Understanding how preferences for public policy instruments shape policy support helps policymakers to design policies that begin to tackle large-scale and complex problems, such as climate change. Climate change policies generate both local and global costs and benefits, which affect the public's policy preferences. In this article we investigate the role of perceived conditional cooperation and distributive concerns on climate policy attitude formation. We identify a range of climate policies and test public opinion for adoption of these policies at different scales of government. The important theoretical distinction is the scale-driven distributional nature of policy costs and benefits as well as concerns regarding the cooperation of other actors. We use data from Sweden and a conjoint experimental design where we vary level of government, type of policy, and the targeted group. We find evidence that people support policies when costs are shared broadly. We also find that support for climate policy is conditional on expected policy adoption by other units of government at various scales. This implies that unpopular climate policies might be more popular if the funding structure of the policy allows for binding policy and that the cost-sharing is taking place at higher levels of government.  相似文献

The social construction of target populations has emerged as an influential framework for understanding the public policy process. In particular, target populations have been shown to shape the allocation of benefits and burdens by political elites. However, existing studies focus on the elite level, which overlooks whether public preferences are aligned with the allocation of policy benefits and burdens by political elites. Moreover, many studies treat social constructions as homogenous, which this paper calls into question. Using a nation‐wide survey experiment, I investigate variation in public support for affirmative action policies with randomly assigned target populations. The findings indicate that the public formulates policy preferences on the basis of perceived deservingness of target groups similar to political elites. In addition, the findings uncover heterogeneity in the effect of targeting on public opinion based on ideology and racial/ethnic group identity.  相似文献

This paper presents a theory of the role of culture in collaborative policy networks. It builds on the literature that analyzes the factors related to the formation, maintenance, and dissolution of collaborative arrangements by demonstrating the importance of hitherto undertheorized cultural factors. Cultural theory indicates that actors with different cultural viewpoints have distinct and predictable biases in terms of their expectations of collaboration and their preferences concerning how collaborative policy networks are structured. These biases, in turn, shape how collaborative partners are chosen and how collaborative relationships are maintained over time. The theory is illustrated with a case study of the rise and dissolution of a coalition within a housing policy network in Los Angeles. The case illustrates that cultural differences can impede collaboration even when organizations share similar policy goals.  相似文献

We analyze morality policy change from the perspective of punctuated equilibrium theory (PET) to test whether reform dynamics in this policy sector follow a distinct pattern. First, we propose a new measurement scheme capturing changes in the intensity of morality policy output. Second, we demonstrate that morality policy change is strongly punctuated. Finally, and most importantly, we show that the degree of policy punctuations varies between different domains of morality policy, but not according to institutional features operating on the country level, supporting existing PET research, which has discovered similar domain‐specific dynamics in changes of public spending. Specifically, punctuations are particularly pronounced in areas of manifest morality policy, that is, policies characterized by strong value conflicts, whereas punctuations are less pronounced for latent morality policies, that is, policies in which other dimensions of conflict are present next to the value dimension. Significant differences in reform dynamics are neither discerned for countries belonging to the religious or the secular world, nor for countries with majoritarian or consensual democracies. The analysis relies on an original dataset capturing legislative changes in five manifest (abortion, euthanasia, prostitution, pornography, and homosexuality), and three latent morality policies (drugs, gambling, and handguns) in 19 European countries (1960–2010).  相似文献

There is a large body of literature devoted to how “policies create politics” and how feedback effects from existing policy legacies shape potential reforms in a particular area. Although much of this literature focuses on self‐reinforcing feedback effects that increase support for existing policies over time, Kent Weaver and his colleagues have recently drawn our attention to self‐undermining effects that can gradually weaken support for such policies. The following contribution explores both self‐reinforcing and self‐undermining policy feedback in relationship to the Affordable Care Act, the most important health‐care reform enacted in the United States since the mid‐1960s. More specifically, the paper draws on the concept of policy feedback to reflect on the political fate of the ACA since its adoption in 2010. We argue that, due in part to its sheer complexity and fragmentation, the ACA generates both self‐reinforcing and self‐undermining feedback effects that, depending of the aspect of the legislation at hand, can either facilitate or impede conservative retrenchment and restructuring. Simultaneously, through a discussion of partisan effects that shape Republican behavior in Congress, we acknowledge the limits of policy feedback in the explanation of policy stability and change.  相似文献

