Drawing on historical debates on gender, poverty, and the ‘feminisation of poverty’, this paper reflects on current evidence, methods and analysis of gendered poverty. It focuses on initiatives by UN Women, including the Progress of the World’s Women 2015–16. Our analysis of the data compiled by UN Women raises questions about what might account for the over-representation of women among the poor in official accounts of poverty, and how this is plausibly changing (or not) over time. The paper highlights that analysis of what is measured and how needs to be understood in relation to who is the focus of measurement. The lack of available data which is fit for purpose questions the extent to which gender poverty differences are ‘real’ or statistical. There is a continued reliance on comparing female with male headed households, and we argue the move by UN Women to adopt the notion of Female Only Households reflects available data driving conceptual understandings of women’s poverty, rather than conceptual advances driving the search for better data. Wider UN processes highlight that while sensitivity to differences among women and their subjectivities are paramount in understanding the multiple processes accounting for gender bias in poverty burdens, they are still accorded little priority. To monitor advances in Agenda 2030 will require more and better statistics. Our review suggests that we are still far from having a set of tools able to adequately measure and monitor gendered poverty.  相似文献

Based on a pooled time series analysis that covers a 30-year period at five different time points—1960, 1970, 1980, 1985, and 1990—this research examines the relationship between states' Aid to Families with Dependent Children (AFDC) payments and teen birth rates. Drawing on rational choice theories, we expected the effects of states' AFDC payments on their teen birth rates to be positive, taking into account states' divorce rates, population change rates, unemployment rates, racial composition, and poverty rates. The effects of states'AFDC payments were significant in a negative direction in Model 1, a random effects model; they also were significant in a negative direction in Model 2 when we controlled for the effects of year; however, when we controlled for the effects of year and state in Model 3, they were not significant. The findings do not support assumptions regarding the incentive effects of welfare that underlie rational choice theories in states where teen birth rates are higher. If anything, teen birth rates are higher in states where AFDC payments are lower. Implications for policy and further research are discussed in relation to the positive effects of states' poverty and population change rates on the state teen birth rate problem.  相似文献

How do elites perceive poverty and the poor? In this article, we present the results of interviews with eighty members of the Filipino elite, undertaken as part of a larger six‐country study of elite perceptions of poverty and the poor. Poverty, we argue, is a highly subjective phenomenon. People's perceptions of poverty, of who is and who is not poor, of how poverty affects them and others, and of how poverty can be effectively tackled, vary enormously between different types of people (defined in terms of class, status, occupation, nationality, ethnicity, gender or a myriad of other social identities). Wherever people cohere as groups, classes or other social constructs, perceptions of poverty are aggregated and refined and then embedded in social dynamics. The study of elite perceptions of poverty and the poor, we conclude, can both add to our understanding of the social dynamics of poverty and inequality and inform pro‐poor public policy.  相似文献

Using the Vietnam Household Living Standard Survey in 2004, this article seeks to quantify the potential role and impacts of a social pension scheme for reducing elderly poverty in Vietnam. The authors simulate changes in the poverty rate, poverty gap and poverty severity of the elderly in the counterfactual situation that such a scheme had been introduced to Vietnam in the past. They consider a number of categorical targeting groups of elderly people along with various transfer parameters to assess the impacts of the scheme on social welfare. They conclude that, depending on the characteristics of the social pension, there would be beneficial poverty reductions, but also large leakages to the non‐poor people. For a variety of measures, the results suggest that targeting the elderly in rural areas might be the most effective use of limited resources. Simulations for different budgetary constraints show that, even with limited budgeting, a social pension scheme would significantly reduce poverty incidence for the elderly. Furthermore, for a given programme cost, combining lower benefits with lower eligibility requirements is more effective at reducing poverty than providing larger benefits to a more limited group of recipients.  相似文献

The age structure in many developing countries is changing—the population is ageing. There is increasing concern over the social and economic costs of caring for this ageing population, and the capacity of the state to finance the expected rising social expenditure has come to dominate the debate on the economics of population ageing. In this context the elderly are considered primarily as consumers and ‘dependent’ on the working population. Following the Keynesian and post-Keynesian literature, this article argues that such a view of the elderly is incorrect, for several reasons. Firstly, empirical evidence shows that the aged do not consume (relative to their income) more than the rest of the population. Secondly, the issue of ‘dependency’ of the aged should be put in the broader context of the dependency of the unemployed and under-employed in a market economy. Thirdly, the focus of the debate should move away from consumption and towards production; and finally, since the old make claims on the national output on the basis of their accumulated assets, savings and pensions, the distributional issues (with regard to assets as well as incomes) have to be an integral part of any pension system in order to alleviate poverty among the elderly.  相似文献

