ABSTRACT

Bringing popular culture and world politics together yields multiple advantages, including shifting where the ‘political’ is located and expanding conventional understandings of policy and policy communities. It matters that researchers expand what is considered necessary for understanding the socio-political world, that they challenge hierarchical assumptions of where world politics happens and that they reconsider what and whose knowledge counts. Taking popular culture seriously ‘creates new spaces for critical reflection’ (Federica Caso and Caitlin Hamilton [2015]. Popular Culture and World Politics: Theories, Methods, Pedagogies. ABSTRACT

Based on insights gained from two decades of research on South African heritage and monuments, this paper critically reflects on the status quo of heritage transformation in South Africa 25 years after the end of apartheid. It assesses new directions in national heritage policy and government strategy in relation to recent developments around post-apartheid heritage and the popular demand for a removal of ‘colonial statues’, which gained impetus from the #Rhodes Must Fall campaign. It is argued that the government’s approach to heritage transformation and most notably its treatment of white minority heritage, dominated by the ‘juxtaposition model’, has had limited success. The paper illustrates how heritage and the memory of the past are entangled with socio-political and economic realities in the present, which in turn is overshadowed by the long-term effects of apartheid and impacted by global or transnational considerations, such as foreign investment and tourism.  相似文献

The 1929 New Zealand Committee of Inquiry into the Employment of Maori on Market Gardens affords insight into the ways in which masculine fears of racial degradation through miscegenation – of a ‘hybrid’ Chinese/Maori race – operated within a hierarchy of race, gender and Iwi (tribal) interests. The participation of Maori men in national politics contributed to a new articulation of ‘National Manhood’, in which Maori men and white men combined to express fears about women's work and sexuality and young women's potential to undermine a fragile and contested hierarchy of racial purity. Maori women, silenced in the cacophony of voices lamenting their plight, were at the centre of debates between Maori men, Pakeha (white New Zealander) employers, Chinese market gardeners, Anglican and Methodist interests and Pakeha women's groups. I argue that the Inquiry was about commerce, both in a business and a sexual sense. As a historical episode, it also serves to complicate the picture of New Zealand as a historically bicultural society, made up only of Maori and Pakeha, by signalling the importance of the Chinese in debates about national belonging.  相似文献

This article contributes to the discussion of the international democratisation of the so-called ‘post-conflict’ or ‘fragile’ countries by addressing one of the most important but least studied issues in the literature—the relationship between democracy and nation-building. It does so by analysing the major socio-political aspects of the democratic nation-state-building process in Timor-Leste in the post-1999 period. It argues that contemporary international democratisation policies and practices prioritise the ‘stateness’ problem, conceptualised by reference to a set of organisational, procedural and functional concerns. Little attention is, however, paid to the ‘nationness’ question. As the experience in Timor-Leste indicates, it is the national ideas that determine the structural and operational parameters of democratisation, which is, after all, a process of socio-political transformation by which political power and wealth are redistributed amongst a variety of competing societal interests.  相似文献

The advent of the Hawke government may not warrant the title of ‘The Revolution in Australian Politics’, but it has raised questions about organisation and power, and the way in which these are handled in political science. This paper begins by identifying what is considered problematic in the political practices which are seen as distinctive in the Hawke government. It outlines the elements of the paradigm of organisation which underlies much political science, and identifies the way in which these are challenged by ‘corporatist’ or ‘Hawkeish’ forms of political activity. It argues that this paradigm of organisation is under attack on both conceptual and empirical grounds, and outlines an alternative paradigm of organisation and the way in which it applies to government. It concludes with a consideration of the implications of this approach for theorising about the state.  相似文献

Could it be that despite a huge literature spanning decades from many disciplines, a corpus of writing that examines seemingly every twist and turn of a complex situation, we still are missing something basic and fundamental to a proper understanding of contemporary cultural politics in Aotearoa New Zealand? A thing so obvious and omnipresent, that it was characterized long ago in the anthropological literature as the fundamental dynamic of Polynesian culture, and acknowledged even further back by Maori in their ancestral sayings? He tauranga uta, he toka tu moana (a resting place ashore, a firm rock at sea). ‘This metaphor describes the chief whose influence is unchallenged in his territory which extends from the land to the sea’ (Mead and Grove 2003:125). But surely real chiefs, those solid anchoring points, no longer exist as they did before the coming of the Pakeha. Be that as it may, the elements of social organization and associated cultural values of chiefly status continue to resonate in contemporary society. This paper argues that Goldman's concept of status rivalry is that crucial overlooked aspect of cultural politics necessary to a full understanding of what is happening today in the Waitangi Tribunal, Parliament, and so many other places where biculturalism and multiculturalism are debated and discussed, and that it is an aspect of Polynesian culture that has been part of the interrelationship between the Crown and te tangata whenua (the indigenous people) since their first encounters.  相似文献