ABSTRACT

Cultural policy archetypes have been fundamental to comparative cultural policy study and continue to be influential in both everyday and scholarly characterizations of national cultural policy systems. This paper explores the proposition that cultural policy archetypes reflect what people believe to be true about culture – their cultural ideologies. Cultural ideologies are integral to the formation of cultural policy and, thus, must be considered in any theory that hopes to measure the extent to which and explain why cultural policies differ. Cultural ideologies embody ideas about why culture is important and how it should be governed. Those ideologies spotlight certain administrative mechanisms, overemphasizing their role in systems that actually are deeply administratively hybrid. This makes archetypes poor tools for analyzing the mechanisms of cultural policy; however, because archetypes tell us about cultural ideologies in straightforward and powerful ways, it is essential that they continue to be a part of comparative cultural policy study.  相似文献

This article argues that arts and cultural policies in Australia have reflected and complemented Commonwealth industry policy for most of their history. ABSTRACT

This article proposes a novel approach to cultural policies and cultural policy change, drawing on public policy and institutional analysis to study how decision-making power is distributed between actors in the public and private sectors and at different state levels, as well as the precise roles of public administrations, elected officials and cultural actors. Indeed, rather than directly defining cultural policy, laws on culture mostly designate actors in charge of policy implementation. Based on an empirical application of this analytical framework to the case of Swiss cantons and focusing specifically on the positions of cultural actors, findings show that cultural policies are transformed in different ways, affording more or less power to actors from the cultural sector in implementation arrangements generally dominated by administrative actors.  相似文献

A growing number of studies identify “morality policy” as a distinct category of public policy and have tested several related hypotheses. This article reexamines morality policy as a conceptual category and an empirical phenomenon. As others have pointed out, we should distinguish morality policy from other policies by how political actors frame issues rather than by its substantive content. In the first part of the article, I argue that we should view morality “policy” as one of two broad strategies for framing issues, rather than try to fit it into existing policy typologies. Next, I move beyond viewing morality policy as a single, broad category by identifying several distinct subtypes of morality frames. In the second part of the article, I challenge a basic assumption of the morality policy paradigm—that advocates frame morality policy issues by engaging in moralistic discourse that reflects their basic beliefs and values. Gay rights issues are a strong test of this claim because the literature cites them as typical examples of morality policy, and gay rights opponents would seem especially likely to engage in “morality talk” in framing these issues. Very few studies of morality policy actually observe framing behavior and what it reveals about the political strategy of each side. Congressional and state‐level data reveal that opponents usually do not frame gay rights issues in terms of the morality of homosexuality or religious injunctions against it, even in most states where we would expect to find it. Instead, they emphasize frames that focus on alleged negative social consequences from gay rights and procedural arguments about who should make policy and how it should be made. Although many opponents of gay rights disapprove of homosexuality on moral and religious grounds, their framing behavior reflects more complex strategic considerations. I speculate that opponents deemphasize morality talk because it is politically disadvantageous compared with other kinds of frames, and because of greater acceptance of gays in society. In reducing gay rights debates to moral and religious judgments, the morality policy perspective obscures the complexity of advocates' framing strategies and ignores many of their most important arguments.  相似文献

Government ministries of industry have long been promoters, co‐producers and even sometimes producers of cultural policy – from local and regional development strategies to initiatives that fund cultural organizations to support emerging fields such as the technological arts. This article explores the relationship between cultural policy‐making, science museums and industry ministries in Canada. More specifically, this article investigates the emergence and institutionalization of scientific culture policy as a result of advocacy by science centres in the 1980s. Beyond the delineation of scientific culture as a field and of the contribution of industry ministries to cultural policy, this article highlights the entrepreneurial strategies of cultural organizations and their impact on policy and facilities, thus suggesting that cultural organizations are not just passive instruments of social regulation and reform.  相似文献