Most studies that incorporate a gender dimension into the study of poverty or other development outcomes focus on the sex of the household head. This article argues that a headship analysis gives only a partial view of gender inequality since it does not take into account the position of women within male‐headed households. Drawing primarily on the Living Standard Measurement Studies for Latin America and the Caribbean, the authors present baseline indicators of the degree of gender inequality in asset ownership for the eleven countries in the region that have collected individual‐level data on asset ownership. Disaggregated data on asset ownership within households suggest that the distribution of property by gender is more equitable than a headship analysis alone would imply. But the degree of gender inequality also varies according to the specific asset and among countries. Further comparative work on asset ownership requires attention to the marital regimes governing property rights in marriage. Finally, the authors suggest how household surveys could be improved by standardizing the collection of individual‐level asset data across countries.  相似文献

The paper examines potential changes in housework and employment among married couples in Japan. The data are from national surveys in 1994 and 2000 of persons aged 20–49. Wives’ housework hours decreased and the proportion of husbands doing any housework increased. A majority of wives are employed, many work full-time and husbands work long hours and many return home late in the evening. While wives do less housework if they are employed, husbands’ housework does not respond to their wives’ employment. Large gender differences persist, with wives’ employment associated with family constraints. In general, changes were the same across categories of the population, though three of five significant interactions with time involved wives’ education. A positive relationship between wives’ education and any housework by husbands becomes stronger over time. The results suggest gender inequality in housework may decrease in the future, with potential relevance to future marriage and fertility.  相似文献

Poverty rates in high-poverty and low-poverty rural counties, and, thus, the spatial concentration of poverty, are affected by poverty-specific differences in in-migration and out-migration patterns. These patterns are investigated using 1985–90 county-to-county migration data from the decennial census. Effects on poverty rates of four migration flows (in- and out-migration of poor, in- and out-migration of nonpoor) are quantified, and their impacts on spatial concentration of poverty are assessed. The effect of selected county characteristics on the migration of the poor and nonpoor in nonmetro counties are estimated. The poor are as mobile as the nonpoor, and the migration patterns of both poor and nonpoor generally maintain and reinforce the pre-existing spatial concentration of poverty.  相似文献

Feminist research has convincingly shown that an increase in household income does not necessarily lead to improvement in the well‐being of all members of the household. More questionable is the policy conclusion often drawn from this research for rural Africa: redressing gender imbalance in control of productive resources will significantly reduce poverty. This contribution argues that the evidence and analysis presented by two studies repeatedly cited to show that gender inequality is inefficient are problematic. It is mythical to suggest that tinkering with women's market position by exchanging unequal collective rights to productive resources for individual ones will decisively reduce rural poverty in Africa. That will depend on the restructuring of long‐term and deeply unequal processes of integration in the market, not on a firmer insertion of women within existing patterns of individualization and commodification of productive resources.  相似文献

This article identifies the predictors of child poverty rates at the state level before and after the adoption and implementation of the Personal Responsibility and Work Opportunity Reconciliation Act of 1996. The analysis shows that the most important state‐level factors that influence child poverty rates are demographics, the health and viability of the state economy, and often the generosity, inclusiveness, and quality of state welfare programs. States with large numbers of black citizens, and those that score highest on infant mortality, teen births, births to unmarried women, children living with a parent without a high school degree, and children living with a single parent have the highest rates of child poverty. Child poverty rates are lowest in states that suffer less unemployment, and in wealthier states. States that score higher on per capita personal income, tax revenues, and taxable resources have lower child poverty rates. While specific “tough” welfare policies adopted by some states seem to have no impact on child poverty rates, we tested for the first time a sophisticated measure of the overall quality of state welfare programs. The analysis reveals that the global quality of a state's welfare programs is often an independent predictor of child poverty. States with the most generous, inclusive, and supportive welfare programs have done the best job of lowering and containing child poverty.  相似文献

