This article engages ethnographic research on perceptions of disputation, justice and security in rural Solomon Islands to reflect on issues of agency, power and scale in areas of limited statehood. Set against widespread popular perceptions of state retreat in Solomon Islands, the authors situate their study within the literature which addresses engagements with conflict‐affected and fragile countries and, in particular, literature with an interest in the spaces created by prolonged state absence as potential sites of innovation and transformation. The article examines the role of agency and power at different scales in the highly contested processes of state formation underway in post‐conflict Solomon Islands. Taking issue with the presumed privileging by local actors of non‐state over state forms that runs through much of the hybridity literature, the authors suggest that international ‘state‐building’ interventions, such as that recently experienced in Solomon Islands, require a more nuanced and historically informed understanding of local agency vis‐à‐vis the state in fragile and conflict‐affected settings.  相似文献

Diamonds are forever. But what of the definition of conflict diamonds used by the Kimberley Process (KP)? Despite the fact that civil society has raised attention to the cloudy issue of state‐perpetrated diamond‐related human rights abuses throughout the past decade, the continued longevity of the central definition around which the Kimberley Process revolves still appears to be a crystal‐clear fact. As it turns out, calls to broaden the scope of the conflict diamond definition have not been successful because several discourse manipulations within the KP have had formative effects on other actors' identities and interests. Discourse spacing—the strategic allocation of ‘appropriate’ spaces for certain discourses within a particular institutionalized setting—has been strategically employed in an attempt to place boundaries on the redefinition discourse. By claiming that addressing human rights abuses lies beyond the mandate of the KP, several KP participant states have sought to convince others that discussing redefinition has no place on the KP reform agenda. Discourse timing has also been key, where numerous African states' perceptions of redefinition were influenced by accusations of neo‐colonial intent on the part of western KP participant states that stemmed from a sanctions debate that was taking place parallel to the redefinition debate. The article finds that these two occurrences, alongside the KP's consensus‐based decision‐making structure and several KP participant states' fears about setting a human rights precedent, have obstructed the road to the redefinition of conflict diamonds.  相似文献

Over the previous decade, African cities experienced a wave of frenzied construction driven by imaginations of world‐city status. While these projects provoked new discussions about African urbanism, the literature on them has focused more on the paperwork of planning than actual urban experiences. This article addresses this lacuna by investigating residents' reactions to the post‐conflict building boom in Luanda, Angola. I show that Luandans' held highly ambivalent orientations towards the emerging city. Their views were shaped by suspicions about pacts between Angolan elites and international capital that recapitulated longstanding tensions over national belonging. These concerns were voiced via discussions of the very aesthetics of the new city. Buildings became catalysts for expressions of dissent that put into question the very project of state‐driven worlding. The paper therefore argues that the politics of aesthetics are central to grasping the contested understandings of urbanism currently emerging in various African cities.  相似文献

Victricius of Rouen's De laude sanctorum (c.396) contains an original discussion of the cult of relics, introduced by a brief excursus on his recent trip to Britain. In this article, I argue that the author used both sections to define two symbolic territories, Britain and the centre of the empire, which invited his audience to think geographically about the concepts of Romanness, orthodoxy, and legitimacy. Exploiting a long‐standing tradition of stereotypes and geographical imaginations, Victricius used his argument of the unity of relics to justify his position in the Felician controversy, a contemporary episcopal and political conflict.  相似文献

Abstract. This article argues that the emergence and development of subaltern political process is a significant conflict dynamic found in the escalation of ethnic nationalist movements. These ethnie‐defined modes of political participation are in turn an expression of the autonomous nature of ethnic nationalism, but occur ‘underneath’ and often antecedent to the organised violence and militancy which distracts most analyses of these conflicts. The article discusses this process of insurgent political mobilisation as a response to the structural paralysis of the post‐colonial state, using the ethnic nationalist conflict in Indian Jammu and Kashmir as the central case study. In its discussion of this case, the article seeks to argue that the presence of such subaltern political process provides additional empirical evidence of the autonomous nature of ethnic nationalism, and its capacity to carve out alternative options for democratic action and popular participation.  相似文献

