THE ECOSYSTEM HEALTH METAPHOR IN SCIENCE AND POLICY   总被引:1,自引:0,他引:1  
Ecosystem health' is an increasingly common metaphor in the langauge of science and policy. Given the prominence of both the ecosystem and health concepts within geography, this paper examines the meanings generated by the adoption of the metaphor for scientific research and for environmental policy on the North American Great Lakes. 'Ecosystem' can be characterized as an entity, an abstract concept, or a perspective. As perspective, ecosystem shares many features of postmodern science, emphasizing complexity and holism and calling for the inclusion of human beings in our considerations of nature. The ecosystem health metaphor is politically powerful in its ability to evoke action and concern for the environment with an appeal to the universal experiences of human ill-health. The organismic ecosystem health metaphor provides a new, relevant way of thinking about the natural world. In policy discourse, however, metaphor can be problematic in that there is potential for the author or speaker to hide behind the nonliteral language. Moreover, the acceptance of the ecosystem health metaphor which can draw upon widely held beliefs and norms implies that other ways of knowing the world are necessarily omitted. We highlight some of these issues in a case study of a policy document prepared by the Ecological Committee of the Great Lakes International Joint Commission. This article contributes to the ongoing debate on the role of university research for innovation and economic growth, a debate highly influenced by concepts such as Mode 2 and regional innovation systems and clusters. A prominent trend in many EU and OECD countries is to direct research funding towards so‐called Centres of Excellence (CoEs) in order to stimulate the industrial output of scientific research. The implementation of the CoE approach is viewed as an attempt to bridge research and innovation policy. By using Sweden as an example and providing an overview and critical discussion concerning Swedish research policy during the period 2001 to 2007 we show that the rhetoric within research policy has changed and become increasingly intertwined with innovation policy. In practice, however, this is not as evident. The study draws on (a) an analysis of policy literature pointing out regulatory and organizational changes concerning the increasing emphasis on linking research to competitive industrial milieus, and (b) a comprehensive database including 110 CoEs, presenting a detailed picture of university‐industry collaboration, cross‐disciplinarity, and prioritized sectors. We fiind that the CoEs account for a relatively small share of government funding, but may however have a strengthening impact on particular research milieus and industries, especially in the life sciences. Additionally, although contemporary policy rhetoric appears to highlight steering funding to geographically‐concentrated milieus, thereby linking leading university research to regional industrial clusters, this has only been manifested in a few cases – notably in the Vinnväxt programme run by Vinnova, the national agency promoting innovation systems.  相似文献

区域政策强度是政府投入影响区域经济格局的政策变量值的大小。区域政策强度的影响因素可分为政策自身内容和政策背景属性两类,前者主要考察政策工具体系,后者则主要考察区域政策的影响范围和政策实施保障能力。在此基础上提出区域政策强度定量化的指标体系,据此定量考察区域政策强度值的时空演变规律与特征。以改革开放以来长江三角洲实施的区域开放开发政策作为实证研究样本,经过区域政策强度的定量化分析发现:区域开放开发政策强度具有能级上的差异,不同类型区域政策的强度值变化特征不同,并在时间上呈阶段性和周期性,在空间上由等级梯度向扁平化转变。  相似文献

城市规划的改革与发展是一个倍受我国城市规划界关注的问题。除了传统的城市空间组织功能外,近年来城市规划的利益调控功能受到了研究者的广泛关注。通过对传统城市规划理论与实践的反思,城市规划的公共政策属性得到了更多的认可,城市规划的政策化趋势更为明显。本文在比较"以空间组织为中心"和"以利益协调为中心"两种规划视角的基础上,分析了城市规划的政策化发展趋势,阐述了城市规划中的政策输入与输出过程,并针对我国规划研究中的不足,提出了相应的对策。  相似文献

Urban nighttime entertainment spaces, including bars, pubs, and clubs, are a crucial space for the performance of gendered social relations and the experience of sexual identities. This article investigates the emotional spaces of commercial gay and lesbian recreation in two different settings: lesbian nights in Paris, France, and gay clubs in Turin, Italy. This research was carried out through direct observation and auto-ethnographic fieldwork. Drawing on the literature from emotional geographies, the article proposes an alternative take on the geography of gay and lesbian clubbing by applying the metaphors of the island and the archipelago from cultural geography to the gay and lesbian scene. The island and archipelago are presented as metaphors that imply emotions, performance, materiality, spatiality, strategy, and imagination in the performance of the gay and lesbian playscape. The article argues that the club, intended as a type of gay and lesbian island, does not necessarily imply a condition of insulation. Rather, the island implies both metaphor and materiality, and movement may also be considered an emotional strategy for gays and lesbians in the heteronormative urban space.  相似文献

In this article, I analyze the rise of the “Lausanne Syndrome” in Turkish politics during the twenty‐first century through the prism of ontological security theory. The arguments are presented through the examination of the legacy of the “Sèvres Syndrome”, the impact of the Turkish‐Israeli diplomatic break‐up during the 2010s on the Turkish self‐narrative, and the declaration of the second war of independence following the failed coup attempt of 2016. The “Lausanne Syndrome” serves both as a domestic and foreign policy tool, as it relates to Erdo?an’s search for ontological security and geopolitical strategy.  相似文献