This research is part of a project that aims to reinterpret geographies of poverty in the American Northwest by focusing on the intersections of cultural and political–economic processes that produce poverty differences. This paper contributes to this aim by unpacking poverty beliefs by race at the local county level. This qualitative analysis is grounded in a brief discussion of the political economy of Kittitas County in Central Washington State, which provides space to analyze the theoretical linkages between structural and cultural constructions of poverty differences. Specifically, this paper argues that first generation “hardworking” Hispanic immigrants embody the “working poor”, while individual explanations of poverty are articulated as the “intergenerational poor”, who are racialized as white and choose poverty as a lifestyle. In this vein, many local residents use the marker of “generation” to distinguish between white, lower class individuals who choose to be poor from a group of Hispanic newcomers whose poverty stems from structural forces such as non‐living‐wage jobs and discrimination. This forms one part of a larger strategy to “blame the individual” for the existence of white poverty. This analysis poses new theoretical insights into the intersection between difference markers such as race, class, and generation and contributes to the literature on racial differences in poverty explanations. The geographical specificity of poverty discourse argues for further grounding of the poverty literature in material conditions, which will allow for more nuanced understanding of the creation and persistence of poverty in poor communities.  相似文献

The 1996 Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA) marked the continued devolution of social policy to state and local government in addition to restructuring an ailing welfare system. Despite concerns that welfare recipients would find greater obstacles to economic stability as a result, declining welfare rolls have been accompanied by declining poverty rates over the past seven years. An important question is whether low‐income families have gained greater employment and housing capacity following welfare reform. Moreover, does capacity vary across states with different welfare policies? In addition, do families face greater economic vulnerability with respect to food scarcity and health care? This article uses the data from the 1997 and 1999 waves of the National Survey of America's Families to systematically assess differences in capacity and vulnerability among lower income families across different policy regimes. Using two measures of capacity for housing and employment, and quality of life, findings suggest that more stringent welfare rules are related to greater job and housing attainment but a reduced quality of life.  相似文献

男性和女性除了有生理性别差异,还有通过心理、文化和社会手段构建的社会性别差异,两者共同导致女性在健康、就业、教育、人际、资产等领域的相对弱势地位。近年,由发达国家主导的女性贫困研究热度持续增加,发展中国家研究逐渐增多,但国内研究仍在起步阶段。运用CiteSpace软件分析国外地理学领域的女性贫困研究最新进展,发现研究热点集中在基于空间差异的女性贫困研究、基于社会剥夺的女性贫困研究,以及女性减贫的政策建议研究。基于研究热点与社会性别理论,本文提炼出女性贫困研究框架体系,并总结了内在因素和外部环境共同作用的女性致贫解释机制,认为女性贫困是地区经济、文化与政治的折射。最后提出未来中国女性贫困地理研究建议,以期为推进以性别为切入点的精准扶贫做出贡献。  相似文献

This article studies gender education gaps among indigenous and non‐indigenous groups in Bolivia. Using the National Census of Population and Housing 2012 and an estimation method analogous to difference‐in‐differences, the study finds that the intersection of gender and indigenous identity confers cumulative disadvantage for indigenous women in literacy, years of schooling and primary and secondary school completion. While gender education gaps have become narrower across generations, there remain significant differences within indigenous groups. The Aymara have the largest gender gap in all outcomes, despite having high overall attainment rates and mostly residing in urban centres with greater physical access to schools. The Quechua have relatively smaller gender gaps, but these are accompanied by lower attainment levels. The article discusses the possible sources of these differentials and highlights the importance of taking gender dynamics within each indigenous group into greater consideration.  相似文献

This paper reports on the calculation of poverty rates for small areas in Australia using a spatial microsimulation model. The spatial microsimulation methodology used involves reweighting data from confidentialised unit record files (CURFs) from surveys conducted by the Australian Bureau of Statistics (ABS) to small area census data, also from the ABS. The method is described in this paper, and then maps of poverty using poverty rates derived from this small area estimation method are shown for the eastern coast of Australia and its capital cities. Further analysis of poverty rates in capital cities is then conducted. We find that areas of higher poverty risk can be clearly identified within Sydney, Melbourne, Canberra and Brisbane. We also find that areas of high poverty are frequently ‘buffered’ by areas of moderate poverty. This is not always the case since, in some areas, we find a high poverty area neighbouring a low poverty area but, generally, there appears to be a moderate poverty ‘buffer’ in most capital cities.  相似文献