This article assesses the contribution that IGAD has made to regional security in the Horn of Africa since the adoption of its peace and security mandate in 1996. It describes the evolution of IGAD and its mandate in the context of regional conflict and wider African peace and security processes. It explores the local dynamics of the two major IGAD‐led peace processes, in Sudan (1993–2005) and in Somalia (2002–2004), and discusses the effectiveness of IGAD's institutional role. A consideration of the wider impact of the peace agreements highlights the way IGAD has enhanced its role by setting the agenda on peace support operations in Somalia. The article concludes that IGAD's successes are more the result of regional power politics than of its institutional strength per se. Despite the obvious need for a better regional security framework, the scope for the IGAD Secretariat to develop an autonomous conflict‐resolution capability will remain limited. However, IGAD brings a new diplomatic dimension to conflict management that locks in regional states and locks out interested parties beyond the region. With regard to Somalia, the organization has played a pivotal role in directing African and wider international responses to conflict in the region.  相似文献

Studies on post‐conflict reconstruction in Africa have glossed over the need for state transformation as a prerequisite for sustainable peacebuilding in post‐conflict societies. This article fills this gap and discusses the relevance of Claude Ake's political thought for state reconstruction in post‐conflict Africa. It underscores the need for the autochthonous transformation of the state as a central component of peacebuilding and post‐conflict transition in the continent as Ake had suggested. Drawing on Sierra Leone, it theorizes Ake's works on the state in Africa against the backdrop of externally driven state reconstruction projects hinged on hegemonic discourses of ‘nation‐building’ in post‐conflict situations. It presents Ake's corpus as a basis for critiquing ongoing state rehabilitation attempts and urges a return to endogenous initiatives of rebuilding the state from below as a condition for achieving a sustainable democratic reconstruction of the state in post‐conflict Africa.  相似文献

This article presents a modified two‐state solution to the Israeli‐Palestinian conflict. A “2 + 1 solution” would see the establishment of a State of Palestine in the West Bank whose constitution proscribes the participation in government of any party whose platform calls for the elimination of Israel; Gaza would accede upon the reform or demise of Hamas. Achieving a state in the West Bank should be the proximate, urgent goal of the Palestinian people. Ideologically motivated Israeli settlement of the West Bank continues apace and threatens the viability of a two‐state solution. Meanwhile, religiously motivated policies of colonization hide behind a security narrative conflating Hamas with Fatah and suggesting that the Palestinians pose an existential threat. The 2 + 1 solution, by excluding Hamas from a State of Palestine, directly addresses Israel's legitimate security concerns and thus carries the potential to lay bare the extent to which ideology informs Israeli policy. The approach also gives moderate Palestinians the opportunity to define the civic values and attributes of Palestinian national identity in a way that supports a lasting two‐state peace.  相似文献

This article is concerned with the potential that statebuilding interventions have to institutionalize social justice, in addition to their more immediate ‘negative’ peace mandates, and the impact this might have, both on local state legitimacy and the character of the ‘peace’ that might follow. Much recent scholarship has stressed the legitimacy of a state's behaviour in relation to conformity to global governance norms or democratic ‘best practice’. Less evident is a discussion of the extent to which post‐conflict polities are able to engender the societal legitimacy central to political stability. As long as this level of legitimacy is absent (and it is hard to generate), civil society is likely to remain distant from the state, and peace and stability may remain elusive. A solution to this may be to apply existing international legislation centred in the UN and the ILO to compel international organizations and national states to deliver basic needs security through their institutions. This has the effect of stimulating local‐level state legitimacy while simultaneously formalizing social justice and positive peacebuilding.  相似文献