Contemporary Melanesian communities face difficulties both because of the withdrawal of government services and the continued influence of clientelism within the politics of the distributive state. A notable reaction to both these problems is the organisation of a broad class of groups that may be termed ‘parastatal’: informal organisations, often evanescent, which form around the state and its absence. These may often appear as ‘mimetic’ of recognisable state forms. Characteristically, the analysis of such ‘mimesis’ in Melanesia is framed by doubt that the emulation of state forms extends to the alleged rationality or ‘interiority’ of the state. Here, a case in which villagers in the Autonomous Region of Bougainville undertook to prosecute themselves for non‐payment of school fees is discussed in order to expose the substantial difficulties with understanding parastatal organisation in terms of ‘copying’. The case suggests integration of the villagers into the actually existing state system is much deeper than is often assumed.  相似文献

This article explores the role played by late‐Victorian political associations during parliamentary election campaigns. The central hypothesis is that party organisation, known popularly as the ‘caucus’, is best understood as a rhetorical device used by politicians and the press to gain legitimacy in the new context created by an expanded and quasi‐democratic electorate. The hypothesis is tested by examining the 1885 general election campaigns in Nottingham West and Sheffield Central. Both constituencies witnessed a triangular contest whereby an ‘additional’ candidate, standing on a radical platform, entered the campaign and pursued a distinctly ‘anti‐caucus’ agenda that was aimed primarily at the local Liberal Party Association. The manner in which the ‘caucus’ issue was articulated by all sides involved throws new light on the role played by party organisation during this period. While all sides described their association in a way that both defended and asserted its legitimacy, they equally used ‘anti‐caucus’ rhetoric to diminish the credibility of their opponent's organisation, even though they were emulating the deeds they were denouncing. Indeed, it was those within official Liberalism that indulged in the most virulent ‘anti‐caucus’ rhetoric. Thus, it is suggested that, with regard to the attitude of radicals towards official Liberalism, this ‘anti‐caucus’ rhetoric reflected not a real popular resistance against party organisation or ‘party’, but simply intense competition and imitation between rival ‘caucuses’.  相似文献

This article examines imaginings and uses of place in the city of Belfast which challenge the conventionally gendered and sectarian place discourses dominating politics and society in Northern Ireland. These alternative imaginings are articulated in two artworks, ‘Home’, by Mary McIntyre, and ‘Street Signs’, by Aisling O'Beirn. I present readings of these pieces with reference to concepts of public and private which signify through socio-political, geographical and psychological orderings of space. Focusing on the construction of public and private space allows me to approach the issue of sectarian territorialisation in Belfast obliquely, while recognising its physical and psychological potency and the complexity of its operations; further, it facilitates the exploration of how gender and memory are made to matter spatially, in general and specifically in Belfast. This analytical perspective clarifies certain exclusions and oppressions inherent in the framing of space, but also offers understandings of how these may be destabilised, allowing unorthodox or marginal identities and practices to emerge as co-constituents of space.  相似文献

This article examines how social policies and programmes implemented in Argentina shape the political and social organization of childcare. The author seeks to analyse how welfare institutions are currently responding to emerging needs, and to what extent they facilitate the defamilialization of childcare for different social classes. Because Argentina lacks a truly unified ‘care policy’, four different kinds of facilities and programmes are examined: employment-based childcare services; pre-school schemes; social assistance care services; and poverty reduction strategies. It is argued that far from offering equal rights and services with a universalist cast, these ‘caring’ institutions reflect the ethos of the current welfare model in Argentina: a fragmented set of social policies based on different assumptions for different social groups, which in turn filter down to the social organization of childcare.  相似文献

Racism is here examined in relation to its origins in the colonial culture and in the motivations and intents of the colonisers. It is contained in the metaphors and icons, onto which the stereotypical information is projected, which express fear and attempt to tame the native and turn him into a mendicant. Bennelong is shown as the first instance of the British constructing the image of the ‘degenerate native’ the ‘drunken Aborigine’ the ‘urban Aborigine’. Whites are made innocent of the destruction of Aboriginal society because the Aborigines are ‘drinking themselves to death’. This paper asks whether the notion of social pathology has allowed anthropologists to avoid dealing with the realities of Aboriginal social life.  相似文献

The origins of the distinguishing features of the Australian Electoral Commission can be found in nineteenth-century South Australia, when that colony led the world in electoral administration. It was the first jurisdiction to develop a professional, permanent, independent election management body, with salaried electoral officials, and to pursue continuous, State-initiated enrolment. South Australia evolved this way because, to extend path dependence terminology, it was ‘locked out’ of inefficient British practices. After Federation in 1901, the new Australian Electoral Office, largely based on the South Australian model, continued the tradition. One unique and defining feature was the strong, permanent role of divisional returning officers –‘Electoral Kings’, in the words of the first Australian Chief Electoral Officer. The ‘Kings’ were an integral component of much that was good about Australia's way of running elections. However, this structure is no longer the most appropriate for an organisation such as the AEC. It has long outlived its usefulness and is holding the Commission back. And, perhaps ironically for an organisation with a long record of resistance to political interference, it is House of Representatives politicians, of all major parties, who are restraining the AEC from adopting sensible arrangements. The AEC is now, in path dependence terms, ‘locked in’ to inefficient practices.  相似文献

