In February 2007, UNICEF launched the latest in a series of reports comparing the conditions of young people's lives across the world's more industrialised countries. The report ranked the UK as the lowest of the countries investigated. We give a critical overview of the report, identifying its limitations as well as some of the trends it reveals. We also discuss the poor placing of the UK in relation to current broader political and public debates.  相似文献

This article uses a panel survey of households in the Indian state of Maharashtra to demonstrate that agricultural growth takes too long to trickle down to the rural poor. Unanticipated inflation, on the other hand, aggravates rural poverty, as does domination of the agricultural growth process by large landholders. This affects the poor through the oligopsonistic influence of the landholders in rural labour markets, dampening employment and wages (as compared with the outcome in a competitive market). In the context of structural adjustment, while the emphasis on allocative efficiency through withdrawal of input subsidies and remunerative prices for output is justified, acceleration in agricultural growth by itself is unlikely to make a dent in rural poverty. Measures designed to accelerate agricultural growth must therefore be supplemented by direct anti-poverty interventions. Consumer price stabilization is particularly important, and would be assisted by an overhaul of the Public Distribution System. Major reforms would include improved flexibility in the scale of the PDS, better targeting through alternative distribution networks when private trade channels are weak or non-existent, and simplification of registration procedures. The oligopsonistic role of large landholders could be curbed through market-mediated land redistribution, scrapping of all tenancy regulations when tenancy markets function efficiently, and through large-scale intervention in rural labour markets along the lines of the Employment Guarantee Scheme.  相似文献

Levels of child malnutrition in India have fallen only slowly during the 1990s, despite significant economic growth and considerable expenditure on the Integrated Child Development Services (ICDS) programme, of which the major component is supplementary feeding for malnourished children. To begin to unravel this puzzle, this article assesses the programme's placement and its outcomes, using NFHS data from 1992 and 1998. The authors find that programme placement is clearly regressive across states. The states with the greatest need for the programme — the poor Northern states which account for nearly half of India's population and which suffer from high levels of child malnutrition — have the lowest programme coverage and the lowest budgetary allocations from the central government. Programme placement within states is more progressive: poorer and larger villages have a higher probability of having an ICDS centre, as do those with other development programmes or community associations. In terms of outcomes, the authors find little evidence of programme impact on child nutrition status in villages with ICDS centres.  相似文献

Community engagement and citizen participation have long been important themes in liberal democratic theory, although managerial versions of liberal democracy have typically been dominant. In the past two decades, however, many countries have seen a shift away from a managerial or top-down approach, towards a revitalised emphasis on building institutional bridges between governmental leaders and citizenry, often termed ‘community engagement’. This paper outlines some of the main explanations for this shift, including international trends in governance and political economy; the availability of improved communications technologies; the need to share responsibility for resolving complex issues; and the local politics of managing social, economic and environmental projects. Some critical perspectives are also raised, suggesting a degree of scepticism about the intentions of government and implying serious limits on the potential influence of the citizenry and community groups. Important distinctions are drawn between policy arenas, in relation to the different dynamics and opportunities in different policy fields. The importance of building effective capacity for citizens and all non-government organisations (NGOs) to participate is emphasised. Typologies of community engagement are outlined, and linked to ideas about social capital.  相似文献

As part of the World Bank's poverty reduction strategy, Poverty Assessments have been carried out for a number of countries which analyse who the poor are, the causes of poverty and poverty reduction policies. This article reviews what can be learnt from the twenty-five Assessments prepared for countries in sub-Saharan Africa up to 1996. Whilst other factors are acknowledged in identifying the poor, the Assessments over-emphasize income-poverty defined against an inevitably arbitrary poverty line. The Assessments are shown to be weak in addressing the causes of poverty, often ignoring the historical perspective, political context, and international dimensions such as debt and commodity price trends, focusing instead on the lack of growth in recent years as the main cause of poverty. Weak understanding of the causes of poverty undermines the basis for country-specific poverty reduction strategies: policy recommendations are usually an uncritical presentation of the World Bank's three-pronged strategy of growth, investment in human capital and social safety nets. Although the Assessments do not explicitly acknowledge the point, they suggest that the number of poor people in Africa will continue to rise; nor is there any basis for confidence that policies are being put in place to redress the situation.  相似文献

The World Bank and leading donors have emphasized the importance of evidence‐based policy making in addressing entrenched poverty. Adoption of Poverty Reduction Strategy Papers has also required establishing and updating poverty baselines, typically through Living Standards Measurement Surveys. Although the conceptual basis of these surveys has been questioned, little attention has been paid to whether frequent revisions to the longitudinal record have undermined their value. This article argues that changes to the poverty record have been sufficiently frequent and often sufficiently large to compromise the creation of a sound longitudinal poverty record. The lack of transparency also weakens national debate and ownership and undermines the construction of evidence‐based policy.  相似文献

ABSTRACT

Faith groups are in the front line of the struggle to defeat poverty in breadline Britain. Given their roots in local communities Churches and Christian NGOs are well-placed to challenge economic policies that have resulted in the spiraling of food poverty, homelessness, personal debt and child poverty. By framing poverty as a political choice, a form of structural violence and systemic sin this paper brings peace studies and political theology into a constructive dialogue. In the face of ongoing “austerity” the paper demonstrates that poverty represents a clear and present danger to the social fabric of the UK and argues that only a re-imagined interdisciplinary theology of liberation can provide academics and activists with the tools needed to defeat systemic poverty and the cultural violence upon which it rests.  相似文献

After plans for a potential partnership with Rio Tinto fell apart, the World Archaeological Congress applied for funds from the transnational mining corporation for the purpose of developing a policy on external engagement. This cautionary tale recounts the work that took place in 2007?C2008 as part of this project, some of the discussions that ensued, and a turn of events that delayed the ongoing process. In this paper the draft ??Principles to Guide External Engagement?? and ??Outline of a Process for Engagement?? Under the influence of the discourses and practices of global neoliberal urbanism, municipal administrations worldwide aspire to make their cities world class spaces, where informality is an anachronism and poverty can be made history. In this essay, drawing on fieldwork conducted in Jakarta, Indonesia, San Francisco (California), and Seattle (Washington), we address the question of how a geographic relational poverty approach can help us understand, or at least expand ways of thinking about these processes by attending to urban informality and the politics of poverty. Informality, a pervasive feature of the global South and North, functions as a survival strategy whereby the monetarily poor can compensate for their lack of income through commoning. Market-driven, state underwritten urban development initiatives for housing those with wealth is limiting the conditions of possibility for the monetarily poor, and informality. This is compounded by emergent political discourses rendering informality as inappropriate, and the monetarily poor as undeserving of a right to the city. Yet long-standing more-than-capitalist and communal informal practices pursued by the urban poor remain effective and necessary survival strategies, supporting residents whose presence is necessary to the city and whose practices challenge capitalist norms.  相似文献

Australia's commemorations of the First World War have thus far been massive at both the government and local levels, reflecting and affirming the dominance of the memory of war and the ANZAC ‘legend’ in the national political culture. The commemorations in 2014–15 triggered some debate about the commodification of the memory of war and the possibility of commemoration fatigue, but the centenary of the key commemorative event, the landing at Gallipoli on 25 April, attracted large crowds and blanket media attention. Whether Australians of culturally diverse backgrounds engaged with these centenary commemorations, and how strongly they identify with the ANZAC legend as the dominant narrative of Australian nationalism, however, remains unclear.