Memories of the nationalist struggle are fervently contested in Zimbabwean public spaces such as the media. This paper examines the emergence of the counter‐hegemonic historical narratives in the state‐controlled media that seek to subvert the dominant nationalist discourses propagated by the ruling party, Zimbabwe African National Union Patriotic Front (ZANU PF). Focusing on the Sunday News's Lest We Forget newspaper column, the paper analyses the representations of the role played by the Zimbabwe African People's Union (ZAPU) in the liberation struggle, a nationalist movement whose contributions are marginalised and obscured in the official nationalist historiography. Given that in Zimbabwe the state‐owned media are generally viewed as mouthpieces of the ruling party, this paper identifies the tensions in the Sunday News as alternative historical memories are being reproduced and sustained. Drawing upon the critical discourse analysis (CDA) method, this article argues that alternative historical imaginations are rekindled in the state media.  相似文献

Clashes over the status of West Papua and the political future of the territory proliferated markedly following the end of Indonesia's New Order regime in 1998. Amid a wide variety of demands for justice and independence, and a series of demonstrations, mass gatherings and prayers, only a few Papuans mused on how Papua could become a state and what would constitute its nature as being distinctly Papuan and/or Melanesian. One exception is the work put into the Constitution for West Papua entitled Basic Guidelines, State of West Papua, a document edited by Don A.L. Flassy, a bureaucrat, writer and thinker, with a preface by late Theys H. Eluay, then chairman of the Papuan Council. In this article I analyse this Constitution to show how a combination of Christianity and local customs, and a mimicry of elements of Indonesian nation building and symbols of the Indonesian nation‐state are reshaped to oppose Indonesian nation‐building agendas. The Constitution shows that when Papuans imagine an independent state, forms of vernacular legality play a central role. ‘The state’ has journeyed to Papua and encouraged faith in ‘the law,’ and Basic Guidelines is partly the effect of this growing vernacular legality. My analysis shows that it is essential to see how legal mobilisations and imaginations of the state articulate with other normative systems and practices – in particular Christianity and custom (adat) – and how they mutually allow for and invite strategies.  相似文献

Twenty years on from the original Rio Summit and the emergence of sustainable development, which first raised awareness of the importance of the environment to humanitarian development, significant strides have been taken to integrate environmental considerations into humanitarian development, but such considerations still remain largely ostracized from core security and humanitarian theory and practice. An important issue and opportunity is therefore being ignored. This article argues that an evolutionary step beyond sustainable development is now required, both to unite under a common banner the work on this subject carried out to date, and to encourage further practical and theoretical work to be carried out to mainstream the environment into postwar recovery. To enable this transition, this article suggests adopting the concept of ‘ecological development’. This concept of using the management and development of the environmental resources of water and biodiversity to mitigate conflict, promote peacebuilding and a transition from conflict towards peace—and a subsequent durable post‐conflict recovery—is then expounded, demonstrated through case‐studies of two very different conflicts, in the Democratic Republic of the Congo and in Afghanistan. The article concludes that through the implementation of ecological development, environmental management should be mainstreamed into security and humanitarian development theory and practice in order to promote a more durable and effective methodology for post‐conflict recovery in the twenty‐first century.  相似文献

Abstract

This article examines contemporary patterns of Chinese infrastructure development in Nepal’s Rasuwa District and the ways in which Nepali actors engage with Chinese investments to advance projects of state formation. Particularly in the wake of political volatility and natural disaster, Chinese interventions support the material and imaginative projects of a Nepalese state seeking stability, security, and economic growth. Long perceived as peripheral to the state center, Rasuwa is rapidly becoming central to Sino-Nepal relations, particularly in the context of bilateral investments in hydropower and transportation infrastructure. Drawing on data generated from 30 months of fieldwork in Nepal, we argue that Chinese development in Rasuwa: a) undergirds territorializing practices of the Nepalese state; b) represents a “gift of development” that connects Nepali ambitions of bikas (development) with Chinese anxieties over exile Tibetan populations; and c) reflects a strategic reorientation of geopolitical alliances between Nepal, China, and India. Challenging studies that depict Chinese development as an overwhelming extractive force, we instead show how small states like Nepal in fact use Chinese interventions to advance domestic projects of state formation and national security at home. On the basis of this study, we expand understandings about the place and priority of infrastructure in national state-making agendas, illustrate uneven local experiences with international development interventions, and highlight new configurations of Chinese investment and development abroad – characterized in Nepal as a “handshake across the Himalayas.”  相似文献

