaucracy on economic development. This article suggests that the explanatory power of these factors by themselves is unsatisfactory. Instead, it argues that an absence of secure market outlets offering predictable and sufficiently attractive prices to farmers and the lack of rural-urban links in general are at the heart of the problem. The economy seems to be caught in a vicious circle where farmers fail to commit themselves to production for the market because of a lack of secure outlets, while adequate downstream distribution and processing channels do not develop for lack of secure supplies. The interchangeable nature of commercial and subsistence production in agriculture, widespread access to overseas remittances, and the smallness of the domestic economy serve to perpetuate the deadlock.  相似文献

In 2012, SCOR, one of the world's largest reinsurers, sued the French state, challenging a public–private natural disaster insurance scheme, called the “cat nat” regime. It campaigned in favour of a “real” natural disaster insurance market. The purpose of this paper is to grasp the logic of this litigation. It reveals growing tensions regarding the insurance of natural disasters, against the backdrop of climate change. To make sense of this, we will build on Christian Parenti's theory of the “environment making state”. This approach aims at understanding the interaction between capitalism, states, and nature. The question we will pose is: what happens to “environment making” institutions in times of crisis? Crisis leads to the “politicisation” of “environment making”: decisions concerning the management of natural hazards are increasingly taken by the executive branch. This “politicisation” may represent an important evolution in the relationship between capitalism, states, and nature in the future.  相似文献

Paleoindian groups occupied North America throughout the Younger Dryas Chronozone. It is often assumed that cooling temperatures during this interval, and the impact these would have had on biotic communities, posed significant adaptive challenges to those groups. That assessment of the nature, severity and abruptness of Younger Dryas changes is largely based on ice core records from the Greenland ice sheet where changes were indeed dramatic. This paper reviews climatic and environmental records from this time period in continental North America. We conclude that, on the Great Plains and in the Rocky Mountains, conditions were in reality less extreme. It therefore follows that conditions during the Younger Dryas interval may not have measurably added to the challenge routinely faced by Paleoindian groups who, during this interval, successfully (and perhaps rapidly) dispersed across the diverse habitats of Late Glacial North America.  相似文献

In the early 1980s, gay men formed AIDS service organizations (ASOs) in areas hardest hit by the disease, such as San Francisco and New York City, to provide assistance to infected members of their own communities. The Ryan White CARE Act of 1990 made funds available for community-based groups, such as ASOs, to provide support services to all people with HIV/AIDS. The epidemiology of AIDS has changed greatly in recent years, and increasing numbers of poor, minority women with children now contract HIV/AIDS. To determine if ASOs are in compliance with the CARE Act, this study surveyed 20 ASOs across the country and a number of their female clients to see if ASOs, some of which were started by gay men, have tailored their services for a growing minority, heterosexual population. The results indicate that a number of ASOs have been slow in responding to the diverse needs of women. Recommendations are offered to make the organizations more responsive.  相似文献