This article examines how cultural workers participate in the construction and contestation of the creative economy at the policy level. An analysis of the role unions play in the film and television industry association FilmOntario demonstrates the paradox that the creative economy, as an economic development strategy, presents to the cultural workforce. FilmOntario has succeeded in attracting a high volume of work to the province through film and television tax credit advocacy. Although FilmOntario’s success in policy advocacy is deeply tied to union resources, the unions’ decision to work within creative economy discourses, and in association with employers, has prevented core issues related to the quality of work from being articulated as a function of policy design. The argument is that the discursive and associational choices unions, as the collective voice of the (creative) working class, make as policy actors have a significant impact on the degree to which cultural labour problems are understood as cultural policy problems.  相似文献

Attracting in-migration of the creative class has been argued by Florida (2002) to be a route to higher economic growth in the era of the knowledge economy. This paper critically evaluates this proposition in relation to old industrial regions using the example of Scotland. The paper presents an assessment of, in the first instance, to what extent there is a shortage of skilled, talented and entrepreneurial individuals and, in the second instance, whether a talent attraction strategy alone can hope to attract such people to Scotland. It is proposed that for most migrants the availability of appropriate economic opportunities is a prerequisite for mobility. However, despite uncertain evidence that place attractiveness is a catalyst to mobility among the so-called creative class, this is not a reason for dismissing talent attraction programmes. Instead it is argued that talent attraction programmes have the potential to contribute to old industrial economies, but their success will be greatest when talent attraction is carefully targeted and based on economic realities rather than the marketing of ethereal conceptions of place attractiveness.  相似文献

Independent creative subcultures, in their various hybrids of music, theatre, art, and new and old media, are the primordial soup of cultural evolution. They have the capacity for a highly definitive influence on their participants – catalysing the transition from consumer to producer for instance – often conferring much broader cultural and social benefit. Creative subcultures make continuing, well-documented, contributions to established city cultures for relatively low outlay. Indie creative activities in particular do not make much money and they do not cost much to set-up. They tend to cluster in areas characterised by low rents and non-residential uses such as retail and industrial areas, but as third wave gentrification reaches into the dark pockets of many cities, cheap rental properties are becoming scarce. This article uses time-series maps of inner Melbourne to show a pattern of tighter and tighter clustering of indie cultural activities as alternative spaces disappear. It looks at where they are going and why, considers the implications of this pattern for the ‘creative city’, and suggests some policy initiatives to help maintain and nurture independent creative scenes. As Melbourne’s live music scene is particularly vulnerable to displacement from increasingly dense and contested inner-urban space, the article focuses on interventions relating to music venues.  相似文献

The availability and “readiness” of culture as a mode of governmental control makes cultural policy a matter of great importance in any contemporary society. This is true not only in liberal democracies with established arts councils or cultural policies, it is also proactively pursued by a technologically advanced yet illiberal regime like Singapore, eager to position itself as the global “Renaissance City” of the twenty‐first century. What this “renaissance” model entails remains highly cryptic, not least because cultural terms and political markers are often elusive, but also because the very concept of “cultural policy” shifts along with the political and economic tides in Singapore. Drawing on a rarely cited essay by Raymond Williams, this article offers an historical look at cultural policy in Singapore – from its first articulation in 1978 to its present standing under the rubric of “creative industries” (2002). It considers some of the problems encountered and the societal changes made to accommodate Singapore’s new creative direction, all for the sake of ensuring Singapore’s continued economic dynamism. This article contends that cultural policy in Singapore now involves extracting creative energies – and economies – out of each loosely termed “creative worker” by heralding the economic potential of the arts, media, culture and the creative sectors, but concomitantly marking boundaries of political exchange. In this regard, culture in Singapore has become more than ever a site for governmentality and control.  相似文献

This study aims to reconsider and re-evaluate the rapid circulation of global creative city policy from the viewpoint of its creative workforce by focusing on the case of Seoul, South Korea. By locating creative workers’ experiences in Korea within the growing scholarship on the precariat, this research not only attempts to fully understand the complexity of labor subjectivities of creative workers but further explores how creative workers can actually become political subjects who can resist their given precarious working and living conditions. By using Jacques Rancière’s concept of ‘political subjectivation’, it attempts to show how creative workers can empower themselves as ‘political subjects’ who strategically disavow their given self-identities as ‘individualized creators’, and through this language they are able to recall the often neglected subjectivity of ‘solidified labor’. In doing so, this research contributes to theoretical insights so that we can better understand what leads to political formation of creative workers.  相似文献

This paper takes a critical approach to the arts-led regeneration of Margate, south east England. It argues that regeneration policy has effectively utilised local characteristics to recreate Margate as an artful space, and has stimulated a local milieu of artistic and cultural activity. However, though the work of local artists is vital in producing Margate as a creative place, local artists are marginalised by policy interventions focussed on attracting new consumers and investors. Thus, this paper argues that a misplaced policy emphasis is failing to support the labour and social relations on which the interpretation of places as ‘creative’ is built, and arguably undermines the sustainability of an arts-based regeneration. This has implications for culture-led policy, calling for greater attention to be paid to the specific locations in which it is deployed, and to the networks of producers whose labour is critical to its success.  相似文献