Although the multidimensional nature of poverty is widely recognized, the extent to which monetary measures can serve as a proxy for non‐monetary measures remains unresolved. This is of particular concern for children given their dependence on others for fulfilment of basic needs and assumptions about intra‐household distribution that underpin monetary measures. This article adopts an innovative mixed‐methods approach to investigate child poverty overlap and mismatch in the low‐ and middle‐income countries of Ethiopia and Vietnam using secondary longitudinal survey data and primary qualitative data from adults and children. Findings indicate that monetary and multidimensional poverty are distinct constructs that are linked, but cannot serve as a proxy for one another. While the degree of dissonance depends on the types of indicators under consideration, poverty mismatch persists regardless of time, place and multidimensional measure under consideration.  相似文献

In Ghana, strategies to address poverty among rural women have often been linked to women's empowerment programmes with credit as a core component of these. Yet, many programmes focus on the economic benefit to women without necessarily looking at the impact on gender relations at the household level and its implications on women. Using quantitative and qualitative data from the Dangme West district of Ghana, this article shows how poverty reduction programmes with credit components can reduce women's vulnerability to poverty and empower them. But much more needs to be done to complement these efforts. The study shows that women beneficiaries as against women non-beneficiaries have significantly improved their socio-economic status through access to financial and non-financial resources. This has in certain instances improved gender relations at the household level, with women being recognized as earners of income and contributors to household budget. However, some women still regard their spouses as ‘heads’ and require their consent in decisions even in issues that have to do with their own personal lives. Moreover, the improved economic status of women has resulted in a ‘power conflict’, creating confrontation between spouses. The article recommends that, as part of their programmes, assisting organizations and institutions must address ‘power relations’, the basis of gender subordination at the household level, otherwise socio-cultural norms and practices, underpinned by patriarchal structures, will remain ‘cages’ for rural women.  相似文献

学界以社会经济指标(人口普查、问卷调查等)为主导测度城市内部贫困空间,取得较好的研究成果;但是普查数据周期长、贫困群体社会经济数据可获得性低,如何制定全覆盖、多方位、易获取的测度指标是该项研究的主要挑战之一。本文尝试使用遥感影像、在线房租等公众可获取的数据,采用FETEX2.0、WEKA等软件,利用三个指标(土地覆盖指数、复杂度、单位房租)建构基于大数据的贫困指数,测度广州市内城核心区718个居委会的贫困得分。再将测度结果与利用第六次全国人口普查数据测度的贫困空间对比分析,探究两种测度方法的区别和适用性。结果显示:①两者的测度结果具有较强的一致性,尤其对前5%最贫困的居委会具有较高重合度;②本文建构的大数据贫困指数对城中村、传统工业区等典型贫困空间识别效果更好。本研究使用易获取、更新周期短的数据,有利于城市贫困空间分布的实时监测,对引导精准分配扶贫资源、有效实施贫困社区更新规划具有重要意义。  相似文献

Under the socialist regime that prevailed until the start of the 1990s, Mongolia made great progress in improving human development indicators, and poverty was virtually unknown. Political and economic transition in the 1990s ushered in a rapid rise in asset and income inequality, and at least a third of the population has been living in poverty since 1995. Many workers made redundant from uneconomic state‐owned enterprises were absorbed into the extensive livestock sector in rural areas and by the growing informal economy in urban areas. The livestock sector grew dramatically, with herders accounting for over a third of the total population and half of the active labour force by the late 1990s. Three consecutive years of drought and harsh winters in 1999–2002 then drastically reduced the national herd. These trends are viewed against a backdrop of relative neglect of the livestock sector in development priorities and a concomitant decline in agricultural productivity. Pressures on common pasture have mounted, and conflict over grazing is becoming endemic. In such a context, sustainable management of Mongolia's pastoral commons should be central to the country's economic development agenda in general, and to its poverty reduction strategy in particular. This article draws on the findings of a country‐wide participatory poverty assessment conducted in 2000. Blending quantitative and qualitative data, these findings help to bring into sharper relief the broad outlines of an integrated approach to building secure and sustainable livelihoods both on and off the pastoral commons.  相似文献