ABSTRACT

In this paper, we explore the policies related to support structures surrounding national game industries, with focus on the three Nordic countries Finland, Norway and Sweden, and investigate what kind of context the Nordic welfare state model has provided for game development. The three cases illustrate how Nordic welfare state measures have interacted with the games industry over time. While the political ideals have been fairly similar, our study demonstrates how the objectives and practical means of state engagement have differed significantly. We argue that although the three countries all have support schemes of which game companies can take advantage, there are significant differences in the degree to which each individual country has organized government interventions and support. While the Finnish state has treated game development as an endeavour in business development, the regional Nordic game program and the Norwegian state has developed a cultural policy that primarily aims to protect the cultural heritage. The Swedish state has not established a tailormade policy directed towards game development but has a broad spectrum of general policies for supporting research and business development. We suggest that future research should investigate how the public funding is structured and how discourses are formulated around appeals for more public funding for the games industry.  相似文献

The article starts with a discussion about the frequent statement that culture is a marginal area in politics. It proceeds with an analysis of the phenomenon and concept of “the cultural turn” and its possible consequences for cultural democracy. Then there follows a reflection on the potential power of religion and culture in political developments. After these introductory sections I present and discuss what I call five “democracy dimensions” of cultural policy: norms and ideologies; distribution of economic resources; institutional structures and decision‐making procedures; agents and interests in the policy‐making process; and access to and participation in cultural life. The conclusion is that under certain circumstances culture may mobilise huge masses of people in political actions but this is unlikely to happen in Western European democracies where culture in a long historical process has been privatised and isolated from big politics by the establishment of a specific sphere with its own structures, norms, logics and discourses. It is questionable if cultural policies will be more democratic under the reign of global capitalism and new liberalism. “The cultural turn” is an ambivalent phenomenon which cannot by itself bring about more cultural democracy. The future of cultural democracy cannot be decided for by cultural life or the cultural policy system themselves, it is dependent on what will happen to democracy as a total political system, of which cultural policy is only a small part.  相似文献

This article addresses conceptual and measurement challenges that complicate the study of state immigrant policies. First, given the multiple facets of immigrant‐related policy, policy‐specific effects may be obscured by highly aggregated outcomes variables. Second, variables of interest often capture both time‐varying and time‐invariant effects, potentially producing coefficients that are uninterpretable averages of both processes. This article presents a research design that addresses both of these obstacles and applies it to an original dataset of both integrative and punitive policies adopted over the period 2005–16. The findings suggest that the causal roles of growing immigrant populations, partisanship, and wealth vary across different clusters of immigrant policies and that average, cross‐state effects often differ from within‐state effects. Future research would do well to clearly link theoretical expectations to specific types of policy outcomes and test hypotheses over both integrative and restrictive outcomes.  相似文献

ABSTRACT

The article discusses whether we are approaching the end of public cultural policy in Western democracies, because contemporary cultural policy is not adapted to major transformation processes in contemporary societies. I discuss seven different challenges/scenarios that public cultural policy has to confront today: (1) It appears to be very difficult to democratise culture. (2) Public authorities consistently continue to support cultural institutions that may be obsolete. (3) Professional artists are still poor, despite public support schemes. (4) Public cultural policy is still predominantly national, despite the globalisation of cultural production and distribution. (5) Public authorities increasingly justify subsidies to culture with reference to the beneficial effects that art and culture could have outside the cultural field. Therefore, one might argue that other public bodies could take better care of cultural affairs. (6) A specific public cultural sector may appear to ‘imprison’ culture in a bureaucratic ‘iron cage’. (7) Finally, one might argue that a public cultural policy has no sense in a period of stagnating public finances. In addition, I discuss several counterarguments to these challenges, without coming to a definite conclusion. I have based the analysis on available comparative research about the public cultural policies of Western democracies, predominantly Norwegian cultural policy.  相似文献

Culture has come to play a fundamental strategic role in the territorial development that seeks to integrate knowledge economy with social cohesion, governance and sustainability. However, cultural policies have been unable to respond to the dilemmas and expectations that this new order presents. In order to appreciate the consequences of this process, it is essential to gain a better understanding of cultural policy change dynamics. This article develops a framework for analysing cultural policy stability and change and applies it to the evolution of cultural policy in Catalonia. Both policy continuity and change are conditioned by the evolution of policy discourse on culture and the characteristics of the cultural policy subsystem. Within this framework, this article also takes into account the role of factors that are exogenous to the cultural domain. Lastly, this article addresses particular characteristics of cultural policy change in regions or stateless nations.  相似文献

