The Policy Agendas Project collects and organises data from official documents to trace changes in the policy agenda and outputs of national, sub-national and supranational governments. In this paper we use the policy agendas method to analyse the changing contents of those Australian Governor-General's speeches delivered on behalf of incoming governments between 1945 and 2008. We suggest that these speeches provide an important insight into how the executive wishes to portray its policy agenda as it starts a new term of government. In mapping the changing agenda in this way we address four questions: which issues have risen or fallen in importance? When and in relation to what issues have there been policy ‘punctuations’? How stable is the Australian policy agenda? How fragmented is the policy agenda? We find evidence of a number of policy punctuations and one turning-point: the election of the Whitlam government.  相似文献

How political actors choose which politics to focus on helps shape the outcome of the policy process. While the policy agenda of the federal government has received widespread attention, there is much less known about the policy agendas of the U.S. states. In this paper, we describe how and why states choose to have similar agendas. We rely on the Twitter activity of every state legislator in America to measure the attention that states pay to the categories developed in the Policy Agenda Project (PAP). We develop machine learning tools to measure the proportion of tweets from every state legislature from 2017 in each of the PAP policy topics. Our results show that states that the public-facing policy agenda of a state legislature is correlated with the level of legislative professionalism and the partisan and ideological politics of the state. These results further our understanding of state policymaking and agenda setting.  相似文献

How are lobbying agendas formed? While individual interest matters, a social process may also affect why lobbyists choose legislation on which to lobby. In a crowded environment, looking at what credible others do may help lobbyists lower their search and information costs with regard to an issue. Using longitudinal network data on lobbyists' legislative choices, I analyze the choices of organizations using an actor‐based dynamic model of network change that conditions agenda changes on the choices made by other organizations. The results suggest both a “bandwagon” process in which organizations converge on “popular” bills and an influence process in which lobbying organizations influence each other when their lobbying agendas overlap. In support of the quantitative findings, interviews with lobbyists show that the policy domain is a social community that consists of ongoing relationships, trust, and information sharing.  相似文献

Most research on policy agendas is based on the assumption that space on the agenda is fixed and, hence, focuses on how problems compete for this limited agenda space. This article holds that policy agendas may be limited but not fixed, meaning that problems may not always be traded off but confronted through a larger policy agenda. Based on an extensive collection of local council agendas from 98 Danish municipalities over time, this article investigates variations in agenda size across local governments and examines the extent to which this reflects the local problem environment. The analysis reveals that a large council agenda arises in response to an unfriendly problem environment, particularly if there are many committees to channel problems onto the agenda and, to a lesser extent, if center‐left parties hold office.  相似文献

The aim of the article is to examine how the population size of voluntary associations affects the process through which the public's issue priorities are translated into policy priorities. We conduct a time series analysis of political attention in executive and legislative agendas at the U.S. federal level in the period 1971–2001, covering all issues addressed by the U.S. government. We show that the number of voluntary associations in a policy area has a positive conditioning effect on the link between public priorities and attention for the president's State of the Union Address. However, our results do not find a positive effect for voluntary associations at later stages of the policy cycle, which experience a higher degree of institutional friction. The findings underline the importance of distinguishing between different stages of policymaking when considering the impact of voluntary associations on dynamic agenda responsiveness.  相似文献

The European Council is the highest political body of the European Union and the main venue for setting the agenda on high politics. Using a new dataset of all content‐coded European Council Conclusions issued between 1975 and 2010, we analyze the policy agenda of the European Council and test hypotheses on agenda change and diversity over time. We find that the theory of punctuated equilibrium applies to the agenda of the European Council, which exhibits a degree of kurtosis similar to that found in policy agendas of other institutions located at the juncture between input and output of the policy process. Throughout the 36‐year period, agenda‐setting dynamics involved both small changes and major shifts but also more frequent medium‐sized negative changes than found elsewhere. Given capacity limits to the agenda, large expansions of attention to topics involved large cuts in attention. Cuts were more often medium in size in order to maintain some level of attention to the topics affected, even though issue disappearance from the European Council agenda has been frequent too. This relates to the functions of the European Council as venue for high politics, with expectations about issue attendance rising with increasing policy jurisdictions throughout the European integration process. Studying dynamics over time, we measured entropy to show how the agenda became more diverse but also displayed episodic concentration in an oscillating pattern. This can be accounted for by the nature of the European Council as a policy venue: increasing complexity of this institution pushed the members to produce a more diverse agenda, but capacity limits and the need to be responsive to incoming information led to concentration at specific time‐points.  相似文献

This paper examines the strategic arguments articulated in calls for the teaching and learning of Asia in schools. “Asia literacy” is currently framed as a necessary “solution” for Australian education, but acceptance of this “solution” into the mainstream educational policy agenda has been problematised as a neoliberal and neocolonial construct. Subsequent policy debate indicates the dominance of an economic rationale that is seemingly impossible to resist. This paper suggests that critical policy approaches can be used to identify alternatives to these dominant frameworks, which imagine Asia literacy in alternate ways. Re-imagining the “solution” offers three alternatives: working within an economic agenda; restructuring Asia literacy away from a distinct policy agenda; and treating policy gaps as spaces in which teachers can generate locally relevant possibilities.  相似文献