Abstract: This paper examines the spatial consequences for activism of viewing the state through either a statist or post‐structural lens. It is argued that understanding the state in different ways produces very different spatial strategies among activists. Drawing upon detailed case studies of two asylum‐seeking activist organisations in the UK, the connections between imaginations of the state, spatial strategies towards institutionalised authority, and the pros and cons of these strategies for activism itself are examined. Through these cases, the paper emphasises the importance of everyday theories about the state not only for understanding what the state is, but also for understanding how relationships with the state are formed and points towards the constructive power of imaginations of the state in their own right.  相似文献

In the context of increasing academic and policy‐related attention to hybrid forms of security provision which combine state and non‐state institutions, in Africa and elsewhere, this article explores the implementation of community‐based or participatory policing (ulinzi shirikishi) in Tanzania. Through ulinzi shirikishi citizens are encouraged to form local security committees, organize neighbourhood patrols and investigate reported crime. In contrast to earlier forms of state‐sponsored sungusungu vigilantism in Tanzania, community police are expected to cooperate with the Tanzania Police Force and to adhere to state law. Based on 11 months’ fieldwork in three sub‐wards of the city of Mwanza, this article argues that community policing has been fairly effective in improving residents’ perceptions of local safety. However, two important concerns emerge that may compromise the sustainability and legitimacy of community policing in the future. Firstly, organizing local policing entails considerable costs for communities, which disproportionately disadvantage the relatively poor. Secondly, controlling local service provision can enable individuals to pursue private gains, at the expense of the production of public goods. It is thus important to consider the development of hybridity over time towards models that may look less like community‐based policing and more like commercial security provision.  相似文献

Western geopolitical discourse misrepresents and constructs Central Asia as an inherently and essentially dangerous place. This pervasive ‘discourse of danger’ obscures knowledge of the region, deforms scholarship and, because it has policy implications, actually endangers Central Asia. This article identifies how the region is made knowable to a US–UK audience through three mutually reinforcing dimensions of endangerment: Central Asia as obscure, oriental, and fractious. This is evidenced in the writings of conflict resolution and security analysts, the practices of governments, the activities of international aid agencies and numerous lurid films, documentaries and novels. The article first establishes the tradition of inscribing danger to Central Asia, in both academic and policy discourse, from the colonial experience of the nineteenth century through to the post‐Soviet transition and subsequent considerations of the region in terms of the war on terror. It considers several examples of this discourse of danger including the popular US TV drama about presidential politics, The West Wing, the policy texts of ‘Washingtonian security analysis’ and accounts of danger, insecurity and urban violence in the Ferghana Valley. It is argued that popular policy and academic texts are relatively consistent across the three dimensions of endangerment. This argument is demonstrated through a discussion of how policy‐making and practice is informed by this discourse of danger and of how the discourse of danger is contested within the region. The example of urban violence in Osh, Kyrgyzstan and Jalalabad, Afghanistan in 2010 demonstrates how opportunities to mitigate conflict may have been lost due to the distortions of this discourse of danger. It concludes by raising the challenge to policy‐makers, journalists and academics to contest this western geopolitical discourse and provide better accounts of how danger is experienced by Central Asians.  相似文献

The study of conflict in cities has emerged as a significant subfield in a number of disciplines. For policy‐makers and analysts concerned with humanitarian interventions in cities emerging from conflict, the city as a form of human organization and its impact upon the establishment of security is of particular importance. Less academic attention has been given to divided cities where the legitimacy of the state authority controlling the city is, itself, in question and where stabilization and the establishment of security is protracted. The adoption of integrative and inclusive approaches to policing becomes a key component in security regimes in divided cities. In these cases, however, to what extent should the stabilization phase be recast? Is the law enforcement phase subsumed and over‐ridden by national security concerns? This article examines these questions by suggesting a number of security models which have been used in a range of divided cities. It focuses in more detail on a study of Israeli policing in the Palestinian areas of East Jerusalem occupied by Israel after 1967 to draw some broader conclusions about the nature of the security regime in Jerusalem and other divided cities inside contested states.  相似文献