One important criterion for assessing the quality of democratic governance is the extent to which the policy process effectively translates citizen preferences into collective choices. Several scholars have observed a discrepancy between citizen preferences for strong environmental protection and weak policies adopted in the United States, indicating that the United States may fall short on this criterion. We examine one possible mechanism contributing to this discrepancy—legislator defection from campaign promises. Our data indicate that legislators in the U.S. Congress routinely defect from their campaign promises in environmental protection, undermining the link between citizen preferences and policy choice. We also find that legislators are much more likely to defect from pro‐environmental campaign promises, which moves government policy toward less stringent environmental programs. Finally, the propensity of legislators to defect from their campaign promises is systematic, with defection affected by partisanship, constituency influence, the influence of the majority party, and the likely consequences of defection for policy choice. These findings contribute empirical evidence relevant to the “mandate theory” perspective on how citizen preferences are translated into collective choices through the policy process. These findings may also complement research in comparative politics concluding that legislatures selected through single member districts adopt less stringent environmental policies than do legislatures chosen via proportional representation in that the mechanism for this effect may go through legislator defection from campaign promises.  相似文献

ABSTRACT

This paper compares creative (content) industries policies in the UK and South Korea, highlighting the coevality in their development. Seeing them as ‘industrial policies’, it focuses on how state intervention is justified and why a certain set of policy options have been chosen. The UK policy-makers prefer passive and decentralised roles of the state that addresses market failures via generic and horizontal policies. Meanwhile, Koreans have consistently believed in the strong, resourceful and ambitious state in developing centralised, sector-specific policies for cultural industries. While demonstrating two contrasting approaches to the nation state’s management of cultural turn in the economy, both cases seem to present a ‘paradox’. Despite its neoliberal undertone, the horizontal and fused approach taken by the UK’s creative industries policy engenders some space for ‘cultural’ policy. On the contrary, the non-liberal and state-driven content industries policy in Korea has shown a stronger tendency of cultural commodification.  相似文献

For decades, scholars in multiple disciplines have examined spatial diffusion, or the spatiotemporal properties associated with the diffusion of innovations. These properties include contagious, hierarchical, and relocation diffusion. Each of these refers to a spatial model that epitomizes how innovations spread among geographic locations. Policy diffusion, a separate but homologous research tradition, had its theoretical underpinnings in spatial diffusion. However, contemporary policy diffusion has focused largely on mechanism‐based diffusion. This article demonstrates how exploratory spatial data analysis can be used to uncover spatial policy diffusion properties. In this study, municipal smoking regulation adoptions, religious‐based initiatives, and bag ban and bag fees are examined. This study finds evidence that for each policy more than one property is occurring; therefore, this study proposes that a hybrid model best explains diffusion. This article demonstrates how examining spatial diffusion properties, in addition to diffusion mechanisms, can improve the conceptualization of diffusion theories, enhance mechanism or theory‐based specification of diffusion models, and unravel the specific regional or neighboring causal pathways linking policies between adopting jurisdictions.  相似文献

Many assume that modern presidents cannot persuade cross‐ideologues to support their policy proposals. The idea that a conservative would support a liberal policy advocated by a cross‐partisan president seems ludicrous. However, recent research suggests that conservatives will support liberal policies that are framed consistent with moral foundations. Using a national survey experiment that carefully manipulates the actual text of a speech given by President Obama, this article demonstrates that fairness frames in presidential speeches motivate liberal policy support among conservative, moderate, and liberal Americans who value fairness.  相似文献

There has been relatively little comparative research undertaken on sub‐national cultural policy. This article aims to contribute to the development of sub‐national comparative studies by assessing the utility of national cultural policy approaches for comparative research at the sub‐national level in Canada. Drawing on studies of national cultural policy, the authors develop three main approaches to cultural policy and administration – the French, British and hybrid approaches – and explore their applicability to the origin and evolution of cultural policy and administration in the Canadian provinces of Québec and Ontario. This exploratory research suggests there is room for optimism in drawing on national‐level experiences to undertake sub‐national comparative cultural policy research, particularly for comparisons over broad time periods. The study also suggests that it will be important in subsequent research to further elaborate the models for present‐day comparative analysis and to refine and adapt them to reflect specificities at the provincial level of analysis.  相似文献