The article explores how political tensions developed around the issue of Canadian water export, how policy solutions and alternatives to the problem were offered, and how finally it came to be recognized by the national government. The water export issue reached the formal agenda after a lengthy period of being denied serious consideration. However, it is arguable that agendas are set if an issue receives attention from policy decision makers. This is because an issue's ascension to agenda status is not an indication of how it is actually going to be decided upon. The case of water export demonstrates that the government adopted a policy solution consistent with assumptions prevalent at the time and acceptable among elected decision makers. Yet, the solution was contrary to the expectations of those who demanded a complete water export ban in Canada.  相似文献

When prime ministers speak, the nation usually listens. In the Australian federation, prime ministers have consistently used the power of their political pulpit to launch policy interventions into areas of traditional State responsibility. This article suggests that there is an emerging rhetorical pattern to the way these policy interventions are presented. Prime ministers of both major parties have used rhetoric to portray the Commonwealth as acting on behalf of the legitimate interests of constituents who have been ignored by State governments. Occurring in close proximity to federal elections, policy interventions are shown to be weapons which favour incumbent prime ministers in their battles with State governments and federal oppositions alike.  相似文献

How and when issues are elevated onto the political agenda is a perennial question in the study of public policy. This article considers how moral panics contribute to punctuated equilibrium in public policy by drawing together broader societal anxieties or fears and thereby precipitating or accelerating changes in the dominant set of issue frames. In so doing they create opportunities for policy entrepreneurs to disrupt the existing policy consensus. In a test of this theory, we assess the factors behind the rise of crime on the policy agenda in Britain between 1960 and 2010. We adopt an integrative mixed-methods approach, drawing upon a combination of qualitative and quantitative data. This enables us to analyze the rise of crime as a policy problem, the breakdown of the political-institutional consensus on crime, the moral panic that followed the murder of the toddler James Bulger in 1993, the emergence of new issue frames around crime and social/moral decay more broadly, and how—in combination—these contributed to an escalation of political rhetoric and action on crime, led by policy entrepreneurs in the Labour and Conservative parties.  相似文献

The Victorian Agendas Project (1991-93) used a snowball sampling method to produce annual peer-nominated lists of agenda-setters and policy influentials in six policy fields: economic policy, health, welfare, transport, education and the environment. Three hundred and fifty-six interviews were conducted with 214 influentials over the three-year period. Respondents identified high-priority issues and policy options on their current and future agendas. This paper deals with the question of who the agenda setters/policy influentials were. Was there evidence of a dominant elite or elites (e.g. business and banking elites) whose influence ranged across policy fields, or was there a more pluralist pattern in which influentials tended to 'specialise' in particular fields? How substantial was the turnover among influentials when the Liberal-National coalition government replaced Labor in 1992?  相似文献

Australia Day and Anzac Day, held on January 26 and April 25 annually, are key moments used by prime ministers to share, shape, and reproduce their understanding of what and whom is representative of a unique Australian identity and nationalism. This paper uses qualitative and quantitative methods with content analysis to evaluate and compare prime ministerial and party rhetoric in their Australia Day and Anzac Day speeches between 1990 and 2017 regarding class and economic relations, gender and sexuality, and race and national identity. We ask: How have prime ministers as reflexive actors used their speeches on Australia Day and Anzac Day to represent what it means to be Australian? The study reveals that despite prime ministers sometimes using intentionally inclusive discourses, they simultaneously reproduce a classless, hetero-masculine, and Anglocentric Australianness as a normative representation of national identity in Australian society.  相似文献

From the late 1970s Australian governments (led in turn by Malcolm Fraser and Bob Hawke) expected New Caledonia to become independent. France responded with suspicion. From 1983, however, reformist governments in Australia and France took apparently converging views. But tensions rose because of unrest in New Caledonia and conflict over French nuclear testing. Australia’s limited capacity to influence developments waned further in 1986 when Jacques Chirac became French prime minister and countered the Kanak nationalist movement. Foreign Minister Bill Hayden favoured moderating Australia’s position, but the issue became moot in mid-1988 when the rival forces in New Caledonia agreed to the truce embodied in the Matignon Accords. The different approaches of the Fraser and Hawke governments reflected philosophical differences, the personal stance of key players, influences from their political movements, and the challenges of changing circumstances. Decades later, with a referendum due by November 2018, Australia’s approach is likely to be cautious.  相似文献