Anthropologists working on native title cases in Australia are commonly asked to identify the Aboriginal ‘society’ that holds the body of laws and customs that confer land ownership rights on certain groups of people. In this paper I investigate how the early documentation of bora initiation ceremonies is relevant to understanding contemporary Aboriginal societies and the normative laws and customs that give rise to rights and interests in land. The vast ethnographic oeuvre of R.H. Mathews (1841–1918) includes detailed documentation of bora gatherings, which allows the reconstruction of the wider social reaches of people's networks in the lower Darling Downs of eastern Australia, and can in turn be understood as the ‘society’ so often sought in current native title case law.  相似文献

Civil society has become a central and contested concept in the study of Scottish nationalism. This article aims to scrutinise and qualify the concept by relating it to Weber’s model of classes, status groups and parties, and by exploring the development of Scotland’s civil society along with the welfare state in the twentieth century. It argues that civil society needs to be understood as a zone of status‐group formation, and that attempts to relate ‘class’ and ‘identity’ to support for constitutional change in Scotland need to be complemented by attention to the role of status groups in civil society. It concludes with the suggestion that such an approach might be fruitful in the study of other cases of neo‐nationalism.  相似文献

This article considers the impact of the Laudian Reformation upon the spatial organisation of early modern English parish churches, drawing upon the Somerset churchwardens’ accounts and court depositions of the 1620s and 1630s. An explosion of scholarly literature on early modern church seating plans and pew disputes has increased our understanding of how early moderns used the parish floor space to represent and reinforce social hierarchies and relationships. This paper investigates the significance of pewing practices to understanding parochial receptions of Laudianism, which required an overhaul of church interiors and which impacted seating arrangements in turn. It proposes that Laudian attempts to enforce a radical restructuring of churches, and to co-opt the churchwardens in pursuit of their policies, ran against established and hotly defended practices for the organisation of the parochial space.  相似文献

This article introduces the dossier ‘Spatializing Transnational History: European spaces and territories’. It examines the intersections between transnational history and the so-called ‘spatial turn’ in social sciences, and points at future directions in historical research. It reviews two main different methodological approaches to the problem of space in transnational, comparative and global history and examines recent contributions on the history of territory. Finally, it introduces the contributions to this dossier, which approach the history of modern Europe from a number of transnational and spatial perspectives. The dossier argues that incorporating a combination of spatial approaches, ranging from the examination of transnational spaces, to the interplay between different scales of analysis, and to the historicization of territoriality, into the practice of transnational, comparative and global history may contribute to a deeper, wider and more complex understanding of ‘Europe’.  相似文献

This paper examines three policies of ‘cultural adaptation’ formulated in colonial contexts in the 1920s and 1930s — that of the British Colonial Office for education in Africa, that of the New Zealand Native Schools and that of Maori leaders. While clearly inter-related, these policies were developed and promoted by their respective proponents to serve widely different political goals. Particularly significant is the role played by anthropology in that context. Proponents of all three policies looked to anthropologists for insights and scientific validation of their political agendas. Anthropologists, in turn, not only accepted this role but, particularly in the case of the British Colonial education policy, actively claimed it, involving themselves in the processes of colonial control.  相似文献

This paper focuses on the first three decades of deaconess involvement in the New Zealand Methodist Maori Mission. Drawing upon church policy statements, deaconess narratives of experience which entered the public domain, as well as reminiscences which did not, it situates the deaconess missionaries in relation to the assimilationist discourses and gender assumptions of their day. It considers how Pakeha (European) deaconesses' potential as cultural intermediaries and models of white femininity was shaped by the particular histories of the areas in which they worked, by their own anomalous status within their denomination and by the spread of competing, secular channels of influence. As the sisters added a social work role to evangelism and education, many were drawn into close association with Maori communities, acting as advocates for Maori causes and challenging derogatory Pakeha constructs of Maori lifestyles.  相似文献

The mid 14th century has long been identified as a crucial period in the emergence of the Commons. Its rise fundamentally reconfigured the traditional landscape of representation, in which the magnates embodied the ‘community of the realm’. It is the place of the Commons that has drawn the bulk of scholarly attention. Through a close examination of the surviving Parliament Rolls for the period 1340–76, this article argues that magnate counsel, especially on the interrelated themes of warfare, diplomacy, and supply, remained integral to meetings of parliament in the ‘era of the Commons’. Parliament formed a crucial ‘point of contact’ between the king and a broad political society that actively pushed the practice and performance of noble advice‐giving, in line with common assumptions about the ideal social composition of the king's counsellors.  相似文献