The growing evidence of policy change patterns characterized as punctuated equilibrium has increasingly directed the attention of policy scholars to the question of what factors cause them. The present study attempts to address this emerging question by developing a comprehensive, multifactorial model and testing it with state budget data. Specifically, based on theories of information processing and agenda setting, it develops a conceptual framework that models punctuated policy change as a function of two main factors: institutional friction (consisting of institutional constraints, legislative streamlining mechanisms, information‐processing capacity, and bureaucratization) and policy windows (consisting of revenue volatility, change in party control, and budget cycle). In doing so, the study pays special attention to cyclical revenue fluctuations whose effect has never been subject to empirical test. Regression analyses reveal that policy window factors including revenue volatility, changes in party control of the governorship and the House, and a budget cycle play an important role in creating policy punctuations.  相似文献

ABSTRACT

This article undertakes an explanatory case study of the South Korean cultural industries policy shift instituted under the Kim Dae-Jung and Roh Moo-Hyun governments (1998–2008). This shift can be well positioned within the broader context of the creative turn in national cultural policy around the world, which was initiated by the British New Labour governments (1997–2010). Despite the similarities in the driving discourses and policy methods, the Korean policy shift was significantly distinguished from its British counterpart because of the differing pace and trajectories of industrialisation in the two countries. Adopting the concept of the East Asian developmental state as an entry point, this article explores how and why South Korea went through a cultural industries policy shift in the period following the 1997–98 Asian financial crisis and, additionally, examines what kinds of changes the policy shift brought about. Understanding the rationales and implications of this neo-developmental transformation can provide a unique opportunity to re-think the fashionable creative industries policies among various nations.  相似文献

Abstract

This paper probes the underlying motives behind the adoption of the ‘creative city’ policies in Shanghai, Hong Kong and Taipei. It argues that while the global appeal of the creative city is commonly attributed to urban entrepreneurialism, this reason alone is insufficient in explaining the so-called ‘cultural turn’ in these three cities, because none of them ascribe to the conventional format of the post-industrial ‘entrepreneurial’ city. In order to identify other major forces driving the adoption of creative city initiatives in Shanghai, Hong Kong and Taipei, this work delves into the ways in which the idea of the creative city is reworked within the context of global city making. The study found that in addition to urban entrepreneurialism, the inherited cultural policy agenda, which largely stems from national interests, also plays a significant role in directing (and changing) the ‘global cultural city’ making process. By looking into different roles attached to the ‘imported’ policy discourse of the creative city in Shanghai, Hong Kong and Taipei, this study not only contributes to the understanding of urban cultural policies within the Chinese-speaking world and East Asia more generally, but also lends some insights to the developing field of cultural policy mobility.  相似文献

The metaphor of a “value creating ecology” is developed to describe the operation of the creative industries. This encapsulates three important trends, namely the shift from consumers to co‐creators of value; the shift from thinking about product value to thinking about network value; and the shift from thinking about cooperation or competition to thinking about co‐opetition. Underlying this metaphor is recognition of the need to consider both public mechanisms as well as the market when framing creative industries development policy. Policy implications for human capital, urban policy and sectoral infrastructure are described.  相似文献

This article examines the transfer of creative industries as a policy idea to Lithuania. Tracing the stages of the transfer and analysing its consequences in the local cultural policy field, this paper argues for the importance of studying cultural policy process. The findings reveal that the process of the international transfer of creative industries mattered, because it generated wider transformations in cultural policy field by having ambiguous effects on local power relations. The policy idea of creative industries opened the cultural policy field to new actors. As a result, competition for scarce state funding increased, but cultural organisations gained access to the European Union structural funds. In all, creative industries as a policy idea significantly transformed Lithuanian state cultural policy, in that it led to a reassessment of both the practices and identities of cultural organisations.  相似文献

Taking the case of defining “talent,” a term that has been widely used but its definitions differ by discipline, organization, policy sector, as well as over time, we demonstrate how the basic definition of a policy subject may affect policy design and the assessment of policy outcomes. We review how “talent” is defined in two sets of literature, talent management and migration studies, and find that definitions fall under one of two categories: binary (“talent” as qualities) or composite (“talent” as a relational concept). The implications of our findings are epistemological and ontological; the findings point to diverse epistemological effects of definitions through developments of indicators, as expected, and they also reveal the policy designers’ ontological starting points. Ontological perspectives are significant because they ultimately determine whether the policy assessments carried out differ in degrees or in kind. In the case of defining “talent,” this means determining which objectives the designers would set (e.g., recruiting vs. cultivating vs. introducing competition), the policy instrumentation for achieving the goals (migration measures vs. education vs. lifelong learning vs. human resource policy), and the type of assessment for measuring policy outcomes (single vs. multiple indicators, qualitative vs. quantitative).  相似文献