Despite the increasing interest in policy agenda research in recent years, very few studies have focused their attention on the relevant processes at the local level. Drawing on agenda-setting research, particularly Kingdon's multiple-streams framework, this study examines the key forces and factors, as well as their relative importance, in local agenda setting, problem identification, and alternative policy selection. Data are collected from 271 in-depth interviews with local policy stakeholders in three U.S. Gulf Coast areas. Interview materials are coded using a protocol focused on capturing stakeholders' perceptions of the key elements and forces in local policy dynamics. Our interview data indicate that (i) governmental actors and various interest groups have relatively more influence in shaping local agendas than the general public, experts, and election-related actors, while the mass media are found to have little agenda-setting power in local policy processes; (ii) budgetary consideration and various forms of feedback to local government are more important than objective problem indicators and focusing events in setting local policy priorities; (iii) policy alternatives that are deemed compatible with existing policies and regulations are more likely to be selected than those relying on other criteria such as technical feasibility, value acceptability, and future constraints; and (iv) consensus and coalition building is perceived as the most important political factor in local policy processes. Limitations of our study and recommendations for future research are discussed in the concluding section.  相似文献

In the bid for a non-permanent seat on the United Nations (UN) Security Council, the Australian government emphasised international peace and security and Indigenous peoples as two of the eight key elements supporting its nomination. Australia's positive track record in support of the UN Women, Peace and Security (WPS) agenda, including the delivery of an Australian National Action Plan (NAP) along with recognition of historical injustices to Indigenous Australians, was highlighted as a valid and important argument in favour of its nomination. The Australian NAP, however, has all but ignored the local context in its development and application, focusing instead on its commitments abroad. This framing of the Australian NAP is informed, firstly, by the WPS agenda policy framework applying to conflict and post-conflict situations, and, secondly, by its location within the UN mandate, requiring those situations to be internationally recognised. This article applies Nancy Fraser's tripartite justice framework to reveal that the Australian NAP gives rise to the political injustice of ‘misrepresentation’ in relation to intra-state (violent), domestically situated Indigenous–settler relations, which are denied the status of ongoing internationally recognised conflict. The author suggests that the remedy to this injustice is to reframe and recognise the conflict status of Indigenous–settler relations in the localisation of the Australian NAP. This localisation creates openings for Indigenous Australian women to engage with the WPS agenda in meaningful ways.  相似文献

In March 1965 a group of Anglican bishops signed an open letter to the prime minister of Australia, Sir Robert Menzies, expressing its concerns about the rapid deterioration of the situation in Vietnam. The letter had been composed by the retired Bishop of Armidale, John Stoward Moyes. The bishops urged Menzies to use his influence with the United States Government to ensure that the possibility of a negotiated settlement of the conflict could be explored to the full. The letter, and the prime minister's public response, thrust John Moyes and his episcopal co‐signatories into the centre of a national debate on Vietnam. Following Menzies's brusque reply, Moyes composed a second and more critical open letter. The prime minister then issued a more detailed response one week before he committed Australian combat troops to the Vietnam War. The initiative taken by Bishop Moyes constituted the first major instance of public debate in Australia concerning the wisdom and morality of the government's policy on Vietnam.  相似文献

Scholars have traditionally and loosely defined executive orders as presidential directives that instruct bureaucrats about how to implement policy. In contrast, proclamations are thought to be used by presidents to address policy matters regarding the general public. This has been an assumption that scholars have accepted without empirical evidence. We have long known that presidents strategically pursue policy to build support among numerous groups, such as African Americans, religious organizations, women, educators, and labor unions. Presidency scholars also know that executive orders are an expedient tool that an administration utilizes to pursue its policy agenda. As a result, why should we assume that the exclusive target population of executive orders is members of the federal bureaucracy? This is the first study to explore whether and how presidents from 1936 through 2008 use executive orders to target specific populations with policy.  相似文献

A growing body of research examines the role of information processing on decision making in a variety of organizational settings such as authoritarian and democratic governments, subnational organizations, and market systems. Although an increasing number of scholars point to the importance of cognitive capacities of individuals in explaining macrophenomena, scant attention has been devoted to how individual human beings process incoming information. Utilizing original datasets of parliamentary speeches and the biographies of 1,100 members of parliament (MPs) who served in the Grand National Assembly of Turkey between 2002 and 2011, I explore female–male differences in MPs’ issue attention in the parliament. Drawing together the literatures on political agenda setting, gender studies, and cognitive psychology, I argue that women’s higher potential for empathic response to societal issues (i.e., lower cognitive threshold of urgency for social problems) leads them to speak about a wider range of issues facing society and find strong support for this hypothesis. This article examines Irish taoiseach (prime minister) Charles J. Haughey’s involvement with the Falklands War of 1982; a hitherto neglected subject related to a defining episode in the history of Great Britain in the post-war era. Specifically, it focuses on Haughey’s relationship with British prime minister Margaret Thatcher during the depths of this crisis and the immediate diplomatic and political fallout between the British and Irish governments in the aftermath of the Falklands War. At the heart of this article is the argument that Haughey’s modus operandi during the Falkland War was motivated by a blend of political opportunism and cynical anglophobia.  相似文献

While undoubtedly the product of his personality and working style, his formidable political skills, experience and renowned personal discipline, it may also be attributable to the substantial and sophisticated advisory infrastructure developed to support his prime ministership.