There has been a recent rise in optimism about Africa's prospects: increased economic growth; renewed regional and national political commitments to good governance; and fewer conflicts. Yet, given current trends and with less than eight years until 2015, Africa is likely to fail to meet every single one of the Millennium Development Goals (MDGs). Home to almost one‐third of the world's poor, Africa's challenges remain as daunting as ever. Despite highly publicized increased growth in some economies, the combined economies of Africa have, on average, actually shrunk and are far from meeting the required 7 per cent growth needed to tackle extreme poverty. A similar picture emerges from the analysis of Africa's performance on the other MDGs. In a world where security and development are inextricably connected in complex and multifaceted ways, Africans are, as a result, among the most insecure. By reviewing a select number of political, security and socio‐economic indicators for the continent, this analysis evaluates the reasons underlying Africa's continuing predicament. It identifies four critical issues: ensuring peace and security; fostering good governance; fighting HIV/ AIDS; and managing the debt crisis. In assessing these developmental security challenges, the article recalls that the MDGs are more than time bound, quantified targets for poverty alleviation–they also represent a commitment by all members of the international community, underwritten by principles of co‐responsibility and partnership, to an enlarged notion of development based on the recognition that human development is key to sustaining social and economic progress. In recent years, and often following failures, especially in Africa, to protect civilian populations from the violence and predation of civil wars, a series of high‐level commissions and expert groups have conducted strategic reviews of the UN system and its function in global politics. The debate has also developed at the theoretical level involving both a recon‐ceptualization of security, from state centred norms to what is referred to as the globalization of security around the human security norm. There has also been a reconceptualization of peacekeeping, where the peacekeeping force has enough robustness to use force not only to protect populations under the emergent responsibility to protect norm, but also enough conflict resolution capacity to facilitate operations across the conflict–development–peacebuilding continuum. This article opens up a discussion of how these ideas might be relevant to security regime building and conflict resolution in African contexts, and suggests how initiatives in Africa might begin to make a contribution to the theory and practice of cosmopolitan peacekeeping.  相似文献

The Democratic Republic of Congo (DRC) is endowed with an abundance of natural resources, and the presence of high‐value resources such as coltan and diamonds is well known. The country is also endowed with a wealth of biodiversity, although the value of this is often overlooked. This article describes the detrimental impact of armed conflict on this biodiversity and the dangers posed by the return of peace, which is likely to result in increased biodiversity exploitation. The resulting loss of key carbon sinks crucial to the global fight against climate change will affect not only the DRC, but also the international community. Biodiversity is therefore identified as a threat to security but also a valuable asset for development, and this article discusses methods to realize the value of biodiversity in the DRC through the benefits of ecosystem services and income generated from monetizing biodiversity. It concludes by arguing that the false dichotomy of conservation and development as separate entities and objectives needs to change so that conservation becomes a central pillar of security and development work in the DRC and other regions of current or recent armed conflict around the world.  相似文献

The future of the nation and the Danish welfare state is one of the most important political issues today. The transition in neoliberal governance from welfare state to security state, the ongoing securitization of global and European mobility, the restructuring of public services and the re‐scaling of political and economic power has made the debate around the welfare state central. In this article I take an approach to the welfare nation state that is based on the practices and narratives of everyday life. The argument is that narrative practices in everyday life constitute a central sphere inviting studies of the struggle over the welfare community and meaning. The empirical material draws on two recent research projects that include narratives and perspectives from minority and majority population in Denmark. By analysing different perspectives on the nation the article intends to open up for both shared narratives on the welfare state but also differences in the ongoing struggle over the right to the nation.  相似文献
